Maraba Al Iraq Al khadraa Health, Safety and Environment Training MARABA will develop a Training Plan to identify the required training for various personnel and job disciplines. Training will be provided by MARABA or by using approved outside agencies. records of all Training including induction courses, job specific training, specialist training, toolbox talks etc. shall be maintained by the Project HSE Department, and entered into a training matrix to enable forward planning of training requirements. MARABA will arrange for reuired place that will comply with training requirments. All cources will be available in Englais and in Arabic. The purpose of this training is mainly as follows; 1. To understand the Project profile, particular condition of the Project and requirements as they pertain to their scope of work. 2. To understand the Project QHSE Goals, Policy and Target. 3. To make sure of QHSE organization and individual’s responsibilities regarding the Project QHSE Management System or well communicated. 4. To understand the outline of the Project QHSE Management System including necessary QHSE procedures. 5. To recognize the importance of QHSE and enhance QHSE awareness to achieve the Project. 6. To emphasize the necessity for expanding QHSE knowledge. 7. To check the risk management system in QHSE aspect at the regular HSE meeting and reflect the further improvement of the Project. 8. HSE Induction Training for New Entrants It is mandatory for all managers and employees of MARABA and their Subcontractors to attend Client HSE and MARABA Induction Training prior to starting their fieldwork. Without taking this training course, they cannot receive Identification ID cards for entry to the construction site. QHSE INFORMATION Page 4 of 7 Maraba Al Iraq Al khadraa Instruction for Individual Work Categories: Individual instruction shall be given to workers according to their work categories, as described below: Work at elevated locations (prevention of falls), safe working platforms, handrails, protection around openings, scaffolds, use of safety belts/harnesses and helmets, etc. Hot work (prevention of fires and accidental burns), gas cutting and welding work, electric-arc welding, handling acetylene and oxygen cylinders, use of fire extinguishers, etc. Crane operation and lifting work, crane certificates, operator’s license, safe operating manner, trial lifts, use of outriggers, securing cranes when idle, inspection and maintenance of equipment, signals, rigging work, sling work, safety devices, etc. Operating vehicles and construction equipment, safe operating practice, operator’s license, maintenance and inspection, speed limit, etc. Electrical work, safe working practice, electrical insulation, grounding, circuit breakers, electric-arc welding, safety tools and use of insulated personal protective equipment, etc. Work in confined spaces, Work Permit System, pre-job inspection/measurement, entry control, ventilation, respiratory equipment and there use, evacuation system, etc. Other instructions according to the requirements of the work categories of the workers, including first aid, use of lighting detection equipment, etc. HSE Training for Managers and Supervisors In addition to the Induction Training for new entrants, specific HSE training is given to Managers and Supervisors of MARABA and other Subcontractors by MARABA’s HSE Manager or competent approved persons assigned by the HSE Manager. HSE Training for Specific Hazardous Work Special training shall be given by competent persons qualified by HSE Manager to supervisors, foremen and workers involved in hazardous or potentially harmful work. The training shall cover when applicable but not limited to: Handling organic solvents, and toxic and hazardous chemicals. Radioactive materials (NDT) safety. Work under, over or on water. Deep excavation and trenching. Work in confined areas or narrow spaces. Rigging, lifting and crane operation. Erection and dismantling of scaffolds. Electrical safety (Licensed electrical workers, Explosive powered tools operator, etc.). Work in or near an existing plant (regardless of whether operating or not). Total Safety Task Instructions Training Programs The Total Safety Task Instructions (TSTI) safety awareness process is designed to assist in eliminating accidents, injuries, illnesses, and unsafe conditions while protecting the environment. Front Line Supervision implements the TSTI process with each task and every day and each shift on continuing tasks at the task location. The TSTI process is held before beginning work each workday; when starting any new tasks during the day, or when a safety problem has been identified in crew involving more than one individual and is drawn from the information gathered during the JSA process. The work to be performed will be reviewed verbally with the crew, identifying any QHSE INFORMATION Page 6 of 7 Maraba Al Iraq Al khadraa potential hazards in each aspect of the job; the tools, equipment to be used etc. Employees will be encouraged to identify any hazards they recognize and how they can perform their tasks more safely Site Manager, Discipline Managers and Engineers, Front Line Supervisors, (General Foremen, Foremen and Gang Leaders) shall be trained in the principles of TSTI and the procedures for its implementation. Front Line Supervisors shall be trained in the principles and procedures for implementation of TSTI. The front Line Supervisors responsibility / accountability for hazard assessment and communication of applicable safety practices during task planning and assignment shall be stressed. Task performers will be trained in the principles and application of TSTI. Training will enforce the task performer’s responsibility for not beginning any task without thorough communications and understanding of potential or real hazards and safeguards required to eliminate said hazards. MARABA is committed to actively participate in all of these programs and any other program identified through mitigation action plans. Participants are expected to complete the course(s) and implement the knowledge and skills gained during the training, into their daily work. Refresher HSE Training Any employees who seriously or repeatedly violate the HSE Requirements and Regulation, and are so designated by the HSE Manager, shall receive Refresher HSE Training Course so as to maintain their HSE awareness at the highest level possible. Refresher HSE Training is also given, annually as a minimum for orientation and all other activities as outlined on the project training matrix (Training and Orientation Procedure) and when the results of accident / incident investigation or audit dictate. Fire Fighting and Prevention, Evacuation and First Aid Training Fire Fighting and Prevention, First Aid Training, and Evacuation Training are given twice yearly to all employees.
