destructive potential
A “Non-aligned state “ overnight becoming a “communist vassal state” is a huge political
game changer for ASEAN and western democracies.
As changes have been very fast, few “political experts” seemed to be unable to grasp them.
Seeing this degeneration and not doing anything is a crime.
Those, who still insist saying: “well we are just doing our business”, turning a blind eye to the
final result, impacting the whole ASEAN lives, should know that this is a crime.

Russia and Myanmar sign roadmap on nuclear cooperation at EEF — Rosatom

VLADIVOSTOK, September 6. /TASS/. Russia and Myanmar signed a roadmap for cooperation on peaceful use of nuclear energy for
2022-2023, the press service of Russian nuclear corporation Rosatom reported on Tuesday.
The parties to the agreement are Rosatom and the Ministry of Science and Technology together with the Ministry of Electric Power of the
Republic of the Union of Myanmar.
The signing ceremony took place at the Eastern Economic Forum.
According to Rosatom press service, the document was signed by Rosatom Director General Alexey Likhachev, Union Minister of Science
and Technology of Myanmar Myo Thein Kyaw and Union Minister of Electric Power of Myanmar Thaung Han in the presence of the
Chairman of the State Administrative Council, Prime Minister of the Republic of the Union of Myanmar, Senior General Min Aung Hlaing.
"The Roadmap fixes the defined steps for further Russian-Myanmar cooperation in nuclear sphere. In particular the document provides for
the expanding of bilateral legal framework, possibility of implementing a small modular reactors project in Myanmar, as well as personnel
training and work related to the improvement of public acceptance of nuclear energy in Myanmar," the press service says.
Organized by the Roscongress Foundation, the Seventh Eastern Economic Forum will be running from September 5 to September 8 in
Vladivostok. TASS is the event’s general information partner and its official photohost agency. This year, the theme of the forum is: "On the
Path to a Multipolar World.".

Myanmar on Saturday became the latest country mulling joining the financial messaging system of the Bank of Russia (SPFS), Moscow’s own proprietary payment network, to bypass the
international payment platform - Swift interbank system. After the US, UK, Canada and their European allies banned Russian Federation from foreign payments platforms to “ensure that
[Russian] banks are disconnected from the international financial system in order to harm their ability to operate globally,” Moscow launched its own alternative payment method. 'Dedollarizing economies..'
Myanmar, a Southeast Asian nation presently ruled by the military Junta, has expressed willingness to de-dollarize its economy and come on board Russia's Financial Message Transfer
System (SPFS) along with other nations that have integrated, such as Iran. Iran was also banned from Swift in 2012 by the West on grounds of violations of the 2015 JCPOA deal and
expanding its ambitious nuclear program. “We are making efforts in this direction (connecting Iranian banks to the SPFS) [for] the future,” Kazem Jalali, Iran's ambassador to Russia had told
the Iranian state TV. Myanmar’s minister of investment and foreign economic relations, U Aung Naing Oo, on Saturday similarly informed the Russian state-affiliated news agency that
negotiations with the Russian banks have already started for an alternative payment system. “In particular, our delegation includes an adviser to the head of the Central Bank of Myanmar,
she held talks with representatives of the Russian Central Bank, where they discussed the use of alternative payment systems not involving SWIFT," Naing Oo told reporters in Moscow on
sidelines of the St. Petersburg International Economic Forum

Russia and Myanmar, as well as the Association of Southeast Asian Nations [ASEAN] countries. Myanmar’s official reiterated that it is essential that ASEAN allies examine emerging nondollar
financial system initiatives, such as the use of the Rouble, Chinese Yuan or the local currency of Myanmar to transact over the risks of de-SWIFTing that could destroy economies.
The United States had also recently cautioned new Delhi about "consequences" for "circumventing or backfilling" Western sanctions against Moscow. "We would not like to see mechanisms
that are designed to prop up the rouble or to undermine the dollar-based financial system or to circumvent our financial sanctions," US Deputy National Security Adviser Daleep Singh, who
framed the sanction strategy against Russia, said during his visit in April. Biden administration has long been considering applying or waving off the CAATSA law for India's purchase of the S400 missile defense system from Russia. India, on multiple occasions, has made vocal its proactive neutrality and diplomatic approach, taking sides with neither in the conflict and pushing
for dialogue as a way forward for the conflict resolution. Western punitive sanctions on Moscow have also lately strengthened Russia and China's de-dollarization, as well as is being
considered by many other nations in the east bloc. India, the fastemerging global economy, lacks its own domestic financial messaging system, but reports suggest that plans have been
underway to link service with Russia’s SPFS (System for Transfer of Financial Messages, Russia’s equivalent of SWIFT) and China’s CIPS (Cross-Border Interbank Payment System, the Chinese
version of SWIFT). Several nations that now deem themselves vulnerable to US sanctions and the dollar’s dominance have been exploring an alternative system.

During his address at the economic forum earlier yesterday, Russia’s Putin stressed that the Western nations have attempted to “destroy” Moscow’s economy, but that there will be no Iron
Curtain over the Russian economy despite sanctions. Moscow would not close itself off from the world like the Soviet Union, our economy will be open, he said. “A country like Russia cannot
be fenced in," he also earlier warned, labeling the economic sanctions as a declaration of economic war on countries that might “fall out of favor” with the West.

Aug 18 (Reuters) - Military-ruled Myanmar plans to import Russian gasoline and fuel oil to ease supply concerns and rising prices, a junta spokesperson said, the latest developing country
to do so amid a global energy crisis.
The Southeast Asian country has maintained friendly ties with Russia, even as both remain under a raft of sanctions from Western countries - Myanmar for a military coup that overthrew
an elected government last year, and Russia for its invasion of Ukraine, which it calls a "special military operation".
Russia is seeking new customers for its energy in the region as its biggest export destination, Europe, will impose an embargo on Russian oil in phases later this year.
"We have received permission to import petrol from Russia," military spokesperson Zaw Min Tun said during a news conference on Wednesday, adding that it was favoured for its "quality
and low cost".
Fuel oil shipments are due to start arriving from September, according to media. Zaw Min Tun said junta chief Min Aung Hlaing discussed oil and gas during a trip to Russia last month.
Myanmar now imports its fuel through Singapore.
Myanmar would consider joint oil exploration in Myanmar with Russia and China, he said.
The military has set up a Russian Oil Purchasing Committee headed by a close ally of Min Aung Hlaing to oversee the buying, importing, and transport of fuel at reasonable prices based
on Myanmar's needs, according to a statement published in a state newspaper on Wednesday.
In addition to political turmoil and civil unrest, Myanmar has been hit hard by high fuel prices and power cuts, prompting its military leadership to turn to imports of fuel oil that can be
used in power plants. Petrol prices have surged about 350% since the coup in February last year to 2,300-2,700 kyat (about $1) per litre.
In the past week, petrol stations have shut down in various parts of the country because of shortages, according to media reports.
Russia is also a major supplier of weapons to the Myanmar military.

Election Commission and the Central Election Commission of the Russian Federation, preparations for holding free and fair elections, the conditions for
applying the proportional representation system in the elections to be held, verification of political party establishment and registration rights and
continuation of cooperation between the two countries.The UEC chairman also stressed that the weaknesses of the last elections have been analyzed and
laws have been implemented to prevent vote fraud in the upcoming elections. Political parties will also have the right to observe and cooperate with the
voting process. The commission will deal with all political parties in accordance with the law and will check whether the establishment and registration of
political parties will have to be conducted in accordance with the law.Any political party that violates the laws will be dealt with and it is important for
political parties not to have foreign influences. Political parties are responsible for the legislative and administrative sectors, and Myanmar, which is still a
young democracy, must work hard to turn out good political parties and good people.The Union Election Commission will coordinate with the Central
Election Commission of Russia and cooperate in election-related matters, the UEC Chairman added.
