PROPOSAL:
This proposal will help Dewan Cement Limited, Karachi to develop necessary documentation for effective control

on the operations and establish in compliance with the appropriate requirements of API Q1 9 Edition and API
10A24th Edition. The certification process being primarily based on the international standards mentioned above
as well as the certification body generated requirements. The specific criteria for technical competence
assessment aspects are based on the draft scope of certification to be established with the certification body.

THE ASSISTANCE PROGRAM / SCOPE:

This program includes development of the documents, as per API Q1 9 Edition, API 10A 24 Edition and ultimately
acquire API certification for Dewan Cement Limited, Karachi Support for implementation effort for documents
through training will also be included in this program. At a later stage assistance for conducting internal audit after
implementation of developed documents is also part of the scope of this proposal. It is prudent that organization that
requested for this support program to assure that all assignments as mentioned above, will be attained in a costeffective manner and to satisfy the needs for international and growing national recognition of quality and technical
competence. Consequently, our team is able to bring specific insight into the proposed assignment, very
appropriate to your organization.
PROJECT EXECUTION METHODOLOGIES:
1.
Conduct Employees Seminar - The Employees team, department wise, will be presented with a review of the
requirements of standards. The approach is somewhat dependent on organization dynamics. Because of the
technical competence focus, involvement of technical staff is required. This stage will consist of development
and /or revision of Manual, Standard Operating Procedures (SOP), Work Instructions, Job Descriptions,
Quality Policy, Quality Objectives and Formats etc. Further integrating the technical documents with the newly
developed documents will also be part of activities of this phase.
2.
Revising and updating documents in the light of requirements of standards and nonconformities raised during
last two audits. Any infrastructure requirement will also be addressed in this phase.
3.
Brainstorming sessions, department wise, for implementation of revised and updated documents.
4.
Establish and set up team of Internal Auditors, train them and organize Internal Audit.
5.
Closing NCRs raised during Internal Audit and provision of guidance for Management Review
SUMMARY OF IMPLEMENTATION:
Implementation processes addresses activities required to implement the documents developed in the light of API Q1
9th Edition and API 10A 24th Edition. The following highlights the steps for this stage;
1.
Establish a Committee – Establish a committee within the organization that will carry the responsibility for
achieving the targets in the defined timeframe.
2.
Provide Support in the Preparation of Documentation - In addition to quality systems manual, documented
standards operating procedures, work instructions, calibration or test method documents, and various types of
quality records where the absence of same may be detrimental to quality.
3.
Conduct Employee Training - Training will be required to fully understand the requirements of the standards,
manage the implementation, develop and document procedures, and perform internal audits. Different levels of

training vary from the general orientation for all employees, procedural training, and internal auditor training to
assure that the Dewan Cement Limited, Karachi become self reliant.
4.
Perform Implementation Reviews - To ensure Dewan Cement Limited, Karachi’s efforts meet all requirements
of the standard, periodic implementation reviews must be conducted.
5.
Conduct Internal Assessments - Periodic assessments (audits) are essential to build the corrective action
history needed to obtain certification. We will lead the first series of such assessments/audits and train the
Dewan Cement Limited, Karachi’s staff to perform this function in future.
THIRD PARTY AUDIT:
After successful implementation, API will be conducting the third party assessment (Initial Certification) of Dewan
Cement Limited. Karachi After completion of the audit and closing of Non Conformities, if any, Certificate will be issued
by the API. Please note that certification cycle consist of three years period. The first audit is called Initial Certification
and after that two annual Surveillance Audits will also be conducted by the certification body, if you go for API Q1
certification as well. Otherwise if only Product Specification API 10A is selected then next API audit will be conducted
after three years.
SUPPORT REQUIRED DURING CONSULTANCY PROCESS:
Following support will be required during consultancy process:1. Travelling assistance to and from plant, whenever visit will be scheduled.
2. Separate and peaceful space at Plant and Head Office, whenever visit will be scheduled.
3. All visits will be scheduled well in advance. This schedule will be chalked out after discussion with head of
departments after approval of this proposal.
DURATION
Our target will be to complete major consultancy tasks by first week of May 2019. But, if required remaining work if
any, can be completed in the month of May 2019. My recommendation will be to submit new application to API in
the month of May 2019 and schedule audit sometime in the month of July or August 2019.
The above mentioned schedule can be followed if decision of approval of this proposal is made within one week of
submission of this proposal.
FEE FOR SUPPORT PROGRAM:
Charges for this support program which will include following services:- Development of documents

will be total Pak Rs.600,000/- (Pakistan Rupees six hundred thousand only). This amount is exclusive of taxes and will
be payable at following stages:

1 Installment of Pak Rs. 150,000/- at the time of acceptance of our proposal and before starting the work.
2nd Installment of Pak Rs. 150,000/- in the end of March 2019
3rd Installment of Pak Rs. 150,000/- in the end of May or first week of June 2019
4th and last Installment of Pak Rs. 150,000/- after successful completion of certification audit. However, for any reason
Dewan Cement Limited, Karachi, opt to not to go for API Audit or delay audit process beyond August 2019 then 4th
installment will immediately become payable.
VALIDITY OF PROPOSAL:
This proposal is valid for the 30 days from the date of issue.
