ASB 70-02-046 Basic Issue ▪ June 30/22 SUBJECT: AIRFRAME – Pilot and Copilots Seats – One-Time Inspection of Pilot and Copilot Seat Restraint Harness. Section 1. PLANNING INFORMATION A. Effectivity All S-70/H-60 with Pilot/Copilot seat utilizing restraint harness P/N 10223-12, 102335-1, 102335-2, 102335-3, or 112409-101 and all spares. B. Purpose To perform a one-time inspection of Pilot/Copilot seat restraint harness for condition and complying retirement date. C. Background Seat supplier BAE issued a Notice of Potential Escape No. 2129 informing Sikorsky Aircraft of a failed lap restraint at the anchor fitting during a 35 G forward static test. It was determined that the failure was due to non-conforming wrap radius of the seat restraint anchor P/N 930045. Further investigation noted restrain anchor P/N 930010 was also out of compliance. D. Description E. Compliance Compliance is Essential. The inspection outlined herein shall be accomplished no later than September 28, 2022. ONE-TIME INSPECTION Aircraft is prepared for inspection. Pilot/Copilot restraint harness is inspected for condition and complying retirement date in accordance with this Alert Service Bulletin (ASB). Restraint harness is replaced as required. Log card tracking of restraint is initiated if not already in place. Compliance is recorded and aircraft is returned to service. Page 3 S-70/H-60 ALERT SERVICE BULLETIN ASB 70-02-046 Basic Issue ▪ June 30/22 Section 3. ACCOMPLISHMENT INSTRUCTIONS (Continued) NOTE: The Retirement Date (RET DATE) is located on the four labels on the restrain harness (Figure 1. Restraint Label) assembly both lap belts, shoulder strap, and tie down strap and is recorded MM/YY. The restrain harness’ service life is valid through the end of the RET DAT month. D. Inspect restrain harness RET DATE: NOTE: Completion of the inspection in accordance with this ASB allows the service life to be extended no more than 12 months but not to exceed 60 months service life limit. (1) If the RET DATE field located on the restraint harness is blank: NOTE: The retirement date is 48 months after the service date. If service date is unknown the default retirement date is 48 months from the date in the DATE OF MFG field. (a) If no date has been recorded in the RET DATE field fill in the RET DATE. NOTE: To be considered suitable storage environment the harness shall be protected from dampness direct sunlight, contamination, and chemicals. NOTE: Service life is the period from when the restraint is removed from storage. Except for harnesses on aircraft which have been held in storage from delivery. In this case the service life would begin from date aircraft is taken out of storage. NOTE: RET DATE shall not exceed 120 months from the DATE OF MFG. (2) If the RET DATE field located on the restraint harness is present: (a) If the RET DATE has been previously filled out, verify it is no greater than 48 months from the service date. (b) If the service date is not known, then the default retirement date will be no greater than 48 months from the DATE OF MFG. (c) If a date entered in the RET DATE field does not meet either condition; cross date out, follow RET DATE field left blank guidance above. NOTE: If there is more than one RET DATE for the restrain harness, record the earliest date. NOTE: The restraint harness service life is valid through the end of the RET DATE month. E. Restraint Label NOTE: Inspections should be performed without magnification under good lighting conditions. NOTE: If two or more occurrences of marginal wear conditions exists, the restrain harness shall be replaced NOTE: If marginal wear conditions exist within 2 inches of a restrain anchor (Figure 2. No Marginal Wear Allowed at Anchor) the restrain harness shall be replaced. NOTE: If damage that is not specifically addressed in this ASB is found the restrain harness shall be replaced. F. Inspect Pilot/Copilot seat restraint harness condition: (1) Inspect restraint harness for fraying in the form of broken filaments in the wrap (longitudinal) yarns or weft (transverse) yarns (Figure 3. Edge Fray on Webbing): (a) If broken filaments extend greater than 10% of the width of the webbing replace restraint harness in accordance with applicable S-70/H-60 Maintenance Manual. (b) If broken filaments obscure identity of any yarn replace restraint harness in accordance with applicable S-70/H-60 Maintenance Manual. (c) If fraying causes any improper operation of any portion of the restraint system replace restraint harness in accordance with applicable S-70/H-60 Maintenance Manual. ACCOMPLISHMENT INSTRUCTIONS (Continued) (2) Inspect restraint harness for cuts or tears: (a) (b) Inspect for transverse cuts or tears (Figure 4. Transverse Cut or Tear Inspection): 1. If any cut or tear reaches edge replace restraint harness in accordance with applicable S-70/H-60 Maintenance Manual. 2. If any cut or tear spans more than 15 yarns replace restraint harness in accordance with applicable S-70/H-60 Maintenance Manual. Inspect for longitudinal cuts or tears (Figure 5. Longitudinal Cut or Tear Inspection): 1. If any longitudinal cuts exceed 0.25 inches in length replace restraint harness in accordance with applicable S-70/H-60 Maintenance Manual. 2. If any holes are found in webbing replace restraint harness in accordance with applicable S-70/H-60 Maintenance Manual. Figure 4. ACCOMPLISHMENT INSTRUCTIONS (Continued) Figure 6. Broken Stitch Inspection (4) Inspect restraint harness for fading (Figure 7. Fading Inspection): NOTE: The easiest method for checking webbing for fading is to compare covered areas with light exposed surfaces of the webbing. (a) If fading of the webbing has occurred replace restraint harness in accordance with applicable S-70/H-60 maintenance manual. (b) Inspect covered area that loops through the anchor with the exposed area within 2 inches of the anchor (Figure 8. Fading Inspection at Anchors). If any variation in color is present replace restraint harness in accordance with applicable S-70/H-60 Maintenance Manual. Figure 7. Fading Inspection at Anchors (5) Inspect restraint harness for fungus or mold: (a) (6) If evidence of fungus or mold is found: 1. Clean restraint harness using lint free cloth wet with a solution of soap and warm water. 2. Dry restraint harness with clean dry lint free cloth. (b) If fungus or mold cannot be cleaned off or if the webbing has been damaged from fungus/mold replace restraint harness in accordance with applicable S-70/H-60 Maintenance Manual. (c) If no evidence of fungus or mold is found or has been cleaned continue inspection. Inspect restraint harness for contamination or soiling: NOTE: Exposure to foreign substances may cause restraint harness to lose flexibility resulting in the webbing unable to adjust properly through the adjustment hardware. (a) (b) Page 10 If contamination or soiling is found: 1. Compare flexibility of contaminated or soiled webbing against uncontaminated portions of the restrain harness: 2. If flexibility is compromised replace restraint harness in accordance with applicable S-70/H-60 Maintenance Manual. 3. If flexibility is uncompromised continue to step G. If contamination or soiling is not found continue to step G. ONE-TIME INSPECTION This document contains export-controlled information. See WARNING on first page.
