Media advertising is the largest campaign expense for modern-day congressional and

Community Evidence
The states conduct elections, count the votes and publish election returns. To win a candidate for
office (Senate, House, Governor, etc.) must secure a majority, one more vote than the other
candidate (Community Module 5B Elections).
Outcome Evidence
Every four years the Democratic and Republican parties have nominating conventions to select
their candidate for president based on primary voting (Outcome 1, Module 5B Elections). In a
general election, all voters choose from the winners of the primaries, Republican or Democrat,
for the office (Senate, House, Governor etc.) and must win by a majority vote (Outcome 2,
Module 5B Elections).
