Important Points:
1. Reserve price for round trip/Rail Freight: For all origin-destinations-1.25 times of single
journey freight at Scale–P (Freight Table included)

Development Surcharge: 2%
GST: 5%
2. Duration of contract: 6 Years
3. Budgetary increase in freight: No for 3 years then 10% from 4th year
4. Route: As per convenience
5. Frequency of Service: Minimum 2 per Month
6. Nominated day’s service: The service may be on nominated days as per round trip turn
round giving proper spacing to service.
7. Rescheduling of train: When loading is not possible on scheduled day, CCM(FM) can
reschedule the train for any other day with mutual consent of the lease operator.
8. Punctuality of train: The Parcel Express train will run on fixed path with scheduled time
table as far as possible.
9. Free time for stacking and removal of parcels:- One day advance stacking and one day
removal time will be given at both ends
10. Failure to operate contract: The successful bidder shall start service within 30 days from the
date of receipt of the acceptance letter. If the successful bidder fails to start loading within
the stipulated period due to any reason, the “Earnest Money” of such bidder may be
forfeited. If the lease operator fails to operate the contract during the contractual period
due to any reason without giving prior notice, the “Security/Performance Guarantee” may
be forfeited. If it is not feasible to continue the contract due to any reason, either the lease
operator or Railway administration can terminate the contract by giving two months’ notice.
In such cases, ‘Security deposit/Performance guarantee’ will not be forfeited.
11. Frequency Increase: The service will be provided with minimum frequency of at least two
trips per month. The frequency can be increased in view of demand, availability of stock and
operational feasibility with mutual consent at the same rates without increase in
performance guarantee.
12. Stop (Enroute loading /unloading): 5 for more than 2000Kms
13. Operations Time:
Origin and Destination: 7 Hrs.
Enroute Loading and Unloading Operations: 2 Hrs at Railways Goods Shed and 15
Minutes at stations
14. Wharfage/Demurrage charges: - Normal rules for detention of rolling stock and delay in
removal of parcels shall be applicable.
15. Free space to leaseholder: - Free space of 15’ x 15’ may be provided, till the period of
operation of contract, at suitable location (wherever feasible) for development of office at
originating and destination parcel terminals.
16. Free escort with Parcel Express train:- One representative of the leaseholder shall be
allowed to travel free from train’s originating to terminating station by the same train for
security purposes and handling of parcels at intermediate stations
17. Eligibility criterion: 10Cr turn over
18. Tender Document value: 10000/19. Earnest money:-10L
20. Security/Performance Guarantee:-5% of annual tender Value

As movement is under time table so marketing of rake is easier than any other goods train.
We could advertise in newspaper for carrying parcel apart from Industrial Goods. A focused
approach is only needed.
