Introduction Bhavnagar port infrastructure private limited (BPIPL) is planning to convert existing vessel to transport Compressed Natural Gas (CNG) trailers via sea route. To ensure that identification of the hazards associated with the operation of vessel is adequately performed, a Hazard Identification (HAZID) workshop is planned for April 19th to 20th, 2022. This document provides the details of the objective, scope, methodology and agenda for the study. 1.2. Objectives The objective of the assessment is to: • Identify hazards associated with the design and operations of the CNG RO RO vessel. • Develop hazard scenarios and identify potential causes, assess the related consequences, and identify the existing protection, detection, and indicating mechanisms. • Suggesting opportunities of alternative options towards an inherently safer design or identify risk mitigation measures to reduce the estimated risk. 1.3. Project summary The subject vessel will be RORO type and will transport CNG trailers between RAS-AL-KHAIMA (RAK) in United Arab Emirates (UAE) and Bhavnagar in Gujarat, India for a period of minimum 20 years, extendable by another 10 years. The RORO vessel shall be conceptually designed for the transfer capacity of 20 MMSCFD to 30 MMSCFD. Currently 40’ Type I and Type IV CNG Trailers are considered for the design. The Vessel will i) load CNG Containers from shore, ii) transit to the destination port, and iii) unload of trailers at desination port. A single voyage is estimated to take around 5 days. Refer to Conceptual Design of CNG RORO Vessel (Doc# 422021-ADV-NAV-REP-1005) for detailed information as provided in Appendix A. The RO RO vessel will be designed and built in accordance with requirement listed in: • IGF International Code of Safety for Ships Using Gases or Other Low Flashpoint Fuels (Ratified IGF code version adopted on 11 June 2015, ANNEX 1, RESOLUTION MSC.391 (95) • International Convention for the Safety of Life at Sea (SOLAS) Chapter II-1 Regulation 55 and guidelines referenced by footnote MSC.1/ Circ.1212 or associated guidelines MSC.1/Circ.1455 • ABS Rules for Building and Classing Marine Vessels (MVR) -3- Commented [MO1]: 7.5 days, distance 1150 Nm @ 18 Kts, Sea time both ways 5.5 days 1 day load 1 day unload Excl weather delays, waiting time at ports (if any), breakdowns Commented [MO2]: Concept design presented Jumbo cyilinders tube skids. HAZID Terms of reference for 7 April 2022 Conceptual design of CNG RO RO Vessel • Any other applicable statutory guidelines applicable for conversion of RO-RO Vessel to carry CNG Trailers 2 Methodology The Hazard Identification (HAZID) study is a systematic review of the possible causes and consequences of hazardous events. It can be applied to all or part of the vessel or it can be applied to analyze the operational procedures. It can be used for identification and assessment of potential hazards and their causes and consequences The basic HAZID study involves following tasks: • • • • Development of Terms of Reference, which will include information on HAZID objectives, scope, hazards to be considered, methodology, required personnel, & reference documents The assembly of an appropriate team of experienced personnel, including representatives of all disciplines involved in the area being reviewed and (as needed) interfaces with adjacent systems. Short presentations detailing the scope of the study. Completion of the HAZID workshop, the methodology of which is detailed in Figure 2-1 During the HAZID workshop, the following activities will be performed: • • • • • Application of the relevant guidewords to identify hazards and other HSE concerns. Identification of causes and consequence associated with identified hazards and associated safeguards and mitigation measures. Recordings of the discussions will be entered onto worksheets summarizing the nature of the hazard, associated consequences, threats, safeguards, risk ranking, and recommendations if the existing safeguards are not deemed adequate. HAZID workshop will be recorded in the worksheet template as provided in Table 2-1 below As this is a novel concept no risk ranking will be performed for this study Commented [MO3]: Not clear above this, but can be discssed later. To perform the thorough review of the conversion and its associated effect on the vessel operation, the HAZID study will be divided in to nodes as follows: • • • • Trailer loading into RO RO vessel RO -RO Vessel Transit Trailer unloading at desination port Dual fuel concept and arrangement Guide words will be selected to stimulate discussion within a node and identify hazard scenarios that articulate how the hazard is realized and the potential consequence that might arise.
