Primarily a health issue, the pandemic has also a huge toll in every country’s economy which led to downsizing and even closure of establishments and services leaving a number of people jobless. To help the poor Filipinos cope with the adverse effects of the pandemic, the government has implemented the government’s Social Amelioration Program (SAP), a cash/food amelioration to support lives of millions of Filipinos in the midst of COVID-19. In fact, the implementation of the SAP by the Philippine government agencies, became the most significant aspect to raise the lives of Filipinos amidst pandemic outbreak for the sustenance to the basic necessities of the beneficiaries and other supports for their daily needs. This validity of reason where the crises brought by COVID-19 pandemic have been affecting the lives of millions of people and the government leaders were encouraged to support the sectors through giving the cash/food assistance (Forosuelo, 2020). According to DSWD, the distribution of the Social Amelioration Card is the first stage as part of its implementation. The SAC would be accomplished through house-to-house in every locality it covered. However, qualified families for the SAP cash amelioration must fill up the SAC. 1 The Department of Social Welfare and Development (DSWD) has been classified of around 6 million and 500 thousand of poor and household vulnerability members, and 2 million and 900 thousand of senior citizens sector as the beneficiaries of cash amelioration. With its distribution in the Municipality of Parang in April 2020, there has been monitoring mechanism for MSWD Parang as to implementation and spending behavior of SAP among its beneficiaries. Based on MSWD data, around seven percent (7%) of the municipality’s population have received the cash amelioration. This study seeks to look into the spending behavior on cash benefit of the recipient in Parang, Maguindanao. Other related aspects involving the Social Amelioration Program will also be investigated. 2 Significance of the Study The result of this study will be helpful in many ways. First, this research study will help the DSWD and other implementing agencies determine whether their program’s goals and objectives have been met. It will also give idea to Local Government Unit (LGU) and NonGovernment Agencies in conceptualizing and implementing pro-poor and development-oriented programs and projects for the marginalized sectors of the community. For communication practitioners, findings of this study will offer them insights on planning communication strategies in disseminating programs for the poor sector. Objectives of the Study This study aims to identify the utilization of SAP among beneficiaries in Parang, Maguindanao. Specifically, research study enforces the following: 1. to identify the SAP-related information (coming from television, radio, newspaper, barangay and other sources of information) the respondents are aware of; 2. to describe the spending behavior of SAP beneficiaries; and 3. to determine the spending patterns of SAP beneficiaries; 3 Place and Time of the Study This study will be conducted at Parang, Maguindanao on November of 2021. Expected Outputs of the Study After the conduct of the study, the following data are anticipated: 1. socio-economic characteristics of the respondents; 2. SAP-related information (coming from television, radio, newspaper, barangay and other sources of information) the respondents aware of; 3. spending patterns of beneficiaries; and 4. the spending behavior of SAP beneficiaries. 4 Operational Definition of Terms The following terms are operationally defined for the purpose of providing common understanding in the study. A. Terms Monthly income is used to describe the total salary of the group of family in a month from their work. Number of members in the household term used in this study to describe the populations of the family members in the community. Spending behavior is used to describe the beneficiaries’ behavioral utilization of the cash benefit. Spending pattern is used in the study to refer to what beneficiaries buy and how much they are likely to spend from the SAP cash assistance. B. Acronyms Coronavirus Diseases 2019 (COVID-19) is the term used to refer the kind of pandemic that is spreading to many countries across the world. Social Amelioration Program (SAP) refers to the cash support given by the Philippine government to the 4Ps and Department of Agriculture identified beneficiaries. 5 Theoretical Framework This study is focuses on the utilization of Social Amelioration Program where it is founded by the theory of Laureate and economist Amartya on the “entitlement approach” as part of their theory on Economic Development. The theory of “entitlement approach” emphasizes the support of the government’s cash subsidy to the rural and urban poor sectors and its impact on the economic status of the community (Laureate and Amartya Sen, 1972-1998). However, in relation to the communication aspect, this study is also supported by the theory of “Cognitive Behavior” founded by Aaron T. Beck which have been reflected the importance of behavioral and cognitive approaches to understand and help peoples’ behaviors. Cognitive-behavioral is the concept of cognitive processes and behavioral aspects, with its objectives of reaching the behavioral and cognitive aspect of changes (Beck, 1960). 6 REVIEW OF RELATED LITERATURE The “Bayanihan To Heal As One” To open up the perceptions on Luzon’s having an implementation of the Enhanced Community Quarantine areas in times of crises where there was an extension of its implementation until April 30 as the Coronavirus Diseases 20219 (COVID-19) timely pandemic considered as the global health crisis, lot of Filipinos have been looking for a help where the Social Amelioration Program (SAP) comes in to the entire part of the Philippines. It is the cash subsidy program to support the Eighteen million families that affected during the implementation of ECQ throughout the country. It is also implemented with the enforcement by the law entitled, “the Bayanihan To Heal As One Act,” which was approved by President Rodrigo Duterte as the President of the this country on the twenty fifth (25th) day of March in 2020 to sustain the needs of the sectors amidst pandemic crises. According to the information as revealed by the Metro Manila Public Information Office, regarding to the enforcement of this program, there were many government sectors who have been involved in this program. However, on the first wave of the distribution of SAP cash assistance has been distributed to all who are qualified Filipino families but has emphasized many perceptions and queries on implementing SAP. It has also resulted into a debate even to the higher positions in the Philippine politics and socio-political if who will be considered vulnerable sector 7 or/and lower-class families and middle-class families in different regions of the country. Guidelines in the Distribution of SAP According to the information office of the DSWD, the Social Amelioration Program (SAP) is given by the government primarily to the 4Ps beneficiaries of Parang, Maguindanao and to different localities in the Philippines. Accordingly, the first step on the implementation of the SAP cash amelioration is the distribution of the Social Amelioration Card (SAC) that should be done through house-to-house in the selected locality. The cash subsidy is five thousand to eight thousand pesos (5,000.00 to 8,000.00) per two months to be given to its beneficiaries. However, a qualified beneficiary of the DA in ECQ areas such as only farmers, fishers are the group of sectors to be receiving the second tranche of cash amelioration. Additionally, with regards to the target beneficiaries of the said program, according to the “Bayanihan to heal as one” law as signed by President Dueterte, a Joint Memorandum Circular No 1. or JMC No. 1 and cooperation of the DSWD’s Memorandum Circular (MC) No. 4, Series of 2020, together with the enforcement of Interagency Task Force of Emerging Infectious Diseases or IATF-EID have identified the target beneficiaries (groups/sectors) of the community which are the 4Ps beneficiaries; the economic workers in the locality; and other vulnerable population including of senior citizens in the locality. The SAP is also implemented for the 8 vulnerable populations in some areas of provinces in the Philippines to sustain the needs even the marginalized sectors in every regions. Poverty and Vulnerability in the Philippines amidst COVID-19 Pandemic Accordingly, to open up the poverty/financial aspect, since the poverty rate in the Philippines has decreased from maximum of 25 percent in the year of 2012 to minimum 23 percent in 2015 and minimum 16 percent of year 2018, the absolute level of the line of poverty and inequality have remained high and the government agencies have been planning to reduce this issue to the localities in this country. However, the community quarantine implementation has implemented in Luzon has been extended to other parts of the country to avoid the transmission of the virus to the people. In relation to the implementation of community quarantine, as resulting to the declined levels of the families with the implemented quarantine, poor, sectors belonging to an indigent, and the workers laborers belonging to the low cash and the people who are unable to purchase food and other basic necessities to sustain their needs and financial capabilities. However, in addressing the basis on emergency, this would be the return of roll and the progress was made by the Philippine country in fighting against aspect on poverty so far as timely pandemic exists and even in the entire part of the world. 9 The Department of Social Welfare and Development (DSWD) Based on the table in the information coming from the government agencies, the contribution of the Department of Social Welfare and Development to the citizens of the Philippines has been occurred in times of pandemic. Since then, the DSWD has been identified of almost six million poor and households in the locality, and about two million and nine hundred thousand of indigent sector which is the senior citizens. In addition, it has estimated that seven million and six hundred thousand thousand of informal sector workers and daily wage earners in the Philippines during the existing ECQ amidst current pandemic affects. Challenges Facing Government’s Social Amelioration amidst Coronavirus Diseases 2019 Outbreak The Department of Social Welfare and Development (DSWD) was in charge of implementing the Social Amelioration Program to support for the 18 million Filipinos who will be most affected by COVID-19 will be part of the government's social amelioration. Senior citizens, people with disabilities,homeless people, farmers, fishers, self-employed, informal settlers, and even those on No Work-No Pay contracts are among the beneficiaries in the selected regions of this country. SAP's target beneficiaries will receive P5,000-8,000 in cash and in-kind support per month for two months. This is not to be done in addition to existing social services. So, for example, recipients of the Pantawid Pamilyang Pilipino Program (4Ps) will 10 receive P5,000-8,000, which will be supplemented by other SAP programs. The SAP has three obstacles that, if addressed, could help ensure that the program succeeds in assisting Filipinos in need throughout the COVID-19 pandemic and its economic consequences. COVID-19 Pandemic Effects in Poverty Line The virus's resulting lockdowns have caused a substantial slump in the job market as well as other connected destructions, intensifying COVID-19's impact on poverty in the Philippines. The Philippines' unemployment rate was around five percent before the start of the epidemic, but it has since risen due to lockdown measures across the country. According to the Philippines Statistics Authority, the COVID-19 pandemic caused unemployment to rise to the percent of 17.5 percent in April of 2020. Furthermore, as the lockdown measures continue, this number could rise, resulting in increased hardship and hunger. Poverty has risen as a result of increased unemployment, with estimates estimating that over 3 million Fil-Am will be affected. The impact of COVID-19 on poverty in the Philippines is only temporary, but with the correct policies in place and the easing of lockdown measures as rates and vaccines increase, it might be mitigated. COVID-19 has had a significant impact on poverty in the Philippines, an archipelagic in Southeast countries in Asia. When it comes to the economy, jobs, and poverty, the COVID-19 epidemic is having a tremendous influence in the Philippines. 11 Additional to the effects of Coronavirus Disease 2019 (COVID-19), the Philippines' economy had been making progress toward achieving national, inclusive growth, as evidenced by a dramatic drop in poverty rates. During the country's quarantine, Philippine government agencies implemented a social protection program to address how COVID-19 affected poverty in the Philippines. Through its Social Amelioration Program, the government provided emergency assistance. SAP provided coverage to 18 million poor households, accounting for 70% of the total population covered. SAP beneficiaries include 4.4 million households registered in the Pantawid Pamilyang Pilipino Program's safety net program, as well as other vulnerable Filipinos such as informal workers of the community and its groups. Focusing to the other relevant agencies of the Philippine governments, the largest television network, huge leading in the community in Manila as the center of other important institutions. However, most percentage of the economic development of the Philippines is almost lead by this hefty city. In accordance to the pandemic outbreaks, Manila is the first area of the Philippines who had the first person with coronavirus diseases 2019 (COVID-19) positive before it was widely spread from every regions of the said country. In this case, during this pandemic outbreak, the city government of Manila leads by Mayor Moreno had made a global communication to inform the Filipinos about this controversy for the sake of awareness. In response to this controversy, Mayor Moreno enforces employment rate to the other city coverages to provide a shelter for the incoming employees to the said city. With this addition, the said community leaders made a localized campaign to different areas in Manila to 12 ensure the future job of the people. Since then, it also helps the companies to have a new employee but they can condign encounter the excessive job workers in Manila, that is why most of the companies have been deducting their employees considering that there such no enough fees for their workforces due to their growing populations inside in the workplace. However, the manager of these respective companies planning to either there to knock off the workers or by adding a new job vacancy. Since then, economic managers have predicted that the Philippines will be placed under a less restricted quarantine until the beginning of 2021. They believe the economy will open up completely until at least 60% of the population has been vaccinated. As long as there is a rebound in consumption, a strong push in public investment, and big steps in the recovery of global growth, the economy's growth might improve and poverty could decrease in the coming years. A lot of sectors was depressed of the extensions of this community quarantine because this timely expectation that this would be remove to change as under in GCQ. Go back obtuse first scene, during ECQ, the sectors were always there in their houses to stay so that the impact of virus will be lessen as it spreads to other people. In this case, it was promoted to decrease the rate of killings and murders of the country but a lot of people were suffered from the lack of income from their jobs even the first and second class in the society were affected even there were an amelioration given by different organization (LGU and NGO). However, in my own perspective, the government should focus to the voices of every sectors about their needs during this crisis because this pandemic will never be matter in our positions in the society. In ECQ, since a lot of people are affected, the tricycle drivers, jeepney drivers, farmers, 13 business, teachers and different sectors were seems like beggar during the calamity because of insufficient budget by the government to sustain their needs amid pandemic. In this stigma, this were also created the news blasts, that other extensions of ECQ until it was moved on the month of April year 2020. The misinformation and disinformation that were tackled in the senate house have been planned by the politicians regarding on how to reduce this malpractice. However, it is more important to collaborate as one as controlling to post any incredible news that destroys the mind of public to different corners of the regions. By this, we can be able to survive our country to free from Covid-19. Furthermore, it was. It an end of the issue until the President was announced the General Community Quarantine in the last month of April connected to the month of May as the same year. Communication and Information towards the Distribution of Social Amelioration Program According to the DSWD, the distribution of the Social Amelioration Card (SAC) is the first stage in the SAP implementation process that is done on a house-to-house basis in the neighborhood. Families must complete the SAC, and the government will offer the necessary support through the LGUs based on the information submitted and in accordance with established norms. In brief, the SAC will act as a validation tool to determine who will require assistance during the COVID-19 crisis. There are certain gaps in the information that the administration has so far communicated. It's unclear whether the SAC will be signed by all families across the country. 14 The material that the government has so far released contains some holes. It's unclear whether the SAC will be signed by all families across the country or just those from specific areas. It's also unclear who is ultimately responsible for ensuring that SACs are distributed and collected: the barangay, the municipal/city authority, or the provincial government. Who will compile and finalize the beneficiary list is unclear? It is unclear whether all persons listed as target beneficiaries will be able to qualify even if they are unable to meet the standards because some of the conditions are difficult to meet by people in crisis situations, thus the consideration for the people who were affected by the. We can already notice an increase in misinformation about the social assistance distribution. The government's unclear, generic, and fragmented information is raising concern among resident’s program enforcers on the ground. Communication of the program's delivery mechanism and standards, especially to beneficiaries, is critical to its success and progress. Accordingly, the impact of this social media to the communication while implementing cash distribution of the community is considering of its faster transferring of communicative strategies to different aspects. However, the global communication had made a huge effectivity to the entire corners of the world where every individual can easterly acquire these communications to a variety of purposes, such as business transactions, educational system, religious perspectives to promote an innovative economy. In fact, those individuals who have been using the social media platforms were seemingly used these platforms to create a better space to the sectors who are belongs to an unfamiliar community. 15 There were many people who have been sacrificing in today's society for the crises that effects by calamities or tragedies, but the role of communication on this, plays a relevant category, for the ups and downs situations of the society and even of the government. To add, the Government agencies taking a positive action to control these calamities for the sake of the abundant lives of the countrymen. However, the media personalities condign made their potentials to the community in terms of writing and reporting the credible news to empower people in the midst of several negative attacks of the time. The role of Communication and Development in the Distribution of SAP Many governments in the Philippines have planned to reach out the needs of the sectors in the midst of the COVID-19 pandemic during the distribution of cash assistance. Since then, communication tactics have shown to be an effective tool in identifying vulnerable populations in the Philippines. The most vulnerable people were discovered in provinces and were the focus of a development program as part of the SAP implementation goals. The impact of the current health crisis on vulnerable populations would be determined in part by the quality of health risk and danger communication. The way of the situation in life and other risk experience affect activities during a pandemic should all be factored into strategic planning. Recapitulation is the concept of communication, social transaction, and involving technology and media. In the middle 16 of a pandemic, the ignorance of sociocultural of the sectors, economic status of the community, and even the psychological aspect of people, and health variables in the community might imperil effective communication at all levels. In today's world, sustainable development has become a need, as it is a critical support factor in the process of dealing with crises when they occur. The Social Amelioration Program for development came forth as a result of the sectors' work and cooperation. Roles and Responsibilities of Other Agencies during the Implementation of SAP All barangays that are involved in implementing cash amelioration play a significant role during its implementation and distribution AFP and PNP The DSWD may request the AFP and the PNP to secure the area identified by the DSWD where social amelioration activities will take place; to lend technical assistance to further effectuate the social amelioration: and assisting the staff of concerned NGOs and LGUs as included in these guidelines. The LGUs must assist the IATF and responsible in the provision of a list of beneficiaries who may fall under any of the social amelioration programs listed above; account for the disbursement of funds or goods to the proper beneficiaries; document the community disinfection activities under TUPAD; and provide logistical support in the distribution of assistance. 17 METHODOLOGY Research Design This research will use a descriptive-survey design. It will describe the socioeconomic characteristics of the respondents; identify the SAP-related information (coming from television, radio, newspaper, barangay and other sources of information) the respondents are aware of; determine the spending behavior of SAP beneficiaries; and describe the spending patterns of beneficiaries. Locale and Respondents of the Study This study will be conducted among SAP beneficiaries in three barangays of Parang, Maguindanao. These are Barangay Magsaysay, Barangay Making and Barangay Nituan. It will be limited to those who have received SAP during pandemic. These barangays are most accessible to the researcher. Sampling Procedure This research study will use quota sampling in determining the number of respondents. Meanwhile, simple random sampling will be used in determining the respondents in the barangays. 35 respondents will be taken in each barangay. These are Barangay Magsaysay, Barangay Making and Barangay Nituan. 18 Research Instrument Self-made questionnaire will be used in gathering data and information to answer the objectives of the study. The questionnaire is divided into four parts namely; socio-economic characteristics of the respondents; SAP-related information; spending behavior; and spending patterns of SAP beneficiaries. Other perspective of the respondents will be used. Data Gathering Procedure In gathering data, a letter of request to conduct the study will be sent to concerned municipal personnel and barangay officials. Limited face to face interview schedule will be conducted among the beneficiaries in order to obtain the data and information needed to ensure the objectives of the study.
