It is also known as “Strategies for disaster recovery”. It is also a management process that analyses specific potential events or emerging situations that might threaten society or the environment and establishes arrangements in advance to enable timely, effective and appropriate responses to such events and situations. A contingency plan is a process that prepares an organization to respond coherently to an unplanned event. It can be also used as an alternative for action if expected results fail to materialize. It is sometimes referred to as "Plan B." By organizing potential response structure, mechanisms, resources and disaster risk reduction measures that are focused into a certain emergency event prior to its occurrence, a contingency plan assists in: Generating commitment among parties involved to act in a coordinated manner before the emergency occurs; mobilizing effective actions and resources for emergency purpose and designing a concrete and continuous plan until the emergency occurs, continuously updating such plans as long as the hazard is no longer threatening. Contingency planning is also a mechanism to pull together resources and inter-agency coordination at the advent of early warning signals of an impending emergency. It means hoisting a flag of alert, and seriously pulling all actors to focus their attention and energy to readily prepare and respond to a potential emergency. The Contingency Planning will focus on the four (4) focal points and these are Disaster Prevention, Disaster Mitigation, Disaster Preparedness, Emergency Response and Rehabilitation to determine the Disaster Risk Identification, Assessment and Monitoring. 2 CHAPTER I. BACKGROUND A. Introduction The Department of Education (DepEd) in its commitment to ensure learning continuity and to protect the safety, health, and well-being of learners,teachers, and DepEd personnel in flooding, BLISS-PANTALAN ELEMENTARY SCHOOL has to prepare its contingency plan for flood since its location is prone to this environmental hazard. Bliss-Pantalan Elementary Schoolis one of theElementary schools in the Municipality of President Roxas which is located at the Bliss Pantalan. It has an area of 1658 sq. meters. Poblacion, President Roxas, Capiz which belongs to the low-level area in Bliss-Pantalan, Capiz. Hence, a contingency plan for typhoons and flash floods must be carefully planned to ensure the safety of the students from Kinder to Grade 6 and the teaching and nonteaching personnel of the school. Typhoons and Flash floods are very common in the community. There are months that the school experience typhoons and heavy rains which result in occasional flooding of the classrooms, school gym, school laboratories, and area within and outside the school vicinity. To lessen the possible impact of typhoons and flash floods on the school community, Bliss-Pantalan Elementary School coordinated efforts of its teaching and non-teaching personnel. Close coordination under the Local Government Unit, Barangay Officials with support from the Division of Capiz, shall serve as the blueprint and guide of the community members during the destruction of typhoons and flash floods. In line with this, Bliss-Pantalan Elementary School will then disseminate the Contingency Plan to the school community and the Local Government Unit to be aware of the critical actions needed in response to any destruction by typhoons and flash floods 3 II HAZARD IDENTIFICATION III. DISASTERS AND IMPACTS The school is vulnerable to typhoons because of its topography. The school also experienced the worst super typhoon Yolanda in the Philippine history. Strong winds and heavy rains caused massive flooding resulting to 4 heavy damages on school buildings as well as to instructional materials, facilities and equipment. ACTIVATION, DEACTIVATION AND NON-ACTIVATION The contingency measures in this documents, align with the Republic Act 10121,Rule 6, Section 4 (3), Implementing Rules and Regulations (IRR) “The Provincial, City and Municipal DRRMOs or BDRRMCs, in coordination with concerned national agencies and instrumentalities, shall facilitate and support risk assessments and contingency planning activities at the local level.Individual government departments, bureaus, agencies, offices, and units, shall also formulate contingency plans for natural and/or human- induced hazards appropriate to their areas in accordance with the prescribed Contingency Planning Guidebook.” A. Activation The DEpEd Contingency Plan for Typhoon , Flood and Covid-19 will activate and will be implemented if : a. The school is under the typhoon and occurrence of floods. c. Spread covid 19. B. Deactivation The contingency plan will be deactivated or terminated when a. There is normalcy of the situation after the typhoon and floods. b. Lifting of Quarantine Restriction to the locality and the province through an official declaration by virtue of an Executive Order. C. Non- Activation There is no need to activate the Contingency Plan when the situation is no longer threatening. For Covid -19, the situation is controlled by the Local Government Unit as per declaration by the Municipal IATF. This Contingency Plan will be maintained as a “continuing plan” that can be utilized for future use in case the same hazard will occur. EFFECTIVITY This contingency plan for typhoon,flood and Covid-19 shall be effective upon publication. The plan shall be considered a working documents and be subjected to continuous review and enhancement by the School with the partnership of SDDRM Team and Technical Working Group based on the latest policies and guidelines. Duties and Responsibilities: 1. Facilitate the refinement and finalization of the CP to include testing, evaluation, packaging, updating and improvement; 2. Develop work plan for the completion and updating of the CP; 3. Organize consultation meetings with the planners and relevant technical experts regarding the development of the CP; and 4.
