Short Title
•
These rules are called the Civil Servants
(Efficiency and Discipline) Rules 2020.
•
These have come into force at once and
apply to every Civil Servant.
Grounds for Proceedings
A civil servant shall be liable to be proceeded
under these rules by the authority, if he is….
• Considered or reported to be inefficient
or has ceased to be efficient. considered
or reported to be guilty of misconduct.
Grounds for Proceedings
•
Considered or reported to be corrupt.
•
Engaged, or is reasonably suspected of
being engaged, in subversive activities.

Withholding of increment or increments for a specific

• Reduction to a lower stage or stages, in pay scale, for a

• The
authority may place any civil servant
under suspension or send him on leave,
against whom proceedings are proposed to
be initiated for an initial period not
exceeding one hundred and twenty days at
one time extendable.
Initiation for Proceedings
• Proceedings
against the civil servant, in case
where the authority decides that it is not
necessary to hold an inquiry, shall be initiated
from the date the accused is informed by an
order in writing of the grounds of proceedings
against him and where the authority decides to
hold an inquiry against the accused, from the
date of such order.
Provision of Record
• After
initiation of order of inquiry the authority
shall ensure that relevant record of the case and
other related documents should be supplied to
the inquiry officer or the inquiry committee, as
the case may be, within seven days or within
such an extended period which the authority
may allow.
Procedure to be Followed by
Inquiry Officer
• On receipt of reply of the accused or on
expiry of the stipulated period, if no reply is
received from the accused, the inquiry officer
or the inquiry committee, as the case may
be, shall inquire into the charge or charges
and may examine such oral or documentary
evidence in support of the charge or charges.

• If the accused fails to furnish his reply within
the stipulated period, the inquiry officer or
the inquiry committee, as the case may be,
shall proceed with the inquiry ex-parte.

• The inquiry officer or the inquiry committee,
as the case may be, shall hear the case on
day to day basis and no adjournment shall
be given except for reasons to be recorded,
in which case the adjournment shall not be
of more than seven days.

• Statements of witnesses shall be recorded in
the presence of accused and departmental
representative.

• Where the inquiry officer or the inquiry
committee, as the case may be, is satisfied
that the accused is hampering or attempting
to hamper the progress of the inquiry, he or
it shall administer a warning.

• If the accused absents himself from the
inquiry on medical grounds, he shall be
deemed to have hampered or attempted to
hamper the progress of the inquiry, unless
medical leave, applied for by him, is
sanctioned by the authority.

• The inquiry officer or the inquiry committee,
as the case may be, shall complete the
inquiry within sixty days or within such an
extended period.
Duties of Departmental
Representative
The departmental representative shall perform
the following duties, namely

Render full assistance to the inquiry officer or
the inquiry committee
Cross-examine the witnesses.
Rebut the grounds of defense offered by the
accused.
Appeal
•A
civil servant on whom a penalty is imposed
shall have such right of appeal provided for as
under the Civil Servants (Appeal) Rules, 1977:
Appeal
•
Provided that, where the penalty is imposed by
order of the President, there shall be no appeal
but the civil servant concerned may apply for
review of the order.
Appearance of Counsel
•
No party to any proceedings under these
rules at any stage of the proceedings
before the appellate authority, authority,
inquiry officer or any inquiry committee as
the case may be, shall be represented by
an advocate or counsel.
Repeal
•
The Government Servants (Efficiency and
Discipline) Rules, 1973, in their application to
the civil Servants to whom these rules apply,
are hereby repealed but the repeal thereof
shall not affect any action taken or anything
done or suffered thereunder.
Repeal
•
Notwithstanding the repeal of the aforesaid
rules, all proceedings pending immediately
before the commencement of these rules
against any civil servant under repealed rules
shall continue under the repealed rules.

There is a great deal of disparity between the private and public
schools. A private school at the upper end of the spectrum could
provide you with a standard of education that even many children in
developed states do not have access to.However,only a very small
percentage of Pakistan’s population can afford these school.
School Management:
Private schools are managed by private
owners and they generate their own funds by
charging tuition fee.
Admission:
Private school are selective .They are not
obligated to accept every child, and in many
private schools admission is very competitive.
School Fee:
Private schools do not receive tax revenues,
but instead are funded through tuition
Rules and Regulations:
Are not subject to as many state and federal
regulations as public schools are funded
independently.
Curriculum:
Private school have the flexibility to create a specialized
program for students. Private schools can create their
own curriculum and assessment systems, although
many also choose to use standardized tests.
Student Diversification:
The student population at a private school is determined
through a selection process all students must apply and
be accepted in order to attend.
Student Teacher Ratio
There are thirty plus students in a class so there is
much better student teacher gives proper attention to
students.
Medium of Instruction:
All the private schools have adopted
English medium of instruction
Teaching Method:
Private school tend to adopt modern ways
of teaching.
Assessment:
Private schools are free to choose their own
form of assessments and tests. They are
not required to publish.
