Message from the Management
Qatar Asphalt Company WLL (QAC) restructured
its management and operations in early 2012 in
anticipation of the State of Qatar’s major capital
road and infrastructure programs and
expenditures that are components of the Qatar
National Vision 2030 as well as driving
requirements to the successful delivery and
hosting of the 2022 World Cup.
Today, QAC is lead by Western Nation
professionals along with the loyal professionals
that are pillars of the long history and success of
QAC. This critical combination of expertise and
professional means and methods is paramount to
positioning QAC to perform at and beyond the
expectations of key clients and stakeholders as
well as attract the top global leading road and
infrastructure construction companies to engage
in partnerships and alliances to deliver mega
programs within the expectations and
requirements that the State of Qatar deserves.
QAC maintain ISO 9001 certification and is proud
of the unparalleled health and safety record we
uphold in the industry. We invest heavily in the
orientation and education of our staff to adhere to
all international standards and those corporate
standards that we have adopted that surpass
those in the global market. We hold a sincere
professional responsibility to uphold, raise and

the overall betterment of the road and

Qatar Asphalt Company WLL (QAC) was established in Qatar in 2000 specifically to support the
ever-growing road and infrastructure demands of our emerging market. The company’s
founding partner and Managing Director hails from a long-legacy of road and infrastructure
works, initially commenced first by his father in 1937 in Palestine and expanding to the State of
Qatar in 1962, before he handing over the business to the current management in 1984. This
heritage of road and infrastructure works through several generations places QAC in a single
unique position of now upgrading and expanding some of their original works that were
executed decades ago; it has grown to serve the State of Qatar through its many phases of
growth.
Today, QAC is firmly rooted within the State of Qatar as one of only a few preferred and solid
road and infrastructure contractors. The company is a certified ISO 9001: 2008 and fully
compliant with all the standard requirements. This has enabled the company to flourish and
position itself for the much anticipated capital expenditure and expansion the State of Qatar by
structuring itself to team with the top global contractors in the world and to diversify into
establishing key and strategic subsidiaries to support the core business and the full supply chain
of needs in this niche arena. This includes:

United Trading Group WLL (UTG)
United Group for Safety and Security WLL

Today QAC is involved in all aspects of road and infrastructure works; from new construction,
expansion, and maintenance, joint ventures with global contractors, subcontracting and supply.
We enjoy exclusive arrangements on larger programs in order to focus efforts and remain loyal
to our partners while lending our distinctive means and methods for delivery that are unique to
the requirements and parameters of the State of Qatar.
QAC’s Asphalt Plant has a nominal capacity of 800 tons per day which can be augmented, when
necessary, through our strategic partners and suppliers. QAC wholly owns and operates an
extensive fleet of earthmoving, construction and asphalt laying equipment. QAC prides itself on
delivering projects safely and to a high quality. Its quality control system is fortified by high
quality control thru Al Arab Material Testing Laboratories (AMTL) wll established in 1992, a
certified Grade A independent laboratory. Strategically planned operating subsidiaries and
associate companies enable and ensure the quality and versatility for the company, not only to
keep ahead of its local competition, but moreover, to remain on a par with increasing
international competitors. A combination of astute awareness and careful deliberation, together
with imaginative ingenuity, encompasses QAC’s business philosophy.
In more recent times, we have further diversified outside of Qatar and the GCC to eastern and
western Africa as a contractor of choice for the GCC funds investing in infrastructure works in
these foreign nations. We continue to pursue and investigate greater opportunities to support
our loyal clients wherever they may invest.

Qatar Asphalt Company WLL (QAC) is structured to accommodate both legal joint venture structures as well as own and
operate separate group companies as independent entities.
QAC internal divisions include four (4) divisions; Administration, Finance, Operations and Technical/Engineering. This
structure streamlines and defines the associated roles, responsibilities and collaboration required in the parent company
to efficiently and successfully operate at the highest professional level and expedite decision-making and professional
performance for our clients and partners. In addition, we have highly skilled, effective and innovative staff that is able
to respond and produce at a high level to the varying demands of project execution in order to add value to all of our
client and partner needs.
An executive level western national uniquely renowned, qualified and skilled in their respective areas of responsibility
manages each division. All are acknowledged by their peers as leaders in the industry. Together we continue to raise
the bar of excellence in every facet of our business.
QAC’s Chairman is HE Sheikh Khalifia bin Ahmed Al Thani. He is a member of the Board, along with QAC’s Managing
Director, Mr. Emile Turk and several other shareholder members.

This structure is the underlying foundation essential to operating QAC’s Group Companies. These include the following four
(4) related businesses:

These group companies are both strategic partners to QAC to execute project work as well as independent companies free
to engage with other partners and clients individually. The goal of establishing these four companies under the umbrella
of QAC is to provide the full vertical of resources and assets for road and infrastructure repair, safety, testing, planning, new
work, maintenance and primary material supply.
In addition, these group companies become unique differentiating factors to our Joint Venture arrangements and partners,
as we have the flexibility to source all needs competitively through the support of the group companies. This is extremely
important in Qatar’s emerging and booming market where the primary material supply chain in strained by the large
building programs; QAC group Companies offer a risk-adverse option which enhances the competitiveness of pricing and
timeframes of project completions.
