and Environment ?

Construction Safety, Health and
Environment
Health, safety and environment (HSE) is to ensure the health and
safety of your workers and environmental protections are compliance
with HSE construction requirements.
Health is the protection of
the bodies and minds of
people from illness resulting
from the materials, processes
or procedures used in the
workplace.
Safety is the protection of
people from physical injury (
related accident, explosion
and physical hazards).
Environmental is the
arrangements to cover those
activities in the workplace
which affect the environment
(related to pollution, waste
and air quality)

National Council for Occupational Safety and Health (NCOSH)
under the Ministry of Human Resources is a supreme body
responsible for determining the direction and policy of the
State in relation to occupational safety and health and
environment in Malaysia.
Department of Occupational Safety and Health (DOSH) is a
department under the Ministry of Human Resources. This
department is responsible for ensuring the safety, health, and
welfare of people at work as well as protecting other people
from the safety and health hazards arising from the activities
sectors which include Manufacturing and Construction.

Construction Industry Development Board (CIDB) gives a
big focus on safety and health in construction, it is a
high hazard industry. Taking care the welfare of
employees on- and off through safety and health
assessment system in construction (SHASSIC).
Department of Environment Malaysia (DOE) is
responsible for ensuring sustainable development in the
process of development of the country and nature is
always clean, healthy, and safe for the people.

construction industry towards achieving global
competitiveness and provide measures for the
improvement.
The Ministry of Public Works, Reconstruction and
Housing is the arm of the Government responsible for
all public works matters. The Ministry also performs
project management functions with regard to all
government and government-sponsored development
projects nation-wide.

Major Safety Terminology
Safe - A thing is provisionally categorized as safe if its risks are
deemed known and in the light of that knowledge judged to be
acceptable .
Hazards - Is a condition with the potential of causing a harm /
accident or ill health.
Risk - The chance or probability of loss – an evaluation of the
potential for failure.
Accident - An undesired event which results in physical harm and
property damage, usually resulting from contact with a source of
energy above the ability of the body or structure to withstand it.

CAUSES OF ACCIDENTS IN CONSTRUCTION
INDUSTRY
Some of the primary and secondary causes of the
accidents:
1. Failure to Use Personal Protective Equipment
Working without wearing any personal protective equipment (PPE)
may highly increase the probability for getting any undesired
injured.

2. Poor Site Management
construction site is one of the most dangerous or risky
places that can present many hazards to workers when
they are performing construction related tasks.

3. Human Factor
Drinking alcohol or taking drugs may increase workers’ unawareness and cause
serious accidents. Drugs and alcohol are the root cause or contributing cause of
many accidents on the job every year.

A construction company, Zhongshi International Sdn Bhd, was fined
RM45,000 by the sessions court for failing to ensure safety at its
construction site, resulting in the death of three workers last March,
2021.

According to new research by construction blog Bimhow, the
construction sector contributes to 23% of air pollution, 50%
of the climatic change, 40% of drinking water pollution, and
50% of landfill wastes.
