1.2 SCOPE AND PURPOSE
This Procedure describes Contractor’s organization including the main roles and
responsibilities of the HSE Team and of the Project Responsible Personnel, in order to fulfill
the HSE training requirements for the Project.
In addition, this Training Procedure describes the requirements for the HSE Induction and HSE
Training courses to be attended by the Project Personnel as well as the assessment of the
effectiveness of the training carried out.
This Plan applies to Contractor and its Subcontractors Personnel carrying out activities under
the SoW of the Project.

4.1 PROJECT DIRECTOR/MANAGER
The Project Director/Manager shall:
 Ensure that suitable and sufficient resources are allocated for the HSE training
activities;
 Ensure the effective application of this Procedure;
 Ensure that the training program is implemented and that all project workers have the
opportunity to participate in HSE Training;
Shall be accountable for:
 Nominating sufficient HSE Training Focal Points so that all individuals in their
directorate, function or contract are being effectively monitored in respect of HSE
Training compliance.
 Providing a summary of the HSE Training and Assessment compliance report for their
Directorate or Function;
 Any and all HSE Training related non-compliances occurring within their respective
teams.
4.2 CONSTRUCTION MANAGER
The Construction Manager is responsible for:
 Supporting and ensuring that this program is implemented and all project personnel
under his/her area of responsibility attend mandatory HSE Training according to the
training matrix;
 Informing the HSE Dept. about changes in working method or equipment used on site
in order to verify if the HSE training matrix shall be updated;
 Ensuring the HSE familiarization of the new personnel to be carried out by each
Supervisor.
4.3 PROJECT HSE MANAGER
The Project HSE Manager is responsible for:
 Ensuring that HSE training courses and HSE Induction are provided to all new
personnel by competent trainers, according to the training matrix;
 Ensuring personnel receive all HSE training applicable to their role and position;
 Ensuring that training hours are recorded and reported in HSE statistics;
 Ensuring HSE training records are maintained and updated / reviewed as required;
 Providing assistance during development of HSE instructions for different activities,
measures to be taken to improve work conditions and HSE trainings,
 Ensuring that the HSE Training Coordinator prepares suitable and sufficient training
packages according to the training matrix;
 Identifying the HSE training needs for the employees working at project sites, to be
consolidated into the training matrix;

Identifying any 3rd party training center, as required for the special courses aimed at
obtaining a certificate (e. g. AGT, fire fighting);
Approving new training packages requested by Supervisors and / or PMT.
4.4 SUPERVISOR
The Supervisor is responsible for:
 Ensuring that all HSE Procedures are correctly understood and implemented by their
team;
 Monitoring that all personnel belonging to their team have been properly trained for the
activities to be carried out (a training passport will be issued to the trainees);
 The HSE familiarization of the new personnel with the task to be carried out;
 Monitoring the implementation by their Team of the safety practices as indicated in the
training packages delivered by the HSE Dept.
4.5 HSE TRAINING COORDINATOR
He is responsible for:
 Ensuring that the dates of attendance and performance outcomes are recorded;
 Review, updating and distributing the Contractor HSE Training Matrix;
 Developing and carrying out, with the support of the HSE Trainers, the HSE orientation
and other training courses for Project work force in accordance with approved training
matrix;
 Implementing a competency assessment process (based on observation and checks)
in order to verify the learning and the capability to safely carry out the activities each
worker is assigned to;
 Maintaining the training matrix updated with a database identifying all trainee’s names;
 Ensuring that a final test proving the acquired knowledge / awareness of the trainee
and the training effectiveness is in place;
 Distributing Basic Safety Rules booklet / leaflet to the newly-hired personnel.
4.6 DOCTOR
The Doctor is responsible for:
 Providing training of the personnel in Health and Hygiene topics;
 Training the Medical Emergency Team, maintaining the records of the training and
providing them to the Project HSE Manager.
5. HSE TRAINING AND INDUCTION
HSE Training is recognized as crucial for the effective implementation of the HSEMS and one
of the key points to achieve “a step change” in HSE performance.
The Training Procedure identify specific disciplines and training requirements for Contractor
and Subcontractor personnel.
All HSE trainings shall be recorded in a dedicated register and in the training booklet in order
to evaluate the need for refreshment sessions during the entire duration of the Project.

The HSE training procedure includes a section devoted to the competency assessment in order
to verify the effectiveness of the training delivered, also in terms of effective learning and
capability to safely carry out the activities each worker is appointed.
5.1 HSE INDUCTION PROGRAM
All the personnel shall attend the mandatory HSE Induction that shall be conducted in English
language and local language, as applicable.
The safety induction will be performed to all new arrivals to the project within the first day on
site. Personnel will not be allowed to access the site before attending the Safety Induction
Training.
The main subjects to be covered during induction are:
• HSE Policy and HSE Management Structure;
• HSE / Site Organization;
• Environmental Education;
• Incident Prevention;
• Site Evacuation rules and muster points;
• Fire prevention / Protection / Fighting;
• First Aid and Rescue;
• Wild life awareness training;
• Outbreaks awareness training, if any;
• Sites logistic and facilities.
HSE Induction topics will include cultural awareness, including respect and tolerance
training for all personnel, including Supervisors. Information regarding “community dos
and don’ts”, incorporating appropriate behaviors regarding gender, cultural customs
and religious beliefs.
Workforce Grievance Procedure awareness training will be managed by HR
department, providing guideline to all Project personnel.
The visitors shall:
• Attend a familiarization induction
• Be accompanied at all times on the work site by an escort who has completed the
HSE orientation;
• Receive the necessary PPE for the work area (e.g. hard hat, safety glasses,
gloves, high visibility clothing and ear plugs as applicable).
The induction will be performed in a dedicated classroom and will be followed by a safety
walkabout and site familiarization.
On completion of the induction talk and tour of the site, the HSE Officer will ensure that new
arrivals have received a copy of the Safety Handbook. HSE Training Coordinator will maintain
all induction records.

5.2 HSE TRAINING
The training packages will be prepared and delivered by competent HSE Trainers using
appropriate materials, delivered in languages and training modes in order to match the skill
level, origin, and literacy of each staff being trained.
The training packages will include both formal classroom and on the job training.
The HSE training packages included in the Contractor Training Matrix are:
• Confined Space Entry;
• Electrical Safety;
• Environmental and Social Responsibility;
• Excavation Safety;
• Fire Safety;
• First Aid;
• Hand and Portable power tool;
• Hazardous Substances Management;
• Hot Works;
• HSE Observation Cards & SWA;
• HSE Reporting;
• Health and Hygiene awareness training;
• Incident Investigation;
• Lifting and Rigging;
• Manual Handling;
• Permit To Work (Level 1 and 2);
• Personal Protective Equipment;
• Risk Management;
• Rotating machines
• Safety leadership training (for First Line Supervisors and above);
• Scaffolding;

The personnel will be mobilized in advance in order to ensure that the necessary training is
carried out for the personnel, based on the time necessary to complete the courses indicated
in the training matrix.
Each HSE training session will have a final test proving the acquired knowledge / awareness
of the trainee and the training effectiveness will be monitored by the HSE personnel as well as
by the Site/Team responsible (e. g. through Observation, HSE Inspections, HSE Audits, etc.).

The Training courses can be either carried out internally by the HSE Dept. or by a recognized
3rd party for specialized training courses (e.g. rescue from confined spaces, fire fighting
training, Authorized Gas Tester).
Incident Investigation training will be conducted internally by experienced Senior HSE
personnel.
Confined Space entry training (level 1) will be performed by HSE training Coordinator, while
the Level 2 (using Breathing Apparatus), will be conducted by accredited Third Party, as well
as Rescue Training, if required.
Scaffolder erection and dismantling will be Third Party accredited training, providing
assessment and certification of competency to erect scaffold.
Equipment operator training (i.e. mobile elevated work platform, crane, excavator, forklift,
dumper etc.) are performed by qualified and accredited third Party, CONTRACTOR
Construction Department will assess each operator by Competent person, supported by HSE
Specialist.
Training records of all personnel must be maintained and kept updated. Successfully
completed training shall be indicated by a stamp before entering site.
Process to verify workers qualification and certificates is held by HR Department, supported by
HSE personnel.
Only trained and qualified personnel will be involved in high-risk activities.
5.3 HSE TRAINING PASSPORT
Upon successful completion of HSE Induction and other training modules, each person will be
issued an HSE Training Passport, which will identify the training/s completed.
5.4 LANGUAGE
Standard training material will be made available in English and Local language, taking into
account potential language barriers and level of competency and experience of individuals
attending training, and ensuring that orientation and training materials can be easily understood
by all attendees.
5.5 HSE AWARENESS CAMPAIGN
Awareness Campaign will be organized and carried out during the Project, for CONTRACTOR,
Subcontractor personnel.

5.6 TRAINING MATRIX
The standard matrix identifies training that has to be done by each employee and also identifies
positions, mandatory or optional requirements and specific courses.
The HSE Training Coordinator will prepare a database identifying all Personnel that shall
receive the necessary training, in accordance with relevant Job Position.
