We may focus on the problem exposed in the society of China recently. As time passes, we all know
the coronavirus has lost its toxicity, that the probability of death in infected individuals gradually.
Meanwhile, the citizens' desired order in society could return to normal as soon as possible.
However, the Chinese Government still insists on "Zero-COVID" unaltered, especially in some
local government jurisdictions. Leaders in local were afraid of the occurrence of positive cases,
which would result in being held accountable and losing their jobs. So most of them carried out the
nucleic acid amplification testing round after round without obeying the central Government's rule
that ended the epidemic prevention and control layer by layer. In this case, the local Government
played a role of concentrated interest, and the citizens were the diffuse interests. When the utility of
blocking and control is far less than suffering the risk of covid-19 and owning an everyday life, the
citizens would not be lobbed then they take actions of protest like what happened recently in
China's first-tier cities.
