Scientists from the Joint Research Center present a report containing an overview of GovTech programs in different EU countries. The report outlines the reasons for the increased need for digitalization of the public sector and the idea of implementing projects initiated by executive authorities with the help of startups and small and medium-sized enterprises. The report describes possible actions to attract and motivate entrepreneurs and businesses who would like to interact with the public sector: various challenges and prizes, hackathons are time-limited sprints for developers offering to quickly find a solution to the case and prepare whole software, acceleration programs - structured time-limited personal and business development programs offered by both private and public organizations in order to "accelerate" the growth of existing organizations, piloting, research and development grants, ecosystem construction. After the general characteristics, the report describes practical examples of the application of GovTech approaches case studies of European GovTech programs in six countries are presented - in Poland, Lithuania, Ireland, Estonia, Scotland and Austria. The main aspects of the activity are highlighted - the year of creation, Institutional setting, actions, team size, Strengths and challenges, unique features are noted. Then the authors explain the reasons for investing in GovTech: the growing demand for flexibility and innovation in government, the change in the basic architecture of the public IT infrastructure, intervention in a quasi-monopolistic market, incentivize European innovation, filling a gap in the market, attractive framing to mobilize resources. According to the article, if buyers (authorities) and sellers (entrepreneurs) act in accordance with these principles, it is much more likely that new technologies will fulfill their promise to deliver faster and better and cheaper services for everyone.
