This scenario defines how to perform a massive logical update to:

Modify different logical parameters on cells
Create / delete / modify adjacencies and external cells.
These modifications optimize the performance and capacity of the network.
Note that BSC parameters cannot be modified via the MLU.

A frequency plan can cover a complete network, which can be under the control of
several OMC-Rs. An OMC-R is impacted if it contains cells directly modified by the
frequency plan, or cells that are in the neighborhood of modified cells. Analyzing the
impact on neighboring cells is essential in order to avoid losing handover relationships.
This method applies to both the 9120 BSC and the 9130 BSC Evolution.
Tip: If you do not have a thorough knowledge of the impacted cells, assume that all
the OMC-Rs of the network are impacted.
Non-Alcatel-Lucent OMC-Rs can also be impacted. Although updating such OMC-Rs
does not concern Alcatel-Lucent, it is mentioned in the scenario as a reminder.
The OMC-Rs export their frequency information in the 9153 OMC Configuration Import
/ Export (ACIE) format.

Several comma-separated value (csv) files are generated, which cover the complete
configuration of the OMC-R.

Prerequisites
The following prerequisites apply:

Before you activate an MLU, you must perform a lock on all BTS-O&M that are in a
faulty state
If an External Tool is used, it must be able to interpret the format of the exported
OMC-R file. The tool's output file must also conform to the same format, so that it
can be imported back into the OMC-R.

The 9159 NPO can interpret and output to this format.
Note: Estimated durations of tasks described in this document are not applicable for

Overview
Do not perform multiple imports of the same cell into the same PRC. Cells must be
imported only once into the PRC.
In order to avoid any discrepancies that could appear between the imported (modified)
configuration and the SC, these files will be imported at a pre-determined time before
applying the MLU session.
Note: To import a fresh OMC-R configuration in NPO, refer to Import Parameter
Values from the NPO Administration Guide.

Overview
Attention: No changes can be made once the Apply MLU Session is started from
the PRC.
If there is a doubt about the PRC and you have to close the MLU session on a part of
the BSCs before activating the MLU package, the cells became misaligned on the
concerned BSCs. Perform a rollback and a logical audit on the required BSCs to get
the initial configuration, as described in “Reverse Procedure without Accept”
(p. 2-35).
Also, to recover the initial values in the MFS, it is necessary to activate the Backup
PRC, but only for the required BSCs; refer to “O1: Activate Backup PRC” (p. 2-39)).
Note: When only MFS parameters are modified by applying MLU, a sand-clock
appears only on the GPRS side of the impacted cells (no sand-clock appears on the
GSM side), and the cell aligning status is Aligning Down. In this case, to finish the
modifications, perform only Activate MFS for MLU Package, as described in
“Activate MLU” (p. 2-29).

Apply the MLU Session.
From the Working PRC, Apply MLU Session. The MLU can be applied with or without
cells cleanup.
It is recommended to apply the MLU session with cells cleanup because the cells that
were not modified are removed from the PRC and as a result the activation takes less time
and it reduces the risk of overwriting other modifications performed in the network since
the PRC creation time.
Note: This PRC can be applied with cells cleanup only once (when applying it for the
first time).
A result window appears. When the operation is complete, the BSC Current Session
Status flag in the RNUSM Matrix Browser window changes from No Session to MLU
Session and the status of all impacted cells becomes aligning down. Wait until the
Progression Status changes from Idle to In Progress for all BSCs involved in the MLU.
If only MFS parameters are modified, the BSC Current Session Status flag in the
RNUSM window remains No Session.
The Follow up window shows the progress status, expressed in percentages.
Attention: Do not close the working PRC during this operation.
Note: The duration depends on the number of cells.

Download and preload the MLU Package.
From the SC, Download and Preload MLU Package for all impacted BSCs.
In the RNUSM Matrix Browser window, select OMC-BSCs. Wait until the Replacement
Job Status changes from Downloading to BSC-Preloaded.
If the BSC status remains downloaded, then the preload step failed on the BSC (check
the alarm flow and the X.25/IP status). Once the problem is solved, perform Preload
MLU Package or Abort MLU Package and try again to Download and Preload MLU
Package.
Note: For the 9120 BSC, the duration of this operation depends on the size of
transferred files (15 min. for 1 Mbyte or more on a 64k X.25 link).
There is no restriction on the number of BSCs that you can select for download, but
for supervision purposes it is recommended that you download only four 9120 BSCs
at a time. There is no restriction on the number of 9130 BSC Evolution to be
downloaded at the same time.
If an error message such as
JobUnsuccessful has been received from the BSS: BSC_disk_
problem (13) for the action %s. appears in the Follow up window, connect
to the station of the 9130 BSC Evolution and check, using the df -k command, that
there is enough space on the rootfs partition (less than 95% is in use).
