A frequency plan can cover a complete network, which can be under the control of several OMC-Rs. An OMC-R is impacted if it contains cells directly modified by the frequency plan, or cells that are in the neighborhood of modified cells. Analyzing the impact on neighboring cells is essential in order to avoid losing handover relationships. This method applies to both the 9120 BSC and the 9130 BSC Evolution. Tip: If you do not have a thorough knowledge of the impacted cells, assume that all the OMC-Rs of the network are impacted. Non-Alcatel-Lucent OMC-Rs can also be impacted. Although updating such OMC-Rs does not concern Alcatel-Lucent, it is mentioned in the scenario as a reminder. The OMC-Rs export their frequency information in the 9153 OMC Configuration Import / Export (ACIE) format.
