On the one hand, much of the language is quite clear and correct (consider the first paragraph)—but there are quite regular errors, often in basics such as agreement of verbs. The range of vocabulary is generally rather simple and colloquial (e.g. “become way bigger”), although there are glimpses of relatively sophisticated words at times (“consideration”, “sensibilization”). Overall, one has to say that the command of the language is slightly better than “partially effective”, since it is mostly quite clear—and so it just reaches into the 7–9 markband. Criterion B / Critère B / Criterio B: Marks awarded / Points attribués / Puntuación asignada 6 Of the three elements required, the “opinions” are quite clearly presented and developed to some extent; and the ideas about “what needs to be addressed” are mentioned at the bottom of page 3—although these are simple outlines with little development, especially concerning the “story behind thoses problems”. Is the third element of “describe the situation” covered? The only relevant mention seems to be at the start of the second paragraph and consists of “our city is very popular” and “big amount of tourists”—with no more explicit development. However, arguably, “the situation” can be understood from and through the various opinions. It is clear that there are more jobs—“development of the country”—but also pollution and lack of respect. In the end, though, the explanation and development of all the ideas is somewhat thin and incomplete, so no more than the 4–6 markband should be awarded; the task is only “generally fulfilled”. Criterion C / Critère C / Criterio C: Marks awarded / Points attribués / Puntuación asignada 3 The speech is classed as “generally appropriate” in the marking notes, which places the mark in the 3–4 band. A semiformal register, and a reasonably serious tone, can be detected. However, this is not a particularly striking speech: neither opening nor closing statements are particularly impressive, and there is only a vague attempt at active address to the audience (e.g. the use of “we” in the last couple of paragraphs). The top of the markband is not justified. What significantly lowers the total is the weak performance under criterion C—the choice of text type is only “generally appropriate”, and the text type is then not very well handled. Note that it is always important to mark each criterion in isolation as far as possible—a certain success under two criteria should not influence a low mark in the other.
