RATIONALE: GENDER AND DEVELOPMENT (GAD) TRAINING
Annual Gender and Development (GAD) Training is government mandate which
Calabuanan National High School (CNHS) implements.
It is recognized that true and meaningful development will not be attained unless
gender concerns are integrated into all levels of development processes. In this regard,
the Department of Education has mandated all government agencies and instrumentality to
integrate gender and development concerns into their plans, programs, projects and school
activities. Thus, Department of Education issues the enclosed Gender-Responsive Basic
Education Policy in line with its Gender and Development (GAD) mandate as stipulated in
1987 Philippine Constitution, Republic Act (RA) No. 9710 or the Magna Carta of Women
(MCW), RA 10533 or the Enhanced Basic Education Act of 2013, and the Philippine’s
International Human Rights Commitments to the Universal Declaration of Human Rights
(UDHR), Convention on the Elimination of All Forms of Discrimination Against Women
(CEDAW), and the Convention on the Rights of the Child (CRC) among others.
Through this policy, the DepEd commits to integrate the principles of gender
equality, gender equity, gender sensitivity, non-discrimination and human rights, in the
provision and governance of basic education. This is in line with the DepEd’s mandate to
ensure access to quality basic education for all.
In order that Calabuanan National High School can respond to the above mandate,
it is necessary that its teachers, faculty and staff become aware of gender concerns
affecting the school, its students and even those affecting themselves and their families. It
is important that this institution serves as instrument in this GAD Advocacy. Even in this
time of pandemic, this institution firmly believes that this kind of training will not going to
stop due this pandemic time. It is a must that the school knows the need and its priority
when it comes to advocacy materials needed to use in this campaign in promoting Gender
Equality. This gender and development training is therefore the application and effective
case handling towards making CNHS an active partner in the promotion of gender and
development in education.
This institution expects to have a successful outcome that teachers, faculty and
staff and its community can give reliable information using output that this project aims to
attain.

At the end of this training teachers, faculty and staff and other members of the
community will be able to apply their learnings and knowledge to deal with different issues
happening at school and in the community especially on how to create GAD IEC materials
in the school. This training will be the instrument in promoting Gender-and Development
missions and raised awareness through application.
This training is design to benefits the Students, Faculty and Staff, stakeholders and
other member of the community. Thus, it will become the key to promote GAD Advocacy
campaign using GAD advocacy IEC materials that will make this community useful
instrument in promoting such.

 Understand the steps in creating advocacy materials on promoting gender
equality;
 Identify appropriate school advocacy campaign materials on promoting
gender equality; and
 Develop skills in preparing advocacy materials.

MONITORING AND EVALUATION:
This Virtual GAD Training/Seminar will be held on this 7-9th day of July, 2022 which
focuses is on different activities. One hundred percent (100%) attendance is
expected to all faculty and staff, teachers of Calabuanan National High School.
Activities will be documented. Accomplishment report with proper documentation
using pictures and narrative report will be submitted. The GAD Focal Point System
Coordinator will provide evaluation tool to assess the outcome of the activity.
Participants will give their recommendation to improve the quality of the training in
the future.
