Introduction
Social Work is involved in many levels of agency-based work. As a pre-requisite to finish this degree, we
need to undergo 500 hours of Field Practice Agency-based.
Agency-based work utilizes Social Work skills at the agency level to support clients in acting together to
make the changes they want to see in their lives.
In Social Work practice, the social worker in the case manager roles, does not identify and solve problems
for the client but supports and guide the clients in creating solutions to their complex issues/problem
To render my 500 hours Field Practice, I chose the Local Government of Quezon City Social Services
Development Department which is located at Brgy. Central, Quezon City. I chose the SSDD Office because it is a
1st class Local Government Office, and it will serve as a steppingstone to pursue my career as an aspiring Social
Worker.

TOOLS USED FOR ASSESSMENT
In assessing the child’s discernment, the undersigned social worker used the Levels of Moral
Development Tool and Index of Value Judgement tool. To measure the child’s functioning, the social worker
also utilized the Child’s Functioning Checklist, Family Functioning Checklist, and Community Profile.
IV.
BACKGROUND INFORMATION
Allen George is 17 years old being born on January 29, 2002, in Manila. He is 5’2 tall, light
complexion, average body weight and small body structure, he is in good physical condition and showed no
physical handicap. He has tattoo on his chest, a picture of his parents. And he also has tattoo on his lap, a
graphic art of cinematic villain character named “Joker”, accordingly his tattoo means that he is like Joker
because he do unlawful acts. Allen George is out of school, and he reached grade 7 at San Bartolome High
School. He failed to enroll as grade 8 because of the alleged crime he committed, and he was caught by the
police operatives before the day of his enrollment. Presently, he continues his studies in Molave Youth Home.
He and his siblings are residing in the custody of his mother. Allen George is the 3rd among 5 of his siblings,
he helps his mother to support his siblings’ needs in school. He gives small amount of money to buy food that
they will eat before arriving at school. Allen George earns money as a tricycle driver, he earns P500 per day
from Monday to Saturday. But to make more money, he bets the money that he earned to a gamble, which is
“Kara Cruz”.
Allen George is silent, but he is having a characteristic of hard work. He is not giving up on his dream,
to help his mother in financial needs. When Allen George was 7 years old, he was in the custody of his Auntie
in Sta. Cruz, Manila. His Auntie shoulder’s his needs in school. Accordingly, he excels in school when he was
in grade 2. He also told the worker that he was the favorite of his teacher because he can comply whatever
his teacher requests him and he was always in the top of the class, but his classmates did not like him.
Unfortunately, his classmates became jealous of him, they threatened him that they will stab his head using
a knife if he will continue attending school. Because of his fear, he did not tell his aunt about it and he decided
to go to the house of his mother with her new husband in Brgy. Sta. Monica, Quezon City. From that place he
decided to continue his studies at San Bartolome High School. Accordingly, it was the time that he became
disrespectful to his parents and was influenced by his classmates to commit petty crimes. As time goes by,
he became closer to his friends, and learned how to start fight with others. Eventually, he left them because
he felt conscience but became afraid that if he will left them, no one will help him if someone hurts him again.

When he became 17 years old, he met his new friends. It was also the time that he joined his gang, he learned
to avoid street fights and learned to ride a tricycle from them. He also reiterated that his gang taught him to
do good things.
Regarding to his case, he admitted his participation in his alleged involvement of Theft Case. He told
the worker that he did it because he was just afraid to be reprimanded by the tricycle operator, because he
lost the money he earned in a gamble. Based on our records, this is the 1st time that he is admitted to Molave
Youth Home.
Allen George now is currently under the supervision and custody of Molave Youth Home, he
continues his studies and participates in any activities undertaken in the shelter. His family is not able to visit
him because they did not comply with the request of the worker, which is to visit the Social Service
Development Department office for interview. He is in kitchen department, and he is the assistant leader in
their dorm. Being an assistant leader, his duty is to manage and monitor his dorm mates. He commands his
dorm mates to clean their dorm. Aside from it, he washes spoons and forks in the kitchen. He also gets their
toothpaste and toothbrush from the houseparent and distributes it to his dorm mates then he will fix their bed
by putting bed sheets on it. After bath and fixing their dorm, they will attend the morning meeting. In morning
meeting, the MC or announcer discusses the problems they are encountering and discusses the tasks that
should be done for the whole day. Accordingly, he is always called by the MC to go in front of the meeting to
give advice and concern for the minors. After the morning meeting, the disciplinary board staffs are
announcing the schedule their school class. His class is from Monday to Thursday, starting 8:30 am to 2:30pm.
His favorite subject is Filipino and Social Studies because the topic in these subjects is about the country.
After class, they will go back to their dorm, and they will clean it again. Then they will have a break watching
television at 4:30pm, the after watching they will have a rosary prayer at 5:00pm. Accordingly, he always leads
the prayer because it is one of the duties of the assistant leaders. After the rosary prayer, they will do
headcount and they will have a dorm meeting. In dorm meeting, they talk about the plans for tomorrow. While
in the evening, they will watch television until bedtime. During Friday, he attends Alternative Learning System
from 8:00am to 12:00nn to enhance his skills and improve his knowledge. Every Saturday and Sunday, there
are no activities, so he rests and have small talks with his dorm mates.

V.
INITIAL ASSESSMENT OF DISCERMENT
Allen George got score of 4 in the Level of Moral Development tool. This score suggests an average
level of discernment which suggests that he has the ability in determining between right and wrong and he
could recognize the reality that society has rules to be followed. Likewise, his score in the Index of Value
Judgment is 6 which suggests that has Superior level of Value Judgment.
VI.
ASSESSMENT
This is a case of 17-year-old Child in Conflict with the Law who was referred to Social Service
Development Department office. He was a victim of bullying when he was in grade 2. This event pushed him
to transfer to other school and lessen his interest in studying. This event also brought him to join a gang,
because he desperately needs someone who could help him in times of trouble. He was influenced by his
peers in school negatively. He learned to do unlawful acts like Kara Cruz, getting engaged in street fights,
smoke cigarette, drinking alcoholic beverages and worst is Theft. He regrets being a victim of bullying so that
he can remember every detail on that event of his life. In comparison between the custodies of his aunt and
his mother. He seems very active and excels in school when he was in the custody of his aunt. While in the
custody of his mother, he learns bad things from his peers in school. Based on the discernment evaluation
conducted by the worker, using Moral Development and Value Judgement Index tools. Allen George obtained
an Above Average Score which means he acted with discernment. And did not have difficulties determining
between right and wrong and he could recognize that society has rules to be followed.
While resources of Allen George’s problem are still available in his community/ social environment
and the change potential for him, is quite bright. If his problem is not attended immediately, Allen George
might repeat this crime and worse, it will become normal for him. His family is the primary source of his change
potentials, Allen George loves his family very much and they are his inspirations to strive. They can also guide
him to have focus on what he should do and advise him to stay away from bad influence of his peers. Aside
from his family, the schoolteachers and guidance counsellor of the school where he will enrol after his release.
They may guide him to avoid those peers who are potential to influence him to do bad things. They may also
monitor his performance in school, and they might also improve his personality. Lastly, the responsible Social
Worker who is handling his case can also improve his personality and can help him to enrol to the school

which currently takes over his custody.

PROBLEM PRESENTED
The minor was referred to the office of Social Services Development Department on July 14, 2019,
by the operatives of Police Station 3 Brgy. Talipapa, Quezon City, due to alleged involvement in Robbery
Hold-up with Physical Injury Case. He was inquested before Assistant City Prosecutor Philip Cesar R. Castel
and requesting for determination of discernment and verification of his actual age.

BACKGROUND INFORMATION
Child
Crisnier is 15 years old being born on February 3, 2004 in Quezon City. He is 4’9 feet tall, fair
complexion, average body weight and body structure, he is in good physical condition and showed no physical
handicap. He is out of school. He only reached grade 2 at Banlat Elementary School. He stopped attending
school due to lack of interest and he was bullied by his classmates because he was a scavenger before. He
does not know how to read and to write. When he stopped attending school, he chose to assist his mother
and take care of his bedridden father. He will wake up at 6 o clock in the morning to help his mother to do the
household chores and to assist his bedridden father. He will give his father a breakfast, then he will bath him
and will change his diaper. After that, he will borrow money from his mother then he will go to a computer
shop to play Grand Theft Auto, San Andreas. He will use the money given by his mother to play with his
friends. He also does sideline jobs like collecting metal and bottles then sell it to junk shop to earn money.
Accordingly, he earns P250 on irregular basis every time he sells junk materials.

During the interview, he told that when he stopped attending school, he started to mingle with his
peers within their place. He said that he was influenced by them. He learned to drink liquor and to use
prohibited drugs which is “shabu”. He also admitted that aside from the money that he earns from selling junk
materials, he and his friends named Payat, Abog and Jayson (co-accused) serves as a courier to drug
syndicates from their place. Accordingly, he started to do this kind of unlawful act since 2018. He delivers
drugs to a drug buyer at the computer shop that he used to play. The drug syndicates will give him P2, 000
per deliver as payment. He also admitted that he uses some of his money that he earns to buy prohibited
drugs and use it with his friends. He said that the price of “shabu” is P8, 000 per t-bag or per sachet. During
the interview with the mother, his mother told that she knew that his son are used by syndicates. His mother
also tried to apprehend him, and her mother told that his son listened to her and stopped communicating with
the drug syndicates. His mother also told that his son is influenced by the drug syndicates and bystanders at
their place.
Pertaining to his case, based on the first interview on July 24, 2019 he did not admit his participation
in the alleged case. But on the second interview on August 1, 2019, he eventually admitted his participation
in his alleged involvement of Robbery Hold-up with Physical Injury Case. He told me that he was invited by
his co-accused, Jayson Abacial, who is also a minor to rob a civilian who is riding a bicycle. He admitted that
he assisted Jayson to steal the bag from the victim. The victim gave his bag to Jayson. Based on our records,
this is the minor’s 1st admission to Molave Youth Homes. He also does not have any records in their barangay.
But one of the minors in Molave Youth Home named, Aaron Elias said that he knows Crisnier. He told that
Crisnier roam around the market of Tandang Sora and steal from civilians. He also saw him using drugs in
the corner of the market.
Family
Crisnier is 2nd to the youngest among 9 children of Cecile Crisensio and Chris Crisensio. His parents
are married. His mother works as street sweeper at DPWH earning P477 per day on irregular basis. While his
father was a car mechanic, unfortunately on year 2010 he is not able to work due to paralysis brought by
stroke. From then on, his mother was pushed to be the breadwinner of the family. She also assists his younger
sibling in attending school.

Some of his siblings started to live with their own. His elder siblings, Crisensio, Crispin and Maria
Christina have their own families. They live in Taurus St. Brgy. Tandang Sora, Quezon City. Crisanto lives in
Lucena City and works as construction worker earning P500 per day on irregular basis. And Maria Criselia
lives with his partner in Congressional Avenue, Quezon City. While Criselito, Christian, Crissia and him lives
in their home with their parents. Aside from his mother, Criselito helps the family to sustain the family needs.
He works as construction worker earning P350 per day on irregular basis. While Christian is studying at
Beslink as 1st year college. And his youngest sibling is also studying at Tandang Sora, High School as grade
7. The family income is ranging from P800 to P900 per day on irregular basis.
Community
During interview with his sister, she told that unlike before, their place is safe and neat because there
are policemen who roam the area. There are no syndicates or bystanders, drunkards and smokers within their
place. Accordingly, she knows well their place because she is one of the area coordinators of their barangay
and it is her duty to secure and maintain the peace and order at their place. When asked about how her
younger brother (Crisensio) did was used by the drug syndicates, she said that his brother was influenced by
other people. Because he goes far away from their place when he is collecting junks where he learned to do
unlawful acts.
Current Functioning
Crisnier is currently under the supervision and custody of Molave Youth Homes. Accordingly, his
mother visits him every day in the afternoon and gives him food like biscuits, bread and snacks. During
interview, he said that he really wants to go home because he misses his parents. In the shelter, he always
participates in activities that were undertaken within the shelter. He likewise attends morning meetings and
school classes from Monday to Thursday. He also participates in the Alternative Learning System every Friday
from 8:00 am to 2:30 pm because he wants to learn how to read and to write. After his classes, he watches
television in his dorm together with his dorm mates, after which, they would clean their dorm and fix their
bedding, then attend dorm meetings at night. These were the activities they undergo in the shelter.

ASSESSMENT
This is a case of a 15-year-old Child in Conflict with the Law (CICL) who was referred to Social
Services Development Department office. The minor had anxieties to attend school and mingle with peers
from school because he is a victim of bullying, so he had never gotten a chance to continue studying. School
exclusion led him to divert his anxieties to associate with his peers from their place where he gains sense of
belongingness and strongly influenced by them
The minor’s parents have poor parental supervision because his mother cannot guide him due to her
work, while his father is paralyzed brought by stroke. He is also a victim of human trafficking, and he can be
considered as child in especially difficult circumstances because there was many news report about war on
drugs and he is used by the drug syndicates to deliver drugs. He is forced to find ways to earn money because
of his family’s low income. His siblings on the other hand, chose to live with their own family instead of helping
them financially.

The minor was referred to the office of Social Services Development Department on July 14, 2019,
by the operatives of Police Station 5 Fairview, Quezon City, due to alleged involvement in Robbery Snatching.
He was inquested before Senior Assistant City Prosecutor Hon. Maria Raiisa D. Marino-Geronimo and
requesting for determination of discernment and verification of his actual age

TOOLS USED FOR ASSESSMENT
In assessing the child’s discernment, the undersigned social worker used the Levels of Moral
Development Tool and Index of Value Judgement tool. To measure the child’s functioning, the social worker
also utilized the Child’s Functioning Checklist, Family Functioning Checklist, and Community Profile
IV.
BACKGROUND INFORMATION
Child
Aldrin is 17 years old, born on March 4, 2002. He is 5’3 feet tall, with light complexion, average body
weight and body structure. He is in good physical condition and shows no physical handicap. Aldrin is an out
of school youth, he stopped attending school when he was 9 years old, due to lack of interest and lack of
parental guidance and choose to help his mother with household chores. He started to mingle with his peers
within their place and played with them every day. Until he turned 12 years old, he became a bystander and
roamed around their place. Accordingly, he does not come home and chose to get along with his peers and
sleep with them in their house. Since then, he was influenced by his peers negatively. He learned to smoke
cigarettes, drink liquor and worse. He commits these acts as his way of earning money, belongingness to his
peers and survival.
He admitted that he used the money that he stole to buy and drink liquor. He told that he has cause
his mother heartaches and could not accept why he had to do these unlawful acts. But for him, he said that it
is the only way to earn money. He also admitted that he was caught by the barangay officials and was brought
to the Molave Youth Homes (MYH) for the second time.
But time came when his conscience bothered him and realized it was high time for him to leave his
peers who had highly influenced him to commit their unlawful acts. Eventually, he managed to work as a
market carrier in Novaliches, Quezon City earning P2, 500 per week on irregular basis, to sustain his family
needs. This was after his last referral at Molave Youth Home. But unfortunately, the money he earned from

his job was not enough for him and he found himself getting along with his peers again. This time, he found
himself joining them and continue their unlawful acts.
Pertaining to his case, he admitted his participation in his alleged involvement of Robbery Snatching.
He told me that he’s invited by his neighbor, Crisnier, who is also a minor to rob a civilian who is riding a
bicycle. He admitted forcing the victim to hand over his bag, and even physically hurt the victim when he
refused to hand over his bag to him. Eventually, the victim gave his bag to Aldrin. Based on our records, this
is the minor’s 2nd admission to Molave Youth Homes. On June 18, 2018, the minor was referred to this office
due to Gambling Case. Considering no formal case was filed against him, he was referred to Brgy. Sta.
Monica, Quezon City for an intervention program. On June 13, 2019, he was again referred to Molave Youth
Home for Robbery, Snatching Case. His case was inquested before Hon. Maria Raisa D. Mariano-Geronimo,
Senior Assistant City Prosecutor and his case was recommended for diversion program.
Family
Aldrin is 8th among ten children of Amore Nieves and Alice Nieves Recca’s parents are married. His
mother works as fish vendor at Susano road earning P5000 per day on irregular basis, his mother also does
the household chores and assists his three younger siblings during school days. While his father was a
vegetable vendor also at Susano road, his sister Almira is also helping the family to sustain their need. Almira
is a collector earning P400 per day. His brother, Junior also resides in their home. They are also helping the
family to pay for the rent of the house and gives small amount of money to sustain their needs. While the three
younger siblings, are still studying. Alvin is 3rd year college, Angelica is Grade 8 student and Angela is Grade
9 student, they are studying in Rosa Susano High School.
Community
During the home visit, his sister told me that the ambiance of their community where they live is too
crowded. There are many bystanders and smokers in the public place. Some residents also told that there
are numerous thieves in their place and incidences of robbery within their community. They also claimed that
it is not safe at night to roam within the community because there were no barangay tanods who should do
the night watch and monitor the safety of the community.

an instrument by a well-known thief from their area on doing unlawful acts.
Current Functioning
Aldrin is currently under the supervision and custody of Molave Youth Homes. According to him, only
his sister visits him. He really wants to be free from the shelter and go home together with his siblings. He
always participates in activities that were undertaken within the shelter. He likewise attends morning meetings
and school classes from Monday to Thursday. He also participates in the Alternative Learning System every
Friday from 8:00 am to 2:30 pm. After his classes, he watches television in his dorm together with his dorm
mates, after which, they would clean their dorm and fix their bedding, then attend dorm meetings at night.
These were the activities they undergo in the shelter.
V.
INITIAL ASSESSMENT OF DISCERMENT
Aldrin got score of 5 in the Level of Moral Development tool. This score suggests an above average
level of discernment which suggests that he has the ability in determining between right and wrong and he
could recognize the reality that society has rules to be followed. Likewise, his score in the Index of Value
Judgment is 6 which suggests that has Superior level of Value Judgment.
VI.
ASSESSMENT
This is a case of a 17-year-old Child in Conflict with the Law (CICL) who was referred to Social
Services Development Department office. The minor is a product of broken family. He was also neglected by
his parents, so he never just lost interest in going to school and associated with peers. Minor’s family is intact
living in one home unfortunately there is no intimate or open communication within the family, this has led to
broken communication and is the most critical factor that has forced him to become child in conflict with the
law. Based on Family Systems Theory, the guidance of his parents is important because family functions as
a system wherein each member plays a specific role and must follow certain rule. His parents failed to be a
good role model for their children, due to infidelity in their relationship.
Being an out of school, he became a bystander roaming around within their place. Based on
Psychosocial Theory he manifested eagerness to associate with his peers where he gained sense of

belongingness. Unfortunately, he was negatively influenced by his peers that resulted to commission of
unlawful offenses.
While on his sister’s part, he would have been the change potential for the minor. He has the
willingness to take the custody of the minor after the minor’s release in Molave Youth Homes, on the condition
that he will see changes in the minor and if the minor will not repeat doing unlawful acts.

AGENCY PROFILE
A. History
The Social Services Development Department had its humble beginning as the welfare arm of Quezon City
when a branch of the Social Welfare Administration (SWA) now known as the Department of Social Welfare &
Development (DSWD) was set-up. Upon their representation to then Quezon City Mayor Norberto S. Amoranto, a
unit composed of aides and volunteers was organized in 1954.
In 1957, the unit was wholly funded by the local government, with its operational expenses as well as the
salaries of its personnel started to be drawn from the general fund of the Quezon City Government. In 1961, the
unit which was under the Office of the Mayor, adopted a regular staffing pattern. Its programs & services covered
Family & Child Welfare, Youth Development Welfare, General Assistance and Emergency Services. Immediately,
a Social Worker In-charge was included as an item under the Office of the Mayor. Ms. Lourdes B. Vergara was
then appointed as the Supervising Social Welfare Officer.
In 1972, the unit became a division, the Social Welfare Services Division (SWSD), implemented additional
programs aimed at self-sufficiency and socio-economic upliftment, with a wider range of services catering to a
greater number of disadvantaged groups. The welfare program included sub-programs of Family Enrichment,
Community Welfare, Livelihood and the Reception and Action Center for Mendicants and Socially Disadvantaged
groups.
In August 1983, Molave Youth Home, the country’s first detention home, under the supervision of the Juvenile
Domestic Relations Court (JDRC), was turned over to the City Government when JDRC was merged with the
Regional Trial Court. From then on, to ensure the effective and efficient discharge of programs and services for
the City’s youth offenders, the City Government took over Molave Youth Home as a special project of the Office
of the Mayor. The Social Welfare Services Division (SWSD) was tasked to administratively oversee Molave Youth
Home.
On November 26, 1986, by virtue of Executive Order No. 34 of then OIC of Quezon City, Mayor Brigido R.
Simon, Jr., SWSD was merged with the Urban Poor Affairs Office, since both agencies had similar goals of helping
the socially and financially depressed city residents. UPAO was created earlier on May 9, 1986, by virtue of
Executive Order No. 7 of Mayor Simon.
On July 1987, Mrs. Ma. Teresa M. Mariano, then OIC of the Social Welfare Services Division, proposed the
creation of plantilla positions for employees on Contractual status whose salaries were drawn from the Local
Manpower & Youth Council and Quezon City
Youth Development Council, both special projects of SWSD for
several years. Upon analysis of such proposals, the City’s Personnel Office concluded that the Division, with its
complex and all encompassing activities was, for all appearances, comparable to an office and recommended the
same to the Office of the Mayor. Hence, on November 25, 1987, then Mayor Simon endorsed the elevation of the
SWSD into an office to the then Metro Manila Commission (MMC). Said request was however overran by the
constitution of the Sangguniang Panlungsod which was vested with the power to make organizational changes.
On February 29, 1988, Ms. Mariano, who by then was appointed Supervising Social Welfare Officer, wrote to
then Vice Mayor Vicente Sotto III as presiding officer of the City Council requesting the approval of the elevation
of the SWSD into an Office. On April 12 of the same year, Mrs. Mariano likewise wrote Atty. Ernesto Villareal, then

City Administrator and Chairman of the Q.C. Reorganization Committee reiterating the elevation of the SWSD to
an Office.
On June 13, 1989, the Quezon City Council enacted Ordinance No. NC-98, S-89 providing for the framework
of the Quezon City Government Organization based on the reorganized structure/chart and defining the functions,
responsibilities, duties and the positions provided for in Ordinance NC-82, S-89 which was enacted on February
9, 1989.
On May 28, 1990, then City Mayor Simon signed Executive Order No. 17 separating the Social Welfare
Services Division from the Urban Poor Affairs Office (UPAO). A day after, on May 29, 1990, Executive Order No.
18 was then signed by Mayor Simon, merging Molave Youth Home with Social Welfare Services Division under
the Office of the City Mayor.
The Social Welfare Services Division was given the status of a department not only because it was one of the
mandatory offices for a highly urbanized city under the Local Government Code but also because of its expanded
scope of frontline/development services. As such, it entailed/required highly technical, human psychology and
social work skills that warranted departmental status, hence was upgraded and renamed Social Services
Development Department (SSDD) per City Ordinance #168, S-1990, that was enacted on September 26, 1990
and approved on November 2, 1990. The upgrading of the Social Welfare Services Division (SWSD) to Social
Services Development Department (SSDD) created five (5) Divisions, namely, Administrative Division, Community
Outreach Division, Welfare and Relief Division, Residential and Rehabilitation Division and Vocational
Development Division with manpower complement of two hundred ninety two (292) plantilla positions.
On October 1, 1992 with the enactment of R.A. 7160 otherwise known as the 1991 Local Government Code,
the Department of Social Welfare and Development devolved to the Social Services Development Department
Seventeen (17) plantilla positions and other programs, such as Women Welfare, Elderly Welfare and Disabled
Welfare Programs.
B. Mandate

City Ordinance 168 S-1990, enacted September 26, 1990; Approved November 2, 1990, the
establishment of the Quezon City Social Services Development Department (SSDD).

R.A. 7160 otherwise known as the 1991 Local Government Code, the Department of Social Welfare and
