RE: LETTER-BULLETIN NO. 2
We are currently doing an information campaign to notify the schools of our current concerns.
In the new DepEd Order (#034) dated 11 July 2022, item 52 states that . . . .
“Schools shall coordinate with the DOH for counselling on the benefits of Covid 19 vaccination on
the family of an unvaccinated learner and implement mobile vaccinations for those who sign a
written consent to be vaccinated”
As you can see, the wordings used lend itself to several possible interpretations. For very concerned
parents, this could mean possible vaccination of children without their knowledge. Worse, for
extremely pro-vaccine school administrators in a public school system, this could be interpreted as an
instruction to convince an unvaccinated student to sign a consent form. We know that for a young
student, getting counselled and coerced may be similar. We know kids can be easily be bullied by an
obliging teacher, or by fellow students. Our group takes this scenario seriously especially knowing that
the DOH and DepEd are intent on vaccinating as many children as possible.
We invite you and your school to be united with us in bringing this issue up with the DepEd. We are a
small group, your school is a well-respected institution the DepEd cannot ignore. We are writing to
many other schools for the same reason and purpose.
We are proposing all schools to issue official statements to its community, and the DepEd:
1. Stating in no ambiguous terms, that the school shall not attempt to vaccinate/booster a student
without explicit parental consent. Also, that no student will be asked to sign a written consent
to be vaccinated as this decision is for their parents alone to make.
2. Stating that as a responsible institution, the school understands ‘counselling’ to mean a
discussion on benefits and risks in compliance to basic ethical standards which dictate that in
any medical intervention, risks need to be disclosed and discussed.
3. Emphasizing the school’s adherence to Medical Transparency, Freedom of Choice, Informed
Consent, and Critical Thinking.
4. Abhorring discrimination by sharing information to all. Useful medical information needs to be
shared to everyone, regardless of vaccination status.
In aid of DepEd’s guidelines in counselling (i.e. risk/benefit discussions), kindly refer to our LetterBulletin No.1 and succeeding letter-bulletins. Know that your efforts will affect not only your school
community, but may affect other school communities as well, especially those in far-flung areas.
