1.0 PURPOSE
The purpose of this document is to provide clarification regarding the requirements for materials used for the
manufacture of pressure equipment under the European Union Pressure Equipment Directive 2014-68/EU.
2.0 DEFINITIONS





GE – Where this specification refers to GE, it is referring to the GE HRSG Group.
MPS – Material Purchase Specification
MTR – Material Test Report
PMA – Particular Material Appriasal
Purchaser – Where this specification refers to the Purchaser it is referring to the GE Power HRSG Group or their
designated representative.

Purchase Order
The purchase order will reference standards such as ASME, ASTM, EN, etc. When referenced, the latest
revision of the standard in effect at the time the material is manufactured shall govern.
4.0 GENERAL DISCUSSION
Annex I §4 of the Pressure Equipment Directive (PED) provides requirements for materials used for manufacturing of
pressure equipment. The material shall either comply with a European Harmonized Standard or the pressure
equipment Manufacturer shall issue a Particular Material Appraisal (PMA) for purchase of the material. The purchase
order will indicate whether the material shall be supplied in accordance with a Harmonized Standard or a PMA, will
reference applicable Codes and standards, and may include requirements that are more stringent than the
referenced standards.

5.0 MATERIAL PURCHASE REQUIREMENTS
The Purchaser’s material purchase requirements will be provided in the form of EN Material Purchase Specifications
(MPS) or PMAs. The material supplier shall review the material certificates to ensure compliance with sections 1.0
Code/Standard Reference, 2.0 Additional GE Requirements, 3.0 Additional End User Requirements, and 4.0
Documentation Requirements, of these documents. Sections 5.0 Compliance with PED Annex I and 6.0 Limits of
Application on the PMAs are for Notified Body use only.
5.1
Section 1.0 Code / Standard Reference
5.1.1
ASTM Substitution
When an ASME Section II Material Specification is identified, ASTM material may be substituted
provided the material manufacture, heat treatment, properties, and testing satisfy the requirements
of the ASME Section II Material Specification identified on the PMA.
5.1.2
Edition / Addenda
Material produced to a different Edition and / or Addenda of a Material Specification than that
identified on the PMA or MPS is acceptable provided the material manufacture, heat treatment,
properties, and testing satisfy the requirements of the material specification that is identified on the
PMA or MPS.
5.2
Section 2.0 Additional GE Requirements
5.2.1
Hardness
When hardness requirements are identified under section 2.0 and the material certificate does not
list hardness values, the supplier may perform hardness testing at three separate locations for each
piece to verify compliance. The hardness test results shall be reported on a separate document
which shall reference the material manufacturers material test certificate and the heat number. This
document shall be submitted together with the material manufacturers material test certificate.
5.2.2
Heat Treatment
When heat treatment requirements are identified under section 2.0 and the material certificate does
not contain sufficient information to verify compliance, the material will be considered to be in
compliance if the supplier obtains a letter from the material manufacturer which references the
material manufacturers material test certificate and the heat number and states that the material
complies with the specified heat treatment requirements. This document shall be submitted
together with the material manufacturers material test certificate.
5.2.3
Chemistry
When chemistry requirements identified under section 2.0 are for elements that the ASME material
specification does not require to be reported on the material certificate, the supplier may perform
PMI testing at three separate locations for each piece to verify compliance. The PMI test results shall
be reported on a separate document which shall reference the material manufacturers material test
certificate and the heat number. This document shall be submitted together with the material
manufacturers material test certificate.
6.0 MATERIAL CERTIFICATION REQUIREMENTS
Each material certificate shall have a unique identifying number.
6.1
Pressure Boundary Materials
The MPS or PMA will indicate whether the material shall be supplied with EN 10204 Type 3.1, type 3.2, or type
2.2 certificates.
6.1.1
EN 10204:2004 Type 3.1 Certificate - Certificate of Specific Product Control
Type 3.1 indicates that the testing was done on the specific material, traceable to the heat number.
Type 3.1 certificates can only be issued by a material manufacturer that meets the following criteria:
 The manufacturer's representative validating the certificate is independent of the manufacturing
department.
 The quality management system of the material manufacturer in effect at the time of the
material manufacture, has been certified by a competent body or registrar established within the
European Community after having undergone a specific assessment for materials.

NOTE: The approval of the quality management system shall be valid for the date of
manufacture of the material. An approval of the quality management system dated after the
date of material manufacture does not demonstrate that the material manufacturer was able
to issue a type 3.1 certificate at the time of material manufacture.
 The name and European address of the competent body or registrar that has approved the
quality management system shall be shown on the material certificate. Alternately, a copy of the
quality system certificate in effect at the time of the material manufacture, showing reference to
the competent body established within the European Community and it’s address, shall be
supplied together with each material certificate.
For material manufactured prior to 2005, an EN 10204:1991 type 3.1B certificate is acceptable in lieu
of EN 10204:2004 type 3.1. All the requirements related to type 3.1 above also apply to the type 3.1B.
6.1.2
EN 10204:2004 Type 3.2 and EN 10204:1991 A1:1995 Type 3.1C Certificates

When the material manufacturers quality system does not satisfy the requirements stated
above for a type 3.1 certificate, material can still be used but shall have either an EN
10204:2004 type 3.2 certificate or an EN 10204:1991 A1:1995 type 3.1C certificate.

Type 3.2 still indicates specific testing traceable to the heat number but the Notified
Body selects the sample location per heat and the testing shall be witnessed by the
Notified Body and the Notified Body issues the certificate.
Type 3.1C also still indicates specific testing traceable to the heat number but the
Notified Body issues the certificate after auditing the material manufacturer’s quality
system.
NOTE: TYPE 3.2 AND 3.1C CERTIFICATES SHALL NOT BE USED WITHOUT PRIOR WRITTEN
APPROVAL OF THE PURCHASER.

6.1.3
The supplier shall notify the Purchaser during the bid stage if they intend to use a Type 3.2 or
3.1C certificate and whether the certificate will be issued by the Purchaser’s Notified Body or if
a certificate has already been issued by another Notified Body. If the certificate is to be issued
by the Purchaser’s Notified Body, this involves added cost and time for the Purcahser and their
Notified Body and this additional cost and time will be added to the supplier’s evaluation. If
after evaluation by the Purchaser’s Notified Body it is determined that the material is not
acceptable for use, the supplier will be backcharged for cost incurred by the Purchaser and
Purchaser’s Notified Body.
EN 10204:2004 Type 2.2 Certificate - Non Specific Test Report
The certificate shall be prepared by the material manufacturer and include test results but need not
be traceable to the heat number being supplied. No quality system requirements are required for the
material manufacturer.
NOTE: A standard ASME / ASTM certificate meets the requirements for Type 2.2. Material supplied
with an EN 10204:2004 Type 3.1 certificate is also acceptable.
6.2
Lugs / Attachments
6.2.1
EN 10204:2004 Type 2.2 Certificate - Non Specific Test Report
The certificate shall be prepared by the material manufacturer and include test results but need not
be traceable to the heat number being supplied. No quality system requirements are required for the
material manufacturer.
NOTE: A standard ASME / ASTM certificate meets the requirements for Type 2.2. Material supplied
with an EN 10204:2004 Type 3.1 certificate is also acceptable for use as attachments.

In accordance with PED Annex I §4, PED Guideline G-10, and PED Guideline G-12, the PED does not
require PMAs for welding consumables but the certification shall be product specific testing EN
10204 type 2.2.
NOTE: A standard ASME / ASTM certificate meets the requirements for Type 2.2. Material supplied
with an EN 10204:2004 Type 3.1 certificate is also acceptable.
6.3.2
Additional Purchaser Requirements

The Purchaser prohibits the use of “G” grade consumables without prior approval.
All welding consumables shall be CE marked.
7.0 RESPONSIBILITY OF INTERMEDIARY / STOCKIST
For material being supplied to the Purchaser from anyone other than the material manufacturer, see §6 of EN 10204.
7.1
Verification of Compliance
The intermediary / stockist shall verify compliance with the following prior to submitting documentation to the
Purchaser:
 Pressure Equipment Directive 2014/68/EU,
 EN 10204, and
 requirements in the purchase order including the MPS or PMA documents.
This verification shall be documented on an Excel spreadsheet, as shown in Annex A, which shall be submitted
to the Purchaser as part of the quotation.
