TheHumphreyProgramwasinitiatedin1978tohonorthememoryandaccomplishmentsofthelateSenatorandVice President,HubertH.Humphrey.Fellowsareselectedbasedontheirpotentialfornationalleadershipandcommitmentto publicservice,ineitherthepublicorprivatesector.TheprogramprovidesabasisforestablishinglongͲlastingproductive partnershipsandrelationshipsbetweencitizensoftheUnitedStatesandtheirprofessionalcounterpartsinothercountries, fosteringanexchangeofknowledgeandmutualunderstandingthroughouttheworld. FundingfortheHumphreyProgramisprovidedbytheU.S.GovernmentthroughtheUnitedStatesDepartmentofStateand othercoͲsponsors.TheInstituteofInternationalEducation(IIE)collaborateswiththeStateDepartment'sBureauof EducationalandCulturalAffairsinadministeringtheprogram.ThetypesofuniversityprogramsarrangedforHumphrey FellowsdepartfromatraditionaldisciplineͲorientedfocusandhaveaproblemͲsolvingandexperienceͲsharingemphasis. TheprogramsarenotdegreeͲrelatedoraimedatprovidingscholarlypreparationorbasictraininginafield.Theobjectiveis toprovideHumphreyFellowswithanoverallexperiencethatbroadenstheirperspectives,enhancestheircapabilityto assumegreatercareerresponsibilities,andprovidesopportunitiestoestablishusefulprofessionalcontacts.Toaccomplish theseobjectives,programsaredesignedtoincludevariouscombinationsofcoursework,independentprojects,internships, consultationswithU.S.facultyorexperts,fieldtrips,andspecialseminars.Undertheguidanceofadesignatedfaculty advisoror“coordinator,”Fellowsplanprogramsthatbestsuittheirindividualcareerdevelopmentneeds. DURATIONOFGRANT:TheprogramarrangedforHumphreyFellowsextendsfromAugustorearlySeptembertothe followingJune.ApplicantswhoneedadditionalEnglishtrainingmayberequiredtoarriveintheUnitedStatesasearlyas Aprilforintensivelanguagestudybeforebeginningtheirregularuniversityprogram.Candidatesmustbeabletoparticipate inthefullperiodoftheEnglishand/oruniversityprograms. NONDEGREESTATUS:TheprogramdesignedforHumphreyFellowsdoesnotresultintheawardingofadegree.While Fellowsareabletoenrollincoursesrelevanttotheirprofessionalinterests,theHumphreyProgramisnotappropriatefor thosewhowishtoconcentrateonacademicworkrequiredforaU.S.degree.HumphreyFellowsspendaconsiderable portionoftheirtimeengagedinoffͲcampusactivitiessuchasinternships,fieldtrips,workshops,andspecialprojectsthat givethempracticalexperienceintheirprofessionalfields.Fellowswhosuccessfullycompletetheprogramareawardeda CertificateofParticipation. FINANCIALPROVISIONS:TheHumphreyFellowshipprovidesamonthlymaintenanceallowance,abookandsupplies allowance,tuitionandfeeswhenapplicable,roundͲtripinternationaltraveltothehostinstitution(andtotheFellow’s EnglishͲlanguagetrainingprogramwhenapplicable)anddomestictraveltoWashington,D.C.foraspecialseminar. Supplementaryfundsareprovidedforprofessionalactivitiessuchasfieldtripsorattendanceatconferences.Humphrey Fellowshipsarenotrenewable. HumphreyFellowsshouldplantobringwiththemsomepersonalfundstocoverincidentalexpensesnotcoveredinthe grant.HumphreyFellowshipsdonotincludefundsfordependents(familymembers).HumphreyFellowsareresponsible forprovidingtravel,insurance,andfinancialsupportforanydependentsaccompanyingthemintheUnitedStates.Please notethatEnglishandorientationcenterscannotaccommodatedependents.Therefore,dependentsshouldnotarriveinthe UnitedStatesuntiltheFellowsaresettledintheiracademicyearprogramsandhavesecuredhousing(atleast30daysafter theFellow’sarrival)atthehostcampus.
