1. Introduction:
The Mazoon Electricity Company S.A.O.C ("MZEC") intends to replace the existing
11KV feeder wooden poles by injecting customized concrete poles in Mudhaibi
District (F3 Lisq 31l5 Al Shwaie Road Zone) At Sharqiyah North Governorate.
The Mazoon seeks a proposal from interested Bidders to provide Quotations as
specified in the scope of work.
2. Scope of work:
The scope of this project has described below but not limited to,
1. The contractor should have “C” grade and above license, should be registered
in Distribution Code Review Panel (DCRP), ministry of Commerce & Industry
and Tender board as well.
2. The project has to be executed as per the final approved drawing and BOQ. In
case of any deviation/difficulties found in the proposal, must be informed to
MZEC in prior to the execution.
3. Obtain require other authorities approval for the project execution should be
taken by the contractor and the fees for the approvals will be under
contractor responsibility.
4. The contractor shall have to submit project execution plan and organization
chart to MZEC prior to execution.
5. The contractor to be submitted project file with the necessary documents
such as company registered certificate, organization chart, MAS, Authorities
approval for execution, MZEC approved Key personals for the project
coordination, Site Engineer, HSE & DCRP approved Cable jointer with their
certificate,.…etc. but not limited to,
6. Prior to the project execution, contractor should approach Mudhaibi
Operation department to obtain the ABS number.
7. The contractor to be submitted MAS for the MZEC review and approval in
prior to the execution.

8. The contractor must be used DCRP approved materials and if any DCRP nonapproved materials would be used, should be informed to MZEC in prior to
the execution and that shall be evaluated by MZEC technical team.
9. Silicone rubber insulators have to be used.
10. Transportation of cable, conductor & equipment from MZEC Store/factory to
Site is contractor's responsibility.
11. Transportation of customized concrete poles from MZEC Store/factory to Site
is contractor responsibility.
12. All Customized concrete poles shall be erected by excavation method, same
as wooden poles.
13. 11KV stays should be as per 33KV specifications.
14. 11KV IMP tie brackets should be as per 33KV specifications.
15. The contractor should follow the MZEC HSE policy and comply with the
requirements throughout the project.
16. The contractor to be submitted their HSE plan and Quality plan if it is insisted
by MZEC.
17. The route peg-marking should be done in accordance with the final approved
drawing and that should be carried out by MZEC approved consultant.
18. The route Peg-marking handover sheet to be enclosed with the project file.
19. After completing the route peg marking, the contractor should provide the
actual cable length included with the required loop.
20. The contractor shall submit Weekly/Monthly reports to MZEC.
21. The Payment shall be paid by MZEC only for the actual work done.
22. Preparation of GIS as-built drawing for the executed project is contractor
responsibility and that should be carried out by MZEC approved consultant.
23. The contractor should coordinate with respective district operation engineer
to obtain the equipment / substation number and other activities.
24. Dismantling materials have to be transferred to the MZEC sumail store
without any additional charges.

3. Deliverables:
• The project should be executed as per the proposed and scope of work.
• The contractor must be followed OES and MZEC standards to execute the
project.
• DCRP approved material to be used and, MZEC approval to be obtained prior
to the execution for the DCRP non-approved material.
• The contractor must be followed the MZEC HSE policy and fulfill the
requirements.
4. Site Visit:
Site visit shall be conducted from the MZEC Mudhaibi office within one week of RFQ
announcement.
5. Location and place of delivery
The project has to be executed Mudhaibi District (F3 Lisq 31l5 Al Shwaie Road Zone)
At Sharqiyah North Governorate.
6. Delivery /execution period
90 days are assigned to accomplish the project includes obtaining necessary
approvals and materials.
7. Timescales:
The project execution plan has to be submitted in accordance with the duration and
to be accomplished the project accordingly.
8. Warranties:
The contractor should provide one year warranty since the project commissioning
date.
9. Schedule of Rate:
Bidder shall quote as referred the annexure No.01 (BOQ).

10. Payment Term:
The Mazoon Electricity Co. shall pay to the Contractor in the following manner:
a) 95 %( ninety five percent) after completing the project 100 %( CIF, LTE,
Civil, Mechanical and Electrical works).
b) 5% (five percent) of the retention money after one year of completing
the Project.
PRICING METHOD
The various items individually described in the Bill of Quantities hereinafter are
prepared to reflect all possible types of installations in Distribution Networks.
The Omani Electrical Standards governing this Tender include in addition to
Technical Specification, Constructional drawings showing details of the
constituents of each installation item given in the Bill of Quantities. In addition,
the constituents corresponding to each item in the Bill of quantities for the
voltage level (33kV) are listed in the corresponding schedules of the tender
Document. For example, the details of each item shown on Price Schedule-I
against the corresponding item numbers. These details pertaining to an item, in
addition to other minor details not specifically mentioned but necessary for the
completion of the installation as stipulated by the Omani Standards, must be
provided for and reflected in the unit prices.
The “unit” designation at of the Bill of Quantities whether “No” or Lump Sum,
or “Set” or “Mtr” or “ KM” is intended to give a scale for measurement of
identical items and for accounting purposes. The “unit price” must reflect all
prices of the said item in the Bill for supply, installation, workmanship etc. as
prescribed in this Tender Document.
The Mazoon Electricity Co. may provide the Tenderer, in certain projects with
major materials as free issue like transformers, poles, conductors, cables etc.
these materials constitute parts of the material requirements of the project. The
Tenderer shall quote his unit price for the individual items reflecting all other
costs for supply, installation, erection and commissioning of the whole item
requirements except for the cost of material provided free to the Tenderer by
Mazoon Electricity Company.
Final payment shall be made on the basis of quantities as finally erected and
confirmed by measurement extended at the rates given in the Bill of Quantities.

11. Penalty for Delay in Works:
A penalty at the rate of 0.15 % per day shall be applicable per day of delay with
a maximum limit of 10.00 % of the contract value.
12. Evaluation Criteria:
MZEC shall evaluate and compare the Tenders in previously determined way and
substantially in two stages. The first stage will be an evaluation of the Tenderers’
Technical Proposals. Those tenders that achieve a technical score of eighty
percent (80%) will be carried forward to the second stage of evaluation. The
second stage of the evaluation will be based on the Tenderer’s Financial
Proposals. Twenty percent (20%) of the overall score available will be awarded
to the Technical Proposal and eighty percent (80%) will be awarded to the
Financial Proposal. The evaluation Criteria will be second as follows:

13. Submission of Proposal:

will not be considered.

14. Terms and Conditions:
• Quotation must be addressed to the Chairman of the Internal Tender
Committee (ITC), BidBid, marked with the RFQ No., the description and the
closing date.
• Valid commercial & municipality registrations shall be attached with original
offer.
• Your quotation must be valid for (90) days from the quotation date.
• The quotation must be duly signed and stamped from the bidder authorized
person.
• If the total quotation amount above (R.O. 20,000) The bidder shall enclose a
bank guarantee issued by any bank in the Sultanate of Oman for value of (1%)
from the total quotation value and addressed to the chairperson of the (ITC),
Mazoon Electricity Company. Any offer value above R.O. 20,000 not includes
(1%) bid bond will be rejected.
• If the total quotation amount above (R.O. 20,000) The awarded bidder shall
enclose (5%performance bond) a bank guarantee issued by any bank in the
Sultanate of Oman for value of (5%) from the total quotation value and
addressed to the chairperson of the (ITC), Mazoon Electricity Company
• Omani ports must be used to import goods and commodities in connection to
this RFQ
• The bidder shall comply with MZEC HSE requirements for bidders, as well as,
with MZEC Electricity Safety Rules.

• Participated vendors must be registered in tender board with valid registration
(To be attached with the offer).

• All expenses for royalties, licenses, custom duties, taxes, Withholding tax as per
Royal Decree No. 9/2017 and the like in connection with the works must
include in supplier offer.
• Bidder is requested to fill the attached ACCEPTANCE FORM, or MZEC will not
accept the submitted offer.
• The charges, fees or any other consideration due under this contract are
inclusive of Value Added Tax (hereinafter referred as “VAT”) that may be
applicable/introduced in Oman from time to time. It is agreed that upon
introduction of VAT in Oman, any payments due under this contract would be
subject to receipt of valid documents such as tax invoice, debit note, etc., if and
when required to be issued in compliance with the Oman VAT law.
• Mazoon Electricity Company gives priority to award the projects to Reyadah
registered companies that hold a valid certificate for projects valued up to
OMR 10K.
