Management of Change Policy/Guidelines.
This process aims to ensure that hazards, risks, and safety are considered, and appropriate people
are advised of any changes.
Why is Management of Change required?
Change, even when well-intentioned, may affect the effectiveness of existing safety risk controls. In addition,
new hazards and related safety risks may be inadvertently introduced into an operation when change occurs.
Hazards and associated safety risks should be assessed and controlled as defined by the organisation’s hazard
identification procedures. Human-related risks such as resistance to change and distraction should be
evaluated during the planning process.
When is Management of Change required?
Changes that are likely to trigger formal management of change include:
• changing technology or equipment
o changing to tablet checklist for RFS
o golf carts in or around the terminal
o Pyper Vision
• changes to internal systems, processes or procedures that support the delivery of products or services
o mask wearing
o Covid sign-ins
o Domestic screening
• changes in the operating environment
o working from home
o standing desks
o open plan office
• changes in key personnel
o CAA senior persons
• changes in regulatory safety requirements
o RFS requirements to align with ICAO
o OLS requirements
o Updated regs HSWA, 139 etc.
• significant restructuring of the organisation
• physical changes
o new facility
o new taxiway
o car park layout
o surface treatments in pedestrian areas
o aerodrome layout changes
But my project is minor…
That is fine; Management of Change principles can and should be applied to changes of all sizes. A formal
process may not be required, but you must still think about:

What hazards and safety measures must I/we consider?
Who could your change affect, directly and indirectly?
At the very least, if you do nothing else, you must mention your proposed change to the Group Compliance
and Safety Manager, who can advise on requirements.
