INTRODUCTION
This specification covers the design, manufacturing, inspection and testing at manufacturer’s
works, of High Voltage Switchgear panels. Equipment to be supplied shall comply with
latest revision of applicable Indian Standards (IS), IEC Standards and specific codes and
standards mentioned in clause ‘Codes and Standards’ of Part-II of this specification.
Scope of supply and services covered under this specification shall be as per various parts of
this specification. Offer shall be submitted as per Part-IIIA, Notes on Method of Offer
Submission. Standard and descriptive requirement is covered in Part-I while specific
requirement is covered in Part-II. Requirements for testing at manufacturer’s works are
covered in Part-V.

All equipment and components shall be new and shall have a design life of minimum 20
years.
2.0
GENERAL REQUIREMENTS
2.1
Construction
a.
The high voltage switchgear panels shall be metal clad, totally enclosed, vermin proof, dust
tight CRCA sheet steel cubicles as specified in Part-II.
b.
Circuit breaker panels and busbars shall be of natural air cooled type.
c.
If necessary, louvers shall be provided for natural ventilation. These louvers shall be covered
by brass wire mesh of opening less than 1 mm.
d.
Each panel shall essentially comprise two portions:

Fixed portion housing busbars, CTs, relays, instruments, outgoing terminals and other
accessories.

Withdrawable portion comprising the circuit breaker (with or without PT)/ Bus PT/ line PT.
e.
Extension at either end of panels/ busbars shall be possible.
f.
Each cubicle shall be provided with a front access hinged door of suitable strength with
handle and padlocking facility.
g.
Compartmentalization shall be such that fire in one compartment does not spread to another
compartment and failure of one equipment does not affect the adjacent units. Suitable vents
shall be provided to release gas pressure developed due to live arc at the bus or failure of
components like CTs, PTs etc. Busbar compartments shall have a separate pressure relief
arrangement.
h.
All control switches or devices requiring operation shall be located at a height which is
convenient for operation. Meters shall be located at a height which is convenient for
monitoring.
i.
Each LV compartment shall be provided with:
 Panel light (CFL type) with MCB.
 Switch Socket with ELCB.

j.
In case of truck mounted circuit breakers, smooth rack-in and rack-out of circuit breaker on
floor shall be possible. Vendor shall design suitable arrangement for the same. If required
suitable ramp shall be supplied for this purpose.
k.
Circuit breaker cubicle shall be provided with automatically operated safety shutters with
caution stickers to cover the stationary isolated contacts whenever the carriage/ truck is
withdrawn. Safety shutters shall be provided with padlocking arrangement for shutter in
covered position.
l.
A circuit breaker of given rating shall be prevented from engaging with the stationary element
of a circuit breaker of higher rating.
m. All circuit breakers of identical rating shall be physically and electrically interchangeable.
n.
No live parts shall be accessible on opening the panel door or cover.
o.
Specified continuous current rating of various equipment/ components of panels is the
required in-panel rating at full load condition for design ambient temperature and at site
conditions. Vendor shall suitably derate the nominal rating to suit above conditions.
p.
All opening, doors, covers shall be covered with suitable neoprene gaskets.
q.
All hardware shall be zinc-passivated or cadmium plated.
r.
In case of cassette type circuit breaker, separate circuit breaker handling trolley shall be
supplied if specified in Part-IIIB, to facilitate removal and insertion of circuit breaker carriage.
s.
Earthing trolley for cable side and bus side earthing with voltage sensing circuit (1 ph PT) and
alarm/ interlock facility shall be supplied if indicated in Part-IIIB. Earthing trolley shall be
suitable for insertion in circuit breaker compartment after removal of circuit breaker carriage.
t.
Suitable lifting hooks/ arrangement shall be provided for each panel.

2.2
Busbars and Bus Taps
a.
Busbars shall be of uniform cross section throughout the length. Continuous and short time
current rating of busbars and busbar material shall be as indicated in Part-II.
b.
All busbars and busbar joints shall be easily accessible for periodic inspection without
requirement of dismantling any components like CTs etc.
c.
All busbar joints and all tap-off connections from main horizontal busbars shall be shrouded.
d.
All busbar joints and connections shall be made through zinc passivated or cadmium plated
high tensile strength nuts, bolts and washers.
e.
Sleeves for the busbars, if specified in the data sheet, shall withstand the rated line-to-line
voltage and the maximum permissible temperature. Effect of provision of sleeves shall be
considered in sizing of busbars.
f.
Continuous current rating of all busbar links within a circuit breaker / Contactor panel shall be
at least equal to the in-panel rating of the installed circuit breaker/Contactor, irrespective of
the CT ratio.

Earth Bus
a.
Earth bus as specified in Part-II shall be provided along the full length of each switchboard
and each stationary unit shall be connected directly to this bus by two separate and distinct
connections.
b.
Earthing terminal connectors shall be provided at the bottom of the panel at either end for
connection to the Purchaser’s earth conductor.
c.
Hinged doors shall be earthed through flexible copper braids. All non-current carrying metal
parts shall be effectively bonded to the earth bus.
2.4
Switchgear Components
Note: Makes of switchgear components shall be as specified in Part-II.
A.
Circuit Breakers
Each circuit breaker shall be provided with emergency manual trip device, mechanical ‘ONOFF’ indicators, spring ‘CHARGED-DISCHARGED’ indicators, manual spring charging facility
with manual ‘CLOSE’ push button.
Emergency mechanical ‘TRIP’ Push Button shall be accessible without opening the panel
door.
Each circuit breaker shall have three (3) positions - SERVICE, TEST and ISOLATED, with
mechanical indication. The design of circuit breaker shall be such that it is possible to close
the front access door even when the circuit breaker is pulled out to ISOLATED position.
After failure of power supply to the spring charging motor, at least one OPEN-CLOSE-OPEN
operation of the circuit breaker shall be possible.
For safe operation, maintenance and testing of circuit breaker, interlocks shall be provided for
the following:
i.
To prevent a closed circuit breaker from being isolated or inserted into the service
position.
ii. To prevent operation of circuit breaker in any intermediate position.

iii. To ensure earthing of circuit breaker carriage before the main circuit breaker contacts
are plugged into the stationary contacts. Positive earthing of the circuit breaker trolley/
carriage shall be maintained while plugging in/ out.
iv. To prevent ‘Plugging In’ of circuit breaker when earth switch is closed.
v. To prevent closing of earth switch when circuit breaker is ‘Plugged In’.
vi. To prevent compartment door from being opened if the circuit breaker is in ‘SERVICE’
position.
vii. To prevent insertion of earthing trolley when circuit breaker is in service position.

Incomer/ bus-coupler panel. Interlocks shall be provided such that bus earthing trolley
cannot be inserted in outgoing feeder panels.
viii. To prevent insertion of bus earthing trolley or closing of bus earth switch unless all
circuit breakers associated with that bus (i.e. Incomer/ outgoing/ bus-coupler) are
racked out.
ix. To prevent 'Plugging In’ of circuit breaker (in Incomer/ outgoing/ bus-coupler of
associated bus) in service position if Bus earthing trolley is inserted.
B.
Power Contactor
i.
Contactor along with HRC fuses shall be provided for outgoing feeders as indicated in
single line diagram enclosed in Part-IV.
ii. Contactor shall be mounted on a trolley similar in construction to circuit breaker trolley.
All safety and protection interlocks shall be similar to a circuit breaker defined
elsewhere in this Specification.
iii. HRC fuse shall have a very fast electrical cut-off characteristic and very low let-through
energy.
iv. Contactor should be able to break locked rotor current of motor.
v. Contactor shall be electrically or mechanically latched type as mentioned in Part-II.
Mechanically latched type Contactor shall be provided with closing solenoid and shunt
trip coil.
C.
Current Transformer & Potential Transformer
Accuracy class, VA burden, ratio and other technical particulars of instrument transformers
shall be as specified in Part-II and in relevant single line diagram enclosed in Part-IV.
VA burden of CT and PT indicated in SLD/ Part-II is minimum requirement and CT/ PT shall
have VA burden to meet the connected load plus minimum 20% margin unless otherwise
specified in Part-II.
All CTs and PTs shall be subjected to partial discharge measurements during the course of
manufacture including measurement of inception and extinction voltage values.
CTs shall be bar primary window type.

CT polarity shall be indelibly marked on each transformer and at the associated ferrules on
the terminal block. PTs shall be fully insulated for the rated voltage.
All CT/ PT terminals shall be brought to terminal block in LV compartment. Star point
formation, earthing connections etc. shall be done at the terminal block using suitable links.
CATD or equivalent terminals shall be used for CT terminals.
D.
Relays and Meters
Make and type of protection relays and meters shall be as per Part-II, enclosed SLD/
schematic drawings. All relays shall be flush/ semi-flush mounted on the front of respective
cubicle.

Ammeter for motor feeders shall be provided with suppressed end scale to indicate starting
current (6 to 8 times full load current).
Numerical/ microprocessor based relays and digital meters shall have facility for
communication with SCADA if specified in Part-II.
E.
Control Wiring
Control wiring shall be carried out with flexible heat resistant switchboard wires of minimum
size 1.5 sq. mm for control circuits and 2.5 sq. mm for CT circuits. Wires connected to earth
shall be of green colour only.
Each wire shall be identified at both ends with wire designation in accordance with the wiring
diagram developed from approved control schematics. Interlocking type plastic ferrules of
yellow colour with black lettering shall be used for identification.
All wire termination except for clip-on screw type terminal blocks shall be made with ring/ fork
tongue compression type connectors. Wires shall not be tapped in between terminal points.
Type of lug shall suit relevant application.
The wiring inside the panel shall be properly laid and fixed in wiring ducts with removable
covers. The wiring ducts shall be properly insulated and shielded from high voltage areas.
Wires shall be accessible from the front without removing the component mounting plate.
Routing of wires behind the component mounting plate is not acceptable.
Wires forming part of tripping circuit of circuit breaker shall be provided with additional red
ferrule marked `T’ or with some other acceptable identification mark as per manufacturer’s
standard.
Openings provided in sheet steel partitions for carrying out the interpanel wiring shall be
provided with rubber grommets.
Wiring between different shipping sections shall be carried out through separate set of
terminal block. Sufficient length of jumper wires shall be provided with ferrule nos. at both
ends. One end of these wires shall be connected to the terminal block. Full details of such
wiring shall be furnished by the vendor.
All spare contacts of relays, switches and other components shall be wired upto terminal
blocks. Also, contacts of all components of spare circuit breaker/ contactor feeders shall be
completely wired up to the terminal blocks. Wiring between fixed portion of cubicle and door
mounted equipment shall be routed through flexible PVC conduits.

Two wires shall not be terminated at one terminal. Additional terminations, if required, shall
be done on adjacent terminals using suitable shorting links.
F.
Control Terminal Block
Terminal blocks of different voltage classes shall be segregated. The terminal blocks shall be
further grouped and segregated according to circuit functions and voltages.
Minimum 20% spare terminals shall be provided in each block. Individual terminals in each
block and in each group shall be serially numbered in accordance with the drawings. Such

numbering shall be legible, permanent and indelible by use of suitable transparent covering
over ferrule. Terminal block for CTs shall be provided with drop out facility for testing
purpose.
2.5
Name Plate
Main name plate shall be provided at the top of the board, both on the front and rear side.
Switchboard number/ designation shall also be indicated on a separate label on the front and
rear side.
Name plates of approved design shall be provided at the front and rear of each panel. Name
plates shall also be provided for all components (i.e. for instrument, relay and auxiliary
switch) mounted on the face. All internally mounted components shall be identified by
painting the item nos. (as per approved scheme drawings) on or adjacent to the component.
Identification by stickers is not acceptable.
Material of name plates shall be 3 mm thick 3-ply lamicoid sheets, or approved equivalent.
The letters shall be engraved in white on black background. Inscription details on name plate
shall be as per Purchaser’s requirements which shall be provided during vendor drawing
approval stage.
2.6
Control Supply
Purchaser’s auxiliary supply (AC and DC) shall generally be made available at one point,
preferably inside Bus PT panel or bus-coupler panel. Means shall be provided for distribution,
isolation, segregation and protection of circuits.
2.7
Space heaters
Each vertical panel shall be provided with space heater to prevent moisture condensation
inside panel. Space heater shall be located at the bottom of the panel and shall be controlled
through MCB and thermostat with adjustable setting.
2.8
Painting
Vendor shall furnish complete details of painting procedure and painting facilities available
along with the offer. Final paint shade shall be as indicated in Part-II.
3.0
FACTORY ACCEPTANCE TEST
Purchaser shall have right to carry out stage inspection.

All Type tests and Routine tests as specified in Part-V shall be carried out during final
inspection. Minimum fifteen days advance notice shall be given for carrying out final
inspection.
Vendor shall ensure that all relays and meters are properly configured for the intended
protection/ metering schemes. All relevant functions and operations shall be demonstrated
during the final inspection.
Vendor shall ensure that all meters associated with testing of the equipment are calibrated by
a competent authority and the calibration certificates are valid at the time of carrying out the
testing of equipment.

PACKING
All panels and loose equipment shall be properly packed to protect the equipment during
transportation and storage at site prior to installation. Type of packing shall take into account
mode of transportation, weather conditions, distance to installation site etc. Vendor shall
furnish packing details for Purchaser’s approval.
5.0
SUPERVISION OF INSTALLATION, TESTING AND COMMISSIONING
Vendor shall depute his personnel to the site for supervision of installation of panels (for
providing guidance to installation contractor and ensuring that necessary precautions are
taken for proper alignment and assembly of the panels). In addition, vendor shall depute his
specialists to the site during testing and commissioning phase, to check proper configuration
of all relays and meters, assistance for carrying out relay testing and setting, demonstrating
connectivity, boxing up etc.
Vendor shall quote charges for Supervision of Installation, Testing and Commissioning as
indicated in Part-IIIB.
Spare parts required during testing and commissioning of the switchboards, shall be supplied
by vendor as part of equipment supply cost. Vendor shall quote separately for Mandatory
Spares as well as Spares for 2 years’ Operation and Maintenance, as indicated in Part-IIIB.
6.0
GUARANTEED PERFORMANCE
The performance figures indicated in Part-II shall be guaranteed within the tolerance specified
or as permitted by relevant standards. In case of failure of the equipment (including bought
out items) to meet the guaranteed performance, Purchaser reserves the right to reject the
equipment. However, Purchaser also reserves the right to use the rejected equipment until
the new equipment meeting the guaranteed performance requirement is supplied by the
Vendor.
If any equipment supplied by the Vendor fails at site during erection, commissioning or
service (within guarantee period), the Vendor shall repair and put back into successful
operation the failed equipment within the time frame and procedure of repair agreed with the
Purchaser depending on nature of failure, at no extra cost to the Purchaser.

The period of guarantee of the equipment shall be as per the agreed commercial terms &
conditions.

1. Offer shall be submitted in two parts viz. Technical part and Price part.
2. Technical part shall consist of following:
a. Copy of “General Specifications” of this specification with acceptance of all clauses to
be indicated by letter 'A’ on right side of the specification sheet with seal of the
company and initial of authorised person. Deviations, if any, should be indicated by letter
‘D’.
b. Copy of “Design Data Sheet” of this specification duly filled in clearly and legibly in the
assigned space against items marked thus '', along with all documents requested with
the offer.
c. Copy of “Scope of Supply & Schedule of Prices” of this specification marked ‘quoted’
against each item, to confirm that the vendor is making an offer as per break up requested
therein.
d. “Inspection Test Plan” of this specification with acceptance of all clauses to be indicated
by letter 'A’ and duly signed.
e. Covering letter enclosing above document.
f. Filled up “Compliance Declaration” of this specification with seal of the company and
initial of the authorized person.
3. Price part shall consist of following:
a. Copy of “Scope of Supply & Schedule of Prices” of this specification with unit rate of
each item and total price of each section, with total price of the tender, including supplies
and various services as specified or as recommended by the vendor.
b. Covering letter enclosing above price part and deviation on commercial terms if any.
4. Both the parts of offer shall be submitted in separate sealed envelope indicating details of
