THE CIVIL AVIATION (APPROVED MAINTENANCE ORGANIZATION) REGULATIONS 2018. MATRIX FOR PROPOSED AMENDMENTS NO. CURRENT REGULATION 1 1. These Regulations may be cited as the Civil Aviation (Approved Maintenance Organization) Regulations, 2018. An applicant shall be issued an AMO certificate if after inspection, the Authority finds that the applicant— (a) meets the requirements for the holder of an AMO specified under these Regulations; and (b) is properly and adequately equipped for the performance and maintenance of aircraft or aircraft component for which it seeks approval. An applicant may be issued with an AMO approval certificate if after demonstration and inspection, the Authority finds that the applicant; (a) Is a company registered in Kenya; (b) meets the applicable regulations and standard for AMO approval certificate; (c) Is properly and adequately equipped for the performance of maintenance of aircraft, Engines, Components and specialized maintenance for which it seeks approval. (d) Payment of prescribed fees to the Authority as appropriate. (1) A certificate issued to an AMO shall be valid for twelve months from the date of issue or renewal, unless a shorter period is specified by the Authority or— (a) the Authority amends, suspends, revokes or otherwise terminates the certificate; (b) the AMO surrenders it to the Authority; or (c) the AMO suspends operations for more than 180 continuous days. 8(3) A person issued with an AMO certificate shall upon suspension or revocation of the certificate return the certificate to the Authority. (1) The Approved maintenance organization shall notify the Authority in writing of any changes under-listed to enable the Authority to determine continued compliance with this regulations, (2) the AMO shall provide the notification to the Authority for approval at least 30 days prior to effecting the changes on; (a) The name of the AMO; (b)The location of the AMO; (c) The ratings held by the AMO, whether granted by the Authority or held through an AMO certification issued by another contracting State. (d)Additional locations of the organization; (e) The housing, facilities, equipment, tools, material, procedures, work scope, and certifying staff that could affect the AMO rating or ratings; (f) Items in the AMO Procedures Manual; (g)The list of management personnel identified and described in the AMO Procedures Manual. 3) The Authority may amend the AMO certificate if the AMO notifies the Authority of a change in: (a)Location or housing and facilities; NO. CURRENT REGULATION 11.The following ratings may be issued to an AMO certificated under these Regulations— (b) airframe ratings— (i) class 1: composite construction of small aircraft; (ii) class 2: composite construction of large aircraft; (iii) class 3: all-metal construction of small aircraft; and (iv) class 4: all-metal construction of large aircraft; (c) power plant ratings— (i) class 1: reciprocating engines of 400 horsepower or less; (ii) class 2: reciprocating engines of more than 400 horsepower; and (iii) class 3: turbine engines; (d) propeller ratings— (i) class 1: all fixed pitch and ground adjustable propellers of wood, metal, or composite construction; and (ii) class 2: all other propellers, by make; (e) radio ratings— (i) class 1: communication equipment: any radio transmitting equipment or receiving equipment, or both, GAP Regulation do not address applicable standard contained in annex 8 part II chapter 6.2.3.1 and ICAO Doc 9760 Chapter 10.3 PROPOSED TEXT (i) 11. The following classes and ratings may be authorized to an AMO certificated under these Regulations— (a) Class A - Aircraft maintenance where the following ratings defines the scope for aircraft maintenance: i. A1: Aeroplane above 5700kgs ii. A2: Aeroplane 5700kgs and below iii. A3: Helicopter iv. A4: Other kind of aircraft (Glider, Balloon, airship, light sport aircraft etc.) (b) Class B- Engine maintenance where the following ratings defines the scope for engine maintenance: i. B1: Turbine engines ii. B2: Piston engines iii. B3: APU (c) Class C - component maintenance defined by referring to the Standard numbering system (SNS) code for identifying the aircraft system applicable to the rating as prescribed by the Authority.
