1.
OBJETIVE
This document defines minimum technical requirements for fabrication, inspection, testing, and
shipping to the warehouse designated for Power Distribution Boards to be installed in the stations
of “Ingeniería Básica Extendida (Front End Engineering Design) Poliducto Sirius”.
2.
SCOPE
This scope includes the design, manufacture, test, supply and transportation to the warehouse
designated by the company, of the required distribution board specified in this document with its
respective auxiliary components.
All deviations from this Technical Specification, Data Sheet, the Purchase Order, or the drawings
shall have the written approval of the Client or Contractor representative.

DEFINITIONS
Definition presented in this Specification have precedence over other definitions. Conflict between
various definitions shall be brought to the attention of Company Representative and Contractor for
resolution.
CLIENT /COMPANY:
Is the party, which promotes the project and defines the design and
construction of the scope of work.
The CLIENT may also include an agent or consultant (PMC), authorized
to act on its behalf.

Is the party which carries out all or part of the design, engineering,

Within the context of this Specification the following words shall have the meanings stated:

VOLTAGE AND FREQUENCY
Unless otherwise specified on the Data sheet/Single Line diagram, the Small Power Distribution
Boards shall operate under the following parameters:

GENERAL TECHNICAL CHARACTERISTICS

8.2. Construction
Panels shall be completely factory assembled devices. They shall be designed such that switching
and protective devices can be replaced without disturbing adjacent units and without removing the
main bus connectors.
Power and lighting panelboards shall be supplied with a hinged door over all circuit breaker
handles. Doors in panelboard trims shall not uncover any live parts. Doors shall have a semiflush
cylinder lock and catch assembly. Doors over 1220 mm (48 inches) in height shall have auxiliary
fasteners. Trims are made from code gauge steel and painted ANSI 61 gray, according to CFE
D8500-02-2000.
Distribution panelboard trims shall cover all live parts. Switching device handles shall be accessible.
A directory card with a clear plastic cover shall be supplied and mounted inside of each door.
Unless otherwise noted, all the panelboard in the Valves Stations shall Wall mounted.
8.3. Mechanical Design and Enclosure
The panelboards shall have the enclosure and the necessary reinforcements to reach a rigid design.
All the doors shall be collapsible and they shall have plated handles or chromed. The hinges shall be
made of stainless steel. All the borders shall have a burnished soft.
The outdoor panelboards shall be designed in compliance with the NEMA 3R as indicated on the
Single Line Diagram.
The indoor panelboards shall be designed in compliance with the NEMA 12 mechanical design
standards, as indicated on the Single Line Diagram.
Enclosures shall be at least 50 cm (20 inches) wide made from galvanized steel.
Where feeder cables supplying the mains of a panel are carried through its box to supply other
electrical equipment, the box shall be sized to include the additional required wiring space. At least
four interior mounting studs with adjustable nuts shall be provided.
Enclosures shall be provided with blank ends.
8.4. Service Conditions
8.4.1. Functional and Service Requirements
Unless otherwise specified on Data Sheet/Single Line Diagram, the panelboards shall be designed
for indoor or outdoor use, two-phases, 240-120V, 3 wires, with neutral and ground buses, equipped
with:

Molded case (MCCB) type main circuit breaker, 2 pole.
Molded case (MCCB) type secondary circuit breakers of 2 or 1 pole.
All circuits shall have an associated circuit breaker that can be operated from the exterior of the
panelboard, so that the operator shall not have to open it during normal operating procedures.

8.4.2. Security
The equipments shall be designed to minimize any short circuit risk and to offer a maximum of
personnel and operational security during all the operation conditions, inspection and
maintenance, as well as in the putting in service and tests of reservation units.
8.4.3. Short Circuit Capacity
Unless otherwise specified on the data sheet, the minimum capacity of short circuit withstand for
panelboards must be 10 kAsym; according to NFPA 70.
The whole buses system, including the derivations to output units, shall be designed to support a
short circuit in any point.
8.5. Requirements
In general the panelboards shall fulfill the following characteristic:

All the interior parts of the cabinets, including the buses and the cables terminals, shall be
accessible from the front.
The cable entrance and exit shall be made by the bottom or side part of the boards.
The circuit breaker, switches and contactors shall be UL certified.
The characteristics to be considered for the elaboration of the panelboards are indicated as follow:

The panelboards shall be completely metallic, with an enclosure NEMA 12 type for indoor
installation according Single Line Diagrams; NEMA 3R shall be used for outdoor locations
according to Single Line Diagrams.
The panelboards shall be built with steel profiles and sheets in order to achieve a rigid
structure. All metallic structure shall be treated before applying the painting, eliminating
any porosity or corrosion source.
All the doors shall be hinged and with a minimum opening angle of 120°. It shall be
provided with a mechanism, to lock the door in an open position, when the panelboard
internal compartments are being accessed for maintenance or inspection labors.
In the back of each door, it shall be installed a drawing-carrier, which shall be metallic or
plastic, supported with galvanized screws. Plastic or paper envelopes attached to the
structure will not be accepted to hold drawings.
8.6. Buses System
Main bus bars shall be copper sized to limit temperature rise on any current carrying part to a
maximum of 65 °C above an ambient of 40 °C maximum.
A bolted ground bus shall be included in all panelboards.
Full-size (100%-rated) insulated neutral buses shall be included. Neutral bussing shall have a
suitable lug for each outgoing feeder requiring a neutral connection.

In general the buses system of the panelboards shall fulfill the following characteristic:

The buses shall have current capacity suitable for the short circuit level indicated in the
panelboard Single Line Diagrams.
The buses system shall be designed to operate in the voltages indicated in the Single Line
Diagrams.
All the buses shall be made of electrolytic copper with rounded borders, the connections
shall be tin-plated and shall have galvanized screws or cadmium covered, with nuts and
pressure washers.
The main buses shall be identified with the following colors: phase A black color; phase B
red color; phase C blue color, N (neutral) white color and T (ground) green color.
The support system of the main and secondary buses shall be of insulating material,
resistant to high impact, high dielectric effort, hygroscopic and shall support the electrodynamic efforts of the short circuit current.
The ground bus shall have half of nominal capacity of the phase bus and it shall support the
same suitable short circuit level.
8.7. Molded Case Circuit Breakers (MCCB)
The molded case circuit breakers shall be provided with elements of magnetic or thermal-magnetic
trip, according to the case that applies, with common type handle for multiple pole circuit breakers.
Circuit breakers in panelboards shall be bolt on type on phase bus bar or branch circuit bar.
Molded case circuit breakers for lighting and appliance branch circuit panelboards shall have
minimum interrupting rating as indicated.
Molded case circuit breakers shall have automatic, trip free, non-adjustable, inverse time, and
instantaneous magnetic trips for 100 ampere frame or less.
Breaker features shall be as follows:

A rugged, integral housing of molded insulating material.
Silver alloy contacts.
Arc quenchers and phase barriers for each pole.
Quick-make, quick-break, operating mechanisms.
A trip element for each pole, thermal magnetic type with long time delay and instantaneous
characteristics, a common trip bar for all poles and a single operator.
Electrically and mechanically trip free.
An operating handles which indicates ON, TRIPPED, and OFF positions.
Line connections shall be bolted.
Interrupting rating shall not be less than the maximum short circuit current available at the
line terminals as indicated on the Single Line Diagrams.
An overload on one pole of a multipole breaker shall automatically cause the tripping for all the
poles of the breaker.

8.8. Spare Equipment
The distribution panelboard shall have the spare circuit breakers as indicated in the Single Line
Diagram. In this case, will be consider 30%.
8.9. Interchangeability
All the components shall be of standardized design; the electrically identical components shall be
mechanically interchangeable.
8.10. Painting
Surfaces of the trim assembly shall be properly cleaned, primed and finished with a coat of gray
paint.
The panelboards shall be cleaned with an abrasive sand jet, until the surface to paint is free of dirt
powder, fatty, oil, oxide, inlays and any other material, before applying the bottom layer and finish
painting. Following to the cleansing procedure, a washing process with anticorrosive bath shall be
applied.
It shall be applied a layer of zinc cromate painting, anticorrosive treatment with poliamidic
painting, a layer of dark gray epoxic paint (ANSI 24) and to the external surface shall be given a
finish of light gray epoxic painting (ANSI 61).
All interior surfaces shall have at least two (2) layers of epoxic paint. All exterior surfaces shall have
at least two (2) layers of ANSI 61 gray paint.
In the event of not being used the procedure described before, THE CONTRACTOR shall specify in
the offer the standars and codes applied for cleansing and painting, which shall be approved by THE
COMPANY.
9.
PANELBOARDS CONFIGURATION
Panelboards configuration as well as size, type, number of circuits and tag shall be in accordance
with the Single Line Diagrams.
10.
NAMEPLATE
All nameplates other than SUPPLIER'S logo and equipment rating nameplates shall be laminated
plastic with beveled edges. Lettering shall be 1/4 in. (6 mm) high, black. Background shall be white.
An equipment nameplate shall be furnished and installed on the exterior of the equipment in an
accessible location. For paneboard, the nameplate shall contain the following information:
• Equipment tag number
• Panelboard type
• Voltage level
• Current capacity
• Short circuit level
• Number of circuits and wires

Equipment identification
Externally visible permanent nameplates shall be provided identifying each indicating light, and
circuit breaker branches. The identification shall be the same as on the Single Line Diagrams.
Equipment shall be suitably identified and shall have the same identification as on the reference
detail drawings.
Bus phasing shall be identified throughout the equipment.
A warning sign shall be mounted on the front of the lineup in a visible position. The warning sign
shall be with black letters on a yellow background.
11.
INSPECTION AND TESTING
THE SUPPLIER shall be responsible for the inspection and test of the whole given equipment.
Before the delivery, the panelboard shall be object of an inspection for THE INSPECTOR, including
witnessing an operational test. These inspections will not exempt THE SUPPLIER of their
responsibility to guarantee that the materials and the equipment fulfill all the requirements of this
specification, as well as neither they shall invalidate any claim of THE COMPANY for defect of the
material or manpower. The execution of all the test activities and inspection, including those
witnessed by THE INSPECTOR, shall be considered part of the scope of supply, and it will not be an
additional cost for THE COMPANY.
THE SUPPLIER shall perform all standard tests prescribed by NEMA, ANSI, and IEEE, and shall be
responsible for testing all control and protection devices within the panelboard to ensure proper
function, performance and operable condition.
Additional tests, test requirements and COMPANY inspection shall be specified in the Data Sheets.
12.
BID INSTRUCTIONS
The base quotation shall be in strict accord with this specification and the applicable data sheet.
Alternate quotations may also be submitted if deviations from these specifications or data sheets
are clearly stated and a base quotation is offered.
Evaluation of quotations will take into account unit overall efficiency.
Service-proven designs shall be offered. If a design is offered that has not been proven in service for
at least two years, proposals shall indicate which parts of the equipment are affected and the extent
of experience with these parts. Equipment designs scheduled for supersede shall not be used.
13.
INFORMATION TO BE GIVEN BY THE BIDDER
THE BIDDER will present a (1) original and two (2) copy of its offer, which will signed by an
authorized representative.

THE BIDDER will include together with the offer all the technical information of equipments and
materials required that is:
• Catalog, pictures, general drawings, etc. of the different equipment.
• Strategy of Execution of the works together with the maker of the mechanical equipment.
• List of Guaranteed Technical Characteristics.
• Description of Accessories and Tests to carry out to Panelboard.
• Lists from Deviations to the Specifications.
• Lists of Control Devices and Accessories.
14.
INFORMATION TO BE GIVEN BY THE SUPPLIER
THE SUPPLIER shall send three (3) weeks after receiving the purchase order, for THE COMPANY'S
approval, two (2) set of the panelboard drawings, indicating dimensions and weight, location and
arrangement of components, technical information of the accessories and equipments and detailed
instructions of assembly.
The drawings and the given information should be in Spanish, with metric units.
Only after THE COMPANY indicates it in writing, THE SUPPLIER shall proceed to the delivery of the
panelboard. Together with the delivery of the equipment, THE SUPPLIER shall give the drawings
stored in compact disks (CD's), using AUTOCAD (.DWG) or MICROSTATION (DGN). Additionally
THE SUPPLIER shall send a (1) complete set of the drawings, printable and three (3) copies with
the following information like minimum:

Drawings of assembling that show the main dimensions, arrangements of the components
and characteristic of the base, as well as the weight for effects of design of the foundation.
Single Line Diagram, according to NEMA.
Connection drawings and schematic diagrams that involve all the equipments that belong to
the exterior lighting panelboard. Identifying the connection points clearly for wired of force,
space heaters, etc.
Physical details of the rails that form part of the supply.
GUARANTEE
The production of the equipments shall be executed according to the last applicable norms, using
for it new materials and of high quality. All the necessary accessories for a complete and
satisfactory installation of the equipment shall be included as part of the supply of the equipment,
do not be mentioned this way in an explicit way in this specification.
All the equipment to give shall be considered as appropriate for continuous operation in the regime
of load operation and specified services.
All the accessories that conforms the panelboard shall be guaranteed by THE SUPPLIER as for
design defects, production, packing and handling, for a lapse of 24 months after the setting in
service.

THE SUPPLIER shall replace, repair and install without additional charges for THE COMPANY any
part or faulty equipment inside the lapse of time before indicated. New materials shall only be
accepted and of first quality.
16.
RECOMMENDED SPARE PARTS LIST
Vendor shall provide a recommended spare part list.
Spare parts list shall describe part, function, manufacturer’s part number, vendor’s part number,
price, and delivery for each recommended spare part.
17.
SHIPPING
All the equipments and their accessories shall be carefully baled in closed boxes and sealed to resist
the handling during the transport and storage to the bleakness. Each packing should be identified
clearly. All the dismantled components and disconnected cables should be marked appropriately
for their easy assembling.
The boxes that contain equipments or fragile parts shall have an appropriate mechanical
reinforcement to provide rigidity. Additionally, it should support fallen from a height of 15
centimeters when one of their corners is on the floor or free falls from 5 centimeters without
suffering damages.
All the heavy or big dimensions boxes, shall have clear marks for their correct manipulation during
the shipment and transport. All the bundles shall have identification mark.
Elements shall be placed inside all the boxes to absorb the humidity.
THE COMPANY and their representatives are reserved the right of rejecting the equipments if it is
detected that the packing suffered a considerable impact.
Preparation for shipment shall be in accordance with SUPPLIER'S standards unless otherwise
noted on the Request for Quotation and/or Purchase Order. THE SUPPLIER shall be solely
responsible for the adequacy of the preparation for shipment provisions employed in respect to
materials and application, and provide for shipment of materials to their destination in EXWORKS
conditions when handled by commercial carrier systems.
If shipped separately, power circuit breakers shall be individually crated and tagged with their
proper unit number to which they belong.
Relays shall be shipped installed in the stationary structures and shall be adequately blocked and
braced to prevent damage during shipment.
Each shipping section of stationary structures shall be provided with a permanently attached,
readily visible metal identification tag.
SUPPLIER shall identify the following on each shipping group:
• Purchase order number
• Requisition number
• Panelboard and section number(s)
• Equipment number
• Project number
Shipping assemblies shall be mounted on rigid skids for handling with a crane or forklift truck.

Protection by waterproof wrapper shall be provided.
Provided that the shipping split does not expose the panelboard to the elements, the weatherproof
wrapper shall not be required for weatherproof enclosures.
Shipping bolts, supports, braces, etc., to be removed upon installation shall be painted red or
yellow.
When the panelboard split for shipment, SUPPLIER shall provide detailed directions for
reassembly.
