Intra-RAT event-triggered ANR adds a neighbor relationship to an NRT based on the CGI reported from the UE but not based on the NCL defined
earlier.

ANR Delete Optimization Result
ANR Auto Delete Optimization is currently working fine.
From ANR log, it is found that ANR delete more cells than before. Furthermore, failure of adding neighbor relationship reduced.
Previously some neighbor fail to be added in neighbor list due to the source cell having maximum configuration of neighbor (256
neighbors). Currently, there are only 3cells having maximum configuration of neighbor which is much more lesser compare to 8 th
September where there are total of 28cells.

ANR Delete Optimization - Punishment
However, it is found that there is some neighbor relation has repeatedly add & delete. To avoid this to happen, ANR punishment
mechanism can be used to reduce the scenario.
Neighbor relationship which deleted by ANR will be put in monitoring list. If within 1440mins the HO request > 100, the neighbor will
be added back in NRT, else it will remain in monitoring list and not to be added. By this repeatedly add&delete neighbors scenario
can be minimized and limit ANR to only add necessary neighbor.

When a neighbor relationship with an E-UTRAN cell is
deleted, it can be added to the NRT again if the

parameter.
