Project Planning &Monitoring Process (As applicable, but not limited to) i. The A.O.P.M.T proposes to provide real time visibility during execution at task level for both parties (ONGC & LSTK Contractor) to see what is happening on the ground. ii. Review mechanism is enabled on the mobile phone and most project deadline impacted information is available on the phone in real time without any intervention. iii. The Successful bidder will procure product/tool licenses for ONGC and should include latest working version of Primavera EPPM Version 8.1 with web service access (on the cloud) with compatible mobile based application licenses as a bundle viz. Hawk-Eye etc. iv. A.O.P.M.T should have: a. A Simple User Input Interface so that LSTK authorized person can update the project progress on a daily basis without much effort and any extra expertise. b. An in built mechanism so that any stakeholder/authorized can get prioritization on their task list including those task which are slipping and will impact the project deadline. c. Be able to provide a prioritized view only for those tasks that are allocated to a certain user. d. Ability to depict/demonstrate the current duration of project’s task level date slippages/delays & current project bottlenecks at any point in time. e. Ability for any line manager to see all tasks of their subordinates. f. Application should have been running in India on any large EPC project (project budget Rs 100 Crs. or higher) with at least 50 licenses issued. v. The procured licenses will be shared among ONGC Project Team, E.P.M.C/T.P.I & LSTK Contractor in order to have a real time visibility during execution at task and update and monitoring accordingly. However, the distribution of licenses will be at the sole discretion of ONGC. vi. As a part of planning package, LSTK contractor will build and shares a task level schedule in consultation with Primavera Expert of A.O.P.M.T Vendor. vii. The finalized and duly approved planning package needs to be mapped in A.O.P.M.T. The application should be compatible with smart phones having Android version 5 (Lollipop) & above and iOS version 7.0 and above. viii. Task Owner will update every task in progress every day like no of days remaining to complete the required task. In addition, task owners will also timely update ‘start ONSHORE ENGINEERING SERVICES NEW DELHI SCOPE OF WORK (MOBILE BASED ONLINE PROJECT MONITORING TOOL) task’ and ‘finish task’ in real time or at the earliest. This data will flow directly into the application. ix. The application will run a “Reschedule” process every midnight taking in all the task progress reported for the day. The next day all users will receive updated task priorities. x. Task progress data flowing daily from LSTK Contractor authorized representative the source data from the contractor is the only data that would be used. If TPI feels data is incorrect even then the contractor is the one who corrects the data and not the TPI. This ensures contractor is always in control of what is being reported and recorded in Primavera. xi. Information should be available at macro level (impact on project deadline) as well as micro level if needed (which task and who needs what help to help expedite), by tapping the screen. Therefore, what owner sees is identical to what contractor sees. xii. Re-Scheduling &re-planning (if needed) of the complete project plan which will be mapped to A.O.P.M.T. xiii. A.O.P.M.T tool should have Virtual Support Helpdesk (access by email / phone / Skype). Support in English & Hindi. The above methodology should ensure: Development of a Comprehensive & Reasonable Project Plan. Continuous & Activity Based Monitoring of Entire Project Plan. (D&E to Commissioning). Ready Repository of deviations in Project Plan (Planned vs Actuals Start / End Date in Project Plan). 2. Requirement of Licenses:Number: 50 tokens Time Duration: 36 months ONSHORE ENGINEERING SERVICES NEW DELHI SCOPE OF WORK (MOBILE BASED ONLINE PROJECT MONITORING TOOL) Category of Users located at multiple locations: Client OES-Delhi Work Centre EPMC/TPI LSTK Contractor 3. Requirement of Consulting Services: In order to ensure that a reliable and comprehensive project plan/schedule, detailing all major activities is in place in the planning package which will ensure that project monitoring on real time basis is achieved. Services of Primavera Expert will be utilized at various stages of finalization of planning package in consultation of key stakeholders. 4. Visits: One Primavera Expert will be required to visit OES Delhi & respective ONGC Work Center (as and when required) during various stages of finalization & implementation of Planning Package. Stage Activity Remarks Stage 1 Preparation up Planning Package During the stage Primavera Expert (to be completed within 15 Days from NOA) along with LSTK Contractor’s Planner needs to Visit OES Delhi as and when required. Concluding meeting to be held @OES Delhi. Stage 2 Firming up Planning Package with During the stage Primavera Expert WorkCentre’s Inputs (to be completed along with LSTK Contractor’s Planner within 30 days from NOA ) needs to Visit ONGC Mehsana as an when required. Concluding meeting to be held @ONGC Mehsana. Stage 3 Finalization & Submission of PlanningDuring the stage Primavera Expert Package(to be completed within along with LSTK Contractor’s Planner 45 days from NOA needs to Visit OES Delhi as an when required. Concluding meeting to be held @OES Delhi. 5. Experience: S.No Category 1 Primavera Expert Qualification & Experience Aiding &Advising during planning, scheduling & re-planning (if needed)of the complete project plan using Primavera. The expert must have successfully implemented two (2) Primavera based project planning in Hydrocarbon/ Petrochemical sector. Road Map for Implementation Stages for Finalization of Project Plan (PP) Stage 1: Preparation of PP by LSTK Contractor as per details above. Stage 2: Firming up of PP at concerned Asset (Participants: Pr. Gr., EPMC I/c Project , Surface Team, Asset-Co-ordinator, ROU/LAQ In-charge, Planning Engg. Of LSTK, A.O.P.M.T Vendor Primavera Expert etc. Stage 3: Finalization of PP & Closure Meeting to be chaired by CESOnshore. 7. Terms & Conditions : Mobile Application Based Online Project Monitoring Tool (AOPMT) i. Please refer detailed scope of work as brought out above. ii. Bidder shall quote all inclusive licence and associated services cost (excluding taxes & duties) separately, for implementation of complete scope of work/ services for Mobile Application Based Online Project Monitoring Tool (AOPMT), at A3-i and A3-ii of Price Schedule i.e Appendix A-3. Taxes and Duties shall be quoted separately by the bidder.S iii. Bidder shall provide all licences, as defined in scope of work, prior to or along with first submission of planning package. Licences shall be distributed by ONGC. Bidder shall have no rights against distribution of licenses. iv. Licenses provided by the Bidder should be valid for 36 months from the date of purchase of licenses. Licenses shall be transferable from one user to another, as directed by Company, without any cost implications. v. Bidder shall ensure the availability of software capabilities, as per defined scope, (Annexure-1) for 36 months from the date of purchase of licenses. vi. Bidder shall ensure the availability of planning engineer/ Primavera expert of AOPMT vendor, as per requirement during the currency of the contract including finalization of planning package, restructuring of tasks, change of baseline schedules. vii. Bidder shall submit responsibility matrix clearly identifying the responsible person for each task and the same identified person shall be responsible for updation of progress data on continuous basis in the mobile application. viii. Bidder shall also provide an undertaking from AOPMT vendor stating the following: ONSHORE ENGINEERING SERVICES NEW DELHI SCOPE OF WORK (MOBILE BASED ONLINE PROJECT MONITORING TOOL) “The approved planning package prepared under Primavera (V8.1 or above plus web service access) mapped into the AOPMT (name may be changed as per software name) software is compatible and workable and shall not affect the capabilities of the software, as defined in AOPMT scope of work in any manner, whatsoever”. ix. Invoicing and Payments against the software licenses and associated services shall be made as per Milestone Payment Formula.
