The general principle of law is based on the inherent powers of the State as a sovereign country. Among its reserve powers are police,
taxation and eminent domain powers.
It also covers that the State is the guardian of the people under "parens patriae doctrine"
As such, in times of pandemic, the international community will recognize the State in applying the police power in protecting the public
health and order for the general welfare of the people. This maybe manifested in lockdown initiative which restraint people's mobility in
order to mitigate the spread of the pandemic virus.
Also, restraining certain liberties such as employment freedom, right to travel and selection abode would be a necessary evil to promote
the general welfare of the people.
