DIRECTOR FOR RESOURCES MANAGEMENT Position Description JOB TITLE: Director for Resource Management LOCATION: Naval Hospital Camp Pendleton PURPOSE OF POSITION: As both Director for Resource Management and Comptroller, is directly responsible to the Commanding Officer for facilitating and supporting resource management at all levels of the organization through the Executive Steering Council and program managers of each directorate. The Director acts independently upon matters which do not require the personal direction of the Commanding Officer, but keeps the Commanding Officer and Executive Officer appraised of actions taken. The Director shall confer with other directors on matters of mutual concern. DUTIES AND RESPONSIBILITIES: 1. Advises the Commanding Officer and Executive Officer on matters pertaining to the overall management of command resources, participating in related policy, program and service development. 2. As a member of the Executive Steering Council, participates in the ongoing development and implementation of resource management strategies and objectives included in the command’s strategic plan. 3. Plan, directs, implements, coordinates and evaluates activities of the Financial, Materiel Management, and Manpower Requirements Departments; the policies that guide them, functions they perform, and processes they manage. 4. As a member of the Position Management Committee, participates in development of efficient and cost-effective total force position management. 5. Provides functional resource management assistance, training, and education to Directors and their departments in support of patient care and all other hospital operations. 6. Supports Directors and their departments in the annual development of command business and budget plans. 7. Acts as a resource management consultant for subordinate activities of the command. QUALIFICATIONS: 1. Successful completion of the Financial, Materiel Management Training Course. 2. Sub-specialty Code of 0031 (Financial Management). 3. Five years health care management or Master’s degree in business or health care administration. PERFORMANCE REVIEW: Refer to Officer’s Fitness Report.
