He shall have the overall responsibility of delegating the duties in accordance with the Organization Chart and for the effective implementation of the project Management System. He is responsible of providing all the required resources in term of manpower, equipments and material. Controlling the progress of work and ensure that necessary approval is obtained on time. The Site Supervisor shall be responsible for: To ensure that the erection of pipes/ drains work is carried out in accordance with contract specification and approved shop drawings. Notifying QC engineer and issuing the NIF (Notice for Inspection) request in sufficient timely manner (normally 24 hours in advance). Coordinate with Main Contractor engineer for installation carried out of MEP embedment items and required cut out. Accompany the consultant for ongoing inspection and obtain his approval. Accompany Main Contractor engineer for inspection and final approval for at least one day before the scheduled casting. The QA/ QC In-charge shall be responsible for: To inspect and ensure that the pipes work is carried out to the required contract specification and approved shop drawings. To inform the consultant via NIF (Notice for Inspection) when his presence is required to carry out the inspection. Accompanying the consultant for inspection to release the hold points. Ensuring that all activities subject to inspection are recorded and cleared by the consultant. Controlling and organizing the inspection work. Ensuring that inspections are carried out on timely manner. 6. PROCEDURAL STEPS 6.1 Visual Inspection Consultant/Client approved materials are used at site. To verify that the works have been carried out according to local authorities regulation (as applicable) and project requirements. 6.2 Installation of Release Control Panel and Fire Detection Field Devices Main Contractor will issue Area release Documents or written instruction to commence the MEP works. Notice for commencement of activity (as per Consultant approved format) will be used for the New Activity upon the confirmation by MEP Contractor. Mock up installation will be carried out and Inspection Request (IR) will be issued to the consultant in sufficient timely manner (normally 24 Hours in advance) when the mockup work is ready for inspection. Upon approval of the mock up installation, work for other protected rooms will proceed. The equipment/device shall be installed in accordance to latest approved shop drawings, NFPA-72, Manufacturer’s Recommendation and as per site condition. Upon completion of installation of field devices/equipment and cable pulling, Inspection , Request (IR) will be raised for Engineer’s approval 6.3 Installation The Fire Alarm Points would be identified and the cable routing would be done as per the approved drawings. The conduit Piping would be done in the first fix to facilitate the cable Pulling. PROJECT: GRDI LIGHT INDUSTRIAL DEVELOPMENT METHOD OF STATEMENT FIRE ALARM DETECTION SYSTEM Doc. No. CTE-AS-GRDI-MOS-001 Rev. 00 25 mm GI Conduits would be laid starting from the Panel covering the entire field devices. Fire Alarm conduit would be done as per the approved drawings. The routing of the conduit would be done and coordinated with other services to avoid clashing. Cable Trunk shall be used where more cables are required to run through the same route to avoid more conduits and for distributing the cables to different locations The routing of the conduit would be marked first with the use of Line dori and will be confirmed with the Main contractor whether the marked route can be followed in the site. Once the routing is finalized conduits would be installed with proper supports for every 2 m. The supports for the conduits would be done with the use of Saddles. 2 way Junction Boxes would be installed in the place of fire alarm points to fix devices in the later stage. For the Break Glass and sounders recommended surface back-box would be fixed to facilitate Fixing of these devices. Upon the Conduit is done, cable pulling will commence with the proper hand tools to avoid damaging the cable. Once the cables are completed, the continuity test of the cables has to be checked with the aid of Multi meter. When the conduit and cabling are completed, then the devices are fixed as per the approved drawings. The Smoke detectors and Heat detectors are fixed in the horizontal position, while the break glass, sounders, Sounder flashers are installed in the vertical position. The Break glasses and sounders have to installed at required height from Finished floor Level respectively. Once the installation of devices are completed the fire alarm Panels shall be installed in the approved location. Once the installation is completed the final termination of Loop cables inside the fire alarm control Panel would be done. 6.4 Testing The completed system shall be reviewed and tested by concerned supplier/contractor who designed and installed the system. Ensure that the system has been properly installed and will function as specification, NFPA 2001 Standards and as per ADDC, DEWA requirements. The following tests shall be performed. No. CTE-AS-GRDI-MOS-001 Rev. 00 6.5 Fire Alarm System Testing & Commissioning Detection, actuation, alarm, and control systems shall be installed, tested, and maintained in accordance with appropriate NFPA protective signaling systems standards (See NFPA 70, National Electrical Code, and NFPA 72, National Fire Alarm Code). The following are to be tested / programmed / checked prior to handing-over the Gas Suppression System to the Clients / End Users: Ensure that the Release Control Panel and field devices are configured based on zone number. Ensure the correct sequence and operation of device is met. External Notification Appliances shall be provided in the outside of protected space (to warn people not to enter space when agent is discharging). Test each device as per manufacturer guidelines, Consultant-approved test formats, NFPA 72. Test each Release Control Panel as per manufacturer guidelines, Consultant-approved test formats and NFPA-72. Ensure that all required interfacing contact as the design and system requirements is provided for proper automatic operation of Damper Interlock for AHU serving the protected spaces. Test each interfacing functions with the Main Building Fire Alarm System, as per project design requirement, manufacturer guidelines, Consultant-approved test formats and NFPA72. 7. RESOURCES AND SCHEDULE Project manager/ Construction manager will mobilize (equipment/manpower) required to carry out activities in a safe manner. All tools and equipment’s shall be properly verified and calibrated from approved third party. 8. QUALITY CONTROL CTE shall provide and maintain a Quality Control (QC) program by functional area which shall assure that all services and supplies submitted to the client/ consultant for acceptance conform to contract requirements. Succeeding activity shall not commence unless GTGC-EPD obtained clearance for the previous activity from the Client’s Engineer. Visual inspection of materials shall be carried out at warehouse/ Yard. Thorough inspection of materials and consumables as per work progress and manufacturer’s delivery notes will be taken. Any defect will be reported to Concerned prior to transport to site. Quality records shall be maintained to each stage of the work and documented as defined in the ITP till the completion of the works. 9. HEALTH, SAFETY & ENVIRONMENT REQUIREMENTS OBJECTIVES: To ensure that all safe practices are adhered to, as per standard operating procedures, Safety Management Plan and contractual obligations while doing works at site. HSE requirements shall meet the commitments directly on site as described in the Project HSE Plan and procedures. As a general understanding of requirements, the following shall be observed as mandatory for the activities being covered in this method statement and it shall be the responsibility of all Personnel involved in safe execution of the construction activities. 9.1 Health During hot summer adequate water to be taken and whole body to be protected from direct sun rays. Hydrolyte Powder / ORS shall be available at site during summer. The safety officer shall observe and make sure that the working environment is safe and all the running activities are safe. Provide proper welfare facilities like adequate number of portable cold water coolers, eating area, rest rooms and rest shelters at convenient locations for frequent rest while working on hot weather climate conditions. 9.2 Safety All permits/Certificate/passes shall be issued prior to start of the job. Follow ADDC system safety rules and all personnel involved in the job shall be undergone HSE Induction. Site supervisor shall conduct daily Toolbox talks which describes the Hazards and precautions of the specific activity apart from a general topic. No. CTE-AS-GRDI-MOS-001 Rev. 00 All personnel shall have attended HSE induction / awareness orientation/training programs conducted in-house in order to be aware of the work safety. Follow driving safety guidelines and No driving outside the Work Site is allowed except on approved access roads. All work permits shall be available prior to commencing any work as required. Job supervisor/foreman to be available at site during execution. Goal posts/Warning signs shall be erected in advance for safe access and exit for working area like Reduce Speed, Men at Work and Deep Excavation etc. Necessary safety barricades and warning signs shall be provided for the working area according to the Client/ company policy and local regulation requirements to prevent unauthorized access. 9.2.1 Method statements for all activities shall be in place and discussed with workers. 9.2.2 A tool box meeting shall be conducted by safety officer before starting the activities on site to brief all concerned about Dos and Don’ts. Special coverage of salient point s related to the job undertaken and risk involved, including course of action in case of emergency, shall be ensured during the session. 9.2.3 All employees and sub-contractors who are engaged in activities at site shall be provided with suitable PPE’s as applicable like: a) Foot protection - Safety Shoes b) Head Protection - Safety helmet c) Eye and Face Protection- Safety Glasses d) Hand Protection – Gloves e) Respiratory Equipment f) Safety Dress/Protective Clothing or Coverall as necessary for the job g) Ear/Noise protection (if applicable) h) Safety belt, harness (if applicable) 9.2.4 Only Experienced technicians / skilled workman shall be allowed to undertake the job. 9.2.5 Adequate fire extinguisher shall be provided in the vicinity. 9.2.6 First aid kits in the ratio of one (1) unit for each twenty (20) persons will be provided at site in an easily accessible location and certified first aider assigned for the project. 9.2.7 Provision for Fire Fighting Facilities to be ensured at site and all equipment shall hold suitable fire extinguisher. 9.2.8 All engine powered mobile equipment shall be equipped with an audible reversing alarm device. 9.2.9 All lifting tools / Tackles and equipment shall have third party valid certification before use. No. CTE-AS-GRDI-MOS-001 Rev. 00 9.2.10 Lifting equipment operators shall possess 3rd Party Competency Training and certified. 9.2.11 The movement of vehicles/equipments/machineries shall be controlled by competent flagman (banks man) and all equipment shall have back alarm system and warning lights. 9.2.12 Certified banks men shall be deployed during the operation of heavy equipment . Banks men shall wear florescent jackets and remain at all times visible to the operator. 9.2.13 All lifting equipment and tools shall be of suitable capacity, certified for the load and in good condition. No temporary lifting equipment’s shall be used. 9.2.14 All Lifting equipment’s and tools and tackles shall be inspected and certified by TPI agency and Certificate of Fitness shall be available at site all times. 9.2.15 All lifting operations shall be carried out by an appropriate equipments/machineries/lifting tackles/lifting gears with valid third party certificates and Competent personnel to be deployed to the task. 9.2.16 Check the Safe Working Load of Lifting Tackle. Do not over load the Lifting Tackle and Inspect prior to every use. Do not use the damaged, if so return to store. 9.2.17 The cleared Work Site will be regularly maintained using water when necessary to damp down dust, and by passing a grader / roller over it to minimize damage caused by traffic and weather. 9.2.18 All waste/debris and similar material etc shall be shall be kept separately, removed from the Work Site and disposed properly in company approved garbage area to ensure good housekeeping suitably. 9.2.19 The excavated sand should be dumped away and provide proper shoring / sloping / benching method with safe access & egress. 9.2.20 The safety officer shall inform the site engineer and the project manager of any violation against HSE and report to the QH Manager 9.2.21 The safety officer shall report any incident and stop any unsafe activity. 9.2.22 Emergency arrangements shall be ensured as described in Emergency Response/Evacuation Plan. 9.2.23 Emergency contact list should be displayed in appropriate places. 9.2.24 Following shall be emergency contact numbers: a) Police : 999 b) Ambulance : 998 c) Civil Defense : 997 PROJECT: GRDI LIGHT INDUSTRIAL DEVELOPMENT METHOD OF STATEMENT FIRE ALARM DETECTION SYSTEM Doc.
