Advanced Metering Infrastructure System
• AMI has been identified as one of the key solutions to improve the
operational efficiency and financial situation of the DISCOMS
• AMI is the key focus area in many of the government schemes such as
UDAY, ADITYA, IPDS, NSGM etc.
• AMI (Advanced Metering Infrastructure) is the whole infrastructure from
Smart Meter to two way-communication network to control centre
equipment and all the applications that enable the gathering and transfer
of energy usage information in near real-time.

Building Blocks of AMI
• Smart Meters – Meters having the capacity to collect information about energy at various intervals and
transmitting the data through fixed communication networks to utility, as well as receiving information from Utility
• Communication infrastructure - Networks such as Broadband over Power Line (BPL), Power Line
Communications, Fiber Optic Communication, Fixed Radio Frequency or public networks (e.g., landline, cellular,
paging) are used for such purposes.
• Head End System(HES)- Acquires data from the field devices, analyses it and reports it.
• Acquisition of meter data on demand & at selectable periodicity
• Connect & disconnect for Load Control and Pricing signal
• Audit trail and Event & Alarm Logging
• Maintain time sync with DCU/smart meter
• Meter Data Management System(MDM) – MDMS is a database with analytical tools that enables
interaction with other information systems such as CIS, OMS, ERP, GIS & Mobile Workforce. MDMS supports storage,
archiving, retrieval & analysis of meter data.

Government Initiatives Promoting Smart Meters
• India Smart Grid Forum (ISGF)
To achieve accelerated development of smart grid technologies in the power sector, India Smart Grid Forum
(ISGF), a Public Private Partnership initiative of Govt. of India (GOI), was set up with a mandate to advise the
government on policies and programs for the promotion of Smart Grids. ISGF is working closely with government
institutions CEA, CPRI, CERC, ministries MNRE, state governments, SERCs and utilities.
• Energy Efficiency Services Ltd (EESL)
EESL is the world’s largest public energy service company (ESCO), and a joint venture of state-owned NTPC,
PFC, REC, and POWERGRID.
EESL has been helping utilities reduce billing inefficiencies through ‘Smart Meter National Programme’ (SMNP),
that aims to replace India’s 250 million conventional meters with smart meters. The smart meter procurement had
commenced from November 2017 and EESL has installed over a million smart meters in Uttar Pradesh, Delhi,
Haryana, Bihar and Andhra Pradesh.

Government Initiatives Promoting Smart Meters
• IntelliSmart Infrastructure Pvt Ltd (IntelliSmart)
EESL, recently set up a new Joint Venture – IntelliSmart Infrastructure Private Limited or simply
‘IntelliSmart’, under the administration of MoP and National Investment and Infrastructure Fund (NIIF), to
implement the smart meter roll-out program of power distribution companies. IntelliSmart is working
collaboratively with all stakeholders to procure, deploy and provide operations and maintenance for the
smart meter infrastructure.
• UDAY Scheme
Ujjwal Discoms Assurance Yojana (UDAY) was launched by the Government to encourage operational and
financial turnaround of State-owned Power Distribution Companies (DISCOMS) with an aim to reduce
Aggregate Technical & Commercial (AT&C) losses to 15 per cent. Under the scheme, it was targeted to
install smart meters for all consumers with power consumption greater than 200 units.

• Communications technology is not yet standardised and are
chosen based on the various requirements.

Communication Technologies - AMI
• The majority of the projects executed currently have made use of GPRS or RF communication
technologies. In few places, PLC also have been piloted.
• In Indian context, RF based communication doesn’t seem to be a viable option for large scale
deployment due to the high capital cost in establishing the network.
• GPRS/GSM seems to be the go to technology for the current communication infrastructure.
GSM/GPRS considering that this technology might be phased out in the coming years due to
dropping revenue from the spectrum.
• NB-IOT based communication is expected to be a great fit in deployment of communication
infrastructure for AMI.
• Airtel & Vodafone Idea is in preparation for launching commercial NB-IOT services soon
• Genus Power has already commenced advance NB IOT trials in collaboration with Vodafone Idea.

Implementation Status in India
• 11 lakh + meters have been installed in India by M/s EESL in UP, Bihar, Haryana & NDMC Delhi
under BOOT Model (Build, Own, Operate & Transfer) with zero upfront investment for the
DISCOMs.
• Under various pilot projects under NSGM, more than 1.5 lakh meters have been installed till date
across UP, Pondicherry, Haryana, Assam, Tripura, Telangana, Karnataka, Gujarat, Himachal
Pradesh & West Bengal.
• With the implementation of AMI along with other smart grid technologies utilities have seen
reduction in AT&C losses.
• The majority of the projects executed currently have made use of GPRS or RF communication
technologies.
• UDAY target of 100% smart metering for consumers with consumption above 200 units is only at 67%

Major Smart Meter System Deployment Projects
• Installation of 5 million Smart Meters in 16 cities across Uttar Pradesh
& Haryana state, provisioning of GPRS Network, integration with the
existing legacy systems and upcoming DISCOM systems - including
metering, billing & collection systems and smart dashboards. – Larsen &
Toubro : Smart World & Communication BU : 863 Cr
• Design, install and integrate a network of 5 million smart meters across
India starting with Andhra Pradesh and Bihar (GPRS Based) - EDF
Energy – 540 Cr

Current Investment Opportunities
• Current Indian Market is expected to be catered by a mix of prepaid standalone meters and smart
energy meters.
• Prepaid energy meters will help in improving the working capital for the DISCOMs and will have
consumer plan their energy usage.
• Smart meters are truly a modern solution to the power sector’s many aging ailments and can play a
pivotal role in improving the financial health of DISCOMs.

Current Investment Opportunities
• As per the All India Energy Statistics report, India AT&C losses is greater than 20% and is one
among the highest in the world
• India has a plan to install 250 million meters across the nation in the next three years i.e by Mar’24.
• Even though centre has instructed states to completely move over to smart meters, except
Chandigarh, no other state/UT have submitted a clear plan for switchover to smart meters.
• Presently India is having a production capacity of 30 million smart meters annually and the same is
being augmented to meet the domestic demands in the coming years.
• The standing committee on Energy for the Lok Sabha has advised the government to augment the
manufacturing capabilities and to introduce multiple players for ruling out monopoly.

ADITYA Scheme
• ADITYA scheme is in continuation of earlier UDAY scheme targeting distribution reform in Indian power sector.
This scheme will provide central funding as infrastructure support reform package to state utilities and state
utilities will be able to participate in scheme by
• targeting mandatory reducing AT&C losses to less than 12%
• negating tariff gaps
• having compulsory prepaid smart metering across the power distribution chain
• States with more than 18% AT&C losses can opt for an infrastructure support reform package that entails
choosing an option between running DISCOMs in the public-private-partnership (PPP) model or inducting
multiple supply and network franchisees or working through input-based distribution franchisees.
