Dear Jasmine,
I am writing to you following the reported breach of Senate Regulation 11.16 on 07 February 2021.
Security staff attended an unsanctioned gathering in Block F Common Room. You were identified by
attending Security staff as one of four females hiding in a corridor cupboard on this date. You were
asked to respond to the breach.
In response, you confirm that you are a resident of Block H Nixon Court. You detail that you and a
friend from your own accommodation had gone over to Block F at approximately 1am. You state you
were aware there had been an event in the common room earlier that evening. You advise you
entered the common room as the door was open and found others were present, who you identify as
students who work in the Nixon Court office. You asked if you could go in and you were told you could
if you were quiet. Whilst there, you chatted and spent time with another female who was not from
your household. When Security arrived, you state that your friend had a panic attack and needed
somewhere quiet to go to calm down and the only place immediately available was the cupboard. You
went in there and Security located you. You state you did give your details to the Security Officer.
You maintain that you did not know you were doing anything wrong on this date as you thought it was
ok to go in to the Common Room, as the doors were open. Upon discussion, you are able to see that
there has been the mixing of households and a COVID-19 breach has occurred. You stress that it was
not your intention to breach any rules.
It is acknowledged that you have apologised for your actions and I would like to thank you for your
cooperation. I would also like to remind you of the University’s student support services, should you
have any concerns that you would like to discuss. You can find information on the available support
and advice from Leicester University Student Support Service (https://www2.le.ac.uk/offices/ssds) or
you can email studentcovidsupport@le.ac.uk. Student can also access www.togetherall.com that
offers free and confidential online mental health support.
In recent communication dated 5 February 2021, students were reminded of the University’s
expectations in relation to COVID-19 and conduct. Sanctions that can be imposed for those found in
breach of the COVID-19 guidance include monetary fines, temporary suspensions or permanent
exclusion from the University.
On 20 November 2020 you were issued with a Written Warning following reports of multiple breaches
of the COVID-19 safety measures which also involved the mixing of households.
On the balance of probabilities, I have determined that a significant breach of COVID-19 safety guidance
did take place. Whilst sympathetic to some of the mitigation you offer, your actions led to a significant
breach of the COVID-19 guidance. I would also like to remind you that it is currently against the law to
meet socially with others unless they are a part of your household bubble.
Having considered all of the evidence available, the decision has been made to place two week
Temporary Suspension Order on you as a student at the University of Leicester.

The suspension order comes into effect immediately and until Monday 15th March 2021. The
decision has been taken in line with Senate Regulation 11 and Appendix 1, point 19 that allows a
Temporary Suspension Order (TSO) to be issued where there has been a significant breach of the
COVID-19 safety measures.
You are required to adhere to the following conditions:

You must not visit or use the University campus or other University buildings (with the
exception of your university accommodation)

You must not enter University Students’ Union premises

You must not attend face-to-face or online teaching sessions or any activities associated with
your course. You are able to access asynchronous materials and engage in independent study.

You must not publish or post any messages, online or in person, in relation to this temporary
suspension order.
The University takes the safety of its staff and students seriously and we ask that we all work together to
achieve a safe environment for all. The university keeps the dedicated webpages up to date with any
key updates, including the expectations for compliance with the COVID-19 safety measures. You are
responsible for checking these webpages and your student email account regularly to ensure you stay
informed of the current guidance.
