Welcome BP introduced the team. 3. Purpose RA gave a brief overview of the study. The purpose of the stakeholder consultation meeting was to establish new road access. Briefed the regional council and traditional authority on the previous stakeholder meeting that was a combination of Erongo and Kunene Region which took place in 2012. Road list was establish from that meeting which was used to feed into the current road masters plan. 4. The MLTRMP Study: 4.1. BP gave a short introduction of the MLTRMP study as well as ZOOKE study. An outline of the current proclaimed roads (trunk, main and district) was presented. BP introduced a new functional road category: SADC -1- W1436 Документ1 Connectivity, Regional Connectivity, District Primary and District Secondary. SADC Connectivity connects the regions to neighbouring countries. These are roads that connect to the SADC countries are the economic backbone of Namibia as well as to serve the national purpose to make Namibia a logistics hub. The Regional Connectivity roads links the SADC Connectivity roads with regional towns and other important centres.. The District Primary further connects the other smaller towns and District Secondary comprises the lowest tier of roads and primarily give accesses to small communities with each region. 5. ZOOKE Review 5.1. BP show case the current road network. A road list from the previous study was presented indicating road priorities as well as project status in implementation of these roads since the last ZOOKE study. 5.2. BP showed case Road authorities completed road projects between (2012- 2017) as well as ongoing projects (2018-2022). 5.3. The regional council had provided BP with a list of areas in the region that has inadequate road coverage prior to the stakeholders’ consultation meeting. This was presented by BP at the stakeholders meeting. BP gave an outline on how they will be accessing new access roads by visual presentation (GIS approach) as well as multi criteria decision analysis (MCDA). The MCDA is divided into the following appraisals: economic (30%), a socioeconomic (50%), a network connectivity (10%), environmental (5%) and Interested and Affected Parties input (5%). 5.4. BP conducted a preliminary assessment on the area that as inadequate road facilities. A preliminary visual approach was followed whereby all facilities such as dwellings, educational-, health-, and economical- and social welfare facilities were plotted on the regional map. The RAI method was chosen to be the most adequate method for application to the Namibian circumstances, according to MLTRMP REV. 2. The RAI is described by the World Bank as ‘the percentage of rural people living within 2km (typically equivalent to a walk of 20 minutes) of an allseason road as a proportion of the total rural population. A 2km buffer was drawn on all existing roads and all dwellings outside the 2km buffer were counted to establish areas in need of new accesses. 5.5. A proposed road list from the visual assessment. The most affected area was the northern regions. Stakeholders were presented with a map and a road list to review this was then followed up with a Q&A session. 5.6. 6. Stakeholders Questions and Answers (Q&A) 6.1. Why are the current main road such as M0076 not featured on the map for implementation? RA answered that the main roads are not featured in ZOOKE study but will be featured in the main MLTRMP study. The current assessment is for selection of new access. 6.2. Why has the current road M0076 diverted in route? Due to its diversion it makes it difficult for schools and clinics to gain access? RA answered by reemphasising that the current stakeholder meeting is for establishing new access roads.The design has been done and the information on that particular road is at a design stage. The current platform is for planning new access roads. The regional council mentioned that the reason for the diversion of the road has been communicated to the constituent council. The traditional authority needs to meet up with the council for further consultation. 7. Proposed new Access 7.1. K1008 road was selected by one of the traditional leaders. This road that is part of BP proposed road list. This road is believed to be a short cut from Otjerunda to Etoto. 7.2. The rainy season it’s impossible to access roads. A bridge over the road from Opuwo to Etoto. 8. Way Forward -2- W1436 Документ1 BP requested the traditional authority to further consult their communities for new possible road access. Shape files will be sent to the regional council to plot maps on GIS. A time period of 2/3 weeks was given to the traditional authority to provide a road list to the regional council. 9. Closure 10.
