The WECC-0133 INT-009-WECC-CRT-3, Capacity e-Tag Functionality Drafting Team (DT) thanks
everyone who submitted comments on the proposed project.
Posting
This project was posted for a 30-day public comment period from November 1 through December 4,
2018.
WECC distributed the notice for the posting on October 28, 2018. DT asked stakeholders to provide
feedback on the proposed document through a standardized electronic template. WECC received
comments from two companies as shown in the following table.

All comments received on the project can be viewed in their original format on the WECC-0133 project
page under the “Submit and Review Comments” accordion.
Changes in Response to Comment
After consideration of all comments received, the DT made no substantive changes. Suggested Nonsubstantive changes will be referred to WECC’s technical writer to be addressed per internal
conventions and the WECC Guidelines for Written Communication, WECC Communications
Department, March 2015.
Proposed Effective Date
The Effective Date is proposed to be the first day of the second quarter following approval by the
WECC Board of Directors.
Justification
Because most entities will already be complying with the requirements of the proposed WECC
Criterion, the effective date is requested to be the first day of the second quarter following approval by
the WECC Board of Directors.
Consideration of Early Compliance
The DT sees no concerns with early adherence.

Required Retirements
The currently approved WECC Criterion should be retired immediately prior to the Effective Date of the
proposed project. No other retirements or modifications are needed.
Action Plan
On December 13, 2018, the DT agreed by consensus to forward the project to the WECC Standards
Committee (WSC) with a request for ballot.

Puget Sound Energy thanks the drafting team for their time, expertise, and the opportunity
to comment. Two edits to INT-009-WECC-CRT-3 are suggested:
WR1. "an RFI" should read "a RFI".
WM1. Insert the word "that" after the word "evidence":
Each NRE will have evidence that its RFIs met the criteria required in WR1.
