PRIME MINISTER NARENDRA MODI’S SPEECHES. March 24, 2020: Namaskar! My dear fellow citizens, Today, once again, I am in your midst to discuss Corona Global Pandemic. On 22nd March, we took the resolution of Janata-Curfew. As a nation, every Indian contributed with full responsibility and sensitivity to ensure its success. Children-elders, big-small, poor-middle class- upper class, everyone came together in this hour of crisis. Every Indian made Janata-Curfew a success. Through one day of Janata-Curfew, India proved that at the time of crisis befalling our nation, at the time of crisis befalling humanity, how each and every Indian comes together to put forth united efforts to deal with it. All of you deserve praise for ensuring the success of Janata-Curfew. Friends, All of you are listening to and watching news items regarding Corona Global Pandemic situation around the world. All of you are also witnessing how the most advanced countries of the world have been rendered absolutely helpless by this pandemic. It is not that these countries are not putting in adequate efforts or they lack resources. The Coronavirus is spreading at such a rapid pace that despite all the preparations and efforts, these countries are finding it hard to manage the crisis. The analysis of happenings in all these countries since the last two months, and the opinion of experts has proved that there is only one way to effectively deal with Coronavirus – Social Distancing. That is, maintain physical distance with others and stay within the confines of one’s home. There is no other method or way to escape Coronavirus. If we want to restrict spread of Coronavirus, we will have to break its chain of infection. Some people are under the delusion that social distancing is essential only for sick people. It is wrong to make those assumptions. Social distancing is necessary for each citizen, for each family, and for each member of the family. Carelessness of a few, ill-conceived notions of a few can put you, your children, your parents, your family, your friends, the entire country in grave jeopardy. It will be impossible to estimate the price India will have to pay if this carelessness continues. Friends, In the last two days, several parts of the country have been put under lockdown. These efforts by State Governments should be taken with utmost sincerity. In light of health sector experts and experiences of other countries, the nation is taking a very important decision today. From midnight tonight onwards, the entire country, please listen carefully, the entire country shall go under complete lockdown. In order to protect the country, and each of its citizens, from midnight tonight, a full ban is being imposed on people from stepping out of their homes. All the States in the country, all the Union Territories, each district, each municipality, each village, each locality is being put under lockdown. This is like a curfew only. This will be a few levels more than Janata-Curfew, and also stricter. This is a necessary step in the decisive fight against Corona Pandemic. The nation will have to certainly pay an economic cost because of this lockdown. However, to save life of each and every Indian is mine, Government of India’s, each state Government’s, each local unit’s top most priority. Hence, it is my plea to you to continue staying wherever you are right now in the country. Considering the circumstances at present, this lockdown will last 21 days. The next 21 days are of critical importance for us. As per health experts, a period of at least 21 days is extremely critical to break infection chain of Coronavirus. If situation is not handled in these 21 days, the country and your family could go back 21 years. If situation is not handled in these 21 days, several families will get devastated forever. Hence, you must forget what going out means for the next 21 days. Stay inside your home, stay inside your home, and do just one thing- stay inside your home. Friends, This decision of a nationwide lockdown that has been taken today has drawn a ‘Lakshman Rekha’ at your doorsteps. You must remember, that a single step outside your home can bring a dangerous pandemic like Corona inside. You must also remember that at times, a person infected with Corona may seem to be completely healthy in the beginning, since it is not evident that the person is infected. Therefore, take necessary precautions and stay inside your homes. By the way, the people who are staying at home, are employing new methods over social media to disseminate information in an innovative manner. There is one banner that I also liked, which I would like all of you to see. Corona, i.e., Koi Road pe Na Nikle (no one should go out on the road) Friends, Experts have even said that when Corona infects a person, it may take a few days for the symptoms to manifest. During this time, such a person unknowingly infects others who he may come in contact with. According to a World Health Organization’s report, a person infected with this virus can transmit this to hundreds of people within the span of 7 to 10 days. This means, that it spreads like wildfire. Another estimate given by the World Health Organization is very important. Friends, It took 67 days for the count of people infected with Corona to reach the 1 st one lakh all over the world. After this, it took only 11 days for another one lakh people to get infected. Think, it took 67 days for it to infect one lakh people at first, but only 11 days to reach a total of two lakh people. This is even more alarming that it took only 4 days for this disease to reach three lakh people from the count of two lakh. You can imagine how rapidly Coronavirus spreads. Once it begins to spread, it is very difficult to contain it. Friends, This is the reason that situation became uncontrollable when Coronavirus started spreading in countries such as China, US, France, Germany, Spain, Italy and Iran. Also remember, whether it is Italy or US, the healthcare services in these countries are considered to be among the best in the world. Despite this, these countries have not been able to contain the impact of Corona. The question at hand is, where does one see a ray of hope in this situation? What is the solution, what are the options? Friends, The ray of hope to combat Corona comes from the experiences of those countries that have been able to contain Corona to some extent. Citizens of these countries have not stepped out of their homes for weeks. Citizen of these countries have fully adhered to the government rules and hence, these countries now are heading towards overcoming this pandemic. We should also accept that this is the only way before us. We must not step outside our homes. Whatever happens, we have to stay indoors. We can save ourselves from Corona only if we do not cross Lakshman Rekha of our homes. We have to stop the spread of this pandemic, and break the chain of the infection. Friends, Currently India is at a stage where our current actions will determine how much we are able to minimize the impact of this disaster. It’s time to consistently keep strengthening our resolve. It’s time to exercise caution at every step. You have to remember that Jaan hai toh Jahaan hai. Friends, This is the time for patience and discipline. Until the lockdown situation remains, we must keep our resolve, we must keep our promise. It is my plea to you, that while you are staying at home, you must think about and pray for the wellbeing of people who are fulfilling their duties, who are exposing themselves to great risk. Think about the doctors, nurses, paramedical staff, pathologists who are working day and night in hospitals to save each and every life. Think about hospital administration staff, ambulance drivers, ward boys, sanitation workers who are working to serve others in these difficult conditions. Pray for those people who are working to sanitize your society, your locality, your streets, and public places to ensure that this virus is eradicated completely. Think about the media persons as well who are working round the clock and risking infection while reporting from the streets and hospitals. Think about the Police force around you, who are working relentlessly without worrying about the welfare of their family. They are working day and night to save you and, on several occasions, also bearing the wrath of the public. Friends, In the conditions that the Corona global pandemic has created, the Central and State Governments countrywide are working swiftly. We are constantly striving to ensure that citizen do not face much inconvenience in their daily life. We have made provisions to ensure that supplies of all essential items continue smoothly. This crisis has certainly brought on a very difficult time for the poor. Along with the Central and State Governments, individuals from civil societies and institutions are constantly striving to reduce the problems of the poor. Several people are collaborating their efforts to help the poor Friends, In addition to the basic necessities, lifesaving necessities have to be given top most priority In order to tackle this novel pandemic, the Central Government is constantly working towards better equipping the healthcare facilities of the country. The Government has been taking decisions on the advice of the World Health Organization, country’s top medical and research organizations and top health experts. The Central Government has put in place a provision of 15 thousand crores for treating the Coronavirus patients and strengthening the medical infrastructure of the country. This will allow for quickly boosting the number of Corona testing facilities, Personal Protective Equipment (PPE), Isolation Beds, ICU beds, ventilators and other essential equipment. Simultaneously, training of medical and paramedical manpower will also be undertaken. I have requested the State Governments to ensure that healthcare is the topmost priority at the moment. I am pleased that the private sector is standing shoulder to shoulder with fellow citizens in full capacity during this crucial time. Private labs and hospitals are eagerly coming forward to work with the Government during these challenging times. But, friends, be careful that during such times, knowingly or unknowingly, several rumours are circulated. I appeal to you to beware of any kind of rumours or superstitions. It is extremely important for you to abide by the instructions and advice given by the Central and State Governments and the medical fraternity. I request you not to take any medication without consulting doctors if you are showing any symptoms of this infection. Any sort of medical experiment can put your life to great risk. Friends, I am confident that every Indian will abide by the instructions of the Government and local authorities during this crucial hour. 21 days of lockdown is a long time, but it is equally essential for your safety and that of your family. I am confident that every Indian will not only successfully fight this difficult situation but also emerge victorious. Take care of yourself and your loved ones. Jai Hind! March 25, 2020: My greetings to all the sisters and brothers of Kashi. Today, the mind is very sad because of the terrorist attack in Gurudwara in Kabul. I convey my condolences to the families of all those killed in this attack. Colleagues, Today is the first day of the new year. Chaitra is the first day of the holy festival of Navratri. You will all be busy in worship. In the meantime, you took time for this program, I am very grateful to you. Colleagues, You know, mother Shailputri is worshiped on the first day of Navratri. Mother Shailputri is a form of affection, compassion and affection. She is also called the Goddess of Nature. In the crisis that the country is going through today, we all need the blessings of mother Shailasuta. My mother is praying to Shailputri, wishing that India, one hundred and thirty crore countrymen should get victory in the war that the country has waged against the corona epidemic. As an MP of Kashi, I should have been with you at such a time. But you are also familiar with the activities happening here in Delhi. Despite the busyness here, I am constantly getting updates about Varanasi from my colleagues. Colleagues, Remember, the war of Mahabharata was won in 18 days. Today, the whole country is fighting a war against corona, it is going to take 21 days. Our effort is to win it in 21 days. At the time of the war of Mahabharata, Lord Shri Krishna was a maharathi, a charioteer. Today, on the strength of 130 million nobles, we have to win this battle against corona. Kashi residents also have a big role in this. Kashi is said about Freedom is the birth of life, knowledge and loss. Where is Sambhu Bhawani, so how are you? That is, it is the mine of knowledge, the destroyer of sin and distress. In this hour of crisis, Kashi can guide everyone, set an example for everyone. The experience of Kashi is eternal, eternal, timeless. And so, in the situation of lockdown today, Kashi can teach the country sobriety, Coordination and sensitivity. Kashi can teach the country - cooperation, peace, tolerance. Kashi can teach the country - Sadhana, Seva, Samadhan Colleagues, Kashi only means Shiva. Shiva means welfare. In the city of Shiva, in the city of Mahakal Mahadev, if there is no power to deal with the crisis, to show everyone the path, then in whom will it be? Colleagues, Corona In view of the global epidemic, extensive preparations are being made across the country. But we have to take care of all this for me as well as for you that Social Distancing is the only best solution at this time. I realize that all of you will have many questions, some concerns and some suggestions for me. So, let us start our dialogue. You will ask your question; I will definitely try to keep my point. Hello Prime Minister, Hi. Question: I am Professor Krishna Kant Bajpai. I am the director of the National Institute of Designing Technology in Varanasi, I am a blogger, a writer and currently you have waged a war against corona, I am a soldier and as a soldier we have been working for a few days. There is also awareness. And it shows that, when talking to many people, many people say that this disease cannot be caused to us, because our food is the way it is, as is our environment, like our customs. There are more traditions and the atmosphere too that the heat is going to be hot, if there is too much heat, then this virus will end, if we do not, then there is indifference about many things and guide them. Krishnaiah ji I feel very proud when I see enlightened citizens like you doing their personal work, their business as well as the important work of making people aware. Your service and this sympathy towards the society will definitely bring results, it will definitely give us victory in this fight against corona. What you said is right that many people have some misunderstanding about this. See the nature of human being that whatever is simple, pleases oneself, is friendly, just accept it immediately. If you feel like it suits you, then you immediately believe it to be true, in such a situation it is many times that many important things which are authentic are authorized and people do not even notice it. This is what is happening with me. I urge such people to get out of their misunderstanding as soon as possible, understand the truth. See the biggest truth in the things that have come out in this disease is that this disease does not discriminate anyone. It wreaks havoc on the rich country and wreaks havoc on the home of the poor. Even people exercise, take great care of their health, this virus engulfs them. So, who is what, where is, what works, what does not, there is no importance? Instead of putting mind in all this, it should be understood that focus should be on how dangerous the disease is and how dangerous it is. You are also right that there are some people who listen with their ears, see with their eyes and understand with their intelligence but do not follow them, they do not know about these dangers, they are careless what to take care of. Do not even know this, but they do not want to follow the same number of times on television, you must have seen how smoking cigarettes causes cancer. Cancer happens many times when people smoke cigarettes, they keep watching such advertisements, but it has no effect on their mind. These are the things that I am saying. People do not take precautions even when they are aware many times but yes as a citizen, we should keep doing our duties. We should focus on social distancing. We should stay at home and maintain distance among ourselves. This is the only way to stay away from an epidemic like corona. If the person is restrained and follows the instructions, then he is less likely to be vulnerable to the arrival of this virus. You should also keep in mind that infected with corona, it is very important that more than one lakh people in the world infected with corona have been cured and dozens of people have come out of corona clutches in India too. Yesterday, I was watching a news that in Italy, the mother of more than 90 years of age has also become healthy. I also want to inform you that for the correct and accurate information related to corona, the government has also created a help desk with WhatsApp, if you have the facility of WhatsApp, then I write a number, write this number to each one. Will work if you are on WhatsApp, then use this number, I write 9013515151, you can connect to this service by WhatsApp, if you write hello on WhatsApp, then you will immediately start getting appropriate answers. Friends, whatever people are listening to me, our Kashi's siblings and any other people of India are also listening, then surely you will write hello on this WhatsApp in English or in Hindi, then you will immediately respond to me, then let me Krishna Kant Let's go ahead thanking you. Hello Prime Minister, Namaste Ji Question - My name is Mohini Jhawar, I am a social worker and work for women. Everyone is aware of the social distancing, but it is also causing some apprehensions, as the media has shown that in some places of the country, the doctors and the staff working in the hospital, the employees working in the lines with suspicion of corona with them It is said that when we get to know all these things, we are very hurt. Just want to know what action the government is taking for it. Mohini ji, your pain is right, my pain is the same. Yesterday I talked in detail on these topics with nurses, along with doctors, lab technicians. If we usually see the mind of the common human being of this country. If I talk about a normal life, all the people of the entire country are very confident in doing the right thing at the right time and taking necessary steps, you must have seen how on March 22, the whole country has increased its public interest in curfew Participated and marvelled the world and then at exactly 5:00 pm in the evening how did people from across the country come forward to greet. At the same time, our nurses who are fighting together against different corona from different places, doctors are fighting, lab technicians are fighting, paramedical staff are fighting, it has presented an unprecedented scene of thanks to them all. The country has done this was a manifest form of respect but very few people are able to understand that more has happened through this small program, there was an incoherent talk underlying it and Mohini ji is engaged in social service There are big things that can be understood by the society, there is a sense of respect for all these people, doctors save lives, and we can never repay their debt. I wrote a letter to the people who performed the rescue operation in Wuhan, that moment was very emotional for me. It was not just a letter to write, but now Air India crew bringing all the people from Italy, I had a picture of them. You may have seen it shared on social media. Yes, information has also been received from some places in which the heart has been deeply hurt, it hurts very much, I appeal to all the citizens that if any activity is seen in such a place, this service should be avoided in this service. For those who are engaged in our work, we are doctors, there are nurses, there are medical people, if they are ill-treated, then you too, if you know the people of that area, then warn them and convince them that you Can't do it wrong and we should help those who are doing service and tell us that it should not happen and let me tell you when everyone was talking to the doctor yesterday I came to know about the incident even if Will be small but serious for me and so I immediately asked the Home Department, all the DGP of the states to work strictly that any such person, with doctors, with nurses, with paramedical serving, if Doing anything of this type will cost them dearly and the government will take strict measures. In this hour of crisis, I will attract the attention of the countrymen. At what time would I like to see it in hospitals, doctors and nurses in white clothes are the form of God. Today they are saving us from death, these people are saving our lives by risking their lives. Friends, this ritual prevails in our society day by day. It is the responsibility of all of us that the people who serve the country should pay their respects to the country every moment. You must have seen that in the last few years a tradition has come in front of us. When soldiers of the army go to the airport, people stand up in their honour and also play (applause). This is a way of showing gratitude, it should be increasing day by day in our rites. Mohini ji, you are engaged in a lot of service these days, you must also do something or the other, I thank you once again, let's get a chance to talk to someone else of Kashi. Question- Salutations I am Akhilesh Pratap I am a cloth merchant and I do social service along with this work of mine. The question in my mind was that due to the lockdown that has taken place today, many of our fellow people are stuck at home and the poor people of ours who earn by working hard every day, have faced a problem, if our Those who are from all over the country from Varanasi including Banaras need to pay special attention to them, then I request you to give guidance to the people, who are the youth of the nation and the people of the society, in what way These people can help in times of crisis. If there is no talk with people and clothes in Kashi, then the matter remains incomplete and Akhilesh ji is happy that you are a businessman but asked your questions to the poor. I am very grateful to you. As part of a strategy to defeat the corona, it is being said that each person should be at least one and a half meters away from the other, as per the guidelines from the experts. It is the military policy of the fight against the corona. I would call it military policy. Friends, we are believers who believe that man is a part of God, the person is the abode of God, this is our culture, this is our culture, corona virus can neither erase our culture nor our rites. And therefore, our sensations become more awake in times of crisis. Another powerful way for corona to respond is compassion. The answer to corona is compassion. We can also take a step to defeat the corona by showing compassion to the needy towards the poor. In our society there has been a rich tradition of helping others in our tradition. In our place, it is said that Sai, give me this much, stay away, I should not be hungry, even the sadhu should not be hungry. Now Navratri has started, if we will for the next 21 days and I would like to say this to all my siblings who have the same power in the country, whoever has this power will tell them that when Navratri has started Pledge to help 9 poor families every day for the next 21 days. You can handle 9 families for 21 days. I believe that if we do this much, then what can be a greater worship of the mother than this. It will be a true and definite Navratri, apart from this, the animals that are around you also have to worry, due to the demise of many animals, the food crisis has also come in front of the animals. My prayer to the people is to pay attention to the animals around them. Keep it Akhilesh ji, if I say everything is fine, everything is right, then I believe that I am talking about cheating myself too. At this time, be it the Central Government or the State Governments, I am trying my best to be as best as I can, I have full confidence in the State Governments to understand the concerns of every citizen of their states with full sensitivity Will take care but colleagues, we also know that under normal circumstances, there is no problem, there is no disaster, there is no trouble, even under normal circumstances, sometimes electricity is lost, sometimes water stops, sometimes there are employees who come to help us. They suddenly take long leave, all kinds of problems are coming into our lives without any prior notice, it is experienced by all of us Indians and in such a situation, I come in a normal situation, not just during crisis. When the country faces such a big crisis, the whole world faces such a big challenge, then there will be no difficulties, everything will be good. It would be like to cheat yourself. I believe that this question is very important whether the system is good or not, everything is happening correctly or not but Do not think for a moment, the more important question is that in a crisis like corona, we have to win or not, even after enduring problems, the problems we are facing today, the difficulties which are happening today, its age is currently only 21 days. But if the crisis of corona has not ended, then its spread has not stopped, then how much damage can this crisis be caused, it cannot be guessed that in such a difficult time, by the administration, by the civil society, by the civil society, by the social organization, the cultural organization, the organizations political organizations are doing all they need to be encouraged more and more. You think people are working for 18-18 hours in hospitals, in many places people associated with the health sector are not getting more than 2 or 3 hours of sleep, there are people from the society who work day and night to help the poor. We should bow to such people in this difficult situation. Yes, there may be deficiencies in some places, some have done negligence, but by searching for such incidents, focusing on them and promoting them on the basis of them, defame that sector, make them desperate. It will never benefit at such a time; I would request that we understand that to spread despair. There can be jars. I am not saying that all are wrong. There can be thousands of reasons, but life goes on with hope and faith. The more cooperation we get as a citizen, the better the law and administration, the better the results will be. Apply less pressure than Support the administration. The people working in the hospital, the policemen who are working in government offices right now, who are our media workers, are they outsiders, have they come from outside, it is our people, such a huge burden on them If we have come, we should also bear some burden, we should encourage them. Who are working in this difficult situation? Akhilesh ji, while living in the business world, this feeling of worrying for the poor and the country is full of such Akhilesh, there is no shortage of such Akhilesh in the country. Come, there will be more questions. Question- Hello Prime Minister, I am Dr. Gopal Nath, Professor Microbiology Department from Institute of Medical Sciences, Banaras Hindu University. I am also in charge of the diagnosis lab of corona, then I am handling the responsibility of 16 districts and together with bacteriophages from the mother Ganges water… I am doing research on the alternative system on which I am going to ask questions. Prime Minister, we usually have a habit of people here that they start doing medicine on their own, they have read from somewhere, they have listened to them, they start treating themselves, which leads to a very dangerous situation. I can say this as being a microbiologist, in this disease of corona, it becomes a situation more frightening because we know that neither vaccine has yet been made nor any specific drug has been developed yet there are various kinds of misconceptions. Are we spread in the society, should we not try to make the society more aware in this direction? Professor Sir, you yourself are experts in this field, and therefore you can well catch what is true and what is false. We have a habit of taking cold, cold fever medicines without asking doctors. If we travel in the train compartment and a child starts crying and cries for a long time and do not stop, people from all the coaches will come and advise that take this take this give this feed this train I must have seen in the compartments. I think we have to avoid these habits. Corona infection is not to be treated at its level at all. Stay at home and do what you have to do only and only with the advice of doctors. Talk to your doctor on the telephone, ask him, tell him your trouble because almost all the families get introduced to some doctor. We have to keep in mind that so far, no medicine has been made against corona, no vaccine has been made in the whole world, but in our country as well as in other countries, there are scientists as many scientists as we are doing. The work is going on and so I will tell the countrymen, if anyone suggests any type of medicine, please talk to your doctor first. Only after taking advice from the doctor, you should eat the medicine. You must have seen how in some countries of the world, due to taking medicines on their own, life has been in crisis, we all have to avoid all kinds of rumours, superstitions. Dr. Gopal ji is thankful to you that because you are connected with science and are also worrying about Ganga ji and this society is worrying about what is going on in life. Which worries you but I believe we have to convince people. Let us take a further question, thanking Gopal ji. Question- Namaskar Prime Minister My name is Ankita Khatri and I am a housewife as well as active in various creative work. At this time, with the inspiration of you, I have started a campaign on social media with the hashtag of some creative Karo Na, in which I am calling on various artists of Kashi, Well, you too showed the poster like me. All of you have started this campaign with the inspiration of Honourable Prime Minister and you, because creativity always works, you are so creative positive, even in such a negative situation, I had heard somewhere that the creator Is that, he has started this campaign with the inspiration of you, under this I am inviting various creators of Kashi to writers, poets to painters, and efforts will be made to compile it in the period of 21 days, its publication. We can dedicate to you on behalf of Ho and Kashi. But I have a question as a housewife and a concern that I want to share with you is that all the children are at home during this period of lockdown and the task of taking care of the children is going away for us. There are also those whose examinations have been affected. My own son was giving board exams of class XII and one of his papers has been postponed, so there is some concern for the family members. So, what to do. Mohini ji is the first thing that you are doing creative work in a very good way and because of that there is energy in life, but you said that you are gathering all the creators, I request that do not gather anyone, social. distancing social distance. This is the first thing. Yes, you ask for the most online, compile their art and imagination is good. People who are of this spirit, their creations will definitely work for the country and it is true that you are very big. But turning disaster into opportunity is the specialty of human life these days, in social media you are seeing another effect of lockdown. Many people are elaborating on Twitter on Facebook on Instagram and how they are more with their children. It is true that earlier there used to be a joint family, so grandparents used to take care of the children. Today it is natural to have a small family, but you must have seen that many new things about the electronic media on TV in radio. New shows are being created in the media of our country too. To keep people engaged, what should people do in their homes, so what should they have done in such a big time and in this lockdown, they are showing new things. Are teaching. Amidst all this, some other things have also influenced my mind a lot. I see how mankind has come together to win from this global crisis. And our child army is also playing the biggest role in this, our children's army, I have seen videos in which four five-year-old children are explaining to parents how to wash their hands and not to go out. Do not have to do the same, the children are explaining that small boys and girls are giving their feedback on this crisis. I am very engrossed in such video’s social media, sometimes I like to connect with the general public. So, these days, I have seen many families putting the things of their family's children on social media and by making videos of children in the house and now videos are made on mobile phones. If the videos that I have seen have not been deleted, then I will definitely collect them and share them, if I get a chance today, I will do it today and see all of you and see for sure how wonderful the children have done, you will remember when I Talked about cleanliness, started the Swachh Bharat Abhiyan, you must have seen in every household, the children had taken the command of this campaign in a way, the power of today's young generation of children today affects me a lot, I enjoy their talent, their way of thinking and yes some parents are worrying that after staying in the house for so long, somewhere the children do not start teaching them and they are afraid By the way, I firmly believe that children will be teaching their parents something or the other in 21 days. By the way, friends, I am also reading all your suggestions and feedback on the Namo app. Shri Om Prakash Thakur ji, Mukesh Das ji, Prabhanshu ji, Amit Pandey ji Kavitha ji Different people in different parts of the country have given different suggestions in their own way that the lockdown should be done strictly and for a long time. Implement not only you but thousands of enlightened citizens like you from all over the country have also given the same advice to deal with this epidemic on Facebook Twitter Instagram and YouTube, when this resolution in our countrymen itself and If it is sensible that you have this strong will to fight this challenge, then I am confident that this country will definitely defeat this epidemic. In the end, I will again say to you that you, my Kashivasi, I have not been able to come a bit and forgive me in your midst. But you should protect yourself, protect the country too. There is a big fight in which the people of Benaras will also have to give their full contribution. The whole country will have to show the way to all the residents of Kashi once again, and today I am sure that you have always handled Kashi, in the future, you will handle Kashi, I am sure you thank you very much. March 29, 2020 My dear countrymen, generally speaking, I touch upon varied subjects in Mann Ki Bat. But today, the foremost concern in everyone’s mind in the country and all over the world is the catastrophic Corona Global Pandemic. Amidst that, it will not be appropriate on my part to reflect on anything else. But first of all, I extend a heartfelt apology to all countrymen. And I strongly feel from the core of my heart that you will forgive me – since certain decisions had to be taken, resulting in myriad hardships for you. And when it comes to my underprivileged brothers and sisters, they must be wondering on the kind of Prime Minister they have, who has pushed them to the brink! My wholehearted apologies, especially to them. It is possible that many are annoyed with me for their confinement in their homes. I fully understand your situation; I can feel what you are going through. But in order to battle Corona in a country of 130 crore people such as India, there was no other option. The fight against Corona is one between life and death itself…we have to win. And that is why such strong measures had to be resorted to. No one wants to go that way; looking at what the world is going through, this was the only way left. After all, the safety of you and your families has to be ensured. Once again, I apologize for any inconvenience, any hardship caused to you. Friends, we have an adage- “Evam Evam Vikar, api tarunha Saadhyate Sukham” … which means, an illness and its scourge should be nipped in the bud itself. Later when it becomes incurable its treatment is very difficult. Today the whole of India, every Indian is doing just that. Brothers, Sisters, Mothers and the elderly, Corona virus has incarcerated the world. It is posing a challenge to Knowledge, science, the rich and the poor, the strong and the weak alike. It is not confined to any nation's borders, nor does it make distinction of region or season. This virus has, in a way, obstinately picked up the gauntlet to annihilate the human race. And that is why humankind will have to rise unitedly, in the resolve to exterminate it. Some may feel that by complying with the lockdown, they are helping others! This is a misconception. This lockdown is a means to protect yourself. You have to protect yourself and your family. For the next many days, you have to continue displaying this patience; abide by the Lakshman Rekha. Friends, I know that no one wants to overstep the law and break rules wilfully. But there are some who are doing so, since they are not trying to understand the gravity of the matter. To them I will say that if they don’t comply with the lockdown rule, it will be difficult to save ourselves from the scourge of the Corona virus! The world over, many people nursed this delusion…. all of them are regretting now. Friends, we are familiar with our adage “Aarogyam Param Bhagyam, Swasthyam Sarwaarth Sadhanam” -which means good health is the greatest fortune. Health is the only way to happiness in the world. In that backdrop, those breaking the rules are playing with their lives. Friends, in this war, there are many soldiers who are fighting the Corona virus, not in the confines of their homes but outside their homes. These are our front-line soldiers-especially our brothers and sisters on duty as nurses, doctors and paramedical staff. These are people who have defeated corona. Today, we shall draw inspiration from them. During the course of the last few days, I spoke to a few such people over the phone, boosting their zeal, in turn raising my own enthusiasm too. I have learnt a lot from them. It was my earnest desire to share with you excerpts of the conversation I had with them, in Mann Ki Bat. The first to join us is Shri RamagampaTeja Ji. He happens to be an IT professional…. let’s listen to his experiences. Yes Ram, Ramgampa Teja: Namaste ji PM: Yes Ram, Namaste RT: Namaste, Namaste PM: I have come to know that you have freed yourself from the clutches of the Corona virus! RT: Yes PM: I wanted to talk to you. Since you just came out of the danger zone, I wanted to listen to your experience. RT: I am an employee of the IT sector. I had gone to Dubai for work; for meetings. It just happened willy-nilly. On my return it began with a fever. After 4 or 5 days, doctors conducted a test for Corona virus. It turned out positive. I was admitted to Gandhi Hospital, Government Hospital, Hyderabad, where I recovered after 14 days and was discharged. All this was a bit scary. PM: You mean when you came to know of the infection? RT: Yes PM: And did you know earlier that virus was dangerous and could put you in trouble. RT: Yes PM: So, when it happened to you, what was your immediate response? RT: First...I was very scared, not ready to believe that it had happened. And how? Because in India, there were only two or three cases, I didn’t know anything about it. When I was admitted to the hospital, they kept me in a quarantine. The first 2-3 days passed just like that. But the doctors and nurses there… PM: Yes! RT: They were very nice to me. They would call me up and talk to me and give me confidence that nothing will happen, I would be okay, they kept on saying. Twice or thrice a day, doctors would speak to me...nurses too. So first I was afraid, but later I felt I was with very good people, who knew what to do. I felt I would get better. P.M: How were family members feeling? R.T: When I was admitted to the hospital. Everyone was under stress. Media also created some problem there. Everyone’s attention was drawn to it. But yes. First, they all had to undergo a test. The result was negative, which was the biggest blessing for us, for our family and all those around me. After that, there was improvement each day. Doctors were talking to me and informing family too. P.M.: What precautions did you take? What precautions were there for family? R.T: When the family first came to know, I was in quarantine. But even after quarantine, doctors told me to stay at home for 14 days…House quarantine for myself in my room. So even after coming home, I am at home mostly in my room, wearing a mask the whole day. When I come out for food, hand washing is most important. PM: Fine Ram! You’ve returned to good health. Good wishes to you and family. RT: Thank you. PM: But I want this experience of yours RT: Yes! PM: You are from the IT profession, RT: Yes PM: So, make an audio and… RT: Yes PM: Share it with people, make it viral on social media. What will happen is, people will not be scared and at the same time, points on adequate care and preventive measures will easily reach people. RT: Yes, when I came out, I saw people feeling that being in quarantine is like being in a jail. It is not like that. Everyone should know that government quarantine is for their sake; for their families. On that I would like to ask maximum people to get the test done and not be afraid of quarantine. There should be no stigma attached to being on quarantine. PM: Fine Ram. Many good wishes to you. RT: Thank you, Thank you. PM: Thank you Bhaiyya…Thanks a lot. RT: Thank you. Friends, as Ram said, he followed Doctor’s instructions fully when suspected of having Corona. And as a result, he is leading a healthy, normal life today. Another friend, who has defeated Corona is joining us now. His entire family had come under the clasp of this scourge, including a teenage son. Come let us speak to Shriman Ashok Kapoor from Agra. PM: Ashok ji, Namaste! Ashok Kapoor: Namaskar ji! I am lucky to be talking to you. PM: Fine. Am fortunate too. I called you up, since your entire family had to hear the brunt. AK: ji ji. PM: I would certainly like to know as to how this infection was diagnosed. What had happened? What happened in the hospital? So that, after listening to you, if something important is to be conveyed to countrymen, I can use that. AK: Absolutely Sir. I have two sons. They had gone to Italy to attend a shoe fair. We run a factory here, manufacturing shoes. PM: Yes! AK: So, when they returned from Italy... PM: Yes! AK: Our son in law too had gone there. He stays in Delhi. Feeling a health problem, He went to Ram Manohar Lohiya hospital. PM: Ok AK: They said it was positive. They shifted him to Safdarjung. PM: Yes AK: They called us up asking both my sons to get tested since they had been with him. Both sons went to Agra District hospital. There they were asked to call family members also. Just for a check. Ultimately all of us went there. PM: Hmm… AK: The next day they confirmed six of us positive... both my sons, myself, my wife, my son’s wife and my sixteen-year-old grandson...By the way, I am 73. I was told to take all of them to Delhi. PM: O my God! AK: But we didn’t fear. We thought it was good we came to know. We went to Safdarjung Hospital, Delhi. The Agra Doctors provided us with two ambulances. And we were not charged for that. We are grateful to them and the administration for their efforts and co-operation. PM: You came in an ambulance! AK: Yes. We were seated normally inside. Doctors accompanied us till Safdarjung Hospital where their doctors were waiting at the gate. They shifted us to a ward. All six of us had separate rooms. The rooms were good; had everything. And then Sir, we stayed at the Hospital alone for 14 days. And as far as doctors are concerned, they were very helpful and treated us well…. same for staff. Sir, actually, when they used to enter wearing their dress, one could not make out if it was a doctor or a ward boy or nurse. We would obey their instructions fully. There we did not face even one percent problem. PM: You come across as someone with immense self-confidence. AK: Sir, I am perfect...Yes. I have earlier undergone a knee surgery also. Even then I am perfect. PM: No, but since your entire family went through a bad time, including the young sixteen-year-old… AK: And Sir, it was time for his ICSE papers! We said no…that can be thought of later. If life stays on, all papers will be managed. Not to worry. PM Modi: That is true. Your experience in life came to be of use in this crisis and imparted confidence as well as courage to the entire family. Ashok Kapoor: Yes, we all went there, the entire family, we supported each other and though we did not meet, we would talk on the phone. We wouldn’t meet but the doctors took complete care of us –to the maximum extent possible. We are grateful to them for their compassion. The staff nurses took full care of us. PM Modi: Let me extend my best wishes to you and your entire family. Ashok Kapoor: Thank you ji | Thanks | We are all very happy that I have spoken to you. PM Modi: No! It is a pleasure for us. Ashok Kapoor: Even then, Sir, I speak for all of us, if it is needed to go anywhere to spread awareness, or to do something, we are ready at all times. PM Modi: No, in your own way, do it in Agra. If someone is hungry, feed him, be empathetic to the poor, and follow the rules. You must explain to the people that your family was in the clutches of this disease, but you managed to save your family by following the rules, if everyone follows the rules then the country too will be saved. Ashok Kapoor: We sir, Modi sir, we have shot our videos, and sent them to the TV channels. PM Modi: Good. Ashok Kapoor: The channels have also telecast them so awareness can be spread in people and… PM Modi: This should be streamed in social media also so they become popular. Ashok Kapoor: Yes. Yes. And in our colony where we live, it is a neat and clean colony, we have told everyone that, look, we have come back from Quarantine, so do not be afraid. If anyone has a health scare, go and get it tested. And those who met should also get their tests done, and remain protected by the mercy of God. Yes sir. PM Modi: Alright. I wish everyone all the best. Friends, we pray for the long life of Ashok ji and his entire family. As he mentioned, without panicking, following the right steps on time, contacting doctors on time without getting afraid and by taking proper precautions, we can defeat this pandemic. Friends, to know the capability with which we are dealing with this pandemic at the medical level, I also spoke to some doctors who are leading the front line in this battle. Their daily activity is synchronous with that of their patients. We now joined by Dr. Nitesh Gupta from Delhi… PM Modi: Hello doctor. Dr. Nitesh Gupta: Hello Sir PM Modi: Namaste Niteshji, you are right there on the front, so I want to know what is the mood of the rest of your colleagues in the hospitals? Tell us how is it? Dr. Nitesh Gupta: Everyone's mood is upbeat. Your blessings are with everyone. Whatever because you are supporting in the given hospital or whatever we are asking for in line treatment, you are providing it all. So, we are engaged in exactly the same way just like the army battles on the border! And, our only duty is to get the patient back home after being cured. PM Modi: You are right! This is a war-like situation and you all are managing a frontline. Dr. Nitesh Gupta: Yes sir. PM Modi: You must also be counselling the patient along with his treatment? Dr. Nitesh Gupta: Yes, sir that is the most important thing. Because the patient gets traumatized upon hearing what is happening with him. They have to be explained that there is nothing to fear and post quarantine lasting 14 days he will be fine and return home for sure! So far, we have managed to send 16 such patient’s home. PM Modi: So, what comes across over-all when you converse with such scared patients, are they plagued by worries? Dr. Nitesh Gupta: They think mostly about what will happen next? What will happen now? It is because what they witness in the outside world with morbid mortality rates and wonder if the same will happen to them! So, we explain to them which one of their afflictions will be cured during a particular time frame. We counsel them that their case is very mild akin to a case with a common cold and since one gets well in five-seven days, they too will be fine after a similar period of convalescence. Then we will tell them that after tests which are bound to report as negative and then they can be send home. So that's why we visit them repeatedly after intervals of two-three-four hours, we meet them, ask about their wellbeing. They also feel comfortable throughout the day. PM Modi: So, they have their confidence restored after being scared initially? Dr. Nitesh Gupta: Initially, they are scared, but when we have counselled and by the second or third day when they start recovering, they also start believing that they can be cured. PM Modi: But do all the doctors are imbued with the feeling that the work of rendering the greatest service in their lives has to be shouldered by them, is this emotion shared by all of them? Dr. Nitesh Gupta: Yes, it is. We keep our team motivated to the utmost extent that there is nothing to fear, and there is no such thing that we should fear! If we observe precautions thoroughly, and explain these precautions to the patient that he is to follow, then everything will be fine. PM Modi: Ok Doctor, a large number of patients come to you and you are absolutely devoted to their cause. It was nice talking to you. But in this battle, I'm with you! Keep on fighting Dr. Nitesh Gupta: We seek your blessings. This is what we wish. PM Modi: Many good wishes Bhaiya Dr. Nitesh Gupta: Sir Thank you. PM Modi: Nitish ji, plenty of plaudits to you. Due to efforts of people like you, India will surely achieve victory in the battle against Corona. I urge you to take care of yourself...take care of your loved ones...take care of your family. The world’s experience tells us that in this illness, the number of patients infected with it suddenly grows exponentially. On account of this sudden rise, we have seen the best health systems crumble. In order to ensure that India does not have to face such a situation, we have to keep trying ceaselessly. Another doctor joins us from Pune...Shriman Doctor Borse. PM Modi: Namaste Doctor Doctor: Namaste Namaste PM Modi: You are working relentlessly in the true spirit of ‘Service to Mankind is service to God’. I want to speak to you today on something that will be a message for our countrymen. Firstly, a question that strikes the minds of many is when to contact doctors and when to go for the Corona test! As a doctor, you have dedicated yourself completely in the service of patients. Your words carry weight. I want to hear it from you. Doctor: Sir, I am a Professor at B.J. Medical College, Pune. And in Pune, there is a Municipal Corporation Hospital, named Naidu Hospital. It has a fully functional screening centre since January 2020. Here till date, 16 COVID-19 -19 positive cases have been diagnosed. And out of those 16 cases, after due quarantine, isolation and treatment, 7 patients have been discharged Sir. And the remaining nine cases are also very stable and doing well. Despite the virus being inside their bodies, they are getting well; they are recovering out of the Corona virus. Here the sample size is tiny Sir...only 16 cases. But cases of the young population getting affected are coming to light. And despite that, the disease itself is not that serious a disease. It’s a mild disease and patients are successfully recovering. And those remaining 9 people are also going to be well, they are not going to deteriorate, we are keeping a watch on them on a daily basis. They are also going to be well in another 4-5 days. From people who come here as suspects; international travellers and those who come into contact with them...we take a swab... oropharyngeal and nasal. If the nasal swab report is positive, the patient is being admitted to the positive ward. If negative, we advise the patient on home quarantine, how it is to be done at home. After this advice, they are sent home. PM Modi: What do you explain to them? While at home what aspects do you elucidate to them? Doctor: Sir, even if one stays at home, one has to stay quarantined there. Observing a 6 feet distance is mandatory. Secondly, one has to use a mask and wash hands very frequently. If you do not have sanitisation, you can use simple soap and water to wash hands, but you have to keep doing it frequently. And while coughing or sneezing, use a simple handkerchief to cough on, so that droplets are not able to spread, nor fall on the floor, thus preventing hand contact and further spread. We explain this Sir. The second thing is, when they are supposed to be in a home quarantine, they are not supposed to leave home at all. During the current lockdown, they ought to be home quarantined properly for a minimum of 14 days...we are informing them, this is our message to them Sir. PM Modi: Fine Doctor, you are doing a great service and with selfless dedication...your entire team is at work. I firmly believe that all our patients there return home safely. We shall win this battle...it will be victory for the country...with the help from all of you. Doctor: Sir we believe we shall overcome. We shall win this battle. PM Modi: Doctor, many good wishes to you. Thank You. Doctor: Thank you, Thank You Sir. Friends, all these people, all these friends are persevering to the best extent possible to chase out this scourge. What they tell us is not just for us to listen to; it is to be practised in life in the truest spirit. Today when I witness the sacrifice, perseverance and dedication on part of doctors, I am reminded of the touching words of Acharya Charak while referring to doctors. And it is so visible in Doctor’s lives today! Acharya Charak had said... Na Aatmarthan Na Api Kaamartham Atbhoot Dayam Prati Vartate yat Chikitsaym Sa Savarma Iti Vartate. Which means: The one who strives for his patient’s well being in the spirit of service and compassion, with no desire, monetary or otherwise, is the greatest Doctor. Friends, today I salute the embodiment of humanity...the Nurse. The selfless spirit of service with which you perform your duty is beyond compare. It’s a coincidence that the world is celebrating year 2020 as the International year of the Nurse and Midwife. This goes back 200 years ago, i.e., 1820, the year that is associated with the birth of Florence Nightingale who lent a new identity, a new paradigm to the term ‘Service to humanity’ and the field of Nursing, taking it to newer heights. Dedicated to the spirit of service of every nurse in the world, this year has come as a challenging examination for the entire Nursing community...I believe, all of you will not only clear the exam successfully, you will also save many lives. We are able to fight a battle on such a massive scale, only on account of the zeal and grit of frontline warriors like you...Be you a Doctor, a nurse, a para medic, Aisha, an ANM worker, sanitation worker, the country is also concerned about your health. Keeping that in mind, for around 20 lakhs colleagues from these fields, the government has announced a health insurance cover of up to Rs 50 lakhs, so that in this battle, you can lead the country with greater self-confidence. My dear countrymen, in this battle against Corona virus we have many examples of real heroes in the society. People who are at the forefront even in these conditions. On the Narendra Modi app, the Namo app, Niranjan Sudhaakar Hebbaale of BengaLuuru has written, that such people are daily life heroes. And that is quite right too. These are people due to whom our daily life runs smoothly. Just imagine, if the water in your taps runs dry for just a day, or there is a sudden power outage in your house. At that time, it is these daily life heroes who banish our troubles. Think about the small retail store in your neighbourhood. In these troubled times, he too is taking a great risk. After all, for whom? Isn't it because he wants to ensure that you do not face any difficulty in buying essential goods? Similar to that, think about those drivers and workers, who are continuing to work ceaselessly, so that the nation's supply chain of essential goods is not disrupted. You might have noticed that the government has kept the banking services open. And those working in the banking sector are there at your service – with full commitment and dedication – leading us in this fight. These services are not trivial at a time like this. We cannot thank these bank personnel enough for their service. Many of our friends are engaged with e-commerce companies as delivery personnel. These people are continuing delivering grocery even in these trying times. Just think, as you watch television during this lock down, using the phone and internet even while being home bound, someone is working hard to ensure that these services continue uninterrupted. During this time, many of you are able to make digital payments with ease, many people are working hard to facilitate that. These are the people who are bearing the burden of the country's work during this lock down. On behalf of all countrymen, today I wish to express my gratitude to all these people, and request them, that they follow all the safety precautions, take care of themselves and their family members. My dear countrymen, I have come to know of some instances, that some of those people who were suspected to have corona virus and asked to stay in home quarantine, are being ill-treated by others. I am greatly pained to learn of these instances. This is very unfortunate. We need to understand that in the current circumstances, we need to ensure social distance, not human or emotional distance. These people are not criminals. They are merely suspected to be infected with the virus. These people have isolated and quarantined themselves to protect other people from getting infected. At many places, people have taken their responsibilities very seriously. They have quarantined themselves even when they were asymptomatic. They did so because they had travelled abroad recently and were being doubly cautious. They wanted to ensure that nobody else got infected by this virus. So, when people are behaving so responsibly, it is unfair to ill-treat them. On the contrary, they need to be shown sympathy and cooperation. Social distancing is the most effective way of fighting against corona virus. But we have to understand that social distancing does not mean ending social interaction. Actually, this is the time to give a new lease of life to all your existing social relationships. To energise these relationships. In a way, this time teaches us to reduce emotional distance and increase social distance. Yashvardhan from Kota have written on the Namo app, that they are increasing family bonding during the lock down. They are playing cricket and board games with kids; preparing new dishes in the kitchen. Nirupama Harsheya from Jabalpur writes on the Namo app, that she finally got an opportunity to fulfil her wish to make a quilt. On top of that she is also fulfilling her gardening hobby. I also happened to read the posts of Pareekshit from Raipur, Aaryaman from Gurugram and Suraj from Jharkhand, and they have discussed about having an e-reunion with their school friends. Their idea is very interesting. It's possible that you too might not have gotten a chance to talk to your school and college mates for decades. You too can try out this idea. Pratyush of Bhubaneswar and Vasudha of Kolkata have mentioned that they are reading books that they had hitherto not been able to read. I also saw on social media, that many people took out musical instruments like table and Veena that were lying unused for years– and started practising on them. You too can do that. That will not only give you the joy of music, but also take you on a trip down the memory lane. In this crisis, you have got a rare opportunity to not only connect with yourself but also with your passion. You will also get an opportunity to connect with your old friends and with your family. Shashi ji from Roorkee has asked me on the Namo App - what do I do for my fitness during the lock down? How do I observe the Navaraatri fast in these circumstances? Let me reiterate, that although I have urged you to avoid stepping out of your houses, I have also given you an opportunity to take a look inwards at yourself. This is your chance, don't go out, but go inside, try to know yourself. As far as the navaraatri fast is concerned, that is between me and my faith and the supreme power. As regards fitness, I think that will be quite a lengthy topic, so what I'll do is, I'll upload some videos on this topic on the social media. You can surely see those videos on the Namo app. What I do, possibly, can aid and inspire some of you. But do remember, that I am not a fitness expert, I am also not a yoga teacher. I am merely a practitioner. I do concede however, that some yogaasanaas have greatly benefited me. It's possible that some of these tips might help you too during the lock down. Friends, this battle against corona is unprecedented as well as challenging. Hence the decisions being taken during this time are unheard of in the history of the world. The steps being taken by Indians to stop the spread of corona, the efforts that we are currently making, will ensure that India conquers this corona pandemic. The determination and restraint of each Indian will also aid in facing this crisis. In addition, our sympathy for the poor should also be far greater. Our humanity stems from the fact that whenever we see a poor or hungry person, we first try and feed him or her in this time of crisis. We should think of their needs and India can do this. These are a part of our values and culture. My dear countrymen, today every Indian is confined to the home, to ensure his or her own safety, but in the times to come, the very same Indian will tear down all walls on the road to our progress and take the country forward. Stay at home with your family, be careful and safe, we need to win this battle. And we will win. We will meet in Man ki baat again next month. By then we should have overcome this crisis – with this hope, and this wish, I thank you all. April 14, 2020: My Dear Fellow Citizens, India’s fight against the Corona global pandemic is moving ahead with great strength and steadfastness. It is only because of your restraint, penance and sacrifice that, India has so far been able to avert the harm caused by corona to a large extent. You have endured immense suffering to save your country, save your India. I am well aware of the problems you have faced -some for food, some for movement from place to place, and others for staying away from homes and families. However, for the sake of your country, you are fulfilling your duties like a disciplined soldier. This is the power of ‘We, the People of India’ that our constitution talks about. This display of our collective strength, by us, the people of India, is a true tribute to Baba Saheb Doctor Bhim Rao Ambedkar, on his birth anniversary. Baba Saheb’s life inspires us to combat each challenge with determination and hard work. I bow before Baba Saheb on behalf of all of us. Friends, this is also the time of various festivals across various parts of our country. Along with festivals like Baisakhi, Pohela Boishakh, Puthandu, and Vishu, the new year has commenced in many states. In the time of lockdown, the manner in which people are abiding by the rules, and celebrating festivals with restraint while staying within their homes, is truly praiseworthy. On the occasion of new year, I wish and pray for your good health. Friends, you are well aware of the status of the Corona pandemic all over the world today. You have been a partner as well as witness to the manner in which India has tried to stop the infection, compared to other countries. Long before we had even a single case of Corona, India had started screening travellers coming in from Corona affected countries at airports. Much before the number of Corona patients reached 100, India had made 14-day isolation mandatory for all those coming in from abroad. Malls, clubs and gyms were shut down in many places. When we had only 550 Corona cases, then itself India had taken the big step of a 21-day complete lockdown. India did not wait for the problem to aggravate. Rather, we attempted to nip the problem in the bud itself, by taking quick decisions as soon as it arose. Friends, in such a crisis it is not right to compare our situation with any other country. However, it is also true that if we look at Corona-related figures in the world’s big, powerful countries, India today is in a very well-managed position. A month, month and a half ago, several countries had been at par with India in terms of Corona infection. But today, Corona cases in those countries are 25 to 30 times than that of India. Thousands of people have tragically died in those countries. Had India not adopted a holistic and integrated approach, taking quick and decisive action; the situation in India today would have been completely different. It is clearly evident from the experience of the past few days, that we have chosen the correct path. Our country has greatly benefited from Social Distancing and Lockdown. From an economic only point of view, it undoubtedly looks costly right now; but measured against the lives of Indian citizens, there is no comparison itself. The path that India has taken within our limited resources has become a topic of discussion in the entire world today. The State Governments of the country have also acted with great responsibility in this, managing the situation round the clock. But friends, the way the Corona pandemic is spreading amidst all these efforts, has made health experts & governments around the world even more alert. I have been in continuous touch with the States on how the fight against Corona should progress in India. Everyone has suggested that the lockdown should be continued. Many States have in fact already decided and declared to continue the lockdown. Friends, keeping all the suggestions in mind, it has been decided that the lockdown in India will have to be extended till 3rd May. That means until 3rd May, each and every one of us, will have to remain in the lockdown. During this time, we must continue maintaining discipline in the way we have been doing till now. It is my request and prayer to all fellow citizens, that we must not let Coronavirus spread to new areas at any cost. A single new patient at even the smallest local level, should be a matter of concern for us. The tragic death of even a single patient from coronavirus, should increase our concern even further. Therefore, we have to be very vigilant about hot-spots. We will have to keep a close and strict watch on the places which run the risk of becoming hot-spots. The creation of new hotspots will further challenge our hard work and penance. Hence, let us extend the strictness and austerity in the fight against Corona for the upcoming one week. Until 20th April, every town, every police station, every district, every state will be evaluated on how much the lockdown is being followed. The extent to which their region has protected itself from Coronavirus will be noted. Areas that will succeed in this litmus test, which will not be in the hot-spot category, and will have less likelihood to turn into a hot-spot; maybe allowed to open up select necessary activities from 20thApril. However, keep in mind, this permission will be conditional, and the rules for going out will be very strict. Permission will be withdrawn immediately if lockdown rules are broken, and spread of Coronavirus risked. Hence, we must make sure we ourselves don’t become careless, not allow anyone else do so. A detailed guideline will be issued by the Government tomorrow in this regard. Friends, provision of this limited exemption in these identified areas after 20thAprilhas been done keeping in mind the livelihood of our poor brothers and sisters. Those who earn daily, make ends meet with daily income, they are my family. One of my top-most priorities is to reduce the difficulties in their lives. The government has made every possible effort to help them through Pradhan Mantri Gareeb Kalyan Yojna. Their interests have also been taken care of while making the new guidelines. These days, the harvesting of the Rabi crop is also in progress. The Central and State governments are working together to minimize the problems of the farmers. Friends, the country has ample reserves of medicines, food-ration and other essential goods; and supply chain constraints are continuously being removed. We are making rapid progress in ramping up health infrastructure as well. From having only one testing lab for Coronavirus in January, we now have more than 220 functional testing labs. Global experience shows that 1,500-1,600 beds are required for every 10,000 patients. In India, we have arranged more than 1 Lakh beds today. Not only this, there are more than 600 hospitals which are dedicated for COVID-19 treatment. As we speak, these facilities are being increased even more rapidly. Friends, while India has limited resources today, I have a special request for India’s young scientists – to come forward and take a lead in creating a vaccine for Coronavirus; for the welfare of the world, for the welfare of the human race. Friends, if we continue to be patient and follow rules, we will be able to defeat even a pandemic like Corona. With this faith and trust, I seek your support for 7 things in the end. First thing – Take special care of the elderly in your homes, especially those who have chronic disease. We have to take extra care of them, and keep them safe from Coronavirus. Second thing – Completely adhere to the ‘Lakshman Rekha’ of Lockdown and Social Distancing. Please also use homemade face-covers and masks without fail. Third thing – Follow the instructions issued by AYUSH ministry to enhance your immunity. Regularly consume warm water, ‘kadha’. Fourth thing – Download the Arogya Setu Mobile App to help prevent the spread of corona infection. Inspire others to download the app as well. Fifth thing – Take as much care of poor families as you can. Especially try to fulfil their food requirements. Sixth thing – Be compassionate towards the people who work with you in your business or industry. Do not deprive them of their livelihood. Seventh thing – Pay utmost respect to our nation’s Corona Warriors – our doctors and nurses, sanitation workers and police force. Friends, I urge you to follow the rules of lockdown with utmost sincerity until 3rd May. Stay wherever you are, Stay safe. “VayamRashtreJagrutyaa” We will all keep our nation eternal and awakened -with this thought, I conclude. Thank you very much! Pay utmost respect to our nation’s Corona Warriors – our doctors and nurses, sanitation workers and police force. Friends, I urge you to follow the rules of lockdown with utmost sincerity until 3rd May. Stay wherever you are, Stay safe. “VayamRashtreJagrutyaa” We will all keep our nation eternal and awakened -with this thought, I conclude. Thank you very much! April 24, 2020: Hi!! Many congratulations to all your colleagues on the Panchayati Raj Day. The Corona global epidemic has really changed the way we all work. Earlier we used to meet face to face in a program, now the same program is happening through video conferencing. Currently, lakhs of sarpanches and panchayat members across the country are connected through technology. Many greetings to all of you!! Today, many panchayats have also received awards for good works. Many congratulations to all the award-winning panchayats and also to the people's representatives. Friends, Panchayati Raj Day is also a chance to repeat our resolve to reach the village. And the relevance of this resolution has increased in this era of Corona crisis. It is true that the corona epidemic has caused many problems for us. But even more important is that this epidemic has given us a new education as well as a new message. Today, through this program, I want to convey this message to every citizen of the country, whether in the village or in the city. Friends, the Corona crisis has given us its biggest message, its biggest lesson that we have to become self-sufficient. Villages should be self-sufficient for their basic needs, at their level, the district at their level, the state at their level, and similarly how the whole country should become self-sufficient, we do not have to look outside to fulfil our needs, now these are very Has become necessary. This idea has been in India for centuries, but the changed circumstances today have reminded us again to be selfsufficient. Gram panchayats of our country have a very big role in this. Strong panchayats are also the basis of a self-sufficient village. And so, the stronger the system of Panchayat, the stronger the democracy, and the more the benefit of development will reach the person standing at the end. Friends, with this thinking, the government has continuously worked to modernize the infrastructure related to Panchayati Raj. Otherwise, 5-6 years ago there was a period when less than hundred panchayats of the country were connected with broadband. Broadband has now reached more than 1.25 lakh panchayats. Not only this, the number of common service centres in villages is also crossing three lakhs. As a result of the campaign launched by the government to make mobiles in India itself, today low-cost smart phones have reached every village. The video conference that is taking place on such a large scale today, all these have a huge contribution. Friends, in order to strengthen the village infrastructure, to reduce the distance between cities and villages, two big projects have been taken up by the government today. You have also seen the video film that has gone on - one is the launching of the e-gram Swaraj portal and its app and the second is the launch of the ownership plan, e-Gram Swaraj i.e., Simplified Work Based Accounting Application for Panchayati Raj, this is a major step towards complete digitization of Gram Panchayats. In future, it will become a single platform to keep an account of different functions of Gram Panchayat. Now, you will not need to do different work in different applications. As just mentioned, on this portal, on this app, there will be all information related to the details of the development work of the Panchayat, the funds fixed for it and its expenses. Through this, any person will now be able to keep track of the work being done in his gram panchayat. This will also increase transparency-transparency in Gram panchayats, record keeping will be much easier and the process of planning and completion of projects will also be faster. You can imagine, how much power is going to be given to all of you through e-gram swaraj. Friends, you all know the situation about the property in villages. The ownership plan is an attempt to correct this. Under this scheme, drones will be mapped in all villages of the country by drones. After this, the people of the village will be given a proprietary certificate of the property i.e., Title Deed. The people of the village will get many benefits from the ownership plan. The first is that the confusion about the property will go away. Secondly it will help more in better planning of development plans in the village. Another big benefit of this will be that this will make the way of getting loan from banks in the villages more like the cities. Colleagues, at present, the scheme is being started on a pilot basis in these six states of Uttar Pradesh, Maharashtra, Karnataka, Haryana, Madhya Pradesh and Uttarakhand. The experience will be gained from this, where deficiencies have to be fixed, where corrections will have to be made, after making all the corrections, this scheme will be implemented across the country. Friends, sometimes I think that the test of the true education of life, its examination, is only in the time of crisis. In a protective environment, true education is not known in a very caring environment, true strength is also not known. This corona crisis has shown that the people living in the villages of the country, even if they have not studied in a big and well-known university, but during this time, they have seen the teachings of their rites - their traditions. The update coming from the villages is also inspiring for big scholars. My friends, you have done this work, every person in the village has done it, my tribal siblings, those who work in the field-barn, the harvest workers and the sowing colleagues, you have done this work to inspire the country. All of you have given the mantra to the world - 'two yards' or 'two yards. There is a lot of attention in the villages on the observance of this mantra. By keeping two distances 'social distancing', you are also keeping the corona virus away from you, protecting yourself from any possible infection. It is your efforts that there is a discussion in the world today how India has responded to Corona. Friends, there was such a big crisis, such a huge global epidemic, but in these 2-3 months we have also seen the citizen of India, in the midst of limited resources, colliding with them, instead of succumbing to many difficulties, taking iron is. It is true that there are hurdles, there are problems, but showing the strength of resolve, moving forward with new energy, finding new ways, the work of saving the country and advancing the country is also continuing. is. Friends, I am constantly getting information from different sources about what is happening in the villages under these circumstances. Today I want to know from some of you colleagues, about the experiences and your suggestions during the Corona. So, let's start this discussion. I have been told to go to Jammu and Kashmir first. Mohammad Iqbal is joining Baramulla in Jammu and Kashmir. He is the chairman of the block panchayat Narvav. Iqbal ji hello!! Iqbal, how is the fight going on in your block against Corona? What are you doing for two yards' and cleanliness? Iqbal ji: Sir, there is a much better war being fought against Corona here. Baramulla district because it is one of the Red Zone. Many patients have appeared here. Initially, people used to think that this matter will not increase so much, but now everyone has become alert from this disease. People from house to house were made aware of the corona by all the panchs and sarpanches and the methods of rescue were explained. Those who were the poorest were assisted in collaboration with the BSF and other organizations. The Gram Panchayat officials also fixed their rosters and played their role in preventing unnecessary movement on the roads. 15 houses were completely destroyed in Kaliban Kudpora area due to incessant rains and landslides. All such families arranged for tents to stay and provided free ration to them. We are making people aware of wearing masks. Many people have started making masks at home. Nowadays people are also offering Namaz inside the homes. People are now realizing that we cannot put ourselves and others in danger. Prime Minister: Iqbal ji this is a difficult time. The whole country, the whole world is facing a lot of trouble in this. Keep serving people like this, keep reducing their problems. If there is any shortage of essential goods in any village, there is a problem with medicines, then please bring it to the notice of the administration. I also urge the administration there that the suggestions and proposals coming from the Panchayats should be expedited. After Jammu and Kashmir, we go directly to South Karnataka. Mr. Naveen Kumar Ji is joining us from Chikkaballapur in Karnataka. Naveen Ji is the President of Gram Panchayat Vatada Hosahalli. Naveen Ji Namaskara! In Karnataka, all of you are doing a good job to stop the spread of the corona epidemic. In particular, rapid work was done to identify the infected people and the people who came under their contact. I want to know from you how did you support the government, administration in your Panchayat or nearby Panchayats in Home Quarantine or Contact Tracing? answer: Mr. Prime Minister, there is no infected person in our panchayat right now, but there are 14-15 people who came in contact with an infected person. We have put all these people on home quarantine and are also fully supporting them. They are also being monitored by the Panchayat. Panchayat is managing all their food and drink. We are constantly in touch with the administration and medical team. After that, as the administration tells us, we tracing people coming from outside. We also have 2 meetings every week with Asha, ANM, Anganwadi workers, Health Department officials. Prime Minister: Naveen, you and all your companions are doing commendable work. We have to keep doing this work right now. We have to try These infections did not reach the village. Now let's go to Bihar. Mr. Ajay Singh Yadav, the head of Gram Panchayat Dharnia from Jehanabad district of Bihar is joining us. Hello Ajay!! Ajay ji, millions of fellow Corona of Bihar are playing a very big role in defeating the global epidemic. The role of Bihar's labor and Bihar's conscience has been very important in India's progress. Many expatriate companions from your panchayat will also have returned home from other cities. They should be safe, their troubles are reduced, what arrangements have been made for you? Ajay Singh Yadav: Mr. Prime Minister, many people go out of work from here. Most children, children and elders live here in the village. In such a situation, it is our first responsibility to take care of them. On behalf of the Panchayat, we are making sure that such families do not have problems of essential things for life. For this, whatever help is being provided by the government, from the administration, it should reach the people properly, attention is being given to it. The government has set up isolation centers for those who have returned from outside. On behalf of the Panchayat, we ensure that there is a provision of cleanliness and food in these centers. Free extra grain has been distributed to the poor. Till date, a total of 762 families in all villages of the Gram Panchayat have been distributed free of cost grain through the PDS vendor. Along with this, farming, roads, paths, canals, ponds and other works are also being done in the village. Our effort is to get maximum employment opportunities in the village. Prime Minister: Your efforts are appreciated. In the village, people should definitely get more work opportunities, for this, the government has made several provisions. But keep in mind that all these should be done with full caution, according to the guidelines that the government is issuing. My further request to you and all the panchayat members of the country is that we have to stand firmly in the village or town, with the companions, or even the families in which the infection of corona has reached. This is an epidemic of infection; it can happen to anyone. Therefore, there is no fault of anyone in this. We have to fight this battle together, fight it with full strength and sensitivity. Whoever is suspected of infection should inform the hospital on time so that it can be treated on time. The sooner the infection is detected, the sooner it will be treated. This will also protect other people. Now, we go to the township of Uttar Pradesh. Varsha Singh, the principal sister of the village panchayat Nakti Dei of Basti, is joining us. Hello Rain! Is the lockdown in the slum properly followed? Mr. Varsha, please tell us that the help which has been sent by the Central Government under the PM Garib Kalyan Yojana, under the PM Kisan Samman Nidhi, has benefited the people in your panchayat properly? Varsha Singh: Mr. Prime Minister, the poor are benefiting a lot. Especially the money that is deposited in the Jan Dhan account of every sister and which are getting free gas cylinder under Ujjwal, it is a big relief to poor families. The biggest thing is that because you have placed women in the center of this relief, if this money is coming in the name of women, then it is being used properly. Apart from this, the ration card holders who used to get ration from the government shop, on that you have sent 5 kg additional free ration, it is also getting a lot of benefit. Here the state government is also running a variety of help for the poor and laborers. The state government has also deposited a lot of money in people's accounts on time. Strict action is also being taken on those who rob the rights of the poor. In the village panchayat, such poor and nomadic families, who did not have ration cards, were provided ration through tehsils. The installment of the M Kisan Samman Nidhi has brought great relief to the farmers. This is helping timely sowing. We are also distributing masks on behalf of the panchayat and also downloading the Arogya Setu app. Prime Minister: It is good to know that the provisions made by the government are benefiting those on the ground, who should get it. I am satisfied that the plans made in the last 5-6 years have benefited the people in this difficult time. Imagine if crores of poor families did not have accounts of Jan Dhan Yojana, their homes would not have gas connections to Ujjwala, there would not have been facility of DBT, PM Kisan Samman Yojana, then in such a short time, more than 30 thousand crores, direct beneficiaries. How to get access to account of? Today out of about 26 crore families in the country, about 20-21 crore families have got the benefit of the PM Garib Kalyan Yojana in one way or the other. Apart from this, the work done in the villages under the Swachh Bharat Abhiyan is also benefitting the people of the village a lot. I will request you to keep an eye. We have to take full care of every needy, every poor person. Now let's move towards Punjab. Sister Pallavi Thakur, sarpanch of village-panchayat Hada of Pathankot, Punjab, is present with us. Mr. Pallavi, Hello! Pallavi ji, the work of harvesting wheat is going on in the villages of Punjab. What is the situation in your area? Are farmers taking care of distance rules, masks and cleanliness? Pallavi Thakur: Prime Minister, the work of harvesting and transporting the produce to the market is going on. On behalf of Gram Panchayat, we set up People in the village have been constantly told about snoring, masks and other precautions. We also go to the fields and tell people to maintain a distance of 6 feet from each other. Mandi has been made in the village for the purchase of wheat and hologram slips have been given to the farmers. Due to this, farmers do not have to stand in the market, they can come when the turn comes. The farmers have been instructed not to take more than 50 quintals of crop in the market on a trolley and the trolley should have only one associate with the farmer. Sodium hypochloride is sprayed throughout the village to eliminate infection. I sprayed the pump in my own village and sprayed it on the streets of my village so that more youth could be inspired and help me in this work. In order for no outsider to enter the village and the people of the village also do not go out, I myself have blocked the entrance of the village and my Panchayat and other people of the village have contributed a lot in this. Prime Minister: It is very important for a farmer to be healthy, because he is a provider, selflessly feeds the entire nation. These are farmers and livestock companions, who did not allow the country to lack the necessary grains, vegetables, milk, fruits due to the complete lockdown. I deeply admire his courage. Yes, along with a compliment, I also have a prayer for all of you. Whether Punjab, Haryana, farmers of the country can reduce the use of urea slightly? We all know the effect of urea on our soil and our water. You are also familiar with the effect it has on your health. In such a situation, we have to reduce the use of urea and adopt organic methods. The more the members of the panchayat make the village colleagues aware of this, the more the country will benefit. Now we go to Maharashtra. Priyanka, the principal sister of Medankarwadi Gram Panchayat in Pune, Maharashtra, is with us. Dear Priyanka, Hello. Priyanka, there is a corona crisis in Maharashtra. In the midst of this crisis, the central government has given permission for other work along with farming in the village so that the problems of ordinary people in the village can be reduced. How are the works of canals, wells, bridges, roads in your panchayat going? How are you encouraging people to take care of the 'two yards' rule? Priyanka Medankar: Thank you, Prime Minister. You have provided a lot of facilities for the people of the villages. The decision taken by the government to increase MNREGA wages is going to help a lot. Similarly, for our self-help groups, the government has also extended loan facility from banks, this will benefit many sisters of our panchayat too. The danger of Corona epidemic is now understood by every villager here. So whatever precautions are being told to them, people are taking. Constant work is being done by the village panchayat to deliver masks, sanitizers and other items to the people. Our effort is that the works of wells, canals and bridges should be done fast before the rainy season. For this, whatever the plans of the Central and State Government are, they are being completed rapidly by taking necessary precautions. My village comes in MIDC / industrial area, so people work in companies only. Right now, because industries are not running that way, we have started a survey of unemployed among us. We have planned to construct a warehouse of Rs 18 lakh under MNREGA and it will employ 20 people. This warehouse will benefit small industry in our village and Gram Panchayat will also earn. Apart from this, we are also preparing job cards for the families of outsiders and giving employment to them. We have given employment to those women who were trained under Skill India through masking. We have established direct contact with farmers and housing societies. In coordination with e-NAM and APMC, we are directly selling the product of farmers through Volunteer to Housing Society. In this, our village is getting very good due to its proximity to the city. Prime Minister: Priyanka, the way your panchayat is working in this difficult situation is admirable. We have to constantly try to use e-NAM more and more. Apart from this, a government e-marketplace i.e. GeM portal has also been created by the central government. Through this our Mahila Bachat Gath, small entrepreneurs can sell their goods directly to the government. You must also spread that. We have to give strength to every small entrepreneur and sisters of the village, to connect them with maximum employment. Friends, you all also know that good health is directly related to pure drinking water. With this thinking, a huge campaign is going on to bring water to every house of the country. A lot of work has been done in many Gram Panchayats. Connecting our villages with pure water should be our priority. The success of Jal Jeevan Mission also depends more on you all, because it is a campaign run entirely by local people, local organizations. You know better where the water source is and which pipeline to know. Therefore, I will appeal to the panchayats across the country to continue to prioritize the works of the Jan Jeevan Mission, and speed up the work related to it. Now we go to Assam I am. Pradhan Ranjit Sarkar is with us from Chhota-Dudhpatil, Gram Panchayat in Kachar district of Assam. Hello Ranjit! Ranjit ji this time due to the corona, Bihu people could also celebrate only a limited level. This restraint of the people of Assam is very admirable in this country's fight against Corona. In Assam, I see that the sisters of our village are engaged in making masks from the pot. What is your panchayat doing to help the health workers who are coming to check? Ranjit Sarkar: PM Sir, it is our Panchayat's endeavor to keep our village completely safe from Corona. Those coming from outside are being monitored. Asha workers and other medical practitioners come here on the survey. Full assistance is being provided by our Panchayat team to reach these medical colleagues from door to door and gather necessary information. On behalf of the entire Panchayat, I want to express my gratitude for the new law that you have made for the protection of doctors and other health workers. It was very much needed. Our panchayat is also helping those who do not have work at this time. Whatever help is being provided by the central and state government, it is being rapidly reached to the people. Prime Minister: This is a very good thing, Ranjit. You and your team still have a lot of work to do. As far as you talk about the new law on the protection of health workers, I would like that there is no need to use this law. We have to allow our Corona warriors to work, to honor them, because they are in the field, not for ourselves. Colleagues, I am very satisfied with this meaningful conversation with you. All of you are contributing in making life in villages safe and easy even in this difficult situation. Mahatma Gandhi used to say that - The basis of my imagination of Swaraj is village Swaraj”. Therefore, gram panchayats are the center of the united power of our democracy. Are the center of our democratic solidarity. It is said here "Sanghamoolam Mahabalam". That is, the center of the greatest power lies only in organization or solidarity. Therefore, in today's situation, the beginning of taking the country forward, the beginning of making the country self-reliant, will be possible only with the collective power of the village, it will be possible only with the solidarity of all of you. Amidst these efforts, we have to remember that the negligence of any one can endanger the entire village. Therefore, there is no scope for relaxation. There should be a sanitization campaign in the village, the work of creating quarantine centers for people coming from cities in such a short time, worrying about the food and needs of every person, or the work of making the common people aware, we have to be tired, without ceaselessly. In the village, you have the first access to elderly, disabled or sick people, so the first solution should also be with you. We have to keep in mind that physical distance, covering the mouth with a face cover or mask and repeated cleanliness of our hands is the biggest medicine to protect us from this disease in the coming days. We also have to give more emphasis on protection and hygiene because the risk of many types of diseases also increases during the summer and rainy season. This time Corona disease has increased this danger further. So, we have to work very cautiously. Friends, our past experience shows that due to misinformation about diseases and their treatment, it took us a long time to prevent diseases. This time we do not have to let this happen. We have to get people out of every kind of misunderstanding. The correct information should reach every family, whether it is for rescue or for its treatment, this information must be reached. For this, by making small groups, you can speed up the awareness campaign. Along with the ASHA-ANM-Anganwadi workers, you should also seek self-help from self-help groups, women and youth circles, ex-servicemen and other organizations. Friends, I was watching on social media, some people also talk about different types of food. Many rumors also arise from which we have to be cautious. Whatever we eat, we should eat it after washing it and cooking it very much, we have to tell this thing from village to village. And yes, there are many good traditions in the village too, which we have to encourage more. As such, we have a tradition of drinking Ayurvedic decoction, we use many types of spices. Along with this, if we do yoga-pranayama regularly, then surely, we will benefit. They are not the cure for any disease, but they can definitely make our body more capable to fight the disease. Some guidelines related to this have also been issued by the Ministry of AYUSH. Another thing that all of you have to pay a lot of attention to is the Arogya Setu Mobile App. Nowadays you will be watching advertisements on TV as well, this mobile app is very important in the fight with Corona. If this app is in your mobile, then you will know that in your village, the front has not come from any area which has been affected by Corona. For your own safety, you must download this mobile App to protect those around you. I would request all the panchayat representatives of the country to get the Arogya Setu app downloaded in the mobile phones of every member of your village. In a way, it is a bridge to our security. Friends, the health of our brothers and sisters living in rural areas of the country is the greatest achievement of our government. Has been one of the pathologies. We have worked continuously to understand your every need. Earlier there were so many problems regarding vaccination. Our government not only increased the number of vaccines, but also took the vaccination campaign to far-flung areas. Previously, pregnant women and newborns had very high malnutrition problems. Through the PM Matru Vandana Yojana, we started transferring money directly to the bank account of women to reduce malnutrition. You also know what was the situation of toilets earlier. You also know how many diseases were spread due to lack of toilet. We are trying very seriously that the poorest of the poor should get the best healthcare, efforts are being made for this. Ayushman Bharat Yojana has also emerged as a big relief for the poor of the village. Under this, nearly one crore poor patients have received free treatment in the hospital. The scheme has also helped in the construction of hospitals in rural areas where there is a shortage of hospitals. The government is also in the process of setting up about 1.5 lakh health and wellness centers in villages across the country. In these centers, facilities for testing of many serious diseases are being provided. These efforts already being done, have prepared our villages to play an important role in the fight against Corona. I am sure that all of you will definitely defeat Corona with your collective efforts, your solidarity and your determination. With this belief, once again wish all your colleagues on Panchayati Raj Day. I conclude by wishing you better health. Thanks a lot!!! April 26, 2020 My dear countrymen, Namaskar. All of you are tuned into this episode of ‘Mann Ki Baat ‘during the lockdown. The number of suggestions and phone calls for this episode is many times the usual. Matters close to your heart; your own Mann Ki Baat, comprising a number of issues has reached out to me. I’ve tried to the best possible extent to read them, listen to them. One has come to know of certain aspects which do not get noticed during the course of this flurry of exigencies. I wish to touch upon and share a few of those aspects with our countrymen in this ‘Mann ki Baat’, taking place amidst a battle. Friends, India’s fight against Corona is people-driven, in the truest sense of the term. In India it is the people who are fighting the Corona; it is you who are putting up a fight …. along with the people, the government and the administration are fighting as well. A vast country such as India, with its proactive endeavor on the path of development is fighting a decisive battle against poverty. This is the only medium it possesses to fight the Corona and triumph over it. And we are fortunate that today the whole country; each and every citizen of the country; every person is a soldier in this battle; nay, leading the battle. Cast a glance anywhere, you’ll notice that India’s fight is people driven…at a time when the whole world is trying to extricate itself from the clutches of this pandemic. In future when it will be dwelt upon in hindsight; when ways and means will be reflected upon, I do believe that India’s people driven fight will also be touched upon. Today at each and every place, in neighborhood lanes, people have come forward to help each other. From food for the underprivileged, arranging rations, ensuring lockdown, arrangements in hospitals to manufacturing medical equipment’s indigenously…the entire country is marching ahead together in the same direction, towards a single common objective. Collective applause, Thalis, lamps, candles are reflective of a rising sentiment that has inspired countrymen to be altruistic, motivating each and every one on the way. From metropolises to villages, it comes across as a ’Mahayagya’ being performed in the realm of our national ethos where every individual is eager to contribute. A case in point are our farmer brothers and sisters – on the one hand, they are toiling day and night amidst the scourge of the pandemic; on the other displaying due concern to ensure that none in the country goes to bed hungry. Everyone is putting up a fight, as per one’s capacity and ability. There are some who are waiving off rent; there are others depositing entire amounts received through prizes and pension in PM CARES. Some are donating vegetables grown on farms; others are feeding a multitude of the under privileged. Some are making masks; at places, our construction workers are whitewashing and painting schools meant for their quarantine stay. Friends, the feeling that emanates from the core of your heart when you help others, that touching, benevolent emotion takes the form of inner strength in India’s fight against Corona, making it people driven in every sense of the term. And we have seen in recent years in our country, this altruistic bent of mind is gaining strength…it could be in the form of crores of people giving up Gas Subsidy, lakhs of senior citizen leaving Railway Subsidy, leading the ‘Swachcha Bharat Abhiyan’ or getting toilets constructed …there are innumerable examples. All these are reflective of the fact that we, our minds and hearts have been intertwined along a common strong thread…it has inspired us to do something for the country unitedly. My dear countrymen, with utmost humility and deepest respect, I bow to this sentiment displayed by 130 crore countrymen. To facilitate your selfless endeavor towards our country, as per your inclination and time, the government has come up with a Digital Platform …it is called covidwarriors.gov.in … I repeat- covidwarriors.gov.in. Through the medium of this platform, the government has linked volunteers of social organizations, representatives of civil society and local administration with each other. It did not take long for 1.25 crore people to be part of this portal. They comprise Doctors, Nurses, ASHA-ANM workers, our friends from NCC and NSS, professionals from myriad fields…all of them have made the platform their own. These people are of immense help at the local level in preparing Crisis Management Plans and implementing them. You too can join covidwarriors.gov.in to be a COVID-19 warrior and serve the country. Friends, every adverse situation, every battle leaf in its wake a worthwhile lesson or two; a moral. It paves the way for further possibilities, shaping the course for newer goals. The strength of the resolve the countrymen have displayed during the crisis has led to the beginning of a new transformation too in India. Our businesses, offices, educational institutions, our medical sector are rapidly advancing towards new operational changes. On the technology front, it actually seems every innovator in the country is coming up anew with something or the other amid emerging situations. Friends we are experiencing the results of the entire country in unison as a team. Today, the Central Government, State Governments; each and every department and institution are working hand in hand for relief at full speed. People working in the aviation sector, Railway employees are working day and night to alleviate hurdles confronting our countrymen. Many of you might be aware of a special campaign called ‘Lifeline Udan’ undertaken for ensuring supply of medicines to every corner of the country. Within a short span of time, our colleagues clocked a flight distance of three lakh kilometers, delivering over five hundred tons of medical supplies to you in the farthest corners of the country. Similarly, our colleagues in the Railways are working relentlessly during the lockdown, so that the common man throughout the country does not have to face the shortage of essential commodities. For this, Indian Railways is running more than 100 parcel trains on close to 60 routes. Similarly, our postal department personnel are playing a critical role in ensuring medical supplies. All these colleagues of ours are Corona Warriors in the truest sense. Friends, money is being directly transferred into the accounts of the poor, as part of the Pradhan Mantri Gareeb Kalyan Package. Old age pension has been started. The poor are being provided facilities like free of cost gas cylinders and rations for three months. In all these activities, different government departments and banking sector personnel are working together round the clock as a team. And I would also like to commend our state governments for playing a very proactive role in dealing with this pandemic. The responsibilities being borne by local administrations and state governments are critical in the fight against Corona. Their hard work is worthy of commendation. My dear countrymen, medical services personnel across the country have expressed satisfaction with the ordinance that has been issued recently. This ordinance provides for stringent punishment for those harassing or injuring or indulging in violence against Corona warriors. This step was critical to ensure the safety of our doctors, nurses, para-medical staff, community health workers and all such personnel who are working round the clock to ensure a Corona-free India. My dear countrymen, we feel that during the fight against this pandemic, we have been accorded an opportunity to look at our lives, our society and the happenings around us, with a fresh perspective. There is a far-reaching change in the viewpoint of the society. Today we realize the importance of each person who is connected with our lives. Whether they are household helps, common workers who fulfill our various needs or personnel working in shops nearby – we are realizing what a major role they play in our lives. Similarly, personnel delivering essential services, laborer’s working in marketplaces, the auto rickshaw drivers in our neighborhood – today we realize how difficult our lives can be without them. These days we regularly see on the social media that during the lock down, people are not only remembering these colleagues and helping them with their needs, but are also writing about them with great respect. Today we see pictures coming in from all corners where sanitation workers are being showered with petals. Earlier, you probably did not even notice their contribution. Doctors, cleaning staff and other such services personnel, and even our police organizations are being seen in a new light by the common people. Earlier when we thought of the police, we were engulfed only by negative thoughts. Today our police personnel are ensuring that food and medicines reach the poor and the needy. Just as the police is stepping forward to help, a humane and sensitive aspect of policing has manifested itself before us, and has touched our hearts to the very core. This is a time when common folk are connecting with the police at an emotional level. Our police personnel are treating this as an opportunity for serving the public. And I am fully confident that such incidents can, in the times to come, bring about a very positive change, and we must never tar this positivity with hues of negativity. Friends, we often hear three words - nature, perversion and culture – if you see these words together and see the intent behind these words, you will find a new key to understanding life. If we talk of human nature, 'this is mine', 'I am using this' – such a mindset is considered quite natural. Nobody seems to have any objection to this. We can refer to this as 'nature'. But that 'which doesn't belong to me', 'which is not rightfully mine', and I forcibly snatch it from another person and use, can be referred to as a kind of perversion or degeneration. Beyond these two i.e., nature and perversion, if a cultured mind rises above, in thought and action, then 'culture' manifests itself. When something that is rightfully yours, something that you earned through hard work, something that is essential for you – be it little or more- without bothering about such things, you are willing to see the other person's need, to look beyond your self-interest, and willing to share what is rightfully yours with another person – THAT reflects 'culture'. Friends, in critical times, these qualities are put to the test. You would have seen in the past few days, that India has taken some decisions while keeping true to its culture and ethos – and upholding our cultural heritage. During this crisis, the world - including rich and prosperous nations - is facing a shortage of medicines. In these times, even if India does not provide medicines to the world, no one would have faulted us. Every country would understand that obviously India would priorities the lives of its own citizens. But friends, India went beyond nature and degeneration and took a decision. We took a decision in keeping with our culture. While we stepped up efforts to fulfill India's needs, we also paid heed to the cry of help that came from other parts of the world to save humanity. We undertook the task of providing medical supplies to the needy across the world, and have successfully completed this humanitarian task. Today when I speak to heads of state of various countries on phone, they make sure to express gratitude to the people of India. When they say, 'Thank you India, thank you people of India', we feel greater pride in our country. In the same vein, people across the world are paying special attention to the importance of India's Ayurveda and Yoga. Just look at the social media… how people everywhere are discussing India's Ayurveda and Yoga to boost immunity. I am sure you all are following the Corona-related protocol to boost immunity suggested by the Ayush ministry. Warm water, decoction and other guidelines issued by Ayush ministry, would be very helpful for you if you include it in your daily routine. Friends, it has been our misfortune that we always refuse to acknowledge our own strengths and glorious traditions. But when another country of the world, says the very same thing, on the basis of evidence-based research, when they teach us our own formula, we instantly accept their assertions. Possibly this is largely due to our hundreds of yearlong phases of bondage. Due to this, often we fail to realize our own strengths. Our self-confidence wavers. That's why instead of presenting our traditional principles with evidence-based research, we just ignore them and consider them inferior. India's young generation will now have to take up this challenge. Just as the world has happily accepted Yoga, the world will surely also accept our ages old Ayurvedic principles. Of course, the youth will have to resolve to do this and explain these principles to the world in a scientific language, so that they understand it. Friends, I must say, many positive changes are organically making their way into our work culture, our lifestyle and our daily habits. You all must have felt how this crisis has made us more aware and heightened our consciousness on various subjects. The effect that is most visible around us, is wearing a mask and covering the face. In the changed paradigm due to Corona, masks are becoming a part of our lives. We were never used to seeing so many people around us in masks, but we are now getting used to that reality. However, it does not mean that all those wearing a mask are sick. And when I talk of masks, I am reminded of something. You might also remember this. There was a time when in many parts of our country, if we saw someone buying fruits in our neighborhood, we would enquire about their health. So – buying fruits meant illness. That was the notion back then. But times have changed and this paradigm too has shifted. Similarly, we are going to see a change in attitude towards masks as well. Mark my words, masks will now become a symbol of cultured society. If you want to save yourself and others from disease, you will have to wear a mask. And my simple suggestion to everyone is to use a Gumchha or a light towel to cover the face. Friends, another awareness that has come about in our society is that people now understand the damage that can be caused by spitting in public places. It had been a part of our bad habits that we would spit just about anywhere. This presents a serious challenge both to cleanliness and to health. Although if we look at it, we have always been aware of this problem, but this problem just refused to get addressed by our society. But it's time now to get rid of this problem once and for all. As they say, 'better late than never'. So even though we have been late in addressing it, but now we must eradicate the spitting habit. These things will not only boost our basic hygiene levels, but also help in preventing the spread of the Corona infection. My dear countrymen, it is a happy coincidence that, today when I am sharing my ‘Mann Ki Baat' with you, it also happens to be the holy festival of Akshaya-Tritiya’. Friends, 'Kshay' in Hindi means destruction but ‘Akshay’ means that which is indestructible or which never ends or is forever. We all celebrate this festival every year in our homes, but this year it bears a special significance for us. In the present troubled times, this is a day that reminds us that our soul, our life-force, is 'Akshay'. This day reminds us that no matter how many difficulties block our path, no matter how many disasters are wreaked upon us and no matter how many contagions have to be faced - the human spirit of fighting and battling them are inexhaustible. It is also believed that this is the day when the Pandavas got the Akshaya-Patra through the blessings of Lord Krishna and Lord Suryadev. Akshaya Patra was the mythical vessel which always remained replete with food! Our farmers are our Annadata or providers who work hard in adverse conditions, for the country, for all of us, imbued with this spirit. It is due to their hard work, that today the country has vast reserves of food grains for all of us and for the poor. On this day of Akshaya Tritiya, we should give a thought about the preservation of our environment, forests, rivers and the entire ecosystem, which play an important role in our lives. If we want to remain bestowed with ‘renewable’ resources then we must first ensure that our earth remains ever abundant. Did you know that this festival of Akshaya-Tritiya also provides us an occasion to realize the strength of charity - Power of giving! Whatever we give away wholeheartedly is what actually matters! It is not important what and how much we give. In this period of crisis, our small efforts can become a huge support for many people around us. Friends, this is a very holy day in Jain traditions as it happens to be an important day in the life of the first Tirthankara Lord Rishabhdev. The followers of Jainism celebrate it as a festival and hence it is quite easy to understand why on this day people like to initiate an auspicious project. Since today is the day to initiate something anew, cannot we all take a resolve to make our earth bountiful and imperishable through our efforts? Friends, today also marks the birth anniversary of Lord Basaveshwara. It has been my good fortune that I have had the opportunity to learn and connect with reminiscences of Lord Basaveshwara and his messages repeatedly. I extend many felicitations to all the followers of Lord Basaveshwara in our country and the world on his birth anniversary. Friends, the holy month of Ramazan too has begun. The last time when Ramazan was celebrated, no one had imagined that we would be facing such a huge predicament this time around. But, now that this trouble has come to plague the entire world, it gives us an opportunity to mark this Ramazan as an icon of restraint, goodwill, sensitivity and service. This time, we should pray more than ever before so that prior to the celebration of Eid the world is rid of Corona and we celebrate Eid with enthusiasm and gaiety like earlier times. I am confident that during these days of Ramazan, by adhering to the guidelines of the local administration, we will reinforce our fight against Corona. It is still very important to follow the rules of physical distancing in the streets, in the markets and in the mohallas or colonies. Today, I also express my gratitude to all those community leaders who are making people aware about the two yards distancing and not going out of the houses. In fact, Corona has changed the manner of celebrating festivals all over the world including India. It has changed the ways of their observance. Recently, we observed many festivals such as Bihu, Baisakhi, Puthandu, Vishu and Odia New Year. We saw how people celebrated these festivals staying indoors, with great simplicity while wishing well for society. In ordinary circumstances they used to celebrate these festivals with full zeal and enthusiasm with friends and families. people used to come out of the house and share joy. But this time, everyone observed restraint, following the rules of lockdown. We have seen that this time our Christian brethren too celebrated Easter within the confines of their homes. It is imperative at present to fulfill this responsibility of ours towards society and our nation. Only then will we be able to prevent the spread of corona… We will be able to defeat a pandemic like Corona. My dear countrymen, in the midst of this pandemic, as a member of your family, and all of you happen to be my family members, it is also my responsibility to touch upon certain points and offer some suggestions. To my countrymen, I urge, let us not at all get caught in the trap of over-confidence, let us not harbor a feeling that if corona has not yet reached our city, our village, our street or our office, it is not going to reach now. See! Never make such a mistake! The experience of the world is narrating a lot to us! And, here in our country we are always reminded again and again - 'Where caution has been lowered, the accident has happened!' Remember, our ancestors have guided us very well in dealing with such situations. Our ancestors have said – Agni: Shesham Rina: Shesham, Vyadhi: SheshamTathaivacha. Punah: Punah: Pravardheta, Tasmaat Shesham na Kaaryet || That is, Fire, Debt and Illness, if taken lightly, grow again at the first opportunity, assuming dangerous proportions- so it is important to treat them completely! Therefore, in overenthusiasm, there should be no negligence at the local level or elsewhere. We will always have to remain cautious. And, I will reiterate, “Maintain a distance of two yards and keep yourself healthy!” or "Do Gaz Doori, Bahut Hai Zaroori!". Wishing all of you the best of health, I conclude my thoughts. I also wish that when we meet during the next episode of Mann Ki Baat, may some news of escape from the clutches of this pandemic and mankind emerging out of this predicament greet us from all over the world! Thank you very much. May 04, 2020: Mr. Chairman, Excellencies, I thank His Excellency President Ilham Aliyev for organizing this virtual conference. To begin with I convey condolences to all those who have lost their loved ones due to Covid-19 across the world. Today, humanity faces its most serious crisis in many decades. At this time, the Non-Aligned Movement can help promote global solidarity. NAM has often been the world’s moral voice. To retain this role, NAM must remain inclusive. Excellencies, India accounts for one-sixth of humanity. We are a developing country and a free society. During this crisis, we have shown how democracy, discipline and decisiveness can come together to create a genuine people’s movement. India’s civilization sees the whole world as one family. As we care for our own citizens, we are also extending help to other countries. To counter COVID-19, we have promoted coordination in our immediate neighborhood. And, we are organizing online training to share India’s medical expertise with many others. India is regarded as a pharmacy of the world, especially for affordable medicines. Despite our own needs, we have ensured medical supplies to over 123 partner countries, including 59 members of NAM. We are active in global efforts to develop remedies and vaccines. India has the world’s oldest plant-based traditional medicine system. We have freely shared simple Ayurvedic home-remedies, to help people boost their natural immunity. Excellencies, Even as the world fights COVID-19, some people are busy spreading other deadly viruses. Such as terrorism. Such as fake news, and doctored videos to divide communities and countries. But today, I want to focus only on the positives. On what we as a Movement can do together to help the world fight this health crisis. Excellencies, COVID-19 has shown us the limitations of the existing international system. In the postCOVID world, we need a new template of globalization, based on fairness, equality, and humanity. We need international institutions that are more representative of today’s world. We need to promote human welfare, and not focus on economic growth alone. India has long championed such initiatives. Such as the International Day of Yoga, to improve physical and mental well-being of all humanity. Such as the International Solar Alliance, to help our planet heal from the disease of climate change. Such as the Coalition for Disaster Resilient Infrastructure, to protect ourselves against climate and disaster risks. Many countries organize military drills. But India has taken the initiative to organize disaster management drills in our region and beyond. Excellencies, NAM should call upon the international community and the W.H.O. to focus on building health-capacity in developing countries. We should ensure equitable, affordable and timely access to health products and technologies for all. We should develop a platform for all NAM countries, to pool our experiences, best practices, crisis-management protocols, research, and resources. Excellencies, In the founding spirit of our Movement, let us aim today to come together, not grow apart. Each of us can be safe from the pandemic only if we all are. Let us work as partners towards an inclusive and cooperative global response. Thank You. Thank you, Excellencies. May 07, 2020. Namaskar!!! A Very Happy Buddha Purnima, many happy Vesak celebrations to all of you and followers of Lord Buddha spread all over the world! It is my good fortune that on this sacred day, I meet you and seek blessings from all of you. I got many such opportunities on earlier occasions. I was a part of the celebrations with you in 2015 and 2018 in Delhi, and in 2017 in Colombo. However, the circumstances this time are quite different. So, we are unable to meet face to face. Friends, Lord Buddha saidमनो पुब्बं-गमा धम्मा, मनोसेट्ठा मनोमया, it means, Dhamma (or the religion exists in the mind, Mind is supreme. It leads all actions. It is the mind that connects me with you. That is why, the lack of physical presence is not so felt. It would be a great pleasure to be among you, but now the circumstances are not favorable. So, though remotely located, with the help of technology, we are getting an opportunity to interact with each other, and I should say that this is satisfying enough. Friends, International Buddhist organization deserve praise for organizing a virtual Vesak Buddha Purnima Day in these difficult circumstances of lockdown. Due to your innovative efforts, millions of followers from all over the world are joining each other in this event. Besides Lumbini, Bodh Gaya, Sarnath and Kushinagar, the integration of ceremonies taking place at Sri Anuradhapura Stupa and Vaskaduwa Temple in Sri Lanka, are really very beautiful. Online streaming of worship programs being held everywhere is in itself an amazing experience. You have pledged to celebrate this event as a prayer week for the frontline warriors from all over the world who are fighting the Corona global epidemic. I commend you for this compassionate initiative. I am fully confident that with such organized efforts, we will be able to get humanity out of this difficult challenge and reduce the troubles of the people. Friends, the message and resolve to remove the difficulty of every life have always shown direction to India's civilization, culture. Lord Buddha has further enriched this culture of India. Lord Buddha in his life’s after enlightenment also enriched the lives of many others as well. His message is not limited to any one circumstance, or to any one subject. For many centuries, before and after Siddhartha's birth, after the turning of Siddhartha into Gautama, the cycle of time continues to rotate taking us through many situations and circumstances. Time changed, the situation changed, the functioning of society changed, but the message of Lord Buddha has been continuously flowing in our lives. It was possible only because Buddha is not just a name, but also a sacred thought, a thought that beats in every human heart, guides humanity. Buddha is the limit to renunciation and penance. Buddha is synonymous with service and dedication. Buddha, with a strong will power, is the climax of social change. Buddha is the one who is devoted to perseverance, self-sacrificing, and spreading joy all over the world. And look at the good fortune of all of us, at this time we are seeing many people around us, who serve others, treat a patient, feed a poor person, clean a hospital, to maintain law and order on a road, they all working round the clock. In India, outside India, every such person deserves a salute, a tribute. Friends, at a time when there is turmoil in the world, many times the feeling of sadness, despair and frustration is seen very much, then the learning of Lord Buddha becomes even more relevant. He used to say that human beings should constantly strive to overcome difficult situations, get out of them. Getting tired and tired is not an option. Today, all of us are also constantly working together to get out of a difficult situation. Four truths told by Lord BuddhaMercy, Compassion, Non-Chalance either in happiness and sorrow, and accepting someone with its all virtues and faults- These truths continue to be the inspiration of the land of India. You are also seeing today that India is standing firmly in selflessness, without any distinction, with the person in distress, both in the country and throughout the world. Beyond the profit and loss, able and unable, for us this hour of crisis is to help others, as much as possible to forward the hand of help. This is the reason why many countries of the world have remembered India in this difficult time and India has left no stone upturned to reach every needy. Today, India is making every effort to save the life of every Indian, and is following its global obligations equally seriously. Friends, each and every word, each and every discourse of Lord Buddha reinforce India's commitment to serve humanity. The Buddha symbolizes both the Enlightenment of India and the Self-Realization of India. With this self-realization, India is and will continue to work for the benefit of the entire humanity, the whole world. India's progress will always be helpful in the progress of the world. Friends, both our scales and goals of success will change over time. However, the thing we always have to keep in mind is that our work should be done with continuous service. When there is compassion for others, compassion and a sense of service, these feelings make us so strong that you can overcome the biggest challenge. सुप्प बुद्धं पबुज्झन्ति, सदा गोतम सावका, that is, those who are engaged in the service of humanity at all times, day and night, are the true followers of Buddha. This spirit keeps illuminating our lives, keeps it moving. With these wishes I would like to thank all of you. In this difficult situation, take care of yourself, your family, and the country whichever you live in, protect yourself and help others as much as possible. May everyone's health be good, with this wish I end my speech. Thank you!! Sarv Mangalam!!! May 12, 2020. Greetings to fellow citizens, for over four months the global community has been in the fight against Corona virus. During this period more than 42 lakh people across the world have been infected with Corona. More than 2.75 Lakh people have died tragically. In India too, people have lost their near and dear ones. I express my heartfelt condolences to all. Friends, a virus has destroyed the world. Crores of people around the world are facing a crisis. World all over is engaged in a battle to save precious lives. We have never seen or heard of such a crisis. This crisis is unthinkable as well as unprecedented for mankind. However-getting exasperated, losing heart or getting shattered, is not acceptable to the mankind. We have to remain vigilant, closely monitor it, follow the rules of engagement in such a war, save ourselves and move ahead. Today, when the world is in crisis, we must strengthen our resolve. Our great resolve will help overcome this crisis. Friends, we have been hearing since the last century that the 21st century belongs to India. We have seen how the world was before Corona and the global systems in detail. Even after the infliction of the Corona crisis, we are constantly watching the situation as it unfolds across the globe. When we look at these two periods from India's perspective, it seems that the 21st century is the century for India. This is not our dream, rather a responsibility for all of us. But what should be its trajectory? The state of the world today teaches us that a (AtmaNirbhar Bharat) "Self-reliant India" is the only path .It is said in our scriptures - EshahPanthahThat is - self-sufficient India. Friends, As a nation today we stand at a very crucial juncture. Such a big disaster is a signal for India, it has brought a message and an opportunity. I will share my perspective with an example. When the Corona crisis started, there was not a single PPE kit made in India. The N-95 masks were produced in small quantity in India. Today we are in a situation to produce 2 lakh PPE and 2 lakh N-95 masks daily. We were able to do this because India turned this crisis into an opportunity. This vision of India - turning crisis into opportunity- is going to prove equally effective for our resolve of self-reliant India. Friends, Today the meaning of the word self-reliance has changed in the global scenario. The debate on Human Centric Globalization versus Economy Centralized Globalization is on. India's fundamental thinking provides a ray of hope to world. The culture and tradition of India speaks of self-reliance and the soul is VasudhaivaKutumbakam. India does not advocate self-centric arrangements when it comes to self-reliance. India's selfreliance is ingrained in the happiness, cooperation and peace of the world. This is the culture which believes in the welfare of the world, for all the living creatures and the one which considers the whole world as a family. Its premise is 'माता भूममिः पुत्रो अहम् पृमिव्यिः' - the culture that considers the earth to be the mother. And when the Bharat Bhumi, becomes self-sufficient, it ensures the possibility of a prosperous world. India's progress has always been integral to the progress of the world. India's goals and actions impact the global welfare. When India is free from open defecation, it has an impact on the image of the world. Be it TB, malnutrition, polio, India's campaigns have influenced the world. International Solar Alliance is India's gift against Global Warming. The initiative of International Yoga Day is India's gift to relieve stress. Indian medicines have given a fresh lease of life to the people in different parts of the world. These steps have brought laurels for India and it makes every Indian feel proud. The world is beginning to believe that India can do very well, so much good for the welfare of mankind can give. The question is - how? The answer to this question is – A Combined resolve of 130 crore citizens for a self-reliant India. Friends, We have a proud history of centuries. When India was prosperous, it was called the golden goose, it was prosperous, and then it always walked tall for the welfare of the world. Then the times changed, the country was caught in the chains of slavery, we longed for development. Today, when India is making rapid strides in its progress, it is still committed to the goal of global welfare. Remember, the Y2K crisis at the beginning of this century. Technology experts from India pulled the world out of that crisis. Today we have the resources, we have the power, and we have the best talent in the world. We will make the best products, will improve our quality further, make the supply chain more modern, we can do this and we will definitely do it. Friends, I had witnessed the Kutch earthquake. There was debris everywhere. Everything was destroyed. It seemed as if Kutch had fallen asleep wearing a sheet of death. In that situation no one could have imagined that the situation would ever change. However, Kutch stood up, Kutch started moving, Kutch moved. This is the grit and determination of we Indians. If we are determined then we can reach our goals and no path will be difficult. And today there is a will and there is a way. That is to make India self-reliant. Our combined resolve is so strong that India can become self-sufficient. Friends, this magnificent building of self-reliant India will stand on five Pillars. First Pillar is Economy, an economy that brings Quantum Jump rather than Incremental change. Second Pillar is Infrastructure, an infrastructure that became the identity of modern India. Third Pillar is Our System. A system that is driven by technology which can fulfill the dreams of the 21st century; a system not based on the policy of the past century. Fourth Pillar is Our Demography. Our Vibrant Demography is our strength in the world's largest democracy, our source of energy for self-reliant India. The fifth pillar is Demand. The cycle of demand and supply chain in our economy, is the strength that needs to be harnessed to its full potential. In order to increase demand in the country and to meet this demand, every stake-holder in our supply chain needs to be empowered. We will strengthen our supply chain, our supply system built up with the smell of the soil and the sweat of our laborer’s. Friends, amidst the Corona crisis, I am announcing today a special economic package with a new resolution. This economic package will serve as an important link in the 'AtmaNirbhar Bharat Abhiyan” (Self Reliant India Campaign)'. Friends, in the recent past economic announcements made by the government related to the Corona crisis, which were the decisions of the Reserve Bank. The economic package that is being announced today, if added, comes to around Rs. 20 lakh crores. This package is about 10 percent of India's GDP. With this various section of the country and those linked to economic system will get support and strength of 20 lakh crore rupees. This package will give a new impetus to the development journey of the country in 2020 and a new direction to the Self-reliant India campaign. In order to prove the resolve of a self-reliant India, Land, Labor, Liquidity and Laws all have been emphasized in this package. This economic package is for our cottage industry, home industry, our small-scale industry, our MSME, which is a source of livelihood for millions of people, which is the strong foundation of our resolve for a self-reliant India. This economic package is for that laborer of the country, for the farmers of the country who are working day and night for the countrymen in every situation, every season. This economic package is for the middle class of our country, which pays taxes honestly and contributes to the development of the country. This economic package is for Indian industries, which are determined to give a boost to the economic potential of India. Starting tomorrow, over the next few days, the Finance Minister will give you detailed information about this economic package inspired by the 'Self-reliant India campaign'. Friends, it is now imperative for the country to move forward with the commitment of Bold Reforms to create a self-reliant India. You have also experienced that as a result of the reforms over the past 6 years, today even in this time of crisis; India's systems have looked more efficient. Otherwise, who could have thought that the money sent by Government of India will reach directly in the pocket of the poor farmer! But it has happened. That also happened when all the government offices were closed; the means of transport were shut down. This was just a reform related to Janadhan-Aadhaar-Mobile-JAM's Trishakti, the effect of which we have just seen. Now the scope of the reforms has to be broadened, giving a new height. These reforms will be in the entire supply chain related to farming, so that the farmer is also empowered and will have minimal impact on agriculture in any other crisis like corona in future. These reforms will be for, rational tax system, simple and clear rules-of-law, good infrastructure, capable and competent human resources, and building strong financial system. These reforms will encourage business, attract investment and strengthen our resolve for Make in India. Friends, self-reliance is possible only through inner strength and self-belief. Self-reliance also prepares the country for a tough competition in the global supply chain. And today it is the need of the hour that India should play a big role in the global supply chain. Realizing this, many provisions have also been made in the economic package. This will increase the efficiency of all our sectors and also ensure quality. Friends, this crisis is so big, that the biggest systems have been shaken. However, under these circumstances, the country has also seen the resolve and restraint of our poor brothers and sisters, especially the street vendors, hawkers, laborer’s, those who are working in homes, they have done a lot of penance during this time, they have sacrificed a lot. Who would not have realized their absence? Now it is our duty to make them strong, to take some big steps for their financial requirements. Keeping this in mind, be it poor, laborer’s, migrant laborer’s, cattle rearers, be our fishermen, organized sector or unorganized sector, some important decisions will be announced in the economic package for every section. Friends, the Corona crisis has also explained to us the importance of Local manufacturing, Local market and Local supply chain. In times of crisis, this Local has fulfilled our demand, this Local has saved us. Local is not just the need, it is our responsibility also. Time has taught us that we must make the Local as a mantra of our life. The Global Brands you feel today were sometimes also very local like this. But when people started using them, started promoting them, branding them, proud of them, they became Global from Local Products. Therefore, from today every Indian has to become vocal for their local, not only to buy local products, but also to promote them proudly. I am confident that our country can do this. Your efforts have increased my reverence for you every time. I recollect one thing with pride. When I requested you and the nation to buy Khadi and said it will be a great support to our handloom workers. Today, the demand and sales of both Khadi and handloom have reached record levels in a very short time. Not only that, you also made it a big brand. It was a very small effort, but the result was very good. Friends, experts and scientists have pointed out that Corona will remain a part of our lives for a long time. But at the same time, we cannot allow this to happen that our lives will be confined only around the corona. We would wear masks, follow two yards distance and pursue our goals. Therefore, the fourth phase of lockdown, lockdown 4, will be completely redesigned, with new rules. Based on the suggestions we are getting from the states, information related to Lockdown 4 will also be given to you before 18 May. I am confident that by following the rules, we will fight Corona and move forward. Friends, in our culture, it is said 'सववम् आत्म वशं सुखम्' i.e., what is in our control, is happiness. Self-reliance leads to happiness, satisfaction and empowerment. Our responsibility to make the 21st century, the century of India, will be fulfilled by the pledge of self-reliant India. This responsibility will only get energy from the life force of 130 crore citizens. This era of self-reliant India will be a new vow for every Indian as well as a new festival. Now we have to move forward with a new resolve and determination. When ethics are filled with duty, the culmination of diligence, the capital of skills, then who can stop India from becoming self-reliant? We can make India a self-reliant nation. We will make India selfreliant. With this resolve, with this belief, I wish you the very best. May 31, 2020. My dear countrymen, Namaskar! Our Mann ki Baat too has not remained untouched by the effect of Corona. The last time I spoke to you through ‘Mann Ki Baat' , passenger train services, busses and flights had come to a standstill. This time around much has resumedShramik special trains are operational; other special trains too have begun. With utmost precautions, flights have resumed; industry too is returning to normalcy; thus, opening up a major segment of the economy. In such a scenario, we need to be even more alert and careful. Whether it’s the mandatory two yards distancing, wearing face masks or staying at home to the best extent possible, there should be no laxity on our part in complete adherence. The battle against Corona is being fiercely waged in the country through collective efforts. When we glance at the world, we can actually experience the magnitude of the achievements of the people of India. Our population itself is many times that of most countries. The challenges facing the country too are of a different kind, yet Corona did not spread as fast as it did in other countries of the world. The mortality rate of corona too is a lot less in our country. All of us deeply regret the loss that we had to undergo. But whatever we have been able to save is a result of the collective resolve of the country. In a country as big as ours, everyone is determined to put up a fight; the entire campaign is people driven. Friends, in this fight, besides the resolve of our countrymen, the other biggest strength is their spirit of service. In fact, during this pandemic, we the people of India have visibly proved that the notion of service and sacrifice is not just our ideal; it is a way of life in India. We are familiar with the dictum- Sewa Paramo Dharmah; service is a joy in itself…. service is a satisfaction in itself. You must have observed that a person devoted to the service of others never suffers from any kind of depression or tension. Every moment of his life and attitude towards life exudes immense self-confidence, positivity and vivacity. Friends, I have often referred to the spirit of service on part of our doctors, nursing staff, sanitation workers, police personnel and media persons. I have touched upon this in ‘Mann Ki Baat' too. There are innumerable people who are willing to give their all in the service of others. One such gentleman is K.C. Mohan of Tamil Nadu. Shri Mohan ji runs a salon in Madurai. Through sheer hard work, he had saved five lakh rupees for his daughter's education. But he spent the entire amount in the service of the needy and the underprivileged in these difficult times. Similarly, Gautam Das ji of Agartala whose only means of sustenance is plying a handcart is feeding the needy by buying rice and pulses out of savings from his daily earnings. I have come to know of a similar example from Pathankot, Punjab. Divyang Raju through a small investment raised with help from others got over three thousand masks made and distributed them. In these difficult times, Brother Raju has arranged for feeding of around a hundred families. Numerous stories of perseverance of women's self-help groups are coming to the fore from all corners of the country. In villages and small towns, our sisters and daughters are making thousands of masks on a daily basis. Many social organizations too are helping them in this endeavor. Friends, one is getting to see and hear of many such examples day by day. There are many people who are conveying their efforts to me through the NAMO app and other media. Many a time, on account of paucity of time I am unable to name a lot of people, organizations and institutions. I appreciate all such people who are helping others with a spirit of service…. I respect them and express my gratitude to them from the core of my heart. My dear countrymen, one more thing that has touched my heart is innovation at this moment of crisis. A multitude of countrymen from villages and cities, from small scale traders to start ups, our labs are devising even new ways of fighting against Corona; with novel innovations. The example of Rajendra Yadav of Nasik is very interesting. Rajendra ji is a farmer from Satna village in Nasik. To protect his village from the spread of Corona, he has devised a sanitization machine attached to his tractor and this innovation is performing very effectively. Similarly, I was observing numerous photographs on social media. Many shopkeepers in order to adhere to the two-yard distancing have installed big pipe lines in their shops. Merchandise is released from one end and collected at the other end by the customer. Meanwhile teachers and students have come together with myriad innovations in the field of education. Online classes, video classes are being innovated in different ways. Work being done in our labs on Corona vaccine is being keenly observed by the world and we are hopeful too. In order to change circumstances, besides resolve, a lot depends on innovation too. The journey of the human race, spanning thousands of years has reached this modern phase on account of continuous innovation. Thus, these special innovations form the firm basis of our victory over the pandemic. Friends, the path of our fight against Corona goes a long way. It is a calamity, a scourge that does not have an antidote in the entire world; there is no prior experience on that. Amid this scenario, we are facing newer challenges and consequent hardships. This is the situation of every Corona affected country in the world- India is no exception. There is no stratum in our country unaffected by the difficulties caused by the affliction-the most gravely affected by the crisis are the underprivileged laborer’s and workers. Their agony, their pain, their ordeal cannot be expressed in words. Who amongst us cannot understand and feel what they and their families are going through! All of us are trying to share their distress; the torment…. the entire country is doing that. Our railway personnel are at it day and night. From the center, states, to local governance bodies, everybody is toiling around the clock. The way our railway men are relentlessly engaged, they too are front line Corona Warriors. Safely transporting lakhs of laborer’s in trains and busses, caring for their food, arranging for their quarantine in every district, testing, checkup and treatment is an ongoing process on a very large scale. But friends, the current scenario that we are witnessing is an eye opener to happenings in the past to the country; it is also an opportunity for scrutiny and lessons for the future. Today, the distress our workforce is undergoing is representative of that of the country’s eastern region. The very region which possesses the capacity to be the country’s growth engine, whose workforce possesses the capability and the might to take the country to greater heights…the eastern region needs development. It is only the development of the eastern region that can lead to a balanced economic development of the country. Ever since the country offered me the opportunity to serve, we have accorded priority to the development of eastern India. In the last few years, much has been done in this direction which gives me inner satisfaction. And now, considering the migrant laborer’s, the need of the hour is devising a new solution - paradigm…. we are ceaselessly taking steps in that direction. For example, at places skill mapping of laborer’s is being carried out; at other places startups are engaged in doing the same…the establishment of a migration commission is being deliberated upon. Besides that, recent decisions taken by the Central government have opened up vast possibilities of village employment, self-employment and small-scale industry. The objective of these decisions is finding solutions to the situation, for the sake of a self-reliant India. Had our villages, towns, districts and states been self-reliant, problems facing us would not have been of such a magnitude as is evident today. But moving from darkness toward light is a human trait. Amidst multiple challenges, it gives me joy to see extensive deliberation in the country on Aatmnirbhar Bharat, a self-reliant India. People now have begun to take it as a movement of their own. Our countrymen are picking up the reins of leadership of this mission in their own hands. Many people have mentioned the fact that they have made complete lists of the products being manufactured in their vicinity. These people are now buying only these local products, promoting “Vocal for Local”. In order to encourage “Make in India” everyone is expressing one’s own resolve. One of our friends from Bihar, Shriman Himanshu has written to me on the Namo App that he dreams of the day when India reduces imports to the bare minimum…be it the import of Petrol, Diesel, fuels, electronic items, urea or even edible oils. I understand his sentiments. There are many products that find their way into the country from outside resulting in wasteful expenditure on part of the honest Tax payers. Their substitutes can easily be manufactured in India. Sudeep from Assam has written to me that he trades in local bamboo products crafted by women. He has decided that in the next two years, he will transform his bamboo products into a global brand. I firmly believe that the Atmanirbhar Bharat campaign will take the country to greater heights in this decade. My dear countrymen, during the ongoing Corona crisis, I spoke to many world leaders. I would like to share a secret today- I’ve observed that during deliberations between world leaders; a lot of interest is evinced in Yog and Ayurved could be of help in this calamitous period of Corona. Friends, 'International Yoga Day' is arriving soon. As 'Yoga' is getting integrated with people's lives, the awareness about their health, is also continuously on the rise among them. During the present Corona pandemic, it is being observed from Hollywood to Haridwar that, while staying at home, people are paying serious attention to 'Yoga'. People everywhere want to know more about 'Yoga' and along with its 'Ayurveda' and adopt it as a way of life. Many people, who have never practiced yoga, have either joined online yoga classes or are also learning yoga through online videos. Truly, 'Yoga' is good for community, immunity and unity! Friends, during the present Corona pandemic, Yoga becomes all the more important, because this virus affects our respiratory system maximally. In yoga, there are many types of Pranayama that strengthen the respiratory system; the beneficial effects of which we have been witnessing for long. These are time tested techniques, which have their own distinct significance. Most people will be familiar with 'Kapalbhati' and 'Anulom-VilomPranayam'. But there are many other forms of Pranayamas like 'Bhastrika', 'Sheetali', 'Bhramari' etc, which also have many benefits. By the way, the Ministry of AYUSH has also done a unique experiment this time to increase the practice of yoga in your life. The Ministry of AYUSH has started its International Video Blog competition entitled 'My Life, My Yoga'. Not only Indians, but people from all over the world can participate in this competition. To participate in this International Video Blog competition, you will have to make a threeminute video and upload it. In this video, you have to show performing Yoga, or Asana, that you usually do and also tell about the changes that have taken place in your life through yoga. I request all of you too participate in this competition, and through this novel way, be a part of the International Yoga Day also. Friends, in our country, for decades, crores of impoverished citizens have been living their lives engulfed by the constant concern- what will happen if they fall ill….to seek medical treatment or worry about earning bread for the family? Realizing this distress, the 'Ayushman Bharat' scheme was launched about one and a half years ago to ameliorate this constant worry. A few days ago, the number of beneficiaries of 'Ayushman Bharat' scheme crossed over one crore. More than one crore patients implies that more than one crore families of our country have been served. Do you know what more than one crore patients means? It means the cumulative population of two Norway’s and two Singapore’s have been provided free treatment in such a short time. If the poor had to pay for the treatment post hospitalization, had they not received free treatment, according to a rough estimate, more than rupees 14 thousand crores would have been required to be paid out of their own pockets. The 'Ayushman Bharat' scheme has saved spending this huge amount of money belonging to the poor. I congratulate not only the beneficiaries of 'Ayushman Bharat' but also all the doctors, nurses and medical staff who treated patients under this scheme. An important feature with the 'Ayushman Bharat' scheme is its portability facility. This portability of the scheme has also helped to paint the country in the color of unity, which means, an underprivileged person from Bihar will get the same medical facility in Karnataka, which he would have got in his home state. Similarly, if a deprived person from Maharashtra is in need of medical treatment then he would get the same treatment facility in Tamil Nadu. Due to this scheme, the underprivileged in any area where the system of health is weak are able to seek the best medical treatment in any corner of the country. Friends, you will be surprised to know that 80 percent of the one crore beneficiaries hail from the rural areas of the nation. About 50 percent of these beneficiaries are our mothers and sisters and daughters. And most of these beneficiaries were suffering from diseases which could not be treated with standard medicines. Of these, 70 percent people have had surgical intervention. You can guess how these people have got rid of their trouble. Kelansang, a six-year-old child in Chura-Chandpur, Manipur, has also got a new lease of life from the Ayushman scheme. Kelansang suffered from severe brain disease at such a tender age. Kelansang’s father, a daily wage laborer, and the mother working as a weaver faced a situation where it was becoming very difficult to seek treatment for their child. But due to the 'Ayushman Bharat' scheme now, their son received free treatment. Amurtha Valli of Puducherry had a similar experience. For her also, 'Ayushman Bharat' scheme appeared as a saviour! Amurtha Valli's husband had tragically died of a heart attack. Her 27-year-old son Jeeva also had heart disease and Doctors had suggested surgery for Jeeva, but, for Jeeva, a daily wage laborer, it was near impossible to get such a large operation done on his own earnings. However, Amurtha Valli registered her son in the 'Ayushman Bharat' scheme, and nine days later son Jeeva had heart surgery performed on him. Friends, I have only narrated a meagre three to four incidents but then there are more than one crore stories linked with 'Ayushman Bharat'. These stories are of live people and of our own families who have been salvaged from suffering. I request you, whenever you get time, you must definitely converse with a person who has benefitted from his treatment under the 'Ayushman Bharat' scheme. You will see that when a under privileged steps out of the circle of the disease, you can witness in him a new vigor to combat poverty. And I want to tell the honest Tax payer of our country that the credit for happiness and satisfaction derived by the beneficiaries treated free under the 'Ayushman Bharat'scheme makes you the rightful stakeholder of the benefic deed, our honest tax payer also deserves the Punya, the fruit of this altruistic deed. My dear countrymen, on one hand we are busy combating the Corona pandemic whereas on the other hand, we were recently confronted with natural calamity in certain parts of Eastern India. During the last few weeks, we have seen the havoc wreaked by Super Cyclone Amfan in West Bengal and Odisha. Many houses were razed by the storm. Farmers also suffered heavy losses. I went to take stock of the situation last week to Odisha and West Bengal. The courage and bravery with which the people of West Bengal andOdisha have faced the ordeal is commendable. In this hour of crisis, the country also stands in unison with the people of these two states in every manner whatsoever! Friends, on the one side where Eastern India is facing cyclonic calamity; on the other many parts of the country have been affected by locust attacks. These attacks again remind us of the great damage this small creature can inflict! The locust attack lasts for several days and affects a large area. Be it at the level of the Government of India, State Government, Agriculture Department or Administration, all are involved using modern techniques to not only help the farmers but also lessen the loss accruing due to this crisis. And attention is being paid to new inventions, and I am sure that together not only will we be able to battle out this crisis that is looming on our agricultural sector, but also manage to salvage our crops. My dear countrymen, a few days later, on 5thJune, the entire world will celebrate ‘World Environment Day'. The theme for this year's 'World Environment Day' is Bio Diversity. This theme is especially pertinent in the current circumstances. During Lockdown in the last few weeks the pace of life may have slowed down a bit but it has also given us an opportunity to introspect upon the rich diversity of nature or biodiversity around us. Much of the avian fauna had sort of disappeared due to sound and air pollution, and now after years people can once again listen to their melodic chirping in their homes. There are also reports from many places of uninhibited behavioral patterns of animals. You must have read and seen these clips in social media just like I have. Many people are commenting, writing and sharing pictures that they are now able to see the hills far away from their homes, are able to see the sparkle of distant lights. By gazing at these pictures, a pledge must have arisen in the hearts of many of us – can we preserve scenes like this forever? These images have also inspired people to do something for nature. For ensuring that the rivers remain clean, animals and birds have the right to live freely and the sky remains pollution free, we must derive inspiration to live life in harmony with nature. My dear countrymen, we repeatedly hear the refrain that 'Water is life! If there is water there is a tomorrow', but we have a responsibility towards water as well. We have to save Rain water. Every drop has to be saved! How do we save rain water in each and every village? The traditional conservation methods are in the form of very simple remedies, and employing these we can tap the water. If the water is retained for five days or a week, not only will it quench the thirst of mother earth, it will seep into the ground, and the same percolated water will become endowed with the power of life and therefore, in this rainy season, all of us should strive to save water, conserve water. My dear countrymen, a clean environment is directly an integral part of our lives, and of our children's future too. Therefore, we have to ponder over this issue on individual level as well. I request you to serve nature on this 'Environment Day' by planting some trees and making some resolutions so that we can forge a daily relationship with nature. Yes! Summer is on the rise, so do not forget to facilitate water for the birds. Friends, all of us also have to bear in mind that after such austere penance, and after so many hardships, the country’s deft handling of the situation should not go in vain. We must not let this fight weaken. Becoming careless or lackadaisical cannot be an option. The fight against Corona is still equally serious! You, your family, may still face grave danger from Corona. We have to save the life of every human being, therefore, distancing of two yards, face masks and washing of hands are all those precautions that are to be meticulously followed in the same manner as we have been observing them so far. I am sure that you will take these precautions for yourself, your loved ones and for your country. With this assurance, my best wishes for your good health. We will meet in another episode of ‘Mann Ki Bat' next month with many new topics. Thank you!!
