Our Preferred Practices are in place to provide guidance and ensure quality execution of projects. 1 2 3 Documentation Project Stakeholder Contact Info Names/Titles/Responsibilities Email and Phone Numbers Required Project Information o Scope o Schedule of Work o JHA (Job Hazard Analysis) o Outage Switching Documents o BOM (Bill of Material) o Drawings (Demo and Construction) o Relay Settings o Testing and Commissioning Matrix Factory Acceptance Test Deliverables o Blocked Equipment for Construction and Testing o Apparatus Test Results/Reports in accordance with customer guidelines o Relay Test Results/Reports in accordance with customer guidelines o P & C Equipment tested and verified as operational to customer specifications o Sign Off Sheets accurately completed o Turnover package including F/C Prints, relay settings files, and test reports submitted to the proper people Tasks 1 Primary Blocking and Switching Review 2 Secondary Blocking o Review switching with permit holder to ensure blocking is adequate for project o Review blocking points with fellow JET employees to ensure understanding of project boundaries o Blocking to be reviewed by person performing work and peer check o Adequate barriers and flagging in Joseph Boyce 3 Equipment Review/Physical Inspection 4 Circuit Point-To-Point Checks 5 Relay Testing 6 Apparatus Testing 7 Current and Potential Circuits 8 P & C Testing 9 Test Result Turnovers place Sufficient egress to equipment AC/DC Sources Isolated Stored energy released PPE as Required Compare relay panel’s to “front view” and “rear view” drawings o Compare Nameplates and markers to provided nameplate drawings and designation letters o Verify Equipment is installed correctly, orientation, phasing etc. o Verify Proper Manual operation of equipment (High Voltage Switches, Push Buttons, Control Handles, Tap Changers, Etc.) o Verify CT Tap Ratios o Use Schematics/Elementary Drawings for progress tracking and circuit accuracy o Initial and date completed drawings/circuits o Prior to circuit energization check circuit for shorts and grounds at load side of breakers or fuse blocks o Compare Current and Potential Settings to Drawings o Set relay with provided settings files o Test relay with provide test file or in accordance with utility guidelines o Verify Logic/Inputs/Outputs o Test Apparatus in accordance with provided specifications from utility, in the absence of specifications default to manufacturer and NETA specs o Perform Secondary Injection on CT and PT circuits o Perform Primary Injection Test on Line and Bus equipment o Perform Generator Through Fault Test on Transformers and new Transformer Breakers o Utilize Provided Testing Matrix or Written Test Plan for Op Checks and Trip Test o Submit Test Results to Proper Authority (written and/or electronic as required) o Fill out appropriate sign-off sheets o o o o o o Communicate Test Results and/or Test Joseph Boyce Result Location on a shared drive 10 Field Corrected Drawings o Following Utility Guidelines generate a set F/C prints for engineering o Document drawings submitted for future reference Joseph Boyce
