Working Paper (WP)
What is a WP?
• Rough draft of your draft resolution
• Typically written on the first day night / second day morning
• 2-5 sponsors
• Usually no signatories necessary
• 3-5 pages in length (varies by chair)
Procedure
• Day 1 / 2: Write WP
• Day 2:
• Present WP – Presentation + Q&A
• Merge WPs  Draft resolution
• *There will be many UMCs on this day
Components of a WP
• Header
• Committee
• Topic
• Sponsors
• Preambles
• Don’t write too many – spend your time
• Overview / general statements
• Operative clauses
• Use sections!
• Rudimentary solution outlines
• It is one single sentence

Q&A
• Same bloc
• Ask questions that build on their presentation
• Give them a chance to elaborate on parts they didn’t get to during the
presentation
• “What does XYZ mean?”
• “You mentioned XYZ, could you elaborate on that?”
• Different bloc
• Question their solutions / rebut them / point out flaws
• “Is XYZ feasible?”
• Let’s try – think of a question in response to the sample WP
WP Practice (15 min)
• Write a WP together (split into two groups)
• Every person write at least:
• 1 preambles
• 3 operative clauses
• The WP should contain at least:
• A complete header
• 3 preambles
• 2 sections
• Present. Think of a question to ask each other.
• Propose a MC to discuss WP.
What is a DR?
• Your final solution document
• Around 10 pages long
• Sponsors + Signatories
• Supermajority necessary to pass
• Vote on the first DR presented
Amendments
• Friendly – from bloc members
• Unfriendly – from non-bloc members

• Scenario:
• The lack of sanitation means people need to walk long distances to access
clean water. This renders women and young girls vulnerable to sexual
harassment during their travel. How can we respond to this situation?
