What’s the difference between and Independent Logistics Assessment (ILA) and a PostInitial Operational Capability (IOC) Sustainment Review? Besides the obvious terminology differences and the focus on different phases of a weapon system’s life cycle, the two are also governed by different statutes, policy and guidance. Let’s start with what we know to be true. 10 USC 2337a: Assessment, Management, and Control of Operating and Support Costs https://www.dau.edu/training/career-development/logistics/blog/ILAs-and-Sustainment-Re... 6/15/2020 DAU News - ILAs and Post-IOC Sustainment Reviews: A Study in Contrasts Page 2 of 5 for Major Weapon Systems (https://uscode.house.gov/view.xhtml? Designing for supportability with an eye clearly focused on affordability. This requirement is established in DoD and Service policies and guidance, including: • Department of Defense: ◦ DoD Instruction 5000.02, Enclosure 6, Para 5.b (https://www.esd.whs.mil/Portals/54/Documents/DD/issuances/dodi/500002p.pdf? ver=2019-10-25-134150-283) ◦ DoD Logistics Assessment Guidebook (https://shortcut.dau.edu/JST/laguidebook) • Army: ◦ AR 700-127 Integrated Product Support, Para 12-5 ◦ DA PAM 700-28 Independent Logistics Assessments • Navy/USMC: ◦ SECNAV INSTRUCTION 4105.1D Independent Logistics Assessment and Certification Requirements ◦ NAVSO P-3692 Independent Logistics Assessment Handbook • Air Force: ◦ AFI 63-101/20-101 Integrated Life Cycle Management, Para 7-9 • Coast Guard: ◦ COMDTINST M4105.14, Chapter 3H and Appendix C DAU also offers several related learning assets, including: • LOG 340 Life Cycle Product Support (Lesson 7) (https://icatalog.dau.edu/onlinecatalog/courses.aspx?crs_id=1792) • CLL 020 Independent Logistics Assessments (ILA) (https://icatalog.dau.edu/onlinecatalog/courses.aspx?crs_id=287) • Logistics Assessment Guidebook (part of Product Support Guidebook Suite) (/tools/p/integrated-Product-Support-Guidebook-Suite) https://www.dau.edu/training/career-development/logistics/blog/ILAs-and-Sustainment-Re... 6/15/2020 DAU News - ILAs and Post-IOC Sustainment Reviews: A Study in Contrasts Page 3 of 5 • ILA ACQuipedia Article (/acquipedia/pages/articledetails.aspx#!549) OPERATING STATUS MENU (/) RESTRICTED (HTTPS://WWW.DAU.EDU/PAGES/OPERATINGSTATUS.ASPX) (/training/p/apply Additionally, 10 USC 2441 Sustainment Reviews (https://uscode.house.gov/view.xhtml? hl=false&edition=prelim&req=granuleid:USC-prelim-title10Apply for a Course (/training/p/apply-for-a-course) Course Login (https://dau.csod.com) section2441&f=treesort&num=0&saved=%7cMjMzNw%3D%3D%7cdHJlZXNvcnQ%3D% Class Locator (/_layouts/15/classlocator/classlocator.aspx) 7cdHJ1ZQ%3D%3D%7c4%7ctrue%7cprelim) complements 10 USC 2337a goes on to establish a requirement for the Secretary of each military department to “… conduct a sustainment review of each major weapon system not later than five years after declaration of initial operational capability of a major defense acquisition program and throughout the life cycle of the weapon system to assess the product support strategy, performance, and operation and support costs of the weapon system.” These post-Initial Operational Capability (IOC) sustainment reviews have a different focus than the integrated product support development we assess using ILAs during system design, development, and fielding. Once the system is in the field or the fleet, this statute requires athat sustainment reviews “…include the following elements: • An independent cost estimate for the remainder of the life cycle of the program. • A comparison of actual costs to the amount of funds budgeted and appropriated in the previous five years, and if funding shortfalls exist, an explanation of the implications on equipment availability. • A comparison between the assumed and achieved system reliabilities. • An analysis of the most cost-effective source of repairs and maintenance. • An evaluation of the cost of consumables and depot-level repairables. • An evaluation of the costs of information technology, networks, computer hardware, and software maintenance and upgrades. • As applicable, an assessment of the actual fuel efficiencies compared to the projected fuel efficiencies as demonstrated in tests or operations. • As applicable, a comparison of actual manpower requirements to previous estimates. • An analysis of whether accurate and complete data are being reported in the cost systems of the military department concerned, and if deficiencies exist, a plan to update the data and ensure accurate and complete data are submitted in the future.
