SYMPTOMS
Oracle Workflow Builder 2.6.3.5 using Patch 6970344 in Windows 10 - 64 bit cannot be installed.
Using paramFile: C:\OWF_Clt_2635_WINNT\wfclient2635\install\oraparam.ini
Checking installer requirements...
Checking operating system version: must be 4.0, 5.0, 5.1 or 5.2. Actual 5.1 Passed
Checking monitor: must be configured to display at least 256 colors. Actual 4294967296 Passed
Checking swap space: must be greater than 1535 MB. Actual 1937207140MB Passed
All installer requirements met.
It reflects everything passed, but the workflow builder installation UI is not opening.

After unzipping the patch , Go to the directory 'Disk1\install\win32' in the installation folder
Right click on 'Setup.exe' and click on properties
Go to the Compatibility tab and select checkbox 'Run this program in compatibility mode for' and select Window
Run the 'Setup.exe' and installer is still not launched
click on 'Run compatibility troubleshooter' and select 'Try recommended settings'
Click on 'Test the program' and once it is success you can click on Next installer still does not launch
CHANGES
CAUSE
Bug 28095138 Version of JDK was too current for the builder to launch.
OR
On the PC McAfee Endpoint Security is enabled and is blocking the Installer from launching.

SOLUTION
1. First try Download & install JDK/JRE 1.4.2 from Oracle site for Windows 64-bit
2. Launch the setup.exe using the following command:
# setup.exe -jreLoc <jdk_1.4.2_install_dir>
3. Re-test.
1. If Still an issue see if there is Virus Detection software on the PC blocking the install.
2. Open the McAfee Endpoint Security on the PC
3. . Disable the following:
