TOPIC: PROPOSED MUNICIPAL RESOLUTION NO. 34-2018 – “KAHILINGAN PARA SA
AKREDITASYON NG KONSEHONG PAMBAYAN PARA SA KABABAIHAN NG
CALUMPIT (KPKC), INC. BILANG PO/NGO NG BAYAN NG CALUMPIT, BULACAN.”

The Committee on Rules attended by: Hon. Leonardo B. Mendoza II- Chairman of
the committee and Members. Conducted last February 28, 2018 at the
Sangguniang Bayan Session Hall of Calumpit, Bulacan
FINDINGS AND RECOMMENDATION:
The hereunder proposed resolution was formulated after the hearing
preliminary research, consisting of establishing facts about the findings, the
problems, the prevailing policy, terms and other related information.
PROPOSED MUNICIPAL RESOLUTION NO. 34-2018 – “KAHILINGAN PARA SA
AKREDITASYON NG KONSEHONG PAMBAYAN PARA SA KABABAIHAN NG
CALUMPIT (KPKC), INC. BILANG PO/NGO NG BAYAN NG CALUMPIT, BULACAN.”
THAT, within Thirty (30) days from the organization of the newly elected
Sanggunian, each Sanggunian concerned shall call all community-based
people’s organization or NGO’s including business and professional groups and
other similar aggrupation’s to apply with the LGU concerned for membership in
the local special bodies, (Rules XIII, Art. 64 of Rules and Regulations Implementing
the LGC of 1991);
THAT, the Sanggunian shall ipso facto, accredit the NGO’s and PO’s that
can meet and comply with all the administrative requirements enumerated in
DILG Memorandum Circular No. 2016-97 dated July 19, 2016;
THAT, the Committee on Rules in the Sangguniang Bayan shall scrutinize the
papers of the PO’s and NGO’s in order to find out whether these NGO’s and PO’s
are qualified for accreditation and membership in the Local special bodies;
THAT, the term of office of a selected representative of PO’s and NGO’s in
the Special Bodies shall be co-terminous with that of the Local Chief Executive
concerned;
THAT, the KONSEHONG PAMBAYAN PARA SA KABABAIHAN NG CALUMPIT
(KPKC), INC., with an office address Women and Children Crisis Center, Balungao,

Calumpit, Bulacan, serve their request for the accreditation of their organization
as NGO/People’s Organization (PO);
THAT, the organization with SEC Registration No. CN201727666 and have
“Juridical Personality” as a corporation, is not allowed to make activities of trading
and business, but instead they will serve for the welfare of the community;
THAT, all the NGO’s and PO’s been accredited by the Sangguniang Bayan,
shall be called by the DILG Officer to determine its membership to particular
special body;
THAT, after careful review of the working committee, the said organization
which applied for accreditation has satisfactorily met all the following
requirements:
a. Certificate of Registration
b. Article of Incorporation
c. Mission/Vision
d. List of Project Implemented
e. List of Members & Officers
f. Financial Statement
THEREFORE, it is recommended that the KONSEHONG PAMBAYAN PARA SA
KABABAIHAN NG CALUMPIT (KPKC), INC., will be approved and issued a
Certificate of Accreditation by the Sanggunian Bayan.
RECOMMENDATIONS:
1. Recommends that the committee report be accepted by the Body.
2. Recommends that the proposed resolution “KAHILINGAN PARA SA
AKREDITASYON NG KONSEHONG PAMBAYAN PARA SA KABABAIHAN NG
CALUMPIT (KPKC), INC. BILANG PO/NGO NG BAYAN NG CALUMPIT,
BULACAN.” be approved for second and final reading.
