Vehicle counts may involve a number of sites that are part of a section of road network. The verification of data may include traffic flows between intersections and/or across lanes, directional split, directional flows, sample size, format, and summary results report. All pre-qualified contractors in this category will be required to participate in regular reviews of performance in relation to the performance assessment criteria for traffic data collection. Standard Eligibility Criteria To be eligible a Company must demonstrate: a) Personnel • Experienced in the area of competency described for the pre-qualification level; • Availability of experienced Works Supervisors; • Capability to manage data collection surveys sometimes of a complex nature. b) Company • Previous relevant experience and satisfactory performance in the area of competency described in the pre-qualification level and as otherwise specified; • evidence that the company is registered as an employer for the purposes of the Accident Compensation Act 1985; • understanding of the VicRoads - RIS Department survey requirements; • the ability to provide summaries of the statistics collected for each survey; • possession of office hardware and software for analysis and supply of results; • the ability to provide data in an electronic format as defined in the technical specification; • ability to provide accurate, validated data for surveys conducted; • possession of adequate validation procedures for all survey levels; • possession of adequate field equipment to perform surveys • capability to prepare and implement traffic management plans; • Quality and OH&S management systems certified as meeting VicRoads requirements. Levels: Curve Studies (CCS) Area of Competency This level of pre-qualification is required for a Company to undertake curve studies. To be eligible a Company must demonstrate: The standard eligibility criteria as above. Classification Counts (CCC) Area of Competency This level of pre-qualification is required for a Company to undertake total traffic volume counts and vehicle speed and length classification counts, broken down by direction and lane using portable counting equipment. The data collection periods typically covers 1 to 2 weeks of continuous recording. Automatic vehicle classification may involve a series of linked sites counted by lane and direction involving collection and verification of data to meet the requirements of a specification. To be eligible a Company must demonstrate: • The standard eligibility criteria as above and capability to perform classification counts at single locations/lanes and networks of multiple locations with complex layouts/lanes; • type of counters required to conduct surveys. Version 5.2 20/01/2009 Page 3 of 8 VicRoads Pre-qualification Scheme - Eligibility Criteria Group: TRAFFIC MANAGEMENT SERVICES (Contract) Category: TRAFFIC DATA COLLECTION continued Levels: Travel Time Counts (CTT) Area of Competency This level of pre-qualification is required for a Company to undertake a stop line to stop line travel time and distance recording survey and the recording of events such as delays, queues, parked vehicles etc. Validation of data e.g. ARRB style format, distance and time recording, node to node, provision of a node detail report, and summary results report. To be eligible a Company must demonstrate: • The standard eligibility criteria as above and • ability to coordinate and manage travel time survey teams; • ability to survey multiple routes (three+); • capability to perform additional non-standard requirements, eg parking, kerb lane runs; • ability to carry out accurate and reliable travel time surveys; • use of instrumented vehicles or other electronic or manual data recording equipment. • ability to perform floating car method of collection or • ability to perform public transport surveys. Turning Movements (CTM) Area of Competency This level of pre-qualification is required for a Company to perform turning movement counts at either individual intersections or a network of intersections requiring turning movement counts involving the co-ordination of data collection, and data verification. To be eligible a Company must demonstrate: • The standard eligibility criteria as above capability to perform turning movement counts at single locations and networks of multiple locations with complex layouts/lanes. Observational Surveys (COS) Area of Competency This level of pre-qualification is required for a Company to perform observational (manual) surveys at either individual or a network of sites. Manual classification counts may be required involving the co-ordination of data collection, and data verification. To be eligible a Company must demonstrate: • The standard eligibility criteria as above Speed Surveys (CSS) Area of Competency This level of pre-qualification is required for a Company to conduct speed study surveys involving the collection and verification of data using either laser or radar technology. To be eligible a Company must demonstrate: • The standard eligibility criteria as above Version 5.2 20/01/2009 Page 4 of 8 VicRoads Pre-qualification Scheme - Eligibility Criteria Group: TRAFFIC MANAGEMENT SERVICES (Contract) Category: TRAFFIC CONTROL SYSTEMS INSTALLATION & MAINTENANCE This category of pre-qualification incorporates works associated with the installation and maintenance of traffic control systems including public lighting and may involve extensive traffic management. It also incorporates the supply of on-road electronic devices. All pre-qualified contractors in this category will be required to participate in regular reviews of performance in relation to the performance assessment criteria for Traffic Management Services suppliers. Standard Eligibility Criteria To be eligible a Company must demonstrate that: (a) Personnel • Experienced in the area of competency described for the pre-qualification level; • # Engaged in carrying out communications works are licensed in accordance with Australian Communications & Media Authority (ACMA) requirements. (# Not applicable to the "Vehicle Detection Loops" level); (b) the Company • Previous relevant experience and satisfactory performance in the area of competency described in the pre-qualification level and as otherwise specified; • Maintain a secure, suitable size lockable depot for the purpose of storing goods and equipment relevant to the works; • Maintain a manned office, storage and workshop facilities in Victoria (staff of the company and not a third party) that is serviced during business hours for the purpose of receiving and relaying works instructions; • * Maintain on-call at all times, supporting personnel and facilities to effect installation, maintenance and repair works in the area of competency; • * Operate a minimum number, as nominated by the level, of suitable vehicles that are equipped to readily undertake regular work activities associated with the area of competency and are fitted with flashing amber lights; • Maintain a communication system which enables direct communication between the company base, field personnel and VicRoads; • Management systems (Quality, Environmental *, OH&S *) certified as meeting VicRoads requirements; • Evidence that the company has a Victorian WorkCover insurance policy. * Not required for SOED level. Note that the development and implementation of Worksite Traffic Management no longer forms part of the Standard Eligibility Criteria for this category. Refer to Prequalification of Contractors – Worksite Traffic Management Implementation at the level TMP and TGS. However Traffic Management Services Contractors will be required to have a separate pre-qualification for Worksite Traffic Management, or use Pre-qualified contractors in that category. Levels: Communications (SCTV) Area of Competency: This level of pre-qualification requires competency in the installation and maintenance works associated with the CCTV camera network systems, CCTV transmission equipment and CCTV Distribution & Termination Cabins. This includes: • communication, electrical and associated civil works; and • video, electrical and communication conduit and cabling works. To be eligible a Company must demonstrate: • The standard eligibility criteria as above and: • The availability of an electronic workshop capable of completing minor electronic repairs; Version 5.2 20/01/2009 Page 5 of 8 VicRoads Pre-qualification Scheme - Eligibility Criteria Group: TRAFFIC MANAGEMENT SERVICES (Contract) • • • Maintain for the nominated work area, a minimum of two permanent full-time employees that are licensed in accordance with Australian Communications & Media Authority (ACMA) requirements. Such personnel shall be based at the company’s office/depot; Ensure each of the above employees has a minimum three years (within the last six years) relevant field experience within the area of competency; and Operate for the nominated work area, a minimum number of two suitable vehicles. Traffic Control Equipment (STCE) Area of Competency: This level of pre-qualification requires competency in the installation and maintenance works associated with VicRoads On-Road Electrical Devices, VicRoads Incident Management System devices including: • Freeway Data Stations; • Freeway Help Phones and related distribution & termination equipment; • Drive Time (eg. Trip Condition Signs, Trip Information Signs, Freeway Condition Signs); • Electronic Signs (eg. Ramp Control Signs, Variable Message Signs, Electronic Speed Limit Signs, Hazard Warning Signs, Advance Warning Signs, School Speed Zones, Passenger Information Signs); • Ice Warning Devices; • Vehicle Height Gauges; • Public lighting system; and • Related transmission equipment for Traffic Control Equipment. This includes: • communication, electrical and associated civil works; and • electrical and communication conduit and cabling works. To be eligible a Company must demonstrate: • The standard eligibility criteria as above and • Maintain for the nominated work area, a minimum of two permanent full-time employees that are holders of an Electrician’s Licence. Such personnel shall be based at the company’s office/depot; • Ensure each of the above employees has a minimum three years (within the last six years) relevant field experience within the area of competency; • Operate for the nominated work area, a minimum number of two suitable vehicles. Traffic Signals (STS1 & STS2) Area of Competency: This level of pre-qualification requires competency in the installation and maintenance works associated with: • Traffic Signals including Freeway Ramp Metering, Flashing Pedestrian Crossings, Overhead Lane Control and Roundabout Metering Signals; • SCATS Regional Computer Cabins; • Multiplexer Cabinets; and • Direct driven peripheral electronic signage. This includes: • communication, electrical and civil works; and • electrical and communication conduit and cabling works. To be eligible a Company must demonstrate: • The standard eligibility criteria as above and: STS1 - Installation • • • Version 5.2 20/01/2009 Maintain for the nominated work area a minimum number of two permanent full-time employees that are holders of an Electrician’s Licence and two permanent full time trades’ assistants. Such personnel shall be based at the company’s office/depot; Ensure each of the above employees has a minimum three years (within the last six years) relevant field experience within the area of competency; Operate for the nominated work area and/or the number of traffic signal sites, a minimum Page 6 of 8 VicRoads Pre-qualification Scheme - Eligibility Criteria Group: TRAFFIC MANAGEMENT SERVICES (Contract) number two suitable vehicles. STS2 – Maintenance (also STS1 by default) • • • Maintain for the nominated work area and/or the number of traffic signal sites, a minimum number* of permanent full-time employees that are holders of an Electrician’s Licence. Such personnel shall be based at the company’s office/depot; Ensure each of the above employees has a minimum three years (within the last six years) relevant field experience within the area of competency; Operate for the nominated work area and/or the number of traffic signal sites, a minimum number* of suitable vehicles. * Minimum Number Melbourne Metropolitan Work Area - minimum number is four. Rural Work Areas - up to 100 Traffic Signal Sites - minimum number is one plus Backup. Rural Work Areas - 101- 200 Traffic Signal Sites - minimum number is two. Rural Work Areas - > 200 Traffic Signal Sites - minimum number is four. Vehicle Detection Loops (SVDL) Area of Competency: This level of pre-qualification requires competency in the installation of a range of vehicle detection loops, other in-pavement vehicle detection equipment, environmental monitoring loops, and electronic illuminated pavement markers associated with: • Traffic Signals; • Freeway Data Stations; • Ice Warning Devices; and • Lane delineation and other road pavement marking. This includes: • Installation of minor communication cabling, conduit, and associated civil works. • Installation of electronic, solar technology, illuminated pavement markers and associated cabling, pavement cutting / coring, and sealing. To be eligible a Company must demonstrate: • • • • The standard eligibility criteria as above except for items shown # and Employ a minimum of two permanent full time employees that have relevant experience in the area of competency. Such personnel shall be based at the company’s office/depot; Ensure each of the above employees has a minimum three years (within the last six years) relevant field experience within the area of competency; Operate for the nominated work area, a minimum number* of suitable vehicles. * Minimum Number Melbourne Metropolitan Work Area - minimum number is two. Rural Work Areas - minimum number is one. Supply Of On-Road Electronic Devices (SOED) Area of Competency: This level of pre-qualification requires competency in the manufacture and supply of specialist on-road electronic display, data collection or advisory equipment which is typically used by VicRoads. The equipment may include such devices as: • • • • Version 5.2 20/01/2009 Variable Message Signs Traveller Information Signs Environmental warning systems Other electronic equipment which is not subject to the VicRoads type approval process. Page 7 of 8 VicRoads Pre-qualification Scheme - Eligibility Criteria Group: TRAFFIC MANAGEMENT SERVICES (Contract) To be eligible a company must demonstrate: • • • • • • • • Version 5.2 20/01/2009 The standard eligibility criteria as above except for the items shown * and A secure storage, electronic and manufacturing factory/workshop with the capacity to supply SOED including testing facilities A design and development capability An ability to supply relevant equipment that meets VicRoads' requirements Software and programming capability History of project completion and delivery A minimum of one full time employee with Diploma of Electronics or equivalent. For roadside electronic signs, evidence is required of the contractor’s capability and experience. This may include sample signage, evidence of other installations or VicRoads’ type approval for various sign types. Page 8 of 8
