REMUNERATION:
Wages will be negotiated commensurate with experience and qualifications. An attractive
salary package will be offered which includes access to salary packaging provisions.
Superannuation is paid at the Superannuation Guarantee rate.
COMPLIANCE:
Working with Children Check, National Police Check, Victorian Institute of Teaching Card,
Proof of legal entitlement to work in Australia (if applicable)

POSITION OBJECTIVE :
The primary responsibility of the Contract and Compliance Manager is to lead the quality and compliance framework
for our employment services programs (jobactive, DES, TtW). The CCM will support the leadership team and
frontline staff to meet contractual performance, external audits & accreditations, whilst leading our involvement in
various consortiums. The CCM is also responsible for developing and delivering training and operational support to
employees.
KEY DUTIES AND RESPONSIBILITIES :









Ensure contractual compliance consistent with The Department of Employment Services Deed and Compliance
Quality Assurance Frameworks (relevant to employment programme)
Management and resolution of inbound compliance queries and helpdesk questions
Delivery of staff induction and training programs with ongoing coaching
Developing, Monitoring and Evaluating annual Quality & Compliance action plan
Developing, Monitoring and Evaluating Standard Operating Procedures
Continual Review and managing ES spaces on SharePoint
Lead role in development and quality control of jobactive /DES and TTW Program operational resources
Ensuring organisational compliance with the Department Quality Management Frameworks

KEY DUTIES AND RESPONSIBILITIES :












Supporting the ES Industry Engagement strategy with a focus on increasing employer engagement, placements
& outcomes
Implement, monitor and review internal audits.
Ensure site readiness for external and Government audits.
Ensure employees actively assess, commence and place jobseekers, coupled with claiming of outcomes.
Monitor and support employees with post placement and ongoing support and claiming of outcomes.
Lead jobseekers engagement strategies.
Lead the organisations compliance framework against the Disability Service Standards, The Department Quality
Assurance Frameworks, The Department Deeds, The Department Guidelines and any other related external
accreditation
Conduct focus groups, surveys and feedback where relevant.
Track, monitor and support the claiming of Service Fee’s, Job Placement Fee’s, Outcome Fee’s, use of the
Employment Fund and Wage Subsidy
Analyse performance reporting against contract and operational targets and provide employees with training and
support as required
First point of contact with SkillsPlus staff and facilitate communication / relationship with The Department at an
operational and compliance level
Be the first point of contact for employees and any consortium partners providing operational support.
KEY RESULT AREAS :
Leadership Management:
 Ensure organisational Compliance against Department of Employment / Social Services Quality Framework &
Key Contractual KPI’s (KPI 1 – Efficiency, KPI 2 – Effectiveness, KPI 3 – Quality)
 100% of employment audits undertaken result in zero major non-conformances.
 100% of minor non-conformances from employment audits undertaken are resolved and closed out within 3
months of initial identification of non-conformance
 Develop and deliver on the internal quality & compliance action plan, including the annual audit schedule and
undertaking internal audits
 Support the Leadership Group to achieve external quality accreditation as required by funding body guidelines
 Lead the integration of regions one functional and high performing department. This includes the support and
development of the Q&C Action Plans, auditing and monitoring visits.
Business Results:
 Work with the CEO and leadership group to develop and drive performance & compliance strategies in Work for
the Dole which will include not limited to; Work for the Dole activities, Host Provider engagement, Engaging
employers for Work Experience, caseload management, risk assessments, OH&S training
 Work with the CEO and leadership group to develop and drive performance & compliance strategies in Post
Placement Support which will include not limited to; PPS contacts with employers and jobseekers, claims
management, reporting to and from Regional Managers and operational staff, developing ‘fall off’ strategies and
liaising with employers to develop repeat business strategies post placement
 Review and refine our PPS model to achieve target of 70% Conversion and 80% Retention
 Support the CEO to develop & utilise an internal business performance reporting tool, to inform and guide the
leadership group to implement performance campaigns against both positive and negative trends.
Staff Development and Training:
 Preparing staff feedback and staff training & development strategies on the evidence found during audits &
routine desktop monitoring
 Support the business to develop strategies based on 4 key drivers; Commencements, Engagement,
Placements, Outcomes and to achieve a minimum of Four Star performance at ESA Level
 Support the leadership group to deliver on departmental meetings and recruitment, induction, training and
development of employees
Funding Diversity:
 Support the CEO to review, refine and deliver on an innovative service delivery model for DES/jobactive and
TTW across all ESA’s
 With support from the CEO, review and refine The Department’s objectives, policies and procedures within the
context of the overall corporate plan recommending strategies, standards or targets
 With support from the CEO, prepare the organisation for tenders, projects and event.

SELECTION CRITERIA :
Skills and Attributes:
1. Understanding of the Department of Employment / Social Services Quality and Compliance Framework and
initiatives to ensure contractual compliance against DOE/DSS KPIs (KPI 1 – Efficiency, KPI 2 – Effectiveness,
KPI 3 – Quality). Jobactive/ DES and TTW Performance Framework (including Star Ratings).
2. Develop and deliver on the internal quality & compliance action plan, including the annual audit schedule and
undertaking internal audits
3. Lead the balance between performance and compliance strategies based on four key drivers; Commencements,
Engagement, Placements and Outcomes.
4. A friendly, positive and professional attitude in dealing with clients and staff, including excellent verbal/written
communication and public relations skills.
5. Demonstrated computer literacy skills, including the Microsoft suite of products and the ability to produce a range
of reports and documents relevant to the position.
Knowledge and Experience:
6. Demonstrated ability to work with people of all ages and backgrounds and an empathy with disadvantaged and
long term unemployed people.
7. Demonstrable experience in building relationships and liaising with key stakeholders such as government
departments.
Qualifications:
8. Tertiary Business Qualifications.
9. Certificate IV Employment Services and/or Certificate IV in Training and Assessment desirable but not essential.
Travel:
10. Willingness to travel, with our operations across South East Melbourne.
