Job Focus
Lead and proactively manage the day to day operations of the Transition to Work (TTW)
program to ensure all areas of responsibility deliver effective services to appropriate clients
and that contract and/or funding requirements are fully met.
Work collaboratively with all divisions of SYC to achieve compliance standards, revenue
targets and effective client outcomes.
Provide effective leadership and management to employees.
KRA 1 – Operations

Manage the day-to-day operations of cost effective site/s and service delivery to
young people as described in funding guidelines and in accordance with the SYC
TTW service delivery model.

Monitor the effectiveness of HYPA processes and work practices to ensure they
meet the needs of key stakeholders, including young people.
Build viable long term partnerships with external stakeholders in your area of
responsibility to enhance service delivery for young people; manage relationships to
ensure the best interests of clients and SYC are promoted.
Develop and implement a 12 month work plan and achieve specified outcomes.
Manage the program budget to ensure services are financially stable.




Work collaboratively with respective Job Prospects and Training Prospects teams to
maximise the performance of the TTW contract.

Proactively communicate with HYPA Management to report issues and feedback in a
professional and timely manner.
Provide reports as required in a professional and timely manner.






Actively participate in the preparation and development of strategic and operational
plans; support and implement plans and the decisions of HYPA and senior
management in your area of responsibility.
Attend professional development courses and training related to the position.
Prepare for, attend and actively participate in management meetings.
Record all meetings with external parties in a Diary Note as per HYPA procedure.
Maintain one’s required professional knowledge of areas including but not
necessarily limited to the Transition to Work Deed, as amended from time to time.
Leadership
 Lead and proactively manage direct reports as required.

Recruit as required in line with current SYC Policy and Procedure.

Promote and ensure an understanding by team members of the strategic and
operational direction required.

Empower team members to make efficient and effective decisions in a timely
manner.
Manage employee performance and conduct performance reviews in line with current
SYC Policy and Procedure.
Identify and manage people performance issues as they arise.



Build and maintain a collaborative culture effective in the attraction and retention of
SYC’s valued employees.

Provide individual, professional supervision on a fortnightly basis to your direct
reports:
o Record supervision in an appropriate manner, using the format provided by SYC.
o Identify professional development needs and opportunities.
o Provide leadership development for employees.
Organise and manage regular team meetings; ensure agenda and minutes are
accurate and provided in a timely manner.
Model professional, ethical and respectful practice.



Work collaboratively and respectfully with other managers and senior staff in the best
interests of SYC, its employees and clients.

Manager Responsibilities
As per all employee health and safety responsibilities and including:
 Ensure risk management activities in your area of responsibility are implemented,
regularly monitored and maintained.
 Ensure health and safety reporting is completed and provided in a timely manner.



Respond to hazard and incident reports and ensure investigations are conducted
promptly and appropriate corrective actions implemented.
Participate in health and safety consultation activities and ensure employees are
provided with relevant health and safety information.
Ensure all employees follow emergency procedures.

Ensure all employees are provided with information, instruction, training and
supervision to effectively and safely perform their work duties.

Ensure injury management procedures are implemented effectively and return to
work programs are followed.
Report to Management any matters which affect the health and safety of the work
environment or the effective operation of the health and safety system.


Competency Profile
Qualifications and Experience





A Business Management qualification is highly desirable.
Proven experience in successfully managing and leading a results driven team is
highly desirable.
Experience in the Employment Services industry is highly desirable.
Experience working directly with internal and external stakeholders, including
management, employers and industry representatives.
Experience working with young people or in the youth sector is desirable.
Skills and Knowledge


Ability to lead a team and work in a collaborative team environment.
Ability to plan, organise and to establish a course of action for self and others to
accomplish specific goal(s) and achieve quality outcomes.

Ability to provide leadership and to inspire others to share ownership for achieving
objectives and creating a stable and productive work environment.
Well-developed ability to manage time and coordinate resources to meet service
delivery and client needs and achieve set targets.











A high level of interpersonal and problem solving skills including conflict resolution
and negotiation.
Well-developed communication skills, both written and verbal, including report
writing.

employers, education providers, young people and other stakeholders.
Management and planning skills which would contribute to the professional
management of HYPA.
Ability to provide timely and constructive feedback to staff and peers.

Knowledge of government employment services practices is desirable.
Knowledge of education, training and employment options available to young people.
Awareness of the issues facing young people who are disadvantaged by
homelessness, an offender history, family breakdown, poverty or lack of education.
