Position Objectives
The role of the Quality Assurance Officer is the provision, maintenance and administration of policies,
procedures and practices to ensure compliance with Department of Employment Transition to Work
funding conditions.
Program Objectives
The Transition to Work (TtW) program provides young job seekers aged 15-21 with intensive one-on-one
support to gain employment or to continue their education. Funded by the Australian Government, more

Position Description: Quality Assurance Officer
Health and Safety:
All employees of Colony 47 must be aware of and comply with requirements of the relevant Workplace
Health and Safety legislation and associated regulations. This includes taking responsibility for your own
health and safety and that of others in the workplace and complying with Colony 47 work health and safety
policies and procedures.
Annual Performance Review
An annual performance review will be conducted using the Colony 47 Performance Management Process
and is based on the Position Description. Work Review Records will be conducted at interim periods. The
successful completion of both these processes are the responsibility of the employee and their manager.
Enterprise Bargaining Agreement
Employees are covered by the Labour Market Assistance Industry 2010 and the Colony 47 Enterprise
Bargaining Agreement 2012.
Level of Responsibility and Supervision
The Quality Assurance Officer is expected to have a high level of self-motivation and initiative and carry out
the Key Tasks and Duties with limited supervision.

1. Program Quality, Improvement and Innovation

Answering of calls from participants and scheduling appointments.

Manage and maintain activities related to compliance with Department of Employment Transition
to Work funding conditions, including the TtW Deed, all associated guidelines and the
Department’s IT systems

Liaise with the TtW team to ensure the collection of a range of TtW administrative and evidentiary
requirements is compliant with Department of Employment Transition to Work funding conditions

Ensure that data is collected in line with the program’s evaluation requirements as set by Colony
47, as well as to support the efficiency and effectiveness of the program

Manage and maintain systems, policies and procedures associated with the compliant operations
of the TtW program across five sites in Hobart and Southern Tasmania

Establish and maintain relationships with key stakeholders at the Department of Employment for
the purposes of ongoing open communication

Maintain a range of administrative systems and procedures to support a culture of continuous
improvement within the program

Conduct rolling six-monthly internal audits of the TtW program across all sites, against standards,
conditions and Key Performance Indicators (KPIs) in the TtW funding agreement, report any issues,
risks or non-compliance to the Coordinator and provide recommendations for rectification

Participate fully in all internal and external audits to ensure Colony 47 compliance with funding
requirements associated directly and indirectly with the TtW program

Review TtW templates, forms and other types of TtW documentation generated by Colony 47 to
ensure they meet TtW contractual requirements

Maintain a range of summary statistics (e.g. monthly file audits, commencements and completions)
and provide fortnightly reports of these summaries to the Coordinator, TtW

Ensure all relevant Colony 47 policies and procedures are implemented and adhered to within the
TtW program:
o
Adhere to Colony 47’s administrative and financial systems, policies and procedures

Support the monitoring and management of risk in compliance

the evaluation of the TtW program




The Quality Assurance Officer may be directed to carry out such duties as are within the level of the
position and scope of the incumbent’s competence and training as directed by their manager


Qualifications
Relevant degree with considerable experience; or
Associate Diploma with considerable experience; or
Qualifications in more than one discipline; or
Less formal qualifications with specialised skills sufficient to perform at this level;
or
Attainment through previous appointments, service and/or study, an equivalent level of skills to
undertake the range of activities required. An employee without formal qualifications and/or training
or equivalent skills may be required to undertake relevant study or training.
Additional Requirements:
•
Current Tasmanian driver’s licence is required.
•
Required to provide a satisfactory National Police Check and Working with Children Check.

Key Selection Criteria
1. Demonstrated experience managing compliance with Australian Government funding
requirements, including in the employment services field
2. Demonstrated experience in managing quality assurance systems.
3. Advanced administration, organisational and time-management skills, including the demonstrated
ability to work independently.
4. Excellent written and verbal communication skills,including the ability to advise and liaise across all
levels of Colony 47 and external organisations.
5. Highly-developed computer skills and competency in Microsoft Programs.
6. Motivated to help achieve employment and education outcomes for people aged 15-21 years
7. Understanding of and empathy with the vision and goals of Colony 47
