POSITION HOURS: 40 hours per week per the following current schedule

Monday

– Friday 8 a.m. – 5 p.m.

NOTE: This position rotates approximately every 11-12 weeks for on-call duty. T he position’s schedule may be subject to minor changes due to required meetings, training events, etc. Also, management may require modifications to a position’s schedule, days, times and locations at any time as the needs of the Library District change.

BROAD SCOPE OF POSITION:

Under Information Technology and Virtual Services Officer’s supervision, this position serves as the Voice over Internet Protocol (VoIP) Engineer responsible for coordinating strategies for defining, deploying, and maintaining PPLD’s IP telephony voice communication and its associated network connections and component hardware. This includes managing all engineering projects for VoIP initiatives, planning technology roadmaps, and configuring and optimizing all VoIP/IP-

Public Broadcast Exchange (PBX) telephone systems and services, both internally and those integrated with Internet-based services. The VoIP Engineer develops and maintains Service Level Agreements

(SLAs) for all PPLD IP telephony applications. This position also supports the PPLD’s Network

Administrator in delivering Information Technology services to PPLD staff and patrons.

ESSENTIAL FUNCTIONS:

Design and support VoIP infrastructure and its associated software, including IP-PBXs, call management systems, voice mail, and interactive voice response.

Where necessary, plan for management or phasing out of legacy telephony systems and other switch-based technologies.

Select, deploy, and utilize appropriate tools for reporting and routing of IP telephony traffic on the network.

Collaborate with systems engineers and/or architects for upgrades to operating systems, hardware, etc.

Remain current on new transport protocols, products, and standards in support of VoIP systems development and equipment procurement.

Integrate IP telephony systems with enterprise LANs, WANs, wireless LANs, and other Internetbased services and protocols.

Provide leadership for implementing new VoIP products or services, as well as the technical resources required to manage them.

Collaborate with help desk to resolve trouble tickets and mitigate end-user issues with VoIP hardware and/or applications.

Assist with the installation planning and maintenance of network cabling, including MDF and IDF closets.

Perform telephony audits as necessary.

Train and mentor junior engineers and other members of the telecommunications department.

Monitor and identify capacity and performance issues for VoIP traffic to ensure continuous uninterrupted operation of telephony systems.

Collaborate with network engineers or administrators to ensure that VoIP traffic does not interfere with or hinder network data traffic.

Conduct testing to detect faults and minimize malfunctions.

Participate in development of disaster recovery and business continuity planning.

EDUCATION/EXPERIENCE REQUIRED:

Requires college diploma or university degree in the field of telecommunications or computer science, or a related field; or the equivalent combination of education, training and/or experience.

Working technical knowledge of VoIP/IP telephony systems, software, and hardware.

Strong hands-on knowledge of the configuration and optimization of VoIP equipment, including

MACS, Ring Groups, Auto Attendant, ACDs, Voice Mail, PRI and SIP Trunking.

Strong hands-on knowledge of Session Initiation Protocol (SIP), International Telecommunication

Union H.323 protocol, TCP/IP, and telephony protocols.

Strong understanding VoIP QoS issues and mitigation strategies.

Familiar with network topologies such as Frame Relay, VLANs, Metro Ethernet, ATM, ISDN, VPNs, etc.

Knowledge of cabling and wiring systems, design, and installation.

Ability to operate tools, components, peripherals, and testing accessories.

Working technical knowledge of the Linux and Windows Server operating systems preferred.

Direct experience with Cisco switches, routing protocols, and Aruba/HP wireless LAN technology.

Thorough knowledge of Microsoft desktop products, common business applications, and Microsoft server operating systems.

Formal training or certification on Mitel MXE 3000 VoIP systems preferred.

Familiarity and experience with ANSI/NECA/BICSI 568-2001 Standard for Installing Commercial

Building Telecommunications Cabling preferred.

Cisco Certified Network Administrator preferred.

Ability to communicate effectively and demonstrate sound interpersonal skills in dealing with IT customers (internal PPLD staff and external patrons) and vendors.

Ability to work as part of a team, have a "whatever-it-takes" work ethic, and have an excellent customer service attitude.

Willingness to work on-call or on stand-by to perform duties.

Performs other IT related duties the ITVS Officer assigns.

Physical Requirements:

Requires the ability to sit and use a computer for extended periods and to operate standard office equipment.

Requires the ability to frequently stand for extended periods.

Requires the ability to frequently stoop, bend, reach, twist, and squat.

Requires the ability to travel using a personal automobile and ability to drive a District IT Van when necessary.

Requires the ability to periodically lift and move computer equipment weighing up to 50 pounds.

Requires necessary implementation of and adherence to safety procedures.

Requires a valid Colorado driver’s license or the ability to obtain one.

Requires the use of a personal vehicle to travel throughout the District (mileage will be reimbursed in accordance with PPLD policy).

Requires the minimum state-required amount of automobile insurance.

Requires a safe driving record.
