Powers 70 Universities
The major objective of Video
Conferencing Project is to bring
universities in the country closer and to
interact and collaborate through IPbased Video Conferencing System, so that
students of those universities, who are not
in a position to benefit from high profiled
teachers, may have the opportunity to
learn, share ideas and views to enhance
their productivity.
The Higher Education Commission
(HEC) has initiated a national level
of Video Conferencing project,
under which a world-class facility
has been provided to 70 universities
and degree awarding institutions
across the country.
Video Conferencing is a powerful
multimedia tool that improves
communication and increases an
organization's productivity. It is a
cost-effective way to capture these
benefits without being required to
travel and attend.
The Digital Voice and Video
Communication Section of HEC
deals with the organization,
operations and management of
online and interactive video
sessions arranged locally as well as
internationally.
The section is also involved in
expanding the deployment of
Video Conferencing facilities at all
public sector universities.
The major objective is to bring
universities in the country closer
and to interact and collaborate
through IP-based Video
Conferencing System, so that
students of those universities, who
are not in a position to benefit from
high profiled teachers, may have
the opportunity to learn from them,
share ideas and views to enhance
their productivity.
HEC aims to give Pakistan a bright
future through young, qualified
and an energetic generation.
The Video Conferencing
Infrastructure includes
establishment of state-of-the-art
c l a s s ro o m e nv i ro n m e n t fo r
distance learning, virtual
interactive sessions/events, and
deployment of high-profiled
equipment for centrally managing
the facility and online events.
The centrally deployed
infrastructure includes Multi Point
Conferencing Unit for facilitating
multiple conferences
simultaneously each with multiple
sites.
HEC has planned to place Multipoint Conferencing Unit in three
regions (Islamabad, Lahore,
Karachi), which will serve as a Hub
for national and international
events.

Further, HEC has deployed Tandberg
Management Suite at HEC Islamabad, which
centrally keeps the repository of all Video
Conferencing Units/Endpoints deployed at
universities across the country and these
remote VC units can be configured centrally
through the TMS. The centralized infrastructure
deployed at HEC also includes Tandberg

a Hub for national and
international events.
Content Server (TCS) with SAN storage
capacity of Tera bytes for archival of events and
online lectures for students, faculty and
researchers. The Video Conferencing facility at
70 public sector universities, institutions and
other Government allied bodies has been established in phases.
In the first phase, it was established at 18 sites in 2006-07, in
second phase the facility was provided to 15 sites in 2007-08,
and in the third phase 37 more sites were given the facility in
2008-09.
Video conferencing is an extremely useful tool for
communication because it saves resources including time,
expense, travel and is instrumental in accomplishing many of the
things which can be achieved through physical meetings.

Though not new, the technology has the potential of becoming
ground breaking as a communication tool for Pakistani
institutions of higher learning. So far, a variety of important
meetings have been relayed through this mega facility, like
National Assembly Standing Committee Meeting, Signing of
Different MoUs with foreign Institutes/ Universities.
NATIONAL VIDEO CONFERENCING PROGRAMME
The Higher Education Commission is planning to launch a fully-fledged National Video Conferencing
Programme to arrange and deliver national and international online courses. The overall programme may

other media organizations will follow suit.”
Youth to Play Key Role
in Curbing Extremism
Dr. Sohail Naqvi said that the entire nation, especially
educated people, must join hands to take country out
of this worst crisis. “It is high time to think what are
the factors that have led to extreme behaviour and, I
believe, educated youth will help. This programme
will provide a platform to the university students to
research the causes of extremism and put forward
suggestions for solving the problem,” he said.
Mr. Amir Jahangir said that this partnership with HEC
aims at engaging the Pakistani youth at a national
level on a vital subject “Extremism in Pakistan”. He
said that current socio-political situation of Pakistan
calls for innovative measures to not only control the
increasing extremism but to build an environment
where awareness of such extreme acts, its impact on
the life of public and the development of nation will
play an eminent role in changing the mindsets.
The Higher Education Commission (HEC) and SAMAA
Television have signed a Memorandum of Understanding
(MOU) for launching an educational programme entitled
“Cultivating Hope” which aims to empower youth in
creating, debating and finding solutions to the increasing
extremism in Pakistan. One of the key activities of the
programme is an Inter-University documentary competition
across Pakistan.
Dr. Sohail Naqvi, Executive Director, HEC and Mr. Amir
Jahangir, CEO, SAMAA TV signed the MoU. Dr. Javaid R.
Laghari, Chairman HEC and other senior officials of both the
organizations were also present.
Speaking on the occasion, the Chairman HEC congratulated
SAMAA TV for launching a much-needed initiative for the
youth of Pakistan. “This programme will help eradicate the

and surroundings on the horror of terrorism. The
‘Cultivating Hope’ initiative will also promote the

sphere as a form of creative expression and ideas”.
Mr. Jahangir said that the programme also includes
outreach activities with the universities across
Pakistan, where SAMAA TV will arrange lecturers on
extremism by prominent scholars and youth role
models. The event was witnessed by universities
across Pakistan through video conferencing. Over

600,000 university students from all over Pakistan will be
able to participate in the competition. According to the
partnership, top three winners of the documentary
competition will be awarded prizes amounting to
Rs. 1,000,000, Rs. 500,000 and Rs. 300,000. They will
also be offered a one-year job contract with SAMAA TV
after completing their degrees.
The channel is the first media channel in Pakistan to
have established a well-integrated Corporate Social
Responsibility (CSR) Programme as part of it business
activities. SAMAA TV's CSR programme carries
initiatives for health, education, environment and
outreach programmes focusing on improving the socioeconomic situation of Pakistan.
SAMAA TV is one of Pakistan's leading private satellite
television channels, which takes pride in its fair, factual
and independent news coverage.
The channel has also made a niche for itself through its
programmes on women and youth issues besides
infotainment and sports.
Young Graduates to Meet
Nobel Laureates in Germany
The HEC provides an opportunity to the young scholars to meet Nobel
Prize Winners. Under the ambitious Programme for the Interaction of
Pakistani Students/Young Scientists with Nobel Laureates, eight
graduates in the fields of Physics, Chemistry, Physiology and Medicine
have been selected to participate in the 60th Meeting of Nobel Laureates
in Germany from June 27 to July 3, 2010.
These unique meetings are held in the picturesque island of Lindau
regularly since 1951. Every year eight to 10 Pakistani science graduates
and young researchers, sponsored by HEC, have been participating in
Lindau Meetings for the past seven years.
For the upcoming meeting, more than 200 applications were received
from all over the country. Twenty-one candidates were short-listed on
the basis of their academic record, merit positions and research papers
in international journals.

Nobel Prize Winners as well as some 600
fellow participants from more than 100
institutions of about 60 countries, are:

HEC-NUST Collaboration
Successful Implementation
of Solar Water Heating Unit
An initiative of the National University of Sciences and
Technology (NUST), Rawalpindi, in collaboration with
the Higher Education Commission (HEC), to install an
industrial solar hybrid water heating system in a leather
factory has proved extremely successful.
M/s Siddiq Leather Works (SLW), Lahore is a tannery
that was using furnace oil or gas boilers to heat water for
its daily requirements.
The NUST team of engineers installed the hybrid solar
solution to heat 30,000 litres of water per day. This
solution has successfully completed one and a half years
of implementation and has been saving 1300KWh/day
that amounts to 496000KWh annually or approximately
1.7 billion BTU/year. An appealing characteristic of this
solution is the minimal changes to the existing
infrastructure.

the partners, STV-NUST is launching a nationwide
marketing/business development effort to aggressively
commercialize these products.
STVNUST is also actively engaged with Alternate Energy
Development Board (AEDB) and Ministry of Science and
Technology to promote solar energy application through
some form of subsidy helping to reduce payback period
and improve affordability.
The Project has been completed under HEC's UniversityIndustry Technology Support Programme (UITSP).
Under this Scheme, HEC provides 80 per cent funding
while industrial partner provides the remaining amount.
After successful completion of the research project, the
industrial partner is responsible to commercialize the
research and bound to share 3-5 per cent of the revenue
with the university and the researcher involved. The
project execution team comprised Mr. Ahmed Sohail,
Principal Investigator, Mr. Khurram Shahzad, Project
Engineer, Mr. Zia-ud-Din, Mr. Noor Muhammad and Mr.
Muhammad Afzal.
It is pertinent to mention here that most of the industry
units use boilers and about half the energy used by
them can be conserved by using solar water heaters.
Leather, textile, chemical and similar industries that
require hot water in their processes can benefit from
installing solar water heating systems at their premises
and save up to 40 per cent energy consumption and
reduce their production cost after payback period.
Future Undertakings
S T Ventures Ltd (a holding Company of NUST) has
signed a Memorandum of Understanding with Linou
Paradigma, a Sino-German consortium, to collaborate in
solar technology, initiate a joint marketing company and
commercialize solar heating and photovoltaic products
for domestic and industrial use. In this connection,
NUST is establishing a training facility and a showroom
for solar products at University's new campus. Upon
successful completion of activities in the first phase, the
joint venture company of NUST and Linou Paradigma
intends to manufacture solar products in Pakistan to
meet demands of the region.
Solar energy for manufacturing can be a good selling
proposition for export oriented companies by
highlighting the use of green energy in manufacturing
their goods. This is an efficient, reliable and cost
effective solution that requires almost no maintenance
and remains functional for over 15 years; life can be
enhanced by replacing the solar panels.
Keeping in view the current global recession, fossil fuel
reserves and the flagging industrial condition of the
country, use of solar water heating solutions will give a
much needed boost and incentive to the industrial
sector to overcome the barrier to change and augment
the use of alternate energy into their operational
infrastructure.
Commercializing Activities
A preliminary research suggests existence of over
20,000 potential industrial customers around Pakistan

In 2004, I joined LCWU as a faculty
member and was awarded
scholarship to pursue PhD at AIT,
under University's faculty
development programme in 2005,”
says Dr. Sonia.
Ms. Sonia Majid has recently
completed her PhD from the Asian
Institute of Technology (AIT),
Thailand under HEC-funded
project.
A faculty member from the Lahore
College for Women University
(LCWU), Sonia Majid graduated
with a doctoral degree in
Telecommunication, SET, becoming
the first Pakistani woman to receive
a doctoral degree at AIT.
Her dissertation was entitled “A
System Protocols for Self-healing
Post-Disaster Communications” and
her research was supervised by
Prof. Kazi M. Ahmed.
Aside from her excellent academic
record and active engagement as a
member of the Student Union
activities and AIT Pakistan Student
Association, Dr. Majid along with
her adviser published numerous
papers for conferences held in
Pakistan, Thailand, Australia,
Finland, Italy, Malaysia and Mexico.
“During my MS studies, I developed
keen interest in research. My MS
thesis entitled “Neural Networks for
Modeling Nonlinear Memoryless
Communication Channels in
Satellites” enabled me to publish
“Getting a doctoral degree in the
field of Telecommunications was a
dream at that time but guidance of
my parents and teachers, and
financial support from LCWU
(HEC) made it possible. The
support and guidance of my PhD
supervisor Dr. Kazi Ahmed is
worth-mentioning here,” she adds.
The focus of her study is to provide
immediate communications facility
to the disaster victims and to
communicate vital information
regarding victims' position and
number to the rescue teams. She
was able to get her work
recognized and published at
international level. She also

HEC, Intel Organize IT Awareness Seminar
The Higher Education Commission has taken the initiative
of capacity building for universities' IT officials. In this
regard, Intel Pakistan Corporation organized an IT
Awareness Seminar and Solutions show-case entitled
IGNITE in collaboration with the HEC at Islamabad recently.
Over 60 IT professionals from 36 universities and institutes
of higher learning located in Northern Region and
Islamabad Capital Territory attended the seminar, which
was aimed to update participants about latest trends in the
world of IT in general and Intel technology and platform
solutions in particular.
The seminar focused on how Intel products and solutions
are helping to make IT solution adoptions financially viable
and cost-effective.
The participants agreed that due to current recession and
financial constraints, IT managers are under pressure to
“do more with less”. This was the foremost theme of the
IGNITE seminar which focused on how Intel products and
solutions are helping IT managers to achieve status of
contributors in terms of overall organizational cost
efficiencies rather than just being perceived as “costcenters”.

Intel Pakistan spoke on various aspects of the Intel

Accreditation of
Business Education
A workshop cum seminar of the National Business
Education Accreditation Council (NBEAC), Higher
Education Commission (HEC) for heads of all business
schools in Punjab Region was held at HEC Regional Centre,
Lahore on November 11, 2009.
Deans and heads of Business Schools as well as Professors
of more than 30 Business Schools participated in the
workshop, which was held to create awareness about
Business Education Accreditation Process for Business
Schools\Universities\Institutes\Departments, and receive
their feedback to improve the accreditation process. Those
who spoke on the occasion included Dr. Mukhtar Ahmed,

Advanced Course for
Master Trainers of FPDP
The first Advance Specified Course for alumni of Master Trainer
Faculty Professional Development Programme (MT FPDP) was
organized by the Learning Innovation Division, Higher Education
Commission recently.
Seventeen faculty members from various public sector
universities of Punjab attended the course, which has been
especially designed for an in-depth follow-up and enhancement
of innovative teaching strategies learnt during the MT FPDP. The
course participants were selected out of 329 Master Trainers who
have already attended the MT FPDP
The modules covered during the course were Communication
Skills by Dr. Shahdia Sajjad and Academic Planning and
Management by Dr. Jaan-e-Alam Khaki. Extensive training was
conducted for two weeks on these modules.
The participants also attended courses for other modules of MT
FPDP, including Teaching as a Profession, Microteaching,
Innovative Teaching Strategies, Research Methodology,
Curriculum Development, Assessment and Evaluation and
Learner's Psychology Modules. Similar courses will also be
arranged for Master Trainers from other provinces.

chief guest in the closing ceremony of the course held at HEC

A four-day Master Trainers Workshop on Testing and Assessment
for faculty members of public sector universities of Quetta and
affiliated colleges was held at Sardar Bahadur Khan Women
University (SBKWU), Quetta. The workshop was conducted by
the Learning Innovation Division, Higher Education Commission
(HEC) in collaboration with SBKWU and The Aga Khan University,
Karachi.

Ms. Noor Amna Malik explained the importance

since 2004.
Dr. Jaan-e-Alam Khaki briefed the audience
about outcomes of the APM module. He also

The main objective of the workshop was to

emphasis on Semester System Guidelines

HEC to Take Stern Action
against Absconders
The Higher Education Commission (HEC) will
take strict action against those of its scholars,
who seem to be evasive of their legal, moral and
ethical duty to return after completing their
studies and serve their motherland.
In this regard, a strict mechanism of monitoring
and vigilance has been devised by HEC. A
scholar, as per the duly notarized documents
(deed of agreement, guarantee to HEC and
certification of financial soundness), is liable of
reimbursing the entire amount in foreign
currency plus any penalty as per decision of
National Scholarship Management Committee,
if he breeches the agreement.

In the recent meeting of the Committee,
representative of the Provincial Governments,
Ministry of Science and Technology, Ministry of
Education and HEC were unanimous in their
desire to ensure that all scholars complete their
education abroad in the minimal possible time
and return immediately to join academic and
research organizations in Pakistan.
The programme has started to pay-off in terms of the scholars
completing their PhD successfully, and joining their parent
organizations and universities.
It was emphasized that integrated efforts be
continued to improve monitoring and vigilance
of the foreign scholars. It was decided that the
name of the absconder scholars will be posted
To facilitate scholars who do not have any employment, the
Commission has the Interim Placement of Fresh PhDs
Programme (IPFP), providing an opportunity for these returning
scholars to be directly placed at universities in Pakistan.
In order to increase the share of PhD faculty in universities and
equipping the research and development organization of
Pakistan, foreign MS and PhD level scholarship have been
awarded to Pakistani scholars.

University of Peshawar Signs MoU
with Boise State University, USA
A Memorandum of Understanding for long-term collaboration was
signed between University of Peshawar and Boise State University, USA
at BSU recently. Dr. Sona Karentz Andrews, Provost and Vice-President,
Boise State University and Prof. Yaseen Iqbal on behalf of Dr. Azmat
Hayat Khan, Vice Chancellor, University of Peshawar signed the MoU.
The purpose of this MoU is to provide a mutually beneficial framework
for research, education, training, capacity building and cultural
exchange between the two institutions.
Speaking on the occasion Dr. Iqbal appreciated the efforts of Dr. Ubic
and Dr. Klahr, the higher authorities of BSU and UoP for making his visit
historic in initiating long-term collaboration. He also appreciated the
practical research work in the Boise State Centre for Materials
Characterization (BSCMC).
He informed the gathering about the joint project titled “Development
of Materials Connection Centre” at UoP being established under the
Pak-US joint S&T Collaboration programme funded by the US Academy

Spaces, Fourier Series and Integrals, Wavelets, Functional Spaces and
Spaces of Basic Functions, Distributions Theory and Partial Differential
Equations, and Spectral Theory of Differential Operators.

chief guest at the closing ceremony. In the feedback session, the

Workshop on
Plant Conservation and
Reversing Desertification
The Department of Environmental Sciences, Arid
Agriculture University, Rawalpindi (AAUR) recently
organized a two-day workshop to address the issue of
plant conservation and reversing desertification, in
collaboration with the Institute of AgroEnvironmental and Forest Biology (IBAF), National
Research Council (CNR), Italy.

Inaugurated
More than hundred participants including
academicians, researchers, mid-level government
policy makers and extension agents in agriculture
from all over the country attended the workshop,
which comprised four technical sessions.
Besides Dr. Mauro Centritto, an eminent scientist
from Italy, scientists from USA, UK and China also
presented their research papers regarding
conservation, combating desertification and climate
change.
The workshop was organized keeping in view the fact
that Pakistan is one of more than 100 countries of the
world that are affected by desertification, which is
resulting in environmental degradation, loss of soil
fertility, biodiversity and reduction in land
productivity.
Desertification can only be reversed through
profound changes in local behaviour. These changes
will ultimately lead to sustainable land use and food
security for a growing world population. A deep
situation analysis recommends a strategy to intensify
efforts at national, provincial, regional and district
level to adopt such measures and steps with the
active involvement of all stakeholders.
Dr. Mubarak Ali, Chairman, Pakistan Agriculture
Research Board (PARB), in his speech at the
concluding session, encouraged the organization of
such workshops and seminars. He stressed that
Pakistani researchers must work with foreign
scientists and young generation must avail the
opportunity to work with foreign researchers and
come up with better solutions.
Speakers emphasized on introduction of suitable
crop/plant/tree in dry land areas, which could grow
well in extreme climate and stable organic matter for
water conservation and soil health.
The newly constructed, sophisticatedly furnished and fully
equipped Video Conferencing Hall of the Balochistan
University of Information Technology, Engineering and
Management Sciences (BUITEMS), Quetta was recently
inaugurated by Nawab Zulfiqar Ali Magsi, Governor
Balochistan and Chancellor, BUITEMS.
The video conferencing facility has been provided by the
HEC with compatible equipment and tools.
Dr. Sohail Naqvi, Executive Director, Higher Education
Commission (HEC) participated from Islamabad via videoconferencing. While appreciating tireless efforts of the
University management, he said that BUITEMS was
amongst the leading public sector universities of the
country. He thanked the Honourable Chancellor for his
strenuous efforts for development of higher education in
the province.
The Governor thanked the HEC for patronizing support to
the University. He hoped that the video conferencing
facility will help the students of Balochistan to benefit from
the lectures of eminent professors from all over the world.

Shared Governance Model
To safeguard the common interests
of faculty members, staff and
students, Lahore University of
Management Sciences (LUMS) has
established a system that
encourages the faculty to take part
in activities and governance of the
University in all its phases, with help
of an elected Faculty Council and a
University Council.
Dr. Ahmad J. Durrani, Vice
Chancellor, LUMS recently declared
the Faculty Council as a working
body, which would contribute to the
growth of the Institution and
expressed his faith in the Council as
a representative and consultative
committee of faculty, staff and
students. Both the Councils are
dedicatedly functioning in
highlighting issues and providing
constructive advice in their
respective areas, in order to
achieve a model of shared
governance.
The University Council comprises
15 members from the faculty, staff
and students, and is responsible
for advising the Vice Chancellor on
University policies, general plans
and goals. However, the Vice
Chancellor's consultation with the
Council does not preclude any
decision. The main purpose of
University Council is to serve as a
confidential advisory body.
The Faculty Council, comprising 12
members who broadly represent
the faculty, studies the issues of
interest to the faculty in greater
depth and provides a forum to
faculty for shared governance. The
main focus of the Council is to
consider problems and policies
pertaining primarily to academic
matters including proposals for
establishing new degree
programmes and for changes in
curriculum or degree
requirements.
This year the Faculty Council of

UVAS’s First PhD in Pharmacology
Khawaja Tahir Mahmood, a senior pharmacist from Health Department, Government of the
Punjab, has become the first PhD from Department of Pharmacology and Toxicology,
University of Veterinary and Animal Sciences (UVAS), Lahore.
The foreign external examiners of Mr. Mahmood have highly appreciated his PhD thesis
entitled “Pharmacokinetic of meloxicam in different species”, as a well conducted and
reported study. “It adds to the current knowledge of the subject. His work will be a great
reference for the home country”, they said.
The study was designed to analyse the pharmacokinetic parameters of meloxicam in
domestic animals under local conditions. It was completed in two phases. A simple, precise and accurate HPLC
analytical methods for measurement of meloxicam in biological fluids was standardized and validated in Phase-I. The
pharmacokinetic parameters and absolute bioavailability of meloxicam in dogs were also investigated in Phase-I
whereas pharmacokinetic parameters of meloxicam were characterized in the horses, donkeys, buffalo, and goats in
Phase-II.
Excellent Publication Record of ASSMS
The Abdus Salam School of Mathematical
Sciences (ASSMS), Government College
University, Lahore was established almost six years ago. The faculty members and students of the School together
have published 447 research articles in the world reputed ISI journals in the last two years, out of which 144 papers
have been written by PhD Scholars of ASSMS.

The Secretary announced a $45 million American
contribution for the Higher Education Commission,

Government College University (GCU), Lahore on her
visit to Pakistan. She was accompanied by Ms. Anne W.
Patterson, US Ambassador to Pakistan, Mr. Richard
Holbrooke, Special Representative of US for Afghanistan
and Pakistan and Shah Mehmood Qureshi, Foreign
Minister of Pakistan.
Dr. Khalid Aftab, Vice Chancellor, GCU briefed the US
Secretary of State about history of the institution. He
said that the University is committed to its old traditions
and values of tolerance and respect for other people's
views and ideas.
Training for Faculty Members at GCU
