VCCI Council
The mission of VCCI is to contribute to the sound development of Japan's information society by establishing a scheme
with which VCCI members voluntarily control electromagnetic emissions from information technology equipment such

as computers, telecommunication equipment and electronic office products so that other electrical/electronic equipment
including radios and televisions will not be disturbed by such emissions.
Dear Members,
Specific activities to this mission are as follows:
Four years have passed since VCCI became a body corporate “VCCI Council.” In this period
corporate performance in Japan was sluggish at best due to the economic downturn precipitated
by the Lehman Brothers bankruptcy and the East Japan Great Earthquake among others. Naturally
the pace of new product release from manufactures was slow in this period. Nevertheless VCCI
operations went satisfactorily because of steady approaches we took.
Scope

Formulate basic policies on voluntary controls for electromagnetic
emissions from information technology equipment.

Study trends in overseas EMC regulations and seek opportunities
for mutual recognition arrangement/agreement.

Facilitate coordination between member organizations and maintain
relations with the government and related agencies.

Perform assessment for accreditation of measurement laboratories
and facilities based on the measurement facilities registration system.

Receive and maintain Conformity verification report with the voluntary
control standards and issue Certificates of Acceptance in return.

To disseminate relevant information to users among the general public,
and promote acceptance to relevant companies and associations.

Carry out market surveillance (by outsourcing market sampling
tests of ITE to not-for-profit third party testing laboratories).

To conduct Kit-Module Program.

results to be reflected in VCCI technical requirement.

Now Japanese economy has started growing due to the power change that took place toward
the end of last year and due also to effects of so-called “Abenomics.” While that does not
directly translate to a boost of VCCI performance, it is expected that the purpose of VCCI will be
furthered as the rate of release of innovative products from members will be accelerated under the
circumstances. I would like to express my gratitude to the great support of government agencies,
related organizations and VCCI members for their having fostered VCCI so far.
The value of VCCI heavily depends on the trustworthiness of the VCCI mark. We take pride in our
uncompromised operations in administering measurement facility registrations and pre-shipment
conformity verification filings for Information Technology Equipment of member companies. Market
sampling tests and validity checking of the VCCI mark we conduct on the products distributed in the
market are to further heighten the trustworthiness of the VCCI mark. We are committed to steadily
maintain the level of our operation now reputed as de facto standard in Japan for controlling EMI
from ITE on a voluntary basis.
Harmonization of EMI standards is promoted on a worldwide basis because the importance
of EMI as well as Product Safety is increasingly recognized in designing ITE to be distributed
globally. Under the circumstances we are positively engaged in the evaluation of proposed draft
international standards on EMI related technologies and even in the contribution of proposals on
schemes to increase the precision of EMI measurement for the Japan member body in IEC/CISPR.
On the front of diffusion of knowledge on EMI we have been positively engaged in holding technical
symposium, training of EMC measurement engineers on a regular basis and in ad hoc seminars
cohosted with prefectural industrial technology centers. Activities no less important include Public
Relations to increase the awareness of VCCI’s roles. On the international front we hosted annual
VCCI International Forum by inviting EMI regulatory officials of various countries in the world as
guest speakers and had meetings with overseas regulators and industry associations including
BSMI of Taiwan, ITI of the US and EU R&TTE in order to keep abreast of international movements
in EMI control. We also made presentations on VCCI technical papers in IEEE symposiums and
ran VCCI booth in trade shows on a worldwide basis which we believe have contributed to the
promotion of the world awareness of VCCI’s activities.
On the front of MRA (Mutual Recognition Agreement) on EMC testing facilities between Japan and
overseas counterparts, Japan and the US, the first counterpart, are now accepting each other’s
test reports on a regular basis since a MOU (Memorandum of Understanding) between the two
countries was carried into effect in April 2007. This year we are to renew agreements with accredited
testing laboratories recognized in the MOU with the US for the third time. We will strive to increase
the number of counterparts of MRA on top of the US to answer the expectations of VCCI member
companies for their timely and streamlined market entry in the target overseas market.
We will continue our engagement in the preservation and improvement of adequate radio
environment in Japan to win even higher confidence of Japanese people. Meanwhile Japanese
government is revisiting the Electric Appliances and Material Safety Act for its revision whose
framework is gradually getting clear. Also it is expected that the Ministry of Internal Affairs and
Communications will endorse the multimedia EMC standard CISPR32 published in January 2012
as a Japanese standard. We would appreciate your moral support for us to adequately cope with
these new factors and better serve you all.

VCCI Activities
General Operations
VCCI has been run for four years since its reconstitution as general
incorporated foundation “VCCI Council.” Operations coordinated with
Subcommittees in this reporting period went essentially as planned.
Initiated the preparation for VHF-LISN international round-robin-test
assigned to VCCI, the proposer of the stabilization network, as a result of
CISPR decision in its Bangkok meeting.
In terms of activities in academic circles, VCCI made two presentations on
theme-1 Site validation above 1GHz and theme-2 Kit Module measurement
method followed by a panel discussion in APEMC 2012 held in May in
Singapore and in EMC EURO 2012 held in September in Rome.
In terms of external relations with agents of foreign governments and
related organizations, VCCI met BSMI of the Chinese Taipei government
in June for information exchange and ITI of the US in August to brief them
on VHF-LISN VCCI is promoting as a candidate of international standard.
In December VCCI participated in the meetings of EU R&TTE CA and
ECANB to exchange information and further solidify relationship with them.
In Japan we held a VCCI seminar in May while the yearly Information
Communication Month campaign was launched by the Ministry of Internal
Affairs and Communications. In November we held an EMC seminar at
Yamanashi Prefecture Industrial Technology Center under the joint auspices
of VCCI and the center as a regular prefectural level outreach program.
A task force established to work on VCCI’s way forward after the expected
enactment of the revised Electrical Apparatus and Material Safety Act has
reached in the phase to finalize a blue print on VCCI programs in the new
environment.
MRA enacted on April 1, 2007 by exchange of MOU between Japan and the
US on EMC test reports issued by testing laboratories in the both countries
has been smoothly functioning. In August we had information exchange
meetings with NVLAP and A2LA which are testing laboratories accreditation
bodies designated in the
MRA on the US side.

[b] Radiated EMI Measurement Method WG
Activities were focused mainly on the following two themes.
One is summarized in a technical report titled “Experiments to
compare characteristics of SVSWR and NSA as a method of site
validation above 1GHz.” The purpose of this study was to see if
the use of NSA for the site validation below 1GHz works alright
also above 1GHz too, which is an antithesis to the current VCCI
Technical Requirements specifying SVSWR to be employed for
site validation above 1GHz as standardized as CISPR16-1-4.
The other is a study about the effect of VHF-LISN on the improvement
of correlations between measurements in testing laboratories.
[c] Conducted EMI Measurement Method WG
Activities were focused mainly on the following two themes. One
is evaluation using real machines of the difference of results in
telecommunication ports conducted EMI measurement owing to
the difference of metal plane orientation – vertical or horizontal.
The other is a study of differences in the results of measurement
attributable to conditions for grounding (in terms of width of the
grounding conductor) in the case of AMN placed on a rack of
40cm high from the horizontal reference metal plane as specified
in CISPR16-2-1: 2008.
[d] Kit Module Measurement Method WG
Compiled the result of past activities including the purpose of kit
module measurement, measurement methods and actual cases
to which the method applied.
[e] VCCI Rules Revision WG
Worked out revisions to VCCI rules to become effective on April 1,
2013.
Added points of precaution to the Technical Requirements in the
measurement of mains port conducted EMI and telecommunication
ports conducted EMI. Revised Normative Annex 2 Rules for
registration of measurement facilities to reflect the change to
web based registration. Revisited Normative Annex 2-2 Outline
how to fill Registration Documents of Measuring Facilities for
more friendly expressions. The rules revision WG plans to make
concretized examples available on the web of Technical Report
required by the Technical Requirements.
[f] VHF-LISN WG
Made a proposal on VHF-LISN to CISPR/I/WG2 together with
supporting data. VHF-LISN is a VCCI originated apparatus to
normalize terminating conditions of power cables. As a result
VCCI was assigned a mission to administer international round
robin test on the measurement with the apparatus in FY2013.
[g] Antenna Calibration Study WG
Executed, in collaboration with the Radiated EMI measurement
WG, experiments to compare characteristics of SVSWR and NSA
as a method of site validation above 1GHz by using a broadband
nondirectional antenna.

Subcommittee were engaged in their assigned projects.

(2) Major activities of each working group
[a] CISPR Project WG
Participated in meetings of relevant national mirror committees
(under the Ministry of Internal Affairs and Communications)
to CISPR committees (A/H/I) in order to review/comment on
documents in circulation and monitor directions in standards
development. Also participated directly in SC-I/WG2, WG3 and
WG4 in the capacity of expert member. Gave a briefing on recent
direction in CISPR in the yearly VCCI technical symposium
under the title of “Deliberation status in CISPR/SC-A and SC-I on
CISPR16, CISPR22 and CISPR32/35” and “Deliberation status in
CISPR Bangkok meeting on VHF-LISN proposed by VCCI.”
(2) VCCI Basic Course for Measurement Engineers
“Basic Course” is designed to prepare entry level measurement
engineers for the above course for experienced engineers. Two
courses held in April and August were attended by 49 trainees in total.
(3) Antenna Calibration/NSA Measurement Course
Presented diplomas to 4 trainees in a session held in October.
(4) Training Course on Telecommunication ports conducted EMI
measurement
Presented diplomas to 6 trainees in a session held in November.
(5) Training Course on Radiated EMI measurement above 1GHz
Presented diplomas to 12 trainees in a session held in November.

Public Relations
(1) Participated with a VCCI exhibition booth in Techno-Frontier 2012
held at Tokyo Big Sight from July 11 through 13, 2012.
(2) Participated with a VCCI exhibition booth in Computex Taipei 2012
held at Taipei World Trade Center from June 5 through 8, 2012.
(3) Posted an illuminated advertisement board in JR Akihabara Station
and Shin-Osaka Station to increase public awareness of the VCCI
mark. Placed transit advertisement for VCCI on Tokyo metropolitan
bus. Also placed adhesive label ad on the door windows of Metro
Hibiya line.
(4) Ran advertisement on VCCI and contributed an article in the special
editions of Nikkei Sangyo Shimbun and Nikkan Kogyo Shimbun
featuring EMC. Also ran advertisement on VCCI in Nippon Keizai
Shimbun, Tokyo IT Shimbun and BCN Ranking magazine.
(5) Contributed the VCCI mark and a VCCI introductory note to the public
awareness survey ad of Nippon Keizai Shimbun and Nikkei Sangyo
Shimbun.
(6) Created VCCI calendar.
(7) Published Japanese and English versions of “VCCI Dayori” for No.105
through No.108.
(8) Published Annual Report according to established practice.

Carried out market sampling tests in accordance with the Rules for the
Voluntary Control Measures. The number of samples selected was 110

We also performed document inspections on 40 cases. This is to
scrutinize test reports filed with conformity verification reports. The result
was 37 passed and 3 failed. The owners of failed reports were asked to
do measurement again.
To secure trustworthiness of the VCCI mark in the market we conducted
fact-finding surveys on the display of the mark on products at shop front.
19 member companies and 2 non-member companies were advised to
correct the illegitimate displays.
International Activities
Conducted the following activities for information gathering on EMC
situations overseas.
(1) Updated the table of world ITE standards.
(2) On March 1, 2013 we held yearly VCCI International Forum at United
Nations University in Aoyama, Tokyo with guest speakers invited from
Israel, EU, Korea and Russia. It was the first time for us to invite a
Speaker from Israel where obtaining information is difficult. Subjects
of other speakers were R&TTE and EU Directive (EU), the Custom
Union (Russia) and Korean Radio act (Korea).
(3) From March 11 to 13, 2013, we dispatched a fact finding team to
Korea on the regulatory movement there concerning EMC and related
fields. Visited agencies and offices included RRL, KATS and testing
laboratories. Team’s findings were shared with VCCI members on a
flash report basis. One of the focus subjects was the revised Radio
law for which members’ inquiries were accumulated. Another focused
subject was Body SAR which became compulsory in January this
year. It came in our sight because Body SAR typically goes hand in
hand with EMC in almost all of EMC testing laboratories.

About VLAC
VLAC, The Voluntary EMC Laboratory Accreditation Center, is a private laboratory accreditation body separated from VCCI in 1999. VLAC specializes in
accreditation of laboratories for their competence in testing of EMC emission from ITE in accordance with VCCI requirements, EMC testing including

TELEC is a public testing laboratory providing technical services including certification of conformity with the technical
requirements of the Radio Law, calibration of measuring instruments and testing of wireless high frequency equipment.
TELEC, an ISO/IEC 17025 compliant testing laboratory accredited by VLAC, is engaged in EMC and SAR testing in Japan
and overseas. Regarding EMC of ITE the engineering center is competent in testing of radiated EMI above 1GHz and
telecommunication ports conducted EMI. TELEC is also capable of general testing of weak power radio equipment for their
performance certification, testing of high frequency applied radio facilities and antenna characterization in its open test sites.

Intertek Japan with five testing sites operating in Japan is a testing laboratory accredited by VLAC, NVLAP and others.
The laboratory provides EMC testing services for consumer, medical, MIL, aviation and radio equipment and calibration
services for measuring instruments. It also provides agent service for applications of domestic and overseas product safety
certification, factory inspection and radio station licensing. The Nagano laboratory with three open sites has been engaged in
EMC testing mainly of consumer electronic equipment since 1987.
