Successful completion of the development/prototyping phase is expected to result in the awarding of a four year production contract with the successful vendor. Eskom shall retain an option to extend the production contracts by an additional four years pending good performance of the products and the suppliers. Poor performance may result in the contract not being extended. Eskom retains the right not to award or extend the contract. Prototype schemes and products shall be delivered in suitable panels which are priced on the price schedules. . The scope of work includes: a) prototype development and testing; b) compilation of product documentation and automated testing routines; c) product engineering per specific order (e.g. IP addressing, GOOSE and MMS and SCD configuration); d) the factory testing of the complete order; e) the integration of selected products from a different supplier; f) delivery, off-loading and site erection (at Eskom discretion); and g) development and delivery of product training. Eskom shall hold the Intellectual Property rights to all designs and documentation developed by the Tenderer or his subcontractor(s) in relation to a contract arising from this enquiry. In particular, Eskom shall be entitled to copy part or all of a design to be used in other designs, possibly with other vendors. 4. Provision of Ethernet switches and fibre optic patch panels The design for the integration of Ethernet switches and patch panels into the digital fault recorder scheme shall be the responsibility of the successful tenderer of this enquiry. The supply of these items during the product development and production phase shall, however, be contracted separately and shall be free issued to the successful tenderer. The supplier of the DFR schemes shall assume responsibilities for handling (acceptance and storage) of these free issued items at a reasonable cost. 5. Documentation Suppliers shall be responsible for the development of setting sheets, settings guide and product manuals, product selection guide, application guides and Bentley Microstation format master drawings for each product type (as applicable). Drawings shall be compiled according to Eskom’s drawing standard (e.g. drawn on-grid to the correct style and using Eskom cell libraries). Compilation of the scheme/product documentation shall include a review by the supplier of Eskom’s maintenance strategy for each product type to identify its suitability to the new generation equipment. In particular, the supplier shall provide input into a “Failure Modes, Effects and Criticality Analysis” (FMECA) for the individual products/components and for the complete integrated system to document possible failure modes, their effects and the requisite monitoring and maintenance activities by which to manage them. The supplier shall also assist in the creation of plant health measures. The required inputs from the supplier are indicated in [19]: Section 3.6 and the yellow shaded sections in the tables on pages 10 and 16. The Supplier shall provide Microsoft Excel-based setting sheets for the tendered DFR with separate columns for the setting name, actual setting and setting range and step sizes. The Excel worksheet shall be equipped to export settings into a format suitable for direct import into the DFR setting/configuration software. In addition to this requirement, the supplier shall provide, setting templates for application with DigSilent StationWare settings management software. Price Schedule items are included for the development and supply of automated testing templates to be used for Factory- and Site Acceptance Testing of protection schemes. Full details are provided is Section 4.2.3 “Test template” in [3]. Unique Identifier: 240-103693540 Revision: 1 Page: 8 of 18 Project timeframe and phases The successful tenderer shall enter into a product development phase in which prototype panels will be designed, built and tested. All product documentation including manuals, settings templates and test routines shall be developed by the supplier at this time. The deadline for completion of all requirements of the product development phase is 3 months after awarding of the contract. Early completion of the product development phase by the supplier will result in early establishment of the production contract with that supplier, and earlier sales to Eskom. The project phases for the development and testing of DFR schemes are described in Section 5 of [3]. 7. Tender returnables (Technical) 7.1 Requirements Table 1 summarises the responses required from Tenderers relating to the standard documents for this enquiry. The following abbreviations are used: • DS = Deviation schedule. Tenderers shall submit a formal document listing the document number and title and any deviations to the document’s requirements, indicating specific section and/or clause numbers. Separate deviation schedules shall be compiled for each Eskom document. The tenderer shall be deemed to have claimed compliance to all clauses for which no deviations are indicated. • A&B = Schedules A&B. Tenderers shall complete Schedule B in the document provided and indicate where supporting information can be found with the tender returnables. Where ranges or test levels are specified, tenderers shall respond with the actual range or level attained rather than the statement “Comply”. • Q = Questionnaire/Performance Questions. Annexure of the Eskom standard. Responses may not be altered after tender closure, and missing answers may not be provided after tender closure. Responses to A&B schedules shall be based on the requirement of Schedule A. “Comply” shall only be acceptable in response to a Schedule A requirement stating “Comply”. Other items requiring a word, sentence or number response shall be responded with reference to with the actual capability of the equipment offered. In cases where a product does not comply with a Schedule A requirement, the Tenderer shall respond indicating the product’s existing capability. Where a product is to undergo development so as to meet the requirement, the Tenderer may append the words “Comply with Development” or “CWD” to this response. All items marked “CWD” shall be described in a letter of undertaking by the OEM that the said development work will be undertaken by them, completed within the first month of awarding of a product development contract with the Tenderer. Certain responses to A&B schedule items require verification by Eskom. Tenderers shall provide evidence for this verification in one of two ways, as indicated against applicable A&B schedule items: 1) Tender response verified during product demonstration. These items will be verified during the product demonstration. These will be demonstrated by the Tenderer by way of the DFR interface software/manual for the specific DFR model tendered. The evidence of compliance need not be included in the tender submission. 2) Tenderer response verified from supporting documentation. The Tenderer shall submit a reference, including file name and page number from within the tender pack as to where evidence of the response is to be found. Eskom is not permitted to accept additional information after the tender closing date and items with incorrect or missing references will be assigned a score of “Noncompliant”. References shall be made to the file name of the electronic copy of the supporting document, and the page number within that file (not necessarily the same as the page numbers printed on each page of the manual). The Tenderer may present the OEM’s letter of undertaking of development described above as evidence of compliance to items with “CWD” responses. The letter of undertaking shall be included with the tender response. The Tenderer shall, nevertheless, also provide evidence of the product’s existing capability (if any). Tender evaluation (Technical) This section details the methodology to be employed by Eskom in scoring the “Technical” category of the tender evaluation. Each tender shall pass all Technical Gatekeeper criteria as listed in Annex A.1. Tenders not meeting any of the Technical Gatekeepers shall be immediately excluded from further evaluation, and shall be assigned a Technical score of 0%. Tenders which pass the Technical Gatekeepers shall be adjudicated a score out of 100%, made up of scoring in three sub-categories: Technical sub-category 1: Product A&B Schedules (Weight = 50%). Technical sub-category 2: Product Demonstration (Weight = 30%). Technical sub-category 3: Product Risk and Support (Weight = 20%). The detailed methodologies for scoring in each sub-category are provided in Sections 8.1 to 8.3 below. 8.1 Sub-category 1: Product A&B Schedules This section shall comprise scoring of the technical schedules of the DFR scheme. Not all items will be scored so as to maintain the focus of the evaluation on critical functionality. Compliance with non-scored items and major deviations to scored items shall be addressed in Sub-category 3: Product Risk and Support. 8.1.1 Verification Verification of A&B schedule responses by Tenderers shall be conducted in the following ways, as indicated in the A&B schedules: 1) [Default option] Tenderer response taken at face value. These items, typically less critical functionality, will not be verified by Eskom during the tender evaluation. Compliance will be verified during a product development contract arising from this enquiry. 2) Tender response verified during product demonstration. These items will be verified during the product demonstration. These typically entail confirmation of the type and number of functions available in the DFR and their setting ranges. Items for which compliance is not claimed (e.g. “Do Not Comply” or no response), but which are found to be compliant during verification will be scored as partially or non-compliant based on the original response. Eskom reserves the right to adjudicate whether items which are not “Fully Compliant” or “Compliant with Development” are to be scored “Partially compliant” or “Non-compliant” irrespective of any claim made by the Tenderer in this regard. Items will only be accepted as “Compliant with Development” if accompanied by the letter of undertaking from the OEM described in Section 7.2. These items will achieve full score on the A&B schedule evaluation but may be penalised in the “Product Risk and Support” category. A&B schedule items for which no answer is provided shall automatically be scored as “Non-compliant”. The A&B Schedules use a default weight of 1 for each scored item. Critical items are assigned higher weights. For example, a weight of 3 indicates that the item will count the same as three items with weight 1. A&B schedules shall be scored independently by at least two Eskom Subject Matter Experts (SMEs). The SMEs will then collaborate to derive a consensus score. The score for each item will be multiplied by its weight to obtain the total score per item. All scores for the A&B Schedule will be tallied and a percentage shall be calculated based on the maximum possible score. This will be recorded as the percentage score for that product. 8.2 Sub-category 2: Product demonstration This section shall be scored by the technical evaluation team following a two day visit to each Tenderer’s local offices. Tenderer visits shall be conducted during the tender evaluation phase. The visits to tenderers passing the gatekeeper criteria shall commence soonest after the successful completion of the desktop evaluations. Suppliers shall be advised of their qualification for the visit, and on the exact date of the visit at least two weeks before the commencement thereof. 8.2.1 Overview The demonstration shall comprise three parts: 1) IEC61850 demonstration (60%) 2) Upgradeability demonstration (40%) 3) A&B schedule verification (scored in Sub-category 1). Tenderer representatives will provide evidence for A&B schedule items designated for verification via demonstration. The demonstration shall commence at 09h00 each day and end latest 17h00 each day. The Tenderer shall be responsible for time keeping to ensure that the full scope of all parts of the demonstration is achieved within the allotted time. The full scope of the product demonstrations are described in [2-PD] “Product Demonstration.xls”. Eskom will score Tenderers only on the items described. Tenderers may provide Eskom with additional information, but this shall not be scored and may unnecessarily consume the Tenderer’s allotted demonstration time. Eskom will only award Tenderers points to a product demonstration item if the item has been demonstrated in its entirety using the test system in the presence of the Eskom team. Tenderers offering Option A and Option B as a solution to this enquiry shall demonstrate that an Option B DFR (i.e. where binary input/output signals are hardwired to/from the DFR) can be upgraded for use in a IEC61850-ready substation (i.e. where binary input signals are received as GOOSE and binary output signals can be broadcasted/published as MMS messages). Tenderers offering Option C DFRs shall demonstrate that a DFR that is used in a legacy substation (i.e. where binary input/output signals are hardwired to/from the DFR) can be re-configured for use in a IEC61850-ready substation (i.e. where binary input signals are received as GOOSE and binary output signals can be broadcasted/published as MMS messages). Tenderers shall demonstrate this as follows: 1) The tenderer shall generate binary output signals from an Eskom supplied protection IED (i.e. by injecting voltage/current signals from a test set into the IED and causing it to operate). The tenderer shall then demonstrate that the tendered Option B or Option C DFR is triggered via hardwired binary inputs from the protection IED and show the associated fault record(s). 2) The tenderer shall then perform the necessary re-configuration and/or hardware/firmware upgrades on the same DFR and demonstrate the triggering of the DFR via GOOSE signals generated from the Eskom supplied protection IED and show the associated fault record(s). 8.3 Sub-category 3: product Risk and Support Eskom SMEs, as part of the A&B schedule evaluation, shall compile a narrative summarising risks associated with the products such as: unproven technology, technology requiring development, major nonconformances to the standards/specification, and excessive or re-occurring minor non-conformances. This narrative will also be based on the responses to questions in Annex A.2 of this document and Annex B of [3]. This narrative shall be used to assign a product risk score in the scale: 100% - Low risk 80% - Acceptable risk 40% - High risk 0% - Very high risk 9. Price schedules and projected quantities The tender pack includes a PS5 schedule which details all items to be tendered upon in this enquiry. This information is the definitive list of items to be supplied and supersedes the price schedule included in the detailed DFR product specification. The price schedules differentiate between items for the development (D1) and production (P1) phase contracts. The following sections provide clarity on the price schedule items and supersede any requirements listed elsewhere amongst the technical documentation. Eskom’s projection of required quantities over the four year production contract is described in Section 9.7. 9.1 Options A, B and C In section 3.1 of [3], three different options (i.e. option A, B and C) of DFRs are listed. As mentioned in that document, Eskom will require DFRs in both its legacy and ‘IEC61850-ready’ substations. Option A (for use in ‘IEC61850-ready’ substations) AND Option B (for use in legacy substations). Suppliers shall include the costs (on the pricing schedules) to upgrade an Option B DFR to have functionality as an Option A DFR if and when a previously legacy substation is upgraded to be ‘IEC61850-ready’. ii.) Option C only (for use in either ‘IEC61850-ready’ or legacy substations). If there are any costs associated with switching between the use of an Option C DFR in a legacy substation to that in an ‘IEC61850-ready’ substation (i.e. to enable IEC61850 functionality within the DFR), suppliers shall include the costs for this in the pricing schedules. NOTE: The pricing schedules list individual items for all three options (i.e. A, B and C). Suppliers offering a solution for Options A and B (as per i). above) are not required to populate columns in the pricing schedules where prices for Option C are required. Similarly, suppliers offering only Option C as a solution (as per ii.) are not required to populate columns in the pricing schedules where pricing for Options A and B are required. Suppliers shall mark any costs not applicable to their offered solution/product as ‘N/A’ or ‘Not applicable’ in the pricing schedules. 9.2 Training, delivery and off-loading, spares quoted centrally Price schedule P1 includes items for all training, delivery and off-loading and spares relating to the enquiry. Training relates to interventions to be held with applications, settings, commissioning and maintenance staff over the full term of the production contract. It is to be priced per delegate per day, typically for courses accommodating 8 to 10 delegates at the supplier’s local office. The training fee shall include all learning material, venue and catering costs. Course outlines for the training courses shall be provided in accordance with the requirements of the detailed product specifications and finalised during the product development phase. Delivery, off-loading and site erection costs are to be quoted per panel or per module for delivery in different distance categories. Spares pricing is to be provided for all DFRs/electronic devices, auxiliary and sub-components. 9.3 Engineering fees Price schedule items are included for engineering fees incurred during product development (D) and for application-specific customisation and testing during the production contract (P). The following four development milestones shall apply: • Phase 1: Sign off of conceptual design and drawings for fabrication of prototype schemes; • Phase 2: Detailed design & configuration, Factory Acceptance Testing (FAT) of prototypes including verification of type testing; • Completion for all product documentation; and • Completion for all product automated testing templates. Phase 2 development for the DFR shall include interoperability testing with legacy IEDs/devices used in the Eskom system as well as with new IEDs/devices that will be used in the Eskom system in the near future. Eskom shall provide the IEDs/devices to be used for such testing. Each phase of product development shall include as an embedded cost, product-related skills development of Eskom’s appointed product custodians as reasonably required in order for Eskom to accept sign-off of each phase. The product training shall be of an advanced/expert level and shall cover the product(s), its algorithms, test procedures and software. Skills development shall be undertaken at the supplier’s local office. At least part of the training shall be undertaken by a person who is actively involved in the development and support of the products for the international market. Certain verification tests may be called for in the technical specification to be undertaken on prototype equipment. Such tests do not require specialised equipment and are non-destructive in nature. Verification tests are included in the “Phase 2” development costs. Price schedule items are included for the development and production phase integration of Ethernet switches and fibre patch panels from another vendor into the supplier’s DFR solution. This shall specifically be applicable to DFR schemes that will be used at ‘IEC61850=ready’ stations. Integration engineering (including testing) shall be priced as a total figure based on an hourly rate and including a provisional number of hours to be negotiated. Engineering during the production phase includes the application and testing of functions. Eskom will not offer payment for the establishment of manufacturing and testing facilities at the tenderer’s works or that of a sub-contractor, or for the supply of engineering software that is required for the configuration and management of the solution. These items, where costs are applicable, shall be absorbed into the product prices. Eskom reserves the right to witness the factory acceptance tests of prototype and production items at no charge from the Supplier. 9.4 Prototype equipment Eskom will purchase prototype scheme(s)/device(s) at the tendered “production” pricing for the applicable items. Prototype item(s) are included on the “D” pricing schedule for the development contract. Tenderers shall ensure that these item(s) are priced the same as the corresponding items in the “P” schedule. The supplier shall undertake the development of, and all modifications to the prototype(s) (as may be necessary) as part of their development engineering fee such that the final prototype(s) (at the conclusion of the development phase) represent the exact wiring and functionality of a production item. 9.5 Ethernet switch and Patch panel/box handling fees Price schedule items are included for the handling (acceptance and storage) of free issued items. The handling fee for Ethernet switches and patch panels/boxes shall include any costs associated with mounting the items in panels as part of the overall DFR scheme design. 9.6 Commissioning/Site Acceptance Testing excluded This enquiry excludes site commissioning and Site Acceptance Testing (SAT). Tenderers are not expected to conduct work on an Eskom site except for the off-loading, positioning/erection and installation of panels and modules in the substation control building. 9.7 Projected quantities for the production phase contract This section provides Eskom’s projected requirements for digital fault recorder equipment over the four year term of the production contracts. Figures quoted are indicative and may be subject to change without notice. A.1 Technical gatekeepers Compliance with all of the following criteria is mandatory for further technical evaluation of a tender. Deviations may be accepted if clarified with Eskom during the tender period, but not after tender closure. 1) Submissions are complete and include offers for all product types. The schedule “[2-MI] Device Model Information.xls” must be completed. NOTE: Sufficient detail shall have been provided to allow for Eskom to perform a technical evaluation of the proposal. 2) IEC 61850 shall be used for signalling between protective relays, the gateway and the DFR (for Option A and Option C as per section 3.1 in [3]). 3) DFRs shall have hardwired interfaces for binary inputs and outputs (for Option B and Option C as per section 3.1 in [3]). 4) The offered DFR shall have a minimum sampling rate of 2.5 kHz for analog channels. 5) Tenderers shall have a permanent South African office with a minimum 3 year track record for supply and support of DFRs within South Africa. Advanced-level support shall be available from the South African office on all tendered products for the duration of the contract. 6) Solutions shall be assembled, configured and tested within the Republic of South Africa. DFRs and related electrical components may be imported, but panel work and wiring shall be done locally. A.2 Product Risk & Support: Performance Questions A.2.1. General a) List all new devices or upgrades to existing devices that will need to be completed in order for the successful implementation of the DFR system envisaged in this enquiry. b) Provide examples of projects, indicating the year and customer name in which changes of the nature described in (a) where achieved at the request of the Tenderer (local company). A.2.2. Configuration management and Security a) Describe any programming/setting task that cannot be achieved via the rear Ethernet port on the tendered DFR. B.1 Information to be submitted with Tender Tenderers shall include the following items as part of their tender submission: 1) A declaration of the SCL schema version(s) used by the DFR offered in the tender. 2) A declaration of all SCL schema versions which are supported by the IEC 61850 configuration software package offered. B.2 IEC61850 CID File Interoperability Eskom will supply, to Tenderers which qualify for the product demonstration, a selection of CID files (from legacy IEC61850-compliant protection IEDs that are used in the Eskom network (namely ABB RET670, REC670, REL670 and RED670) as well as from IEC61850-compliant IEDs that will be used in the Eskom Transmission network in the near future. The files shall be supplied together with the invitation to the demonstration. During the demonstration, Tenderers shall demonstrate the importing of the supplied CID files using their IEC 61850 configuration software. They shall demonstrate the subscription of their DFR to GOOSE data from each of the supplied CID files. B.3 Triggering of DFR on GOOSE On the day of the product demonstration, Eskom will supply various IEC61850-compliant protection IEDs to be used as part of the product demonstrations. These will include legacy IEDs that are currently used in the Eskom network as well as those which will be used in the Eskom Transmission network in the near future. Tenderers shall make use of a suitable test set (e.g. OMICRON, Megger, etc.) to inject analog signals (voltage and current) to the protection IEDs so as to generate GOOSE signals from the IEDs and then demonstrate the triggering of the DFR via subscription of the DFR to this GOOSE data from the supplied protection IEDs. B.4 Broadcasting/Publishing of MMS messages Tenderers shall demonstrate the configuration of their DFR to broadcast/publish MMS messages. The output of the Ethernet port on the rear of the DFR shall be monitored using WireShark freeware to demonstrate this.
